KANSAS CITY —A Kansas City man has been been sentenced to life in prison without parole for his involvement in a fatal shooting that killed two people in northeast Kansas City in 2021.&nbsp;

Earl Dunn III, 21,&nbsp; was convicted of two counts of 1st Degree Murder, Unlawful Use of a Weapon, and three counts of Armed Criminal Action in January, according to the Jackson County Prosecutor's office.

Last week, a judge&nbsp;<a href="https://www.jacksoncountyprosecutor.com/DocumentCenter/View/2608/Earl-Dunn-Judgement-21cr4744_Redacted_FINAL">sentenced</a>&nbsp;Dunn to life without parole for the two murder charges, 30 years for Unlawful Use of a Weapon, and 10 years on each count of Armed Criminal Action.&nbsp;

<a href="https://www.jacksoncountyprosecutor.com/DocumentCenter/View/2606/DunnEarl---PC-Statement_Redacted">According to court records</a>, Kansas City police were dispatched to the area of Anderson and Norton avenues on March 11, 2021, and found a vehicle on fire with two victims inside. There were several spent shell casings on the street two blocks west of the accident and gunshot damage to the vehicle. &nbsp;

Detectives collected footage from area surveillance cameras, which captured another vehicle pursuing the victims in the neighborhood shortly before the victims’ vehicle crashed.

Information recovered from cell tower and mapping tools revealed the Dunn to be in contact with one of the victims and in the same area of the crime scene during the same time of the crime. The DNA profile from a cigar butt inside the suspect vehicle also matched Dunn.

RILEY COUNTY—Law enforcement are investigating a registered violent offender for new alleged crimes.

Just before 9:30p.m. Tuesday, police arrested 41-year-old Lamarques Channel of Topeka on requested charges of criminal sodomy and rape, according to the Riley County Police Department activity Department. The arrest stems from the investigation of an incident that occurred on October 25, 2019. Channel is being held on a total bond of $150,000.

Channel has previous convictions for reckless involuntary manslaughter and drug crimes, according to the Kansas Department of Corrections.

He has been listed as a registered offender since 2015, according to the Kansas Department of Corrections.

 🎥Ukraine signs deal to give US access to rare minerals

POTTAWATOMIE COUNTY—Three Kansas juveniles are facing multiple allegations after a chase involving a reported stolen SUV.

Just before 5p.m. Monday, the Pottawatomie County Sheriff’s Office Dispatch received a report that a vehicle was stolen from the Casey’s parking lot located at 8715 East Highway 24, Manhattan, Pottawatomie County, according to a media release.

 The vehicle was described as a 2011 black&nbsp; Hyundai Tucson.  At about the same time , the Pottawatomie County Sheriff’s Office Dispatch received a 911 call reporting a reckless vehicle on Highway 24 near Blue Run Road. It was also reported that an occupant of the reckless vehicle had pointed a firearm at another vehicle on the highway.

Deputies responded to the area and were able to locate the reckless vehicle. Deputies attempted to pull the vehicle over and they pursued the vehicle eastbound before it came to a stop off of the roadway, just east of Belvue. 

Law enforcement officers took into custody 3 juvenile males and are continuing to investigate the incident. The reckless vehicle was the vehicle reported stolen from Casey's earlier. 

All three boys were taken to a Juvenile Detention Facility and the face requested charges of&nbsp;of Aggravated Assault, Aggravated Battery, Fleeing and Eluding and Theft

Right By You, a nonprofit that advocates for youth reproductive health care access, argues the state’s parental consent laws for minors seeking abortion are unconstitutional

A reproductive health care nonprofit filed a lawsuit Wednesday seeking to overturn Missouri’s law requiring minors to get parental approval before getting an abortion.

The lawsuit contends the consent law is unconstitutional after&nbsp;<a href="https://missouriindependent.com/2024/11/05/missouri-voters-overturn-states-near-total-abortion-ban/">voters passed an abortion rights amendment last year.</a>&nbsp;Right By You, a nonprofit that helps young people navigate pregnancy decisions, including by increasing access to and awareness around contraceptives, prenatal care, abortion, parenting and adoption, filed the lawsuit in Jackson County Circuit Court

Missouri’s parental consent law, which remains on the books, requires that a minor attempting to access abortion receive at least one parent’s consent. The other parent must also be notified. If that’s not possible, they can also seek out a judicial bypass process.

<a href="https://www.rightbyyou.org/" target="_blank">Right By You</a>&nbsp;is also challenging Missouri’s ban on aiding or assisting a minor seeking an abortion.&nbsp;

“The laws bully pregnant young people without parental support into giving birth and threaten legal action against and undermine the core activities of Good Samaritans who seek to help young people effectuate their own decisions about their pregnancies with dignity,” the lawsuit reads.

Missourians in November narrowly voted to enshrine the right to reproductive health care, including abortion, in the state constitution. That language, known during the election as&nbsp;<a href="https://moconstitutionalfreedom.org/wp-content/uploads/2024/01/Missourians-for-Constitutional-Freedom-Amendment.pdf" target="_blank">Amendment 3,</a>&nbsp;includes a provision that prohibits the government from discriminating “against persons providing or obtaining reproductive health care or assisting another person in doing so.”&nbsp;

The amendment does allow the government to legislate abortion access if compelling governmental interest exists.&nbsp;

The current parental consent requirements and ban on assisting minors seeking an abortion “enhance the information, guidance or support (young people) receive,” but does “disregard, burden and punish young people’s decision to end a pregnancy,” the lawsuit reads.

Stephanie Kraft Sheley, founder of Right By You, said most young people do involve a parent or trusted adult in conversations about abortion. It’s those who can’t whom she worries most about.

“It makes sense that folks that are in healthy relationships with their children have this instinct that they would want their children to come to them, but a law that forces that to happen in every case is not the solution to that problem, because it’s not possible for a law to legislate a healthy family dynamic.” she said.&nbsp;

The impact of the law, Kraft Sheley said, is “not actually on the young person that you’re imagining who has a good relationship with their parent, it’s on a young person who’s very safety and well being would be compromised by having this conversation with a parent.”

Right By You is asking the court to strike down the parental consent law and to allow the group to begin funding and arranging logistics for minors seeking abortions, including transportation, hotel and child care costs.&nbsp;

“Young people are shooting this really narrow gap, and then they’re navigating this obstacle course that’s just traumatic and harmful and doesn’t provide any corresponding benefit to them,” Kraft Sheley said. “I see it play out with a lot of confusion, a lot of turmoil, and in some cases, I see young people not able to access care.”

The state of Missouri and Attorney General Andrew Bailey are named as defendants in the lawsuit, as is the Jackson County prosecutor, who is being sued as a representative of the prosecutors across Missouri.&nbsp;

“This is a shameful and dangerous attempt by radicals hell-bent on the destruction of innocent life to undermine not only parental rights but also the health and safety of young women, Bailey’s office said in a statement Wednesday afternoon. “Trafficking minors for dangerous procedures without parental consent is and should remain illegal.”

A separate lawsuit challenging several of Missouri’s other laws regulating abortion is also playing out in Jackson County. The day after the November election, Planned Parenthood and the ACLU of Missouri sued the same defendants on similar grounds, arguing current targeted regulation of abortion provider laws were unconstitutional under Amendment 3.&nbsp;

A judge temporarily struck down most of the TRAP laws, allowing some abortions to resume in Missouri. The full trial is set for early 2026.&nbsp;

Meanwhile, Bailey is also suing&nbsp;Planned Parenthood Great Plains, which oversees clinics in Kansas City and Columbia, over allegations that the organization is transporting minors out of state for abortions.&nbsp;

The lawsuit is based on a video filmed more than a year ago at the Kansas City clinic. In the recording, a man secretly taped an interaction for Project Veritas in which he&nbsp;pretended to be the uncle of a 13-year-old in need of an abortion whose parents couldn’t know.&nbsp;

Planned Parenthood staff then directed him to their affiliate clinics in Kansas where they said he could “bypass” parental consent. When the man asked how often girls go out of state for abortions, the Planned Parenthood employee said it happens “every day.”

During a court hearing on Monday in Cole County, attorneys for Planned Parenthood argued the lawsuit should be dropped on the grounds that the video was “hypothetical” and that abortion is now legal.&nbsp;

“I find that the right to reproductive freedom initiative does not address the issue of parental consent,”&nbsp;<a href="https://missouriindependent.com/2025/04/29/attorney-general-andrew-bailey-demands-records-from-missouri-abortion-nonprofit/">Boone County Judge J. Hasbrouck Jacobs said Monday.</a>&nbsp;“And because of that, I’m going to deny the motion to dismiss.”

Kraft Sheley is also a co-founder of What’s Next, an Amendment 3 accountability group made up of organizers and activists who previously called for a constitutional amendment to appear on the Missouri ballot with no restrictions on abortion.&nbsp;

Immediately after Amendment 3 was approved by voters, the coalition started calling on the state’s major reproductive rights groups<a href="https://missouriindependent.com/2024/11/25/reproductive-justice-whats-next-abortion-amendment-3-missouri/">&nbsp;to challenge Missouri’s parental consent law.&nbsp;</a>

“They haven’t done so,” Kraft Sheley said. “And we can’t sit and watch those people be left behind.”

The lawsuit also notes that current policy does not clearly state how or if minors in state custody or in the foster care system can access abortion through the current parental consent law.

The Independent recently published a story detailing the journey of a young teenager in foster care who was denied an abortion in 2024 at the age of 15. After the state said abortion wasn’t an option, she spent her pregnancy and postpartum in constant fear of the state removing her baby, despite providing her with practically no resources to help her parent.&nbsp;

“My fear is we’ll see more cases like (this one,)” which Kraft Sheley described as “my literal fear of what will become of young people who are forced to continue pregnancies. That’s what is proposed by these criminal involvement laws, and that is what this constitutional amendment explicitly disallows.”

After the state said abortion wasn’t an option, she spent her pregnancy and postpartum in constant fear of the state removing her baby, despite providing her with practically no resources to help her parent.&nbsp;</p><p>“My fear is we’ll see more cases like (this one,)” which Kraft Sheley described as “my literal fear of what will become of young people who are forced to continue pregnancies. By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Purpose. America's truck drivers are essential to the strength of our economy, the security of our Nation, and the livelihoods of the American people. Every day, truckers perform the demanding and dangerous work of transporting the Nation's goods to businesses, customers, and communities safely, reliably, and efficiently.

Proficiency in English, which I designated as our official national language in Executive Order 14224 of March 1, 2025 (Designating English as the Official Language of the United States), should be a non-negotiable safety requirement for professional drivers. They should be able to read and understand traffic signs, communicate with traffic safety, border patrol, agricultural checkpoints, and cargo weight-limit station officers. Drivers need to provide feedback to their employers and customers and receive related directions in English. This is common sense.

That is why Federal law requires that, to operate a commercial vehicle, a driver must "read and speak the English language sufficiently to converse with the general public, to understand highway traffic signs and signals in the English language, to respond to official inquiries, and to make entries on reports and records." Yet this requirement has not been enforced in years, and America's roadways have become less safe.

My Administration will enforce the law to protect the safety of American truckers, drivers, passengers, and others, including by upholding the safety enforcement regulations that ensure that anyone behind the wheel of a commercial vehicle is properly qualified and proficient in our national language, English.

Sec. 2. Policy. It is the policy of my Administration to support America's truckers and safeguard our roadways by enforcing the commonsense English-language requirement for commercial motor vehicle drivers and removing needless regulatory burdens that undermine the working conditions of America's truck drivers. This order will help ensure a safe, secure, and efficient motor carrier industry.

Sec. 3. Upholding English Proficiency Requirements for Commercial Motor Vehicle Operators. (a) The Secretary of Transportation, acting through the Administrator of the Federal Motor Carrier Safety Administration (FMCSA), shall, within 60 days of the date of this order, rescind the guidance document titled, "English Language Proficiency Testing and Enforcement Policy MC-ECE-2016-006," issued on June 15, 2016, and issue new guidance to FMCSA and enforcement personnel outlining revised inspection procedures necessary to ensure compliance with the requirements of 49 C.F.R. 391.11(b)(2).

(b) In carrying out subsection (a) of this section, the Secretary of Transportation, through the Administrator of the FMCSA, shall take all necessary and appropriate actions, consistent with applicable law, to ensure that the out-of-service criteria are revised such that a violation of the English language proficiency requirement results in the driver being placed out-of-service, including by working with the relevant entities responsible for establishing the out-of-service criteria.

Sec. 4. Strengthening Commercial Driver's License Security for Safer Commercial Motor Vehicle Operations. The Secretary of Transportation, through the Administrator of the FMCSA, shall:

(a) review non-domiciled commercial driver's licenses (CDLs) issued by relevant State agencies to identify any unusual patterns or numbers or other irregularities with respect to non-domiciled CDL issuance; and

(b) evaluate and take appropriate actions to improve the effectiveness of current protocols for verifying the authenticity and validity of both domestic and international commercial driving credentials.

Sec. 5. Supporting America's Truck Drivers. Within 60 days of the date of this order, the Secretary of Transportation shall identify and begin carrying out additional administrative, regulatory, or enforcement actions to improve the working conditions of America's truck drivers.

Sec. 6. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Read President Trump's new order for commercial truck drivers

KANSAS CITY, Mo.—Firefighter/paramedic Graham Hoffman’s Funeral will be held on Friday, May 2, at the Pleasant Valley Baptist Church. A public visitation will take place from 11a.m.-1p.m. followed by the funeral service and procession. Firefighter Hoffman will be cremated so there will not be a graveside service.

Early Sunday, while transporting a patient to the hospital, the patient stabbed Hoffman in the chest.&nbsp;

Hoffman was transported to North Kansas City Hospital in critical condition.&nbsp;“KCFD crews worked tirelessly to save Firefighter Hoffman's life en route to North Kansas City Hospital. Lifesaving efforts continued in the emergency room before Graham was moved into surgery. Despite the heroic efforts of KCFD paramedics, the hospital medical team, Firefighter Hoffman, succumbed to his injuries in the intensive care unit," according to&nbsp;Fire Chief Ross Grundyson.

Hoffman was 29 years old and was a member of the Kansas City, Missouri FIre Department for three years.

"Graham was a vibrant individual who loved life and loved serving his community. He was an excellent paramedic who treated his patients with the highest level of skill and compassion."

"The Kansas City Fire Department grieves with Graham’s family, friends, and loved ones. This is a senseless act that has taken a great young man from his family, friends, and coworkers, and deprived our city of a dedicated firefighter, and a leader on and off the job who only wanted to serve and protect those in his community."

Clay County prosecutors have charged the suspect in the attack.

Funeral arrangements for KCFD paramedic killed in line of duty

KANSAS CITY —Law enforcement are investigating another homicide in Kansas City, Missouri have identified the victim as 19-year-old&nbsp;Donovan Booker, according to KCPD Officer Alayna Gonzalez.

&nbsp;Just before 6p.m. Monday, police were dispatched to a shooting at 9th and Prospect.

Officers arrived on scene in less than one minute, and located Booker in&nbsp; a business parking lot suffering from apparent gunshot trauma and unresponsive. EMS transported him to an area hospital with critical injuries. Officers received an update from the hospital that he had died of his injuries.

Preliminary information provided to officers indicated multiple individuals entered the store and were involved in a physical altercation with another man that ultimately resulted in shots being fired. 

Responding officers escorted several bystanders out of the area to safety while canvassing for any potential suspects. Multiple individuals were taken into custody for further questioning.&nbsp; Police are not looking for any additional suspects, according to Gonzalez.&nbsp;

KANSAS CITY— A Kansas City man faces charges in connection with what surveillance video shows was a deliberate fatal hit and run incident earlier this month.

He was transported to an area hospital and pronounced deceased a short time later.&nbsp;

The defendant called police shortly after the incident and said he ran over the victim with his car. He claimed the victim robbed him the previous day and he believed the victim was trying to rob him again. The defendant said the victim was pulling on his vehicle’s door handles, so he attempted to reverse his vehicle and accidentally ran over the victim. &nbsp;

Surveillance video showed the victim walking into a parking lot toward Milligan who was in his vehicle. As soon as the victim walked to the front of the vehicle, Milligan drove forward at the victim. The victim backed away onto a median on the street, and the vehicle drove onto the median at him. 

The video shows Milligan repeatedly driving at the victim as he tried to escape. When the victim attempted to take shelter in the grass, Milligan ran over the curb onto the grass and accelerated, striking the victim with the front of his vehicle. The footage shows the victim going under the vehicle and being dragged.&nbsp;

Milligan remains jailed on a $250,000 bond.

Video shows KC man intentionally run over man with his vehicle

KANSAS CITY – A Kansas woman was indicted by a federal grand jury for interstate transportation of stolen goods.

Amanda Rutherford, 45, was indicted on one count of interstate transportation of stolen goods for traveling across the state line to sell stolen coins, according to the United State's Attorney.

Rutherford traveled to Missouri to sell over $100,000 in gold and silver coins that belonged to an elderly couple who resided in Kansas.&nbsp;

The Dickinson County, Kansas Sheriff’s Office received a report in 2022 that several items, including firearms and collector coins, were stolen from the farm of an elderly couple. 

Rutherford lived on their property and claimed to be a caregiver for the couple. In early 2024, the Sheriff’s Office received a tip that Rutherford had sold gold coins to a jewelry store in Clay County, Missouri and had received several checks totaling $100,000. 

The Sheriff’s Office was able to confirm this information and served a search warrant on her vehicle soon after she cashed those checks at the bank. In conjunction with Homeland Security Investigations (HSI), the Sheriff’s Office found newly purchased merchandise, the remainder of the bundled currency, and other coins belonging to the victims in the vehicle.

 The victims identified the remainder of the coins as part of those that were stolen from their farm in 2022. &nbsp;Under federal law, it is illegal to transport stolen goods across state lines. If convicted, Rutherford faces a prison sentence of up to 10 years and a fine of up to $250,000.

Missouri lawmakers celebrate Trump's first 100 days in office

RENO COUNTY — Authorities are investigating the cause of a fire that destroyed a two-story brick home in rural Reno County on Tuesday, according to Reno County Emergency Management.

Just before 1a.m., Reno County Fire Districts 8, 9 and Pretty Prairie Fire were dispatched to the 8800 block of South K-14, where the house was reported fully engulfed in flames. The response was quickly upgraded, with additional crews from Fire Districts 3, 4, 6 and the Hutchinson Fire Department called to assist.

Reno County EMS provided firefighter rehabilitation on scene. The Reno County Sheriff’s Office, South Hutchinson Police Department and the Kansas Department of Transportation assisted with traffic control, closing K-14 for several hours to allow for a water shuttle operation.

No injuries were reported. The home is a total loss.

&nbsp;Just before 6p.m. Monday, police were dispatched to a shooting at 9th and Prospect, according to&nbsp;Officer Alayna Gonzalez.

Officers arrived on scene in less than one minute, and located a victim in&nbsp; a business parking lot suffering from apparent gunshot trauma and unresponsive. EMS transported the man to an area hospital with critical injuries. Officers received an update from the hospital the victim had died of his injuries.

Responding officers escorted several bystanders out of the area to safety while canvassing for any potential suspects.Multiple individuals were taken into custody for further questioning. Currently, we are not looking for any additional suspects, according to Gonzalez.

(AP) — Consumers across the U.S. still will be able to buy&nbsp;<a href="https://apnews.com/article/ethanol-e15-gasoline-midwest-epa-40550ba65a308617fdc490dcf9e57ad9">higher-ethanol blend E15 gasoline</a>&nbsp;this summer, the Environmental Protection Agency announced Monday, saving them a little money at the pump but risking potential damage to the air and water.

The emergency waiver issued by the EPA prevents retailers in most states from having to stop selling E15 gasoline on May 1. While the waiver remains in effect only through May 20, EPA Administrator Lee Zeldin signaled that he plans to keep issuing waivers through Sept. 15, the date when the federal government typically would allow E15 sales in all states again.

Most gasoline sold across the U.S. is blended with 10% ethanol, but 15% blends are becoming increasingly common, particularly in the Midwest, where most of the nation's corn is grown. E15 gasoline generally costs at least 10 cents less a gallon than E10 gasoline, but the EPA had previously prohibited its sale during the summer over concerns that its use during the summer driving season could increase smog.

But the EPA has relaxed restrictions on E15, granting a series of short-term waivers in 2022, 2023 and 2024 to allow its sale nationwide through the summer. And last year, the EPA&nbsp;<a href="https://apnews.com/article/ethanol-e15-gas-midwest-ba37597f6d1880e31d94180a13299e35">issued a rule</a>&nbsp;allowing year-round sales in eight Midwestern states — Iowa, usually the nation's top corn producer, as well as Illinois, Minnesota, Missouri, Nebraska, Ohio, South Dakota and Wisconsin.

Trump administration officials said Monday's action will lower consumers' costs and give them more choices at the pump while also increasing the demand for corn. They also described it as reducing America's reliance on imported energy.

“Our nation’s great corn growers are critical to helping the U.S. achieve energy independence, which is essential to national security,” Agriculture Secretary Brooke Rollins said in a statement.

While the ethanol industry and Iowa officials praised the EPA's action, the Renewable Fuels Association, a trade group for ethanol producers, argued that Congress should approve legislation allowing year-round E15 sales across the U.S.

“For the economic and energy security benefits of E15 to be fully realized, the marketplace needs long-term certainty,” President and CEO Geoff Cooper said.

The biofuels industry and politicians in both major parties argue that ethanol helps farmers, lowers prices at the pump and reduces greenhouse gas because the fuel burns more cleanly than straight gasoline.

But ethanol consumes about 40% of the nation's corn crop, and environmentalists argue that higher corn production leads to higher use of fertilizers that are a leading source of water pollution.

Zack Pistora, Kansas lobbyist for the Sierra Club, said ethanol plants also use high amounts of water, and states like Kansas are worried about the depletion of aquifers. He said it's “hypocritical” to portray ethanol as environmentally friendly and said the Trump administration should promote renewable energy, electric vehicles, public transportation and sustainable agriculture.

“We need to dramatically reduce our fossil fuel dependence, but relying on corn-based ethanol doesn’t put our country on the path it needs,” Pistora said in an interview.

TOPEKA — Five years ago, Lee Norman was trying to dissuade Kansans from ingesting chemical cleaners to prevent COVID-19, preparing for the end of a statewide stay-at-home order and deciding whether to send tests for everyone in long-term care facilities and prisons.

“We were meeting 24/7, 365,” Norman said on the Kansas Reflector podcast. “And trying to figure out — without having enough resources, without having (a) vaccine, without having any medications and without having any testing — what the heck we were going to do with this lethal virus that has now landed in the United States.”

Within two years of the first cases in Kansas,&nbsp;<a href="https://kansasreflector.com/2021/11/19/lee-norman-steps-down-as-kansas-health-secretary-months-after-internal-dispute/">Norman stepped down from his cabinet post</a>&nbsp;at the request of Gov. Laura Kelly’s administration.

The first case was recorded March 7, 2020, and about a week later, Kelly declared a state of emergency.

Less than a week after that, she ordered K-12 schools closed.

By the end of the month, national case counts inched toward 100,000, deaths reached 1,000, President Donald Trump signed a $2 trillion stimulus bill and Kelly issued a stay-at-home order for the entire state.

The first four weeks went “swimmingly well,” even amid uncertainty and shock, Norman said.

But, he said, things quickly became contentious as executive action from the governor, public health recommendations and attempts at understanding a brand new virus unfolded.

“You know, four weeks was pretty unusual to have that kind of engagement,” he said. “And after that, it became distinctly unfun.”

He admitted public health was slow to address the social and psychological impacts of the pandemic. But by the point he and other public health officials realized that, he said, resistance to following public health guidance had already begun to take shape.

The politicization that crept into Norman’s role during the COVID-19 pandemic still exists in public health today. The 2025 Kansas Legislature passed bills in April that hinder the governor’s authority to&nbsp;<a href="https://kansasreflector.com/2025/04/10/kansas-legislature-votes-to-remove-county-health-officials-power-to-ban-public-gatherings/">limit public gatherings</a>&nbsp;and pare back vaccination requirements for children.

Norman, who now works in the private sector, said investing in public health infrastructure is key for preparing for future health crises.

As Kansans faced last year a spike in&nbsp;<a href="https://kansasreflector.com/2025/01/31/tuberculosis-toll-in-kansas-city-kansas-area-rises-to-nearly-70-active-cases/">tuberculosis cases</a>&nbsp;and more recently a growing&nbsp;<a href="https://kansasreflector.com/2025/04/02/vaccination-rates-down-in-most-kansas-counties-where-measles-cases-occurring/">measles outbreak</a>, Norman emphasized the importance of vaccinations and adhering to public health guidance.

The governor signed into law in April modifications to vaccine requirements for children that make it easier for parents to claim religious exemptions as justification for their unvaccinated children. The governor vetoed another piece of legislation that created a pathway for people to sue state and county health officials for their decisions about quarantines and other public health guidance. The Legislature overrode Kelly’s veto, making the change law.

Masks and limiting large gatherings work, Norman said. They have for centuries, he added.

“Half of everybody, kind of wants to undo the benefits of public health, and mock it even, which is particularly hurtful,” Norman said. “I think that the Legislature needs to, one, respect personal autonomy and responsibility, and then secondly, if people are want to have more autonomy, I think they have to listen to very, very good guidance.”

Kansas’ former top public health official reflects on five years since COVID-19

KANSAS CITY, Kansas —Law enforcement investigating a fatal shooting April 24, in Kansas City have identified the victim as 21-year-old Eric Johnson-Linares.

Just after 5p.m. April 24, police responded to a shooting in the 600 Block of South 71st Terrace, according to a media release. First responders found Johnson-Linares outside, deceased from apparent gunshot wounds.&nbsp; Police have not reported an arrest or released suspect details.

A pedestrian was standing on the left shoulder of westbound 210 Highway at N Chouteau, according to KCPD&nbsp;Officer Alayna Gonzalez.&nbsp; An unknown vehicle struck the pedestrian,&nbsp;throwing the person into the grassy center median. 

The vehicle left the scene without stopping. The pedestrian was declared deceased at the scene. Police don't know exactly when the pedestrian was struck. This is fatality #20 compared to #38 at this time last year.&nbsp; Police have not released the name of the victim.

Kansas Governor attends Holocaust commemoration ceremony

MANAMA, Bahrain – USS Harry S. Truman (CVN 75) lost an F/A-18E Super Hornet assigned to Strike Fighter Squadron (VFA) 136 and a tow tractor as the aircraft carrier operated in the Red Sea on Monday, according to a statement from the office of United State's Navy Chief of Information.&nbsp; One Sailor was injured, all other personnel were accounted for.

The F/A-18E was actively under tow in the hangar bay when the move crew lost control of the aircraft. The aircraft and tow tractor were lost overboard.

Sailors towing the aircraft took immediate action to move clear of the aircraft before it fell overboard. An investigation is underway.

The Harry S. Truman Carrier Strike Group and embarked air wing remain fully mission capable. The strike group consists of flagship Harry S. Truman, the nine squadrons of Carrier Air Wing 1, three guided-missile destroyers of Destroyer Squadron 28, and the Ticonderoga-class cruiser USS Gettysburg (CG 64).

US Navy loses $60 million jet that fell overboard from aircraft carrier

KANSAS CITY —It was another deadly weekend of violence in Kansas City. Police are investigating four separate homicides involving five victims including a Kansas City firefighter/paramedic.

Just after 3:30p.m. Sunday, police were dispatched to report of a shooting in the 3100 block of Spruce, according to KCPD Captain Jake Becchina. 

Officers were directed to a home on the block and led inside by people at the scene. Inside the residence officers located a shooting victim later identified as 42-year-old William Porter.&nbsp; &nbsp;EMS transported him to the hospital with life threatening injuries.

A short time later officers were notified he died at the hospital. 

Preliminary investigation indicates that the victim and one or more suspects were inside the residence when they had an interaction that led to gunfire and the victim being struck. The unknown suspect(s) then left the scene.&nbsp;&nbsp;

Just before 6p.m. Sunday, police were dispatched to a shooting in the 8500 block of Sni-A-Bar Road, according to Captain Becchina.

On arrival officers were directed to the side of a residence there where they located a man later identified as 50-year-old Joshua Teel unresponsive. Officers summoned EMS to the scene who declared him deceased.

A preliminary investigation indicates that Teel was outside the residence when he had an interaction with an unknown suspect. That interaction led to gunfire which struck him .The suspect then left the scene in an unknown direction.

Just after 12:30a.m. Sunday, police were dispatched to a check the welfare call at 152 Highway and North Oak Trafficway involving a woman, later identified as&nbsp; 38-year-old Shanetta Bossell walking on the highway.

Callers were concerned for her safety and called police. Responding officers located Bossell on the side of the highway there. Ultimately, they requested EMS to respond for further treatment.

EMS began to transport Bossell to the hospital for further treatment. While en-route to the hospital in the ambulance, at approximately 1:25a.m., she produced an edged weapon and stabbed the KCFD Firefighter/Paramedic Graham Hoffman causing significant injuries.

The ambulance driver then stopped the ambulance at 152 highway and Platte Purchase and signaled to a KCPD police officer that had been following the ambulance for help. That KCPD officer took Bossell into custody at that location. Additional EMS crews responded and transported&nbsp; Hoffman to the hospital for treatment of life threatening injuries.

Just after 2p.m. Sunday, police were notified that Hoffman had died.&nbsp; The Clay County prosecutor charged Bossell murder in the first degree and armed criminal action.

Inside that vehicle officers located Ruiz and Suri unresponsive. Officers summoned EMS to the scene who declared the victims deceased.</p><p>The investigation indicates that the victims were inside the vehicle at the location when they had an interaction with one or more suspects and shots were fired. Both victims were inside the vehicle when they were struck by the gunfire. Initial responding officers took one subject of interest into custody for further investigation.</p>
