GENTRY COUNTY—A Missouri woman was injured in an accident just after 4p.m. Tuesday in Gentry County.

The Missouri State Highway Patrol reported a 2007 Chrysler Town and Country driven by Rebecca A. Buckingham, 54, King City, was northbound on Route AA two miles south of Ford City.

The van traveled off the road, struck a ditch and overturned. Grand River EMS transported Buckingham to Mosaic Life Care. She was properly restrained, according to the MSHP.

Savannah school students will be given a choice to take a COVID-19 test rather than quarantine if they come in contact with someone who tests positive for the coronavirus.

Previously, Savannah required students to quarantine for 10 days if they were in close contact with someone who had tested positive for COVID-19.

Savannah School District spokeswoman Jess Gillett says now, after working with the Andrew County Health Department, the school is ready to implement a new Test to Stay protocol.

"Rather than being at home on quarantine, those students will have the option of taking a test," Gillett tells KFEQ/St. Joseph Post. "You have to test three times within your first seven days, they can take the test and as long as they are testing negative they can stay on campus."

Participation in the Test to Stay is voluntary. Parents can opt their student out of the new testing protocol if they would like.

Gillett says students will have to test negative three times within the first seven days of the quarantine period, and they won't have to do it just at the school thanks to partnership with the Urgent Care Express in St. Joseph. 

"That is where that community partnership with us and Urgent Care is so vital, they are open on the weekends and so it does have to be the Urgent Care there on 169 they are the ones we are in partnership with," Gillett explains. "So as long as the student goes in there and identifies themselves as part of the Savannah R3 Test to Stay program."

Students that do test negative through the program and are able to return to class will be required to wear a mask.  

As for the the Savannah School mask policy, Gillett says there is no change.

"That hasn't changed at all, we are still mask optional, they are strongly recommended but it is optional," Gillett says. "Now if you choose to participate in the Test to Stay program, while you're going through that testing process you do have to wear a mask on campus."

Students who have come into close contact with someone who has tested positive for COVID-19 must go through at least three tests in the first 7 days.

The school district created the new protocol after consulting with the Andrew County Health Department as well as state officials.

Savannah School District implementing new Test to Stay protocol

St. Joseph city government continues to work toward naming a
new Fire Chief.

City Manager Bryan Carter says the field of 34 has been
narrowed to between five and six candidates, which will be narrowed further to two
or three finalists. Carter says those finalists will be invited to a public
reception.

“Most likely, right before a council meeting, so the
candidates will have an idea; they’ll get a feel for the community, they’ll get
a feel for what the city council is like,” Carter says during a visit to the
KFEQ Hotline. “Then we’ll do some final interviews and hoping to make an
announcement sometime in probably in mid to late December.”

St. Joseph Fire Chief Mike Dalsing retired June 10th.
Kenny Cordonnier is serving as the interim chief.

Carter says the position has attracted quite a few quality
applicants from throughout the Midwest, including candidates from the St.
Joseph Fire Department.

“We even had a few that weren’t from the Midwest, but a good
pool from the general region,” according to Carter.

The position requires a unique set of characteristics, not
just expertise in firefighting, but the finesse of a very public figure. Carter
says he’s looking for a leader.

“Especially in a role like that that really is an important
dual-headed role,” says Carter. “Of course, leading the Fire Department itself
is important, but that’s also a very visible community role. So, someone who’s
comfortable in that position, comfortable with the visibility and getting out
in the community is also pretty important.”

A new Fire Chief should be in place before Christmas.

Field for St. Joseph Fire Chief narrows

New residents to St. Joseph might not know what to do in a new town, and the St. Joseph Chamber of Commerce aims to fix that. 

Kristi Bailey with the Chamber of Commerce says the chamber has been working to bring new people into town, and with new people comes the goal of helping them acclimate to the community

"The chamber has been working on talent recruitment for a few years now, and one of the things that we do is we try to recruit new people into the area to take jobs and help invigorate the community," Bailey tells KFEQ/St. Joseph Post. "But once they are here it's important to make those new residents feel welcome."

Bailey says when someone is new to a town, they might not be the happiest, so the goal of this event is to make people feel more at home.

"Someone new moves to the community and all they do is they go to work and home, they might not be very happy in the community for long," Bailey says. "So having new resident events really is our effort to try to make people feel more at home in St. Joseph, so they can meet people, so they can ask questions about their community."

The St. Joseph Chamber of Commerce and Uncommon Life are working to help new residents feel more welcome in St. Joseph

Bailey says a fun event is planned for Wednesday at the St. Jo Frontier Casino

Bailey says they hope to have more of these events during the year, each with a different theme. 

"The goal is to do four of them a year, like once a quarter is the goal, but each of them has a different theme, so this time it's a casino night," Bailey explains.

Bailey adds there was one event earlier this year in Downtown St. Joseph that the Chamber used to show off downtown.&nbsp; Bailey still encourages new residents to come out to these events.

"The themes all change, and we encourage people even if they came to the last one, come to this one because you're still going to meet new people," Bailey says."

The casino night event at the St. Joe Frontier Casino runs from 5-7pm on Wednesday.

death, they report only 56 new COVID-19 cases since last issuing a report on
Thursday. A woman in her 70’s died after contracting COVID-19, bringing the Buchanan
County death toll since the pandemic began to 223.

Mosaic Life Care reports it is treating 14 COVID-19 patients
in its system, all at the St. Joseph hospital.

According to Police Chief Mike Wilson, officer responded to the 1600 Block of Commercial in Atchison on Sunday and arrested&nbsp; Xavier C. Cushinberry, 18, Atchison, on requested charges of domestic battery, possession of marijuana, and interference with law enforcement.

He remains in the county jail, according to online records.

KANSAS CITY —Severe weather including damaging winds, flooding rains and tornadoes. hit the Kansas City area Sunday.

The National Weather Service preliminary damage survey results indicated&nbsp; the Purdin, Missouri tornado&nbsp; rated an EF-2 with estimated max winds of 120 mph. The tornado started at 4:31p.m. and ended at 5:18p.m. Purdin is located two hours east of St. Joseph.

The preliminary damage survey results for the two tornadoes that impacted Sedalia Sunday night indicated they were both&nbsp;EF-0 tornadoes. One south-southeast of Sedalia and the other just east along Highway 50, 90 minutes southeast of Kansas City.

NWS: EF 2 tornado in NW Missouri on Sunday 

The Missouri Department of Transportation encourages everyone to buckle up and put your phone down while driving.

MoDOT Northwest District Engineer Jennifer Jarvis says the goal of the 'Buckle Up, Phone Down' campaign hopes to reduce the number of traffic crashes by encouraging drivers to not drive distracted.

"Distracted driving is considered the leading cause of crashes in Missouri, and in the United States currently, and a lot of that distracted driving is in regards to the cell phones," Jarvis tells KFEQ/St. Joseph Post. "Before cell phones there was a lot less distraction, and a lot less ability to be distracted."

Jarvis says distracted driving is one of the leading causes of traffic crashes, but it's also one of the least reported incidents on the roads.

"Distracted driving has claimed 3,142 lives at a minimum in 2019, but distracted driving is very much under reported," Jarvis says.

Jarvis says people don't want to admit that a crash happened because they were distracted, so the number of crashes might be significantly higher. 

Jarvis says the department is part of the coalition of roadway safety, trying to raise awareness about the dangers of distracted driving.

"The coalition for roadway safety does a lot of teen talk about buckling up and putting your phone down, we also targeted a lot of high schools this year for the signage, so we do that," Jarvis explains. "And then we also promote it to individuals and businesses to create awareness."

Since 2017, over 13- thousand people have accepted the challenge to buckle up and put their phones down while behind the wheel.

Doniphan County Health Department says any adult who is at least 65 years old

ago is eligible for the booster shot. Those who received the Johnson and
Johnson COVID-19 single-shot vaccine are eligible two months after receiving the
vaccination.

The
Doniphan County Health Department/HH Walk-In Immunization Clinic is held every
Wednesday from 9:30 a.m. to 11:30 a.m. and 1:30 p.m. to 4 p.m. every other day

County has recorded 1,362 coronavirus cases since the pandemic began. The
health department reports that as of Friday, the county had 13 active cases.

COVID-19 vaccine booster now available in Doniphan County

ATCHISON COUNTY— A Missouri teen was injured in an accident just before 12:30pm. Saturday in Atchison County.

The Missouri State Highway Patrol reported a 2020 Polaris Ranger 1000 driven by a 13-year-old Rock Port boy was northbound on 245th Street two and one half miles south of Rock Port.

The UTV slid off the road, overturned and a 13-year-old passenger from Rock Port was ejected. LifeNet transported the boy to Children's Hospital of Omaha. The teen driver was not injured.&nbsp; They were not wearing helmets according to the MSHP.

Missouri teen airlifted to hospital after ejected when UTV overturns

GRUNDY COUNTY — One person was injured in an accident just before 4:30p.m. Friday in Grundy County.

The Missouri State Highway Patrol reported a 2011 Peterbilt tractor driven by Paul G. England, 52, Marshall, was northbound on U.S. 65 at Route C in Spikard.

The truck struck a 2011 Lincoln MKZ driven by Samantha R. Lynch, 28, Trenton, who was making a left turn onto Route C from U.S. 65.

Lake Avenue in St. Joseph has been reopened after a shooting incident involving St. Joseph&nbsp;police officers early Friday morning.

The area was closed for a few hours with several officers on the scene. The incident occurred around 1:45 a.m. on the city's south side.

St. Joseph Police investigate officer-involved shooting incident Friday

GOWER, Mo. (AP) — Workers began digging holes this week to erect an 8-foot wall outside a northwest Missouri abbey after shots were fired into the abbey's walls at least four times in the last two years.

The Clinton County Sheriff's office said it is investigating the shootings at the abbey for the Benedictines of Mary, Queen of Apostles near Gower but has not identified any suspects.

The last shooting in March sent bullets into Mother Abbess Cecilia's bedroom, <a href="https://www.kmbc.com/article/shootings-catholic-abbey-benedictines-of-mary-queen-of-apostles-clinton-county/38017670?fbclid=IwAR26P5hOlbBuGVmeddYnnYjmX75jx6QZUXAjxl0sMK72ClWTFEiu4QWEjTg#">KMBC reported.</a> Two other shootings were in February and the first was reported in July 2019.

Mother Cecilia said she doesn't believe the shots were from hunters or nearby property because they happened late in the evening.

“There’s more to life than shooting at sisters,” Mother Cecilia said. “We’re just trying to live a life given to God, praying for them, praying for the world.”

Gower is about 37 miles north of Kansas City.

Sheriff investigates after shots fired at NW Missouri abbey

The Albrecht Kemper Museum of Art will be holding fun events here at the end of the year looking to draw more people in.

Jill Carlson with the museum says the first event will be to show off a brand new driveway the museum added on the west side of the property, a ribbon cutting will be held on Friday.

With the new driveway also comes a new sculpture outside of the museum, one that Carlson says really makes a statement about what the building is as people look at it from the outside.

"I think it really says to people on the street this is an art museum, this is much more visible a reminder that we're not just a historic home on Frederick, we're not just another house, we are a museum, we're an art museum as well," Carlson tells Barry Birr on the KFEQ Hotline. "We're the only art museum in St. Joseph and really in northwest Missouri."

Carlson says the statue, designed by Brent Collins of Gower, reminds her of a double helix sits in the front yard of the museum.

The museum of Art is holding fun events over the next few weeks, including one coming up on Monday

Carlson says the annual witches tea is a fun Halloween time event held by the museum, but what exactly is a witches tea?

"It is a fundraiser for the museum and also an extremely fun themed, sort of Halloween themed, event," Carlson says enthusiastically. 

The event will include a gourmet meal as well as many fun activities, including specialty vendors in the "Boo-tique".  

Eric Fuson also with the museum says this is an especially fun event if you like getting dressed up.

"These are they type of thing that if you ever go to an event and you wish everybody dressed up, that's what happens here, if you don't at least a witches hat on you're the odd one out that's for sure," Fuson says.

The Christmas season, as much as some may not want to admit, is getting evercloser, and the museum is also prepared to help celebrate that.

The long lasting annual Sugarplum Festival is back again this year in the second week of November at the museum. 

Fuson says that there is just something magical about the museum building around the holiday time that has helped make the event so long lasting.&nbsp;

"I think a lot of it has to do with the place that it's in, it's a magic place, and it transforms completely," Fuson explains to Birr. "We take down all the art work so it really just transforms into Christmas and that holiday season, which it's just noticeable, you know, you really walk in and wham it's a different place and it is magic, it really is." 

The Sugarplum festival features many specialty crafts, local small businesses as well as live music performances and will run November 11-13th.

St. Joseph police have been seeing more and more dangerous
overdoses, such as the one that led to the death of a Chillicothe teen earlier
this week.

St. Joseph Police Chief Chris Connally says opioid overdoses
have become such a problem concerned citizens have begun holding an annual
opioid awareness event each August at Civic Center Park. Connally made a point
to attend this year.

“The more powerful part of the event was some of those that
have overcome opioid problems speaking about what it took to overcome opioid
problems, the things that made a difference in their life to help them get on
the right track to turn it around,” Connally tells host Barry Birr on the KFEQ
Hotline.

Connally says the counterfeit drugs, such as those found in
the system of the 17-year-old Chillicothe girl, are often laced with fentanyl,
a powerful synthetic opioid.

Connally says opioid addiction is a terribly difficult
addiction to break.

“There’s a lot of very committed people in our community that
work hard to work with folks to get help them get it turned around,” Connally
says.

Connally says law enforcement cannot solve the problem by
itself. He says it will take an entire community commitment. But, Connally
cautions there are a lot of different views about how best to tackle the
problem.

“There’s got to be a negative consequence if we’re going to
make more progress,” Connally says. “But I think when you bring things like the
Opioid Task Force around, you get all different minds around, attacking it from
different directions that what it’s going to continue to take.”

Connally says opioid overdoses have become so common that his
officers carry NARCAN with them at all times. NARCAN, the product name of naloxone,
is a nasal spray that can counteract the effects of an opioid overdose.

Death in Chillicothe raises fears of counterfeit drug dangers

DAVIESS COUNTY —A Missouri teen was injured in an accident just after 9:30p.m. Wednesday in Daviess County.&nbsp;

The Missouri State Highway Patrol reported a 2005 Chevy driven by a 15-year-old girl from Jamesport was eastbound on MO 190 one mile north of Lock Springs.

The vehicle traveled off the east side of the road. The driver overcorrected, traveled off the west side of the road and overturned. A private vehicle transported the teen to Cameron Regional Medical Center. She was properly restrained, according to the MSHP.

Snowy weather is just around the corner. In preparation, the Missouri Department of Transportation (MoDOT) will hold its annual winter operations drill on Thursday, Oct. 21. With high turnover rates and many positions still open, the training is more critical than ever.

“With nearly 20% of our plow operators with less than one year of experience, this training drill is important to be ready when snow flies,” said Becky Allmeroth, MoDOT chief safety and operations officer. “One of the most valuable parts of the drill is it allows our newest employees the opportunity to drive a snowplow over their designated routes so they are aware of curbs and raised islands that might be hidden in snow or ice.”

Despite the department’s best efforts, it has not made progress filling the winter operations vacancies. Additionally, the department is experiencing record high turnover, including more than 70 employees leaving every month for the past six months. “We are several hundred employees below what we need in order to cover more than one shift in a statewide storm,” said Patrick McKenna, MoDOT director. “If a widespread winter storm lasts more than one 12-hour shift, we will not have enough employees to fill all the trucks on the second shift and therefore it will take longer to clear the roads.”

During the drill, motorists may notice increased numbers of MoDOT vehicles on state routes. In rural areas, crews will deploy after 8 a.m. In urban areas, the drill will not begin until after 9 a.m. The exercise should be completed by 3 p.m.

MoDOT employees will react to a simulated forecast of significant snow for the entire state. The department’s emergency operations centers will activate and maintenance employees will be deployed to their trucks. Emergency communications systems will also be tested.

“The drill ensures that proper equipment, plowing techniques and safety measures are used by every MoDOT employee,” said Allmeroth. “In addition, every piece of equipment—every truck, motor grader, snow blower and tractor—is inspected and calibrated to conserve materials and operate efficiently and safely.”

MoDOT spent more than $58 million on winter operations last year and used over 139,000 tons of salt; 2.8 million gallons of salt brine; and nearly 490,000 gallons of beet juice. MoDOT has purchased 118,000 tons of salt to refill salt supplies and has a total of 240,000 tons available for use statewide this winter.

MoDOT announces statewide winter weather drill set for Thursday

Two have been taken into custody after a pursuit begun in
Andrew County ended with an on-foot manhunt in St. Joseph.

Andrew County Sheriff Grant Gillett says one of his deputies
approached a vehicle suspected of being stolen, parked on County Road 287, near
the intersection with County Road 288 around 3:40 this morning. The car
sped off and Andrew County gave pursuit.

The vehicle drove southbound on US Route 169 and ran over
spike strips laid down by a deputy, blowing out the passenger-side tires.
Still, the vehicle kept going, this time driving the wrong way on I-29. Gillett
says he called off the pursuit at that time, but reengaged with Buchanan County
deputies and St. Joseph police once the vehicle hit the intersection of I-29
and Frederick Avenue in St. Joseph.

The two ditched the car behind the Drury Hotel and took off on
foot, literally, running out of their shoes, barefoot. Officers took a
27-year-old woman into custody. The man escaped, only to the captured around seven
o’clock this morning in the parking lot of the Stoney Creek Inn. The man is 29
and from the Kansas City area as is the woman.

Gillett says the vehicle was reported stolen in the Kansas
City area. The sheriff says the two are wanted on several charges and drugs
were found in the vehicle.

Names are not being released, pending the filing of formal charges.

2 from KC apprehended after chase from Andrew County to St. Joseph

A national supply chain problem is affecting Buchanan County,
specifically the Sheriff’s Department, which is having trouble getting
ammunition.

“We’re still waiting on ammunition that we ordered last
December,” Buchanan County Sheriff Bill Puett tells host Barry Birr on the KFEQ
Hotline.

Puett says, periodically, the manufacturer will ship part of
the ammunition order, but only part. The scarcity of ammunition both due to the
lingering effect of the coronavirus pandemic and fears of increased regulation is
driving up prices, with the training ammunition Buchanan County orders going up
40%.

Puett says he has gone to the County Commission to ask for an
adjustment to his budget.

“We’re not planning on decreasing services or anything,” Puett
says. “In fact, we’re looking to increase services. But it will be one of those
issues, as we go forward, that we could have to see some budget adjustments and
things like that.”

The Buchanan County Sheriff’s Department uses two types of
ammunition, one type used in training and the other used while deputies are on duty.
Ammunition for training is cheaper. Still, the price tag of the latest order
placed by the county was approximately $58,000. Puett is hoping to secure
enough ammunition for the next couple of years, enough time he hopes to allow
the prices to come down.

Still, the sheriff is faced with difficult decisions.

“Either you get 40% less and pay the same money or you pay 40%
more for the same thing,” Puett says. “Both are not good options.”

Supply chain issues have had other effects. Puett says his new
patrol pickup broke down on the way to Jefferson City. The parts are not
readily available.

specifically the Sheriff’s Department, which is having trouble getting
ammunition.“We’re still waiting on ammunition that we ordered last
December,” Buchanan County Sheriff Bill Puett tells host Barry Birr on the KFEQ
Hotline.Puett says, periodically, the manufacturer will ship part of
the ammunition order, but only part. The scarcity of ammunition both due to the
lingering effect of the coronavirus pandemic and fears of increased regulation is
driving up prices, with the training ammunition Buchanan County orders going up
40%.Puett says he has gone to the County Commission to ask for an
adjustment to his budget.“We’re not planning on decreasing services or anything,” Puett
says. “In fact, we’re looking to increase services. But it will be one of those
issues, as we go forward, that we could have to see some budget adjustments and
things like that.”The Buchanan County Sheriff’s Department uses two types of
ammunition, one type used in training and the other used while deputies are on duty.
Ammunition for training is cheaper. Still, the price tag of the latest order
placed by the county was approximately $58,000. Puett is hoping to secure
enough ammunition for the next couple of years, enough time he hopes to allow
the prices to come down.Still, the sheriff is faced with difficult decisions.“Either you get 40% less and pay the same money or you pay 40%
more for the same thing,” Puett says. “Both are not good options.”Supply chain issues have had other effects. Puett says his new
patrol pickup broke down on the way to Jefferson City. The parts are not
readily available.

ATCHISON COUNTY —A man wanted in Buchanan County is in jail in Atchison&nbsp; County, Kansas, after an arrest early Tuesday.

According to Police Chief Mike Wilson, officers arrested Devon D. Wall, 25, Atchison, on a Buchanan County Missouri warrant for probation violation.&nbsp;

Authorities have arrested Wall seven times since September of 2019 on requested charges involving forgery, according to online jail records.
