The City of St. Joseph is centralizing its efforts to improve neighborhood safety by moving property code enforcement into the St. Joseph Police Department.

The realignment is a direct response to a community survey conducted last year, in which residents identified neighborhood appearance and public safety as top priorities. City officials said the move aims to improve coordination and efficiency by addressing the link between property blight and crime.

“This realignment allows us to focus more holistically on quality-of-life issues,” Police Chief Paul Luster said. “Code officers will be looking beyond individual properties to address broader neighborhood concerns, helping us create cleaner, safer, and more welcoming areas for everyone.”

The Property Maintenance Division, formerly housed within the Planning and Community Development Department, consists of four code enforcement officers, a manager, and a clerk. The team is responsible for identifying violations on private property, including overgrown weeds, trash, diseased trees, and stagnant water.

As part of the transition, the division has moved from City Hall to the Law Enforcement Center at 501 Faraon St. Residents seeking in-person assistance—including right-of-entry requests for yellow-tagged structures or filing code complaints—should now visit the police department lobby.

The transition also includes a visual rebranding. Code enforcement officers will operate newly branded vehicles and wear uniforms designed to increase visibility during neighborhood patrols. To improve transparency, the police department will share enforcement statistics and "before-and-after" cleanup highlights on its social media channels.

While the police department now handles general property maintenance, some responsibilities remain with the Planning and Community Development Department. That office will continue to manage substandard housing, dangerous buildings, and structures "red-tagged" due to fire, weather, or vehicle damage.

St. Joseph Police take over property code enforcement

Savannah will not be getting a new aquatics facility after all.&nbsp;&nbsp;

Instead, after several discussions with professionals, the Andrew County Aquatics Initiative has decided to keep and renovate the current pool facility in Savannah.&nbsp;&nbsp;

President Diane Gould says after reviewing the pool with the professionals, it showed the&nbsp;facility&nbsp;was in&nbsp;good shape, but needed some work&nbsp;

“They came to the conclusion that we could have a really nice facility that, to anyone who didn’t know, will appear to be and will function like&nbsp;a&nbsp;brand-new&nbsp;facility for under $1 million,” Gould tells KFEQ/St. Joseph Post&nbsp;

Gould says a new facility, that was&nbsp;essentially the&nbsp;same as what already existed in Savannah, would have cost around&nbsp;$6 million&nbsp;to build.&nbsp;

The fundraising goal for the project is still short by around&nbsp;$165,000.&nbsp; A trivia night will be held on March 21st, which is also when the Andrew County Aquatics Initiative hopes to hit the goal.&nbsp;&nbsp;

Gould says today will begin the first steps towards reopening the pool as they get ready for renovations at the facility.&nbsp;&nbsp;

“There is a company coming out to do what is called a pressure test on the pool to make sure that&nbsp;we’re&nbsp;leak tight,&nbsp;we’ve&nbsp;done a few things to get prepared for that,&nbsp;change some&nbsp;valves and&nbsp;fixed a few things,” Gould explains&nbsp;

Gould says once that test gets passed.&nbsp;&nbsp;

“As long as we get an A+ on&nbsp;that,&nbsp;we will be pushing forward and probably, hopefully breaking ground in a few weeks,” Gould says.&nbsp;

Gould says the hope is to be able to have the Savannah Pool open by the Memorial Day holiday.&nbsp;

Gould says the way things have fallen into place with this project have been&nbsp;really exciting&nbsp;

“I got a call from a company who renovates old water slides &nbsp;just a couple days ago, and they were interested in coming, and it’s like things are just falling into place in such a way that I’m like&nbsp;man I feel like God’s just shining down on this project and&nbsp;its&nbsp;opening all the doors and making the right decisions really obvious,” Gould says.&nbsp;

The Mosaic Life Care Foundation will host a free community night at the inspireU Children’s Discovery Center Jan. 22, from 5:30 p.m. to 8 p.m.

The event is the latest in a series of four free nights made possible by a gift from the Leah Spratt Charitable Trust. Foundation officials credited committee members Rhonda Rochambeau, Rick Rochambeau and Rene Rochambeau McCrary for their commitment to providing local families access to the facility.

Located at 521 Felix St. in downtown St. Joseph, the center focuses on physical health, mental wellness and educational enrichment. The facility is designed for children from birth to age 10 and their families.

The discovery center features more than 20 core exhibits, including a rooftop exploratorium and various interactive play areas. Mosaic Life Care Foundation representatives said the gift aims to encourage a fun evening of play and learning for the entire community.

Free family night scheduled for Thursday at inspireU in St. Joseph

It has been a relatively mild winter thus far, but temperatures are expected to take a major dive by this weekend throughout the Midland Empire.

Meteorologist Dan Holiday says extreme cold air could reach the area by Thursday. "There is a significant arctic air mass coming down from Canada and we'll really start to feel the effects of that Thursday night with lows forecast anywhere from zero to 5 above."

While it will be bitterly cold, Holiday says snow chances are light for northern Missouri. "There are low-end snow chances for Friday and Saturday. Most of the heavier snowfall should be south of us, but its still too early to tell for sure."

With such low temperatures, Holiday says to keep an extra eye on your pets. "If you have outdoor pets or even livestock, its going to be really important to watch them carefully from Thursday through the remainder of the weekend because temperatures will be frigid combined with gusty winds."

Friday's high is forecast between 10 and 15 degrees with a low of negative 2. Saturday will be in the single digits with a 30% chance of snow.

Holiday emphasizes that while northern Missouri may not get as much precipitation, motorists should stay cautious as weather conditions can change quickly.

The Missouri State Highway Patrol recommends packing extra blankets and pillows in case you become stranded in your vehicle. Drivers can also call Star 55 to be connected with the nearest Patrol headquarters.

The area will see a slight warm-up early next week with temperatures in the low to mid 30s.

Frigid temps expected this weekend in the Midland Empire

A new year is bringing new opportunities in some new realms, as a national study has shown how affordable a place St. Joseph can be to live.  

City Manager Mike Schumacher says in talking to realtors they seem constantly amazed at what is available here in St. Joseph 

“They’re amazed at the price points compared to the KC metro as a whole,” Schumacher says on the KFEQmunnnity show.  “So, we need to tell our story on that.” 

Schumacher says people need to know about the opportunities they have in finding housing here 

“Where perhaps you can purchase a home considerably less, have the lowest taxes around the KC metro by far, including the county just to the south of us, significantly lower taxes,” Schumacher explains. 

Schumacher says the current median pricing in St. Joseph of $227,000 remains well below the national average, and rental costs remain accessible as well.  

The city has also gone to lengths to support growth in the community, creating a business liaison, that focuses solely on the needs of businesses and how the city can help.  

Schumacher says one of the biggest things they've heard from builders and business owners is speed to market 

"How soon can they get a house build and get it on the market and sold so they can move onto the next one and cut down on the overhead of construction loans, et cetera,” Schumacher says.  “So, waiting on the city for a week to come out and do something is money to them, so those are the gaps and opportunities.” 

Schumacher says while it wasn't a big problem before, he says the focus is about continuing to improve and make things easier for residents.  

Property taxes in St. Joseph remain the most affordable throughout the metro Kansas City area, making it easier to purchase or build a home in the area. 

Schumacher says at a time where finding housing is crucial for that workforce to live in 

"Folks don’t want to drive 45 minutes to work, they just don’t, it may sound great in the beginning but ultimately it’s like hey wait a minute I could live in St. Joseph and get an hour and half of my life back every day,” Schumacher says.  “But in order to do that, we need good, quality, affordable, safe housing.” 

Schumacher says before a project in partnership with the county at the North Shoppes to build a housing complex, there had not been a new apartment built in St. Joseph in 21 years.   

Schumacher also encourages people to look around, and to let people know that there is housing that can be found here, and in working with the city to build, they are working to make it painless and easy as possible.

New year opens new realms and opportunities for St. Joseph

A St. Joseph firefighter was hospitalized after responding to an industrial fire in the south end of the city early Monday morning.

 The St. Joseph Fire Department arrived at the scene around 2:30 a.m., with one firefighter later taken to the hospital. The firefighter's condition has not been disclosed. 

The fire led to the closure of the Stockyard Expressway and W. Florence Road for several hours as crews battled the blaze.

Students are rolling back onto campus and the spring semester is about to begin at Missouri Western State University.   

Following the Martin Luther King Jr holiday today, MoWest Vice President of Enrollment Management Andy Otto says the spring semester starts tomorrow 

“Really excited to have students back on campus, both new and returning students,” Otto says on the KFEQmunnity show.  “So, it’s an exciting time for us as we move into the new calendar year and build momentum into the next academic year as well.” 

To prepare new students for the semester, MoWest held its spring orientation last week, which Otto says was well attended.   

Otts says the orientation gives new students the opportunity to meet people they will need to know during their time at MoWest 

“But also see the different resources that they have available to them,” Otto explains.  “One of the things we want to make sure is that students get a chance to see those resources, know where they’re at, and then have those contacts to be able to access those resources.” 

Students also had the chance to enroll for classes during the orientation Otto says 

“So, they got a chance to meet with advising staff and connect with people that will be influential throughout their time at MoWest,” Otto says. 

Otto says new students during the spring semester are primarily nontraditional students, such as transfers or people who came back to school.  

If you've been debating going back to school in the new year, Otto says it's not too late to enroll 

"We’re going to continue to work with students that maybe got a late jump on making tht decision to attend,” Otto says.  “And so, we can work with students up through the 26th (of January) at 4:30pm when our doors shut, and so my staff is well aware of that and so is the rest of campus, and so we will continue to work with students.” 

Otto says staff are aware of possible late enrollers, so even if you enroll late, teachers will work with you to make sure you are caught up as well on any material you missed in the first week.

Pollitt argues that the ban would protect the state's agriculture industry, which contributes significantly to the economy. He believes that lab-grown meat could pose a competitive threat to traditional livestock meat in the future. Other lawmakers have also introduced similar bills, but no hearings have been scheduled yet.

The recycling center, Remington Nature Center, and Joyce Rae Patterson Activity Center will be closed, while the city landfill will operate from 7:00 am to 12:00 pm. The St. Joseph REC center will remain open with regular hours on MLK Day.

The City’s Trades Board of Appeals will hold a public hearing at 5 p.m. Wednesday, Jan. 21, in the City Hall Council Chambers to discuss the potential adoption of updated building codes.

The City of St. Joseph currently operates under 2018 standards and is considering a transition to the 2024 editions of the International Code Council’s model codes. This update would also include the 2023 National Electrical Code. The city typically reviews these international revisions every six years to ensure local regulations align with current industry standards and safety practices.

The proposal includes updates to the International Building, Fire, Residential, and Property Maintenance codes, among others. While the city uses international models as a foundation, officials noted that the adoption process typically includes minor amendments specifically tailored to meet the unique needs of the St. Joseph community.

The upcoming meeting follows several prior reviews by the Trades Board of Appeals. This session will serve as the final discussion before the board issues a formal recommendation to the City Council.

Members of the public interested in the proposed updates or specific amendments are encouraged to attend the hearing.

The Bushman Planetarium at Missouri Western State University will present a public showing of “Stars of the Pharaohs” coming up next week on January 23rd.

The show will allow viewers to travel to ancient Egypt to see how science was used to tell time, make a workable calendar and align huge buildings, as well as learn about the connection the ancient Egyptians felt with the stars and various astronomical phenomena.&nbsp; People will be able to experience some of the most spectacular temples and tombs of the ancient world.

Tickets are $5 for adults and $3 for children age 13 and under, students, employees, military and senior citizens age 60 and up. The show begins at 7pm next Friday, and planetarium tickets must be purchased in advance either online or in person at Agenstein Hall, room 140 during regular business hours.&nbsp; The planetarium is located in Agenstein Hall, room 147.

Drivers traveling north on 22nd Street will be detoured to take Interstate 229 south to A Highway, A Highway to north 169, north 169 to Pear Street and then Pear Street west to 22nd Street.&nbsp; Drivers traveling south on 22nd Street will take Pear Street east to 169, 169 south to A Highway, A Highway to I-229 and then I-229 north to Highway 371.

The closure is expected to last until Wednesday, weather permitting.&nbsp; The City advised drivers to be cautious in work zones to ensure safety for themselves and the crews working.&nbsp;

Portion of South 22nd street closed due to water leak

Missouri hunters harvested a preliminary total of 301,954 deer during the 2025-2026 season, marking a significant rebound from the previous year, according to the Missouri Department of Conservation.

The season, which concluded Jan. 15 with the close of archery hunting, saw an increase from the 275,656 deer taken during the 2024-2025 cycle. This year’s total included 145,222 antlered bucks, 25,129 button bucks, and 131,603 does.

MDC Cervid Program Supervisor Jason Isabelle said the results met expectations, particularly in southern Missouri where numbers had previously dipped. The 2025-2026 total was slightly above the state's five-year average and represents only the sixth time in Missouri history that the harvest has surpassed the 300,000 mark.

Franklin County led the state in overall harvest with 6,770 deer. Howell County followed with 5,490, and Callaway County rounded out the top three with 5,346.

Archery season alone accounted for 62,203 deer, an increase over the 56,516 taken by bowhunters last year. Jefferson County recorded the highest archery total with 1,571 deer, followed by Franklin County at 1,272 and St. Louis County at 1,076.

The MDC reported four non-fatal, self-inflicted firearms-related hunting incidents during the season. One of those incidents involved deer hunting, while the remaining three occurred during the pursuit of other game.

Missouri American Water is urging residents and business owners to prepare their plumbing systems for freezing temperatures to avoid costly repairs and service disruptions this winter.

Company officials emphasize that proactive maintenance is the most effective way to prevent pipes from bursting when the thermometer drops.

"A little preparation goes a long way," said Jody Carlson, vice president of operations for Missouri American Water. "Locate your main shut-off valve, insulate exposed pipes, and stay alert to prevent costly damage."

The utility recommends that customers first locate and test their main water shut-off valve. These valves are typically found near the water meter or where the main pipe enters the building. Officials suggest hanging an identification tag on the valve so it can be found quickly during an emergency. To test the valve, residents should close it completely and check sinks to ensure the water flow has stopped.

While checking these lines, the company also encourages customers to identify their service line material. Missouri American Water is currently working to replace lines made of lead or galvanized steel.

To prevent freezing, homeowners should eliminate drafts in crawl spaces, basements and garages. Exposed pipes should be wrapped in insulation or heat tape. Additionally, outdoor irrigation systems should be completely drained and turned off for the season.

When temperatures remain below freezing, Carlson recommends opening cabinet doors to allow warm air to reach indoor plumbing and keeping a small trickle of water running through faucets to keep water moving.

For those traveling during the winter, the utility suggests keeping thermostats set to at least 55 degrees and having a neighbor check the property regularly.

If a pipe does freeze, the company advises shutting off the main water valve immediately. Pipes should be thawed by warming the air around them, but residents should never leave space heaters unattended or use open flames. Once thawed, the water should be turned back on slowly to check for leaks or cracks in the joints.

The Amelia Earhart Hangar Museum in Atchison is once again nominated to be a part of USA Today's 10Best Reader's Choice Awards.  

For a second consecutive year, the museum is nominated in the Best History Museum category.  The hangar museum has come in at number four the last two years, first ranking on the Best New Museum list. 

Executive Director Mindi Love Pendergraft says it's an amazing recognition to be on the national stage among all these other museums 

“Some of the museums that are also included like the Heinz History Center and the American Revolutionary Museum up in Philadelphia, those are amazing museums, they’re very large and they’re in very large cities,” Pendergraft tells KFEQ/St. Joseph Post.  “So, to be included in a list like that is just really a wonderful opportunity for our museum.” 

There is one other museum from Kansas on the list as well, the National Orphan Train Complex in Concordia, in north central Kansas.   

Pendergraft says making those lists has an impact on the museum, and it shows, because many people do find them because of it. 

“The hard thing to is people are like well I saw it online, but I don’t remember where exactly, but others have absolutely said the USA Today list,” Pendergraft says.  “So that’s wonderful especially international and destination visitors as I call them, folks not from the Kansas and Missouri region, the close end they absolutely say that, and we’ve had visitors from all 50 states.”  

Pendergraft says every single year visitors from all 50 states have come to the museum through its almost three years, as well as from around 10 to 20 countries with about 40 represented.  

Pendergraft says coming at number four is great, and just making the list is an honor in itself, but the hope is to be higher this year 

“I’d love to be number one, love to be higher than four, so that’s our goal this year is to really push votes and have a higher ranking than number four, although four is tremendous,” Pendergraft explains.

Amelia Earhart Hanger Museum nominated again as best history museum in nation

North Central Missouri College is welcoming back Tessie, the College’s beloved groundhog, for a special revival of the classic Groundhog Day celebration. 

The event will take place on Monday, February 2, at noon in front of the Neil and Susanne Nuttall Student Center on the NCMC Main Campus in Trenton. Students, employees, alumni, and community members are all invited to attend this historic gathering.

As part of NCMC’s ongoing Centennial Celebration, this year’s event brings back a cherished campus tradition from the 1980s and 1990s. Tessie’s appearance will honor the College’s history while offering a fun and memorable experience for attendees of all ages. The event will take place on Monday, February 2, at noon in front of the Neil and Susanne Nuttall Student Center on the NCMC Main Campus in Trenton. Students, employees, alumni, and community members are all invited to attend this historic gathering.As part of NCMC’s ongoing Centennial Celebration, this year’s event brings back a cherished campus tradition from the 1980s and 1990s. NCMC revives classic Groundhog Day tradition for centennial celebration

Authorities in Brown County, KS are searching for a missing man.

The Brown County Sheriff's Office is seeking help from the public to locate missing Padonia man, Patrick McCaffery, who left his residence on Monday morning (Jan. 12) and has not returned. 

He was last seen walking south out of Hiawatha towards Horton on U.S. 73 Highway. He is described as a 6'1" black male with a goatee, wearing a brown coat, black pants, Under Armour shirt, and black shoes. McCaffery does not have his wallet, ID, or cell phone. 

Anyone with information is urged to contact the Brown County Sheriff's Office.

 The City of St. Joseph is launching a Parks &amp; Recreation Safety Initiative aimed at reducing crime and boosting public confidence through a partnership between city parks and local police.

The initiative begins with pilot projects at Hyde Park and Krug Park, two of the city's most popular public spaces. The program relies on Crime Prevention Through Environmental Design (CPTED), a strategy that uses improved sightlines, defined access points and consistent maintenance to discourage criminal activity.

“When parks are well maintained and actively monitored, they work better for everyone,” Parks Director Jeff Atkins said. “This initiative focuses on addressing issues early and ensuring our parks are safe and accessible to the entire community.”

The move comes in response to rising instances of vandalism and theft, which have increased maintenance costs. While a city survey conducted last spring showed only 9% of residents felt unsafe in parks during the day, that number jumped to 64% after dark.

Rather than focusing solely on reactive enforcement, the program emphasizes visibility. Parks staff and police officers will conduct joint walks and increase patrols during peak hours. Physical improvements will include better lighting, vegetation management, and more aggressive graffiti and litter removal.

Community involvement is also a pillar of the plan. The city intends to expand volunteer efforts, such as youth service days and "Adopt-a-Park" programs. Additionally, officials said they will continue to work with social service partners to provide outreach and assistance to individuals experiencing homelessness.

New reporting tools will soon be available for residents to flag safety and maintenance issues directly to city staff. Officials are encouraging the public to remain engaged by attending park events and reporting concerns as the pilot projects move forward.

Inspirations Dance Academy will debut its first performances at the new Savannah High School Performing Arts Center this weekend, marking the start of the academy's competition and recital season.

Organized as an open dress rehearsal, the showcase provides a preview of the routines the team will take to regional competitions in the coming months.The academy’s annual winter recital, titled “Happy Little Recital,” follows on Saturday, Jan. 17.
