JOHNSON COUNTY —A Kansas man is going to prison for the murder of his wife and adult son and for killing a neighbor's dog.

On July 25, Judge Michael P. Joyce sentenced Todd Michael Donovan to a life in prison without parole for 50-years for counts one and two, first degree premeditated murder and 30 days for the count three cruelty to animals, according to the Johnson County District Attorney's office..

In&nbsp; April of 2024, Donovan pleaded guilty to the charges of first degree murder and cruelty to animals.

Just before 8:30p.m. Nov. 1, police responded on the report of an armed disturbance at a home in the 7900 block of Hallet in the city of Lenexa, according to a media release. As officers arrived, they heard multiple gunshots coming from the area of the residence.

Lenexa officers spoke on the phone with the individual suspected of firing shots and learned 53-year-old Todd M. Donovan was inside his residence on Hallet.

Donovan refused to comply with officer’s requests to come outside peacefully and the Lenexa Tactical Team and crisis negotiators responded on the barricade operation. Negotiators spoke with Donovan for nearly two hours before he discontinued dialogue.

Just before 2a.m. the next morning, members of the Lenexa Tactical Team entered the residence and took Donovan into custody. He was taken to an area hospital due to a possible overdose.

Officers located two individuals later identified as Donovan's wife 52-year-old Sheila Donovan and his son 22-year-old Tyler Donovan deceased inside the home. The preliminary investigation indicates that both were shot. As part of this investigation, it was also learned that a neighbor's dog was shot and killed around the same time that officers responded on the initial call.

KANSAS CITY, Kan. (AP) A 38-year-old man who previously served time in prison for aggravated robbery and other crimes has been charged with capital murder in Kansas in connection with&nbsp;<a href="https://apnews.com/article/deputy-killed-kansas-city-kansas-7d71dc39a9fe2ec0170f21cd3b7a8f4a">the fatal shooting</a>&nbsp;of a sheriff's deputy in Kansas City, Kansas.

Shawn M. Harris also is charged with violating a Kansas law that prohibits people with felony records from possessing weapons. The charges were filed Monday in Wyandotte County District Court by District Attorney Mark Dupree Sr. Harris made his first court appearance Tuesday, with District Judge Daniel Cahill setting his bond at $2 million. He is jailed in neighboring Johnson County.

Authorities say Harris opened fire Saturday when Wyandotte County Deputy Elijah Ming and a Kansas City, Kansas, police officer approached his home after receiving a report from a woman living there that he had threatened friends who were helping her move out. Ming was hit multiple times and died hours later at a hospital.

Authorities said it was a routine “standby” call, where police go to keep the peace for someone.

“We do thousands of these types of calls a year,” Kansas City, Kansas, Police Chief Karl Oakman said during a news conference Tuesday.

Dupree said he will confer with Ming's family before deciding within the next 10 days whether to pursue a death sentence. The only alternative sentence would be life in prison with no possibility of parole.

Nine men are on death row in Kansas. But the state hasn't executed anyone since June 1965, when the sentence was carried out by hanging instead of lethal injection.

The state's death penalty defense unit has been appointed to represent Harris because he could not afford to hire an attorney. Chief Capital Defender Mark Manna declined comment Tuesday.

Harris was paroled in Kansas in October 2023 after pleading guilty to seven felony charges in 2012 and 2013 in Kansas and Missouri, according to records available online.

The crimes included aggravated robbery, attempted aggravated assault with a deadly weapon and felony theft in Wyandotte County and felony tampering with a motor vehicle in Lafayette County, Missouri, east of Kansas City. He was taken from Kansas to Missouri in 2013 and pled guilty to an assault charge while serving time there. He returned to Kansas in 2021.

An ethics complaint alleging a GOP state senator from Grain Valley was using his church as a political action committee has been formally dismissed.&nbsp;

The Missouri Ethics Commission determined the allegations against New Covenant Ministries and state Sen. Joe Nicola were unfounded,&nbsp;<a href="https://mec.mo.gov/Scanned/CasedocsPDF/CMTS1951.pdf" target="_blank">dismissing them at a meeting earlier this month</a>.&nbsp;

Brad Ketcher, a Democrat attorney from St. Louis who filed the complaint, said he was “disappointed in the outcome, but respect the commission’s decision.”

In an email to The Independent, Nicola said he appreciated the commission’s “thorough review” which found no violation had occurred.&nbsp;

“I take seriously my responsibility to follow both the letter and the spirit of the law,” Nicola said, “and I’m grateful this matter has been resolved appropriately.”

The complaint alleged the church, where Nicola serves as president and pastor, should have registered as a political action committee because it raised money to boost Nicola’s campaign for state Senate last year.&nbsp;

The church donated to Truth and Light PAC, which was established to support Nicola’s candidacy. The PAC reported contributions received from New Covenant Ministries rather than from the individual contributors.&nbsp;

The complaint alleged that in doing so, New Covenant Ministries attempted to conceal the source of the contributors. Finally, the complaint alleged if contributions were accepted at church in the collection plate it is likely there were also violations of cash contribution statutes.

Nicola told The Independent earlier this year that Ketcher’s complaint was “<a href="https://missouriindependent.com/2025/04/22/missouri-campaign-watchdog-is-once-again-unable-to-function-due-to-vacancies/">ridiculous</a>.”

“My church made donations to a PAC,” Nicola said, but added he doesn’t believe it was a violation of campaign finance law because his church isn’t a registered nonprofit.

“The investigation found that New Covenant Ministries did not accept contributions,” the ethics commission wrote in its ruling. “Rather, it accepted donations, which became the church’s personal funds, and the church’s financial board then decided how that money would be spent.”

There was no proof, the commission determined, that donations were earmarked to support Nicola or that the donations were given after solicitations to support his campaign.&nbsp;

“Because New Covenant Ministries is not a committee, it had no obligation to register with the (Missouri Ethics Commission) or disclose the source of its donations,” the ruling stated.&nbsp;

Ketcher’s complaint was originally dismissed in April because&nbsp;<a href="https://missouriindependent.com/2025/04/22/missouri-campaign-watchdog-is-once-again-unable-to-function-due-to-vacancies/">the commission was unable to meet due to the lack of a quorum</a>. Gov. Mike Kehoe had not filled open seats on the board, leaving it unable to take action on any complaints.

He refiled the complaint soon after, and this month the&nbsp;<a href="https://www.kansascity.com/news/politics-government/article310470115.html" target="_blank">governor finally filled enough seats</a>&nbsp;for the commission to convene.&nbsp;

Missouri ethics panel dismisses complaint involving Republican state senator

LINCOLN — Deb Haaland, the first Native American to serve as a cabinet secretary, has been named the 2025 recipient of the Chief Standing Bear Prize for Courage.

Haaland, a member of the Pueblo of Laguna and a former U.S. congresswoman, served as Interior Secretary during the Biden Administration.She will be presented with the award during a ceremony Oct. 13 — Indigenous Peoples’ Day — at the Lied Center for Performing Arts in Lincoln.

The award is given annually by the Chief Standing Bear Project, a nonprofit group founded in 2022 to recognize those who embody the spirit of Ponca Chief Standing Bear. It was Standing Bear’s legal fight with the U.S. government that led to the recognition of Native Americans as “persons” under the law.

A Project official said that Haaland, a 35th generation New Mexican, is being recognized for overcoming financial hardship as a single mother to earn a law degree and become the first Native American woman to lead a state political party, one of the first Native American women elected to Congress and becoming the first Cabinet Secretary,

“Former Secretary Haaland’s life and leadership reflect the many forms that courage can take — quiet resilience, determination in the face of hardship and the willingness to lead, even when the path is uncertain,” said Katie Brossy, board president of the Chief Standing Bear Project.

As Interior Secretary, Haaland addressed the epidemic of missing and murdered indigenous people and helped the nation confront the painful legacy of federal boarding schools.

New details on blockbuster US-EU trade deal

WYANDOTTE COUNTY—In honor of the sacrifice given by Deputy Elijah Ming, the Wyandotte County Sheriff's Office and the Unified Government will hold a candlelight vigil on Wednesday, July 30, at 8:30 p.m. in front of the Wyandotte County Courthouse (710 N 7th Street).

Parking will be available in lots 1, 2, 3, and E. Lots 1 and 2 are on the West side of Memorial Hall, and lots 3 and E are East of City Hall on both the North and South sides of the street. 

The Kansas City Kansas Fire Department will be assisting with transporting individuals who may be unable to walk long distances. We know the support from our community is strong and we hope to see you there to honor and remember Deputy Ming.

Just before 3:30 p.m. Saturday, a woman called requesting that police accompany her as she moved out of a residence, due to concerns about her safety. She reported that when friends tried to assist her, a man threatened them with a firearm. At around 3:45 p.m., a deputy from the Wyandotte County Sheriff’s Office and an officer from the Kansas City, Kansas Police Department (KCKPD) arrived at the residence at 2627 S. 30th&nbsp;St.

Preliminary information indicates as they approached the front door, a male subject inside the house fired multiple rounds at the officers. Rounds struck 34-year-old Deputy Elijah Ming. The KCKPD officer was uninjured. Multiple law enforcement officers then responded to the scene.

As responding officers attempted to provide aid to Deputy Ming, gunfire was exchanged between the man, later identified as Shawn Harris, 38, of Kansas City, Kansas, and officers from the KCKPD and the Wyandotte County Sheriff’s Office. Harris was shot during the exchange of gunfire while he barricaded in the home.

Deputy Ming was transported to the hospital. Despite lifesaving measures, he died of his injuries.

After a standoff, police arrested Harris. He faces a capital murder charge.

SHAWNEE COUNTY—A family pet was injured in a fire on Monday in Topeka.

Just after noon on Monday, crews responded to a house fire at 1268 SW Polk Street in Topeka, according to Fire Marshal Alan Stahl.

First responders found smoke coming from a two-story house divided into apartments. Firefighters began an offensive fire attack, and kept the fire confined to the room of fire origin. Multiple occupants were home at the time of the fire and were able to evacuate before the fire department arrived on scene. Fire crews rescued one dog and provided emergency care. The pet was&nbsp;then transported to a veterinarian by its owner.

After preliminary investigation the cause of the fire remains under investigation. The residence did not have smoke detectors, according to Stahl.

Earlier this month, 20-year-old Hugo Caesar Guzman, Jr. pleaded guilty to distribution of a controlled substance resulting in<a href="https://everloved.com/life-of/wesley-howard/obituary/"> death of Wesley Howard</a>&nbsp;of Garnder in 2022, according to the Johnson County District Attorney's office.

In October 2023, Guzman was charged with distribution of drugs causing death and two counts of fentanyl distribution.

He is scheduled for sentencing September 2.

While conducting the search warrant, officers located marijuana, synthetic marijuana and drug paraphernalia.

As a result Anthony Smith, 41; Matthew Smith, 37, and Abagail Schmitter, 24, were transported to the Shawnee County Department of Corrections.

Anthony Smith was jailed on requested charges of Possession of hallucinogenic with intent to distribute, Possession of marijuana with intent to distribute, Possession of drug paraphernalia with intent to distribute., Felony Interference, Drug Tax Violation,&nbsp;&nbsp;Unlawful to acquire proceeds from drug transactions, Unlawful obtain of prescription drugs and Possession of drug paraphernalia.

Police: Suspect was selling drugs from Kansas home

KANSAS CITY —Law enforcement are searching for a suspect in another Kansas City homicide.

Just after 7p.m. Sunday, police were dispatched to the area of 18th and Prospect on a reported shooting. When officers arrived, they located a witness who had summoned them to the area of 18th and Benton advising he heard several gun shots near that location, according to KCPD&nbsp;Officer Alayna Gonzalez.

Officers responded to 18th and Benton, where they located a victim in a grassy area near a convenience store. The man was unresponsive, and suffering from multiple gunshot wounds. EMS responded to the scene and declared the victim deceased at that time.

Homicide detectives and crime scene personnel responded to the scene to begin gathering witness statements and collecting any evidence. Several witnesses remained in the area and assisted detectives in making progress on identifying an adult male person of interest. Police have not released the name of the victim.

Just after 11p.m. Friday, officers filed a report for aggravated robbery and aggravated battery in the 3600 block of Everett Drive in Manhattan, according to the Riley County Police Department activity report.

&nbsp;A 17-year-old man was listed as the victim when it was reported unknown suspects battered him in his driveway and stole personal property.

Police: Kansas teen battered in alleged robbery at his home

KANSAS CITY —A teen wounded in a shooting on July 20 in Kansas City died from his injuries.

Just before midnight July 20,&nbsp;the victim identified as 17-year-old William R. Watson, according to KCPD Officer Alayna Gonzalez was transported to the hospital by private vehicle suffering from a life-threatening gunshot wound. 

Assault squad detectives, who worked the initial investigation, were notified over the weekend&nbsp; Watson had died of his injuries.

Detectives preliminarily believe the incident may have occurred in the area of 69th Street and Bellefontaine Avenue and are working to determine the events that lead up to the shooting.

Homicide detectives have now assumed responsibility for the case.

Mo. driver jailed after fatal pedestrian accident

Kansas Task Force 1 returned home Sunday from Texas.&nbsp;

The task force conducted search and rescue operations (hasty searches, primary searches, water searches and ground searches) in Kerr County following the tragic flooding earlier this month. Kansas Task Force 1 left Kansas on July 12.

The KS-TF1 response was the result of an Emergency Management Assistance Compact request from the State of Texas to the Kansas Division of Emergency Management. EMAC (e-mack) is a multistate, mutual aid agreement that facilitates interstate assistance in disaster response and recovery operations. The response was coordinated through the Kansas State Fire Marshal Search and Rescue Program.

Following the EMAC agreement, Kansas and assisting departments will be reimbursed for costs associated with the deployment.

🎥Kansas swift-water rescue team is home from Texas

KANSAS CITY, Kan. –&nbsp;The Kansas Bureau of Investigation (KBI), with assistance from the Johnson County Sheriff’s Office, arrested 38-year-old Shawn M. Harris, of Kansas City, Kansas, connected to the shooting death of Elijah Ming, a deputy of the Wyandotte County Sheriff’s Office.

At 11:30 a.m. Sunday, Harris was released from the hospital and arrested on requested charges of capital murder of a law enforcement officer. He was then booked into the Johnson County Jail. Harris is due to make his first court appearance in the case on Monday afternoon, according to online jail records.

Police negotiated with Harris over the phone until he surrendered and came out of the house, just after 5 p.m. He was taken into custody. EMS transported Harris to an area hospital where he was treated for his injuries.&nbsp;

                    </figure><p>Just before 3:30 p.m. Saturday, a woman called requesting that police accompany her as she moved out of a residence, due to concerns about her safety. She reported that when friends tried to assist her, a man threatened them with a firearm. At around 3:45 p.m., a deputy from the Wyandotte County Sheriff’s Office and an officer from the Kansas City, Kansas Police Department (KCKPD) arrived at the residence at 2627 S. 30th&nbsp;St.</p><p>Preliminary information indicates as they approached the front door, a male subject inside the house fired multiple rounds at the officers. Rounds struck 34-year-old Deputy Elijah Ming. The KCKPD officer was uninjured. Multiple law enforcement officers then responded to the scene.</p><p>As responding officers attempted to provide aid to Deputy Ming, gunfire was exchanged between the man, later identified as Shawn Harris, 38, of Kansas City, Kansas, and officers from the KCKPD and the Wyandotte County Sheriff’s Office. Harris was shot during the exchange of gunfire while he barricaded in the home.</p><p>Deputy Ming was transported to the hospital. Despite lifesaving measures, he died of his injuries.</p><p>Police negotiated with Harris over the phone until he surrendered and came out of the house, just after 5 p.m. He was taken into custody. Suspect accused of killing Kan. deputy moved from hospital to jail

CLAY COUNTY, Mo. —A Kansas man drowned just before 9:30p.m. Saturday in Smithville Lake in Clay County.

The Missouri State Highway Patrol reported a 23-year-old Kansas City, Kansas man was in the water, went under and did not resurface. The man's body was recovered by the Water Patrol at the same location. He was pronounced dead at the scene and was transported from the scene by Forensic Medical. 

He was not wearing a life jacket, according to the MSHP. The Patrol no longer releases names of drowning victims.

🎥After golf, Trump secures landmark trade deal with European Union 

KANSAS CTY—One person died and several others were injured in a partial building collapse Sunday in Kansas City.

Just before 3p.m., Sunday, the Kansas City Fire Department responded to a reported building collapse in the 3700 block of&nbsp;of Broadway in Kansas City, according to Baattakion Chief Michael Hopkins.

First responders reported a partial collapse of the Family Dollar buildings parapet wall and façade. The collapse took the life of one individual and critically injured another. Two others were treated and released on the scene. The fatality was identified as a 68-year-old man and who was pronounced dead on the scene. One patient, a 50-year-old woman was transported in critical condition at a local hospital. Two others were evaluated on the scene but refused additional treatment and were released.

The Kansas City Police department will be conducting the investigation due to the fatality. Broadway was closed from 36th street to 38th street while Police conducted their investigation, and public works removed debris from the roadway.

MU Air transported the woman due to her serious injuries.&nbsp; The Patrol released no additional information.
