RILEY COUNTY –&nbsp;Police are investigating a shooting that occurred Saturday afternoon in the 1300 block of Marlatt Avenue in Manhattan, according to a media release from the Riley County Police Department.

Just before 2p.m. polic responded to a report of shots fired in the 1300 Block of Marlatt Avenue. Upon arrival, RCPD located a 35-year-old man suffering from multiple apparent gunshot wounds. Officers immediately rendered first aid until emergency medical personnel arrived. The victim was transported to Stormont Vail in Topeka for serious injuries.

Police: Man hospitalized after shooting in Manhattan

JOHNSON COUNTY —An officer’s “use of deadly force which resulted in the death of Jose Enrique Cartagena-Chacon, 25, Grandview, Missouri, was justified under Kansas Law," according to&nbsp;Johnson County District Attorney Steve Howe.

Following Howe's announcement, Lenexa Police released body camera video of the deadly encounter.

Just after 3a.m. on June 22, the Lenexa Police Department received a 911 call from a person who said that a tall Hispanic person in a blue shirt was holding a gun against the head of another person. This was occurring at the pool area at the Lenexa Crossings Apartments located at 12334 W. 97th Terrace, according to a statement from police.

The caller said that she was in a car nearby. Two Lenexa officers arrived minutes later and began to search the parking lot for the involved individuals. The officers saw a car with its lights on and approached it. 

Officer “A” approached the driver’s door and saw a Hispanic male, later identified as Jose Enrique Cartagena-Chacon, in the driver’s seat. The officer immediately noticed a black handgun in Cartagena-Chacon’s lap. Officer “A” ordered Cartagena-Chacon to put his hands in the air and not to touch the gun.

 Cartagena-Chacon picked up the gun. He then brought the gun up in a motion so the barrel was pointed toward the driver’s door, where Officer“A” stood. 

Cartagena-Chacon then began to move the gun towards the front passenger door where Officer “B” stood. At that time Officer “A” fired his weapon multiple times, killing Jose Enrique Cartagena-Chacon. The JohnsonCounty Officer Involved Critical Incident Investigative Team “OICIIT” was called to handle this investigation

Cartagena-Chacon’s cause of death was due to multiple gunshot wounds by the officer. Cacon also had a blood alcohol level of .248, according to an autopsy.

Trump identifies funds to ensure troops are paid despite shutdown

TOPEKA, Kan.&nbsp;– The Kansas Bureau of Investigation shared the results of the statewide marijuana enforcement operation conducted in Kansas, between Oct. 1 and Oct. 2, according to a media release from the agency.

KBI agents, with support from local law enforcement, executed search warrants at 18 separate vape shops and CBD dispensaries in Wichita, Topeka, Salina, Great Bend, McPherson, Independence, Pratt, Abilene, Ulysses, Concordia and Sedan.

Marijuana products that are prohibited by Kansas law, or were suspected to contain unlawful amounts of THC, were seized. The preliminary results of items seized during the operation include:

Flower, also known as marijuana bud, (weight in ounces and pounds): 5,494 ounces or 343.38 pounds

THC pre-rolls, also called pre-rolled joints, (number of items): 43,867

THC and&nbsp;psilocybin&nbsp;edibles&nbsp;(number of packages): 84,481

Additionally, two subjects were arrested on Oct. 2, in Ulysses, for moving illegal THC products in order to evade law enforcement detection.

Gregory Reese, 63, of Ulysses, was arrested around 12:15 p.m., at N. Stubbs Road and E. Road 9 in rural Grant County. He was arrested for possession with the intent to distribute, unlawful possession of a controlled substance, possession of drug paraphernalia, interference with law enforcement, and no Kansas drug tax stamp.

Tammy Reese, 59, of Ulysses, was arrested for distribution of a controlled substance, possession of drug paraphernalia, unlawful possession of a controlled substance, interference with law enforcement, criminal use of a weapon, and no Kansas drug tax stamp. She was arrested at Reese’s Enterprises at 119 W. Oklahoma, in Ulysses, at around 12:30 p.m.

Around 5 p.m., on Oct. 2, the Kansas Highway Patrol stopped a 20-foot box truck on U.S. Highway 400, near Fredonia. The truck was transporting THC products that were removed from the shelves of 19 Kansas shops. KBI agents seized the truck and its contents, and are investigating what occurred.&nbsp;

Evidence from these cases is being tested. The investigations are ongoing.

Preliminary investigation indicates that Taylor had an interaction with an unknown suspect in the parking lot of the business that escalated to gunfire which struck him. Police have not reported an arrest or suspect details.

LYON COUNTY–A juvenile is under investigation for setting a house fire in Emporia.

Just before 4:30pm Saturday, September 20, the Emporia Fire Department responded to a reported house fire in the 1100 block of Constitution Street in Emporia, according to a media release. Fire crews encountered an active fire within the home and acted swiftly to bring the incident under control.

After the fire was out, the&nbsp;Emporia Fire Department's Fire Investigators conducted a thorough investigation into the cause and origin of the fire. Based on evidence collected, the fire has been classified as incendiary, indicating it was intentionally set.

Intentionally set fires represent a significant threat to life, property, and public safety. The Emporia Fire Department remains committed to diligently investigating such incidents to identify those responsible and ensure public safety.

Kan. governor responds to 'childish attacks from public officials'

DICKINSON COUNTY —A Kansas man is under investigation for allegedly selling drugs in Dickinson County.

In December of 2024, the Dickinson County Sheriff’s Office Drug Enforcement Unit began an investigation into the distribution of Methamphetamine in Herington, according to a media release. The approximate ten-month long investigation, resulted in an arrest and a seizure of methamphetamine.

On Thursday, the Dickinson County Sheriff’s Office executed a search warrant in the 500 Block of South A Street in Herington. A search of the residence revealed Methamphetamine, Drug Paraphernalia, Cocaine, Marijuana and other controlled substances.

The Dickinson County Sheriff’s Office also served arrest warrants with the assistance of the Kansas Bureau of Investigation, Junction City Police Department and the Herington Police Department.

Charles Miller, 48, of Woodbine, Kansas was arrested and booked into the Dickinson County Jail on requested charges of Distribution of Methamphetamine, Possession of Drug Paraphernalia with the Intent to Distribute, Possession of Methamphetamine, Possession of Drug Paraphernalia, Distribution of Controlled Substance using communication facility and No Drug Tax Stamp.

A 2017 Buick Encore driven by Sharon Sando, 74, Leonardville was traveling&nbsp; in the 12000 block of Green-Randolph Road, according to the Riley County Police Department Activity report. The SUV veered off the road and rolled into a ditch.

TOPEKA — University of Kansas indigenous studies director Alex Red Corn said a $1.5 million grant would allow a five-year collaboration with tribal nations and school districts in three states to broaden the pipeline of K-12 teachers working in schools serving Native American students.

The difficulty of attracting and retaining teachers to serve Native American students has been fueled from insufficient funding, isolation of rural communities and lack of job-market recruiting.

KU was awarded the grant from the Office of Indian Education in the U.S. Department of Education. The program involves&nbsp;the Southern Plains American Indian Teaching Pathways Project, which is a partnership that included Haskell Indian Nations University, or HINU, in Lawrence.

The goal is to work with Native Nations and school districts in Kansas, Nebraska and Oklahoma to prepare and mentor 15 teachers in elementary or secondary education.

“We look forward to getting started recruiting folks from Native communities and offer them a funded pathway to full teacher licensure through&nbsp;KU&nbsp;and Haskell and continuing to grow our longstanding partnership with Haskell in new and exciting ways,” said Red Corn, an Osage member, the lead principal investigator on the project and a KU associate professor.

Under the program, researchers plan to recruit individuals who earned or were approaching completion of an associate’s degree and want to pursue teaching certification by earning a bachelor’s degree at HINU or KU.

Upon graduation, these certified teachers would be required to work in Native-serving schools, where they would receive career mentorship from experienced teachers and cultural leaders.

KU officials said students involved in the program would be eligible for financial support in the form of tuition and fees, monthly living stipends, books, laptops and academic conference travel.

“We’re very appreciative of this opportunity from the Office of Indian Education, which is such a critical resource for tribal nations looking to advance sovereignty in education,” Red Corn said.

He said tribe and school partners in the region were eager to participate in work on a sustained program to bolster the teacher-development pipeline.

Project partners on the grant application included HINU, Prairie Band Potawatomi Nation, Osage Nation, Quapaw Nation, and the Cheyenne and Arapaho Tribes.

Other partners in the teacher development effort would be&nbsp;Royal Valley Schools and South Brown County Schools as well as Daposka Ahnkodapi (Osage Nation School), Darlington Public Schools, Umoⁿhoⁿ Nation Public School and the Tribal Education Departments National Assembly.&nbsp;

Who won? White House responds to Nobel Peace Prize announcement

KANSAS CITY —Law enforcement are investigating another homicide in Kansas City.

Just before 6p.m. Thursday, police o were dispatched to a shooting at a convenience store in the 1300 block of Bannister Road in Kansas City, Missouri, according to KCPD Sergeant Jake Becchina.

On arrival officers were directed to a shooting victim unresponsive on the ground next to the business. Officers rendered aid and called for EMS who responded and declared the man deceased at the scene. Homicide detectives responded to&nbsp; the scene and canvassed for any witnesses. 

Preliminary investigation indicates that the victim had an interaction with an unknown suspect in the parking lot of the business that escalated to gunfire which struck the victim.&nbsp; Police did report the name of the victim or additional details.

On Thursday morning, Lawrence police, Douglas County Sheriff deputies and the Kansas Highway Patrol responded and in conjunction with USD 497 officials locked down the school, evacuated students to the football field and worked to ensure no students were hiding in the building. Some students did hide when the school was placed on lockdown, according to police.

All students were required to leave personal items for clearance. Police&nbsp; called in a firearm detection dog to search and did not find a firearm.

Police have identified the circumstances that promoted the response and will complete a thorough investigation.

The original post came from Snapchat, and Detectives were working to contact Snapchat to get information on the post, but the person that allegedly posted it had not been identified. The person who reported the post did not know who made the post.

KANSAS CITY —A tree trimmer injured in accident just after 1p.m. Wednesday in Kansas City, Missouri, remains hospitalized in critical condition, according to KCPD Sergeant Jake Becchina.

The Kansas City Fire Department&nbsp;responded to the reported high-angle rescue and possible electrocution in the 2400 block of Brighton, according to Battalion Chief Michael Hopkins. On arrival crews encountered a tree trimmer who had come in to contact with an overhead power line.

The patient was unconscious and suspended by his safety rope. The patient was lowered to the ground and transported to a local hospital in critical condition. Kansas City police responded to the scene as part of protocol and is now investigating the incident due to the casualty, which is significant to the individual not by criminal means, according to Becchina.&nbsp;

KANSAS CITY —Law enforcement are investigating an alleged romance scam involving a man in the Kansas City metro area.

Last week, deputies took a report of a man who has lost an estimated $120,000 since March in a romance scam, according to a statement from the Clay County, Missouri Sheriff.

A woman who said her name was Lisa sent him a message on TikTok, and they began conversing. She eventually asked him to move the conversation to the Telegram messaging app. (Scammers commonly ask you to move to an encrypted app for messaging, where it's harder for law enforcement to get access to the conversations and track down the perpetrators.)

After she'd built a relationship, "Lisa" kept having "emergencies," such as needing car repairs and gas money. The victim sent her money via CashApp and then at Bitcoin machines in Kearney and Excelsior Springs. 

Finally, "Lisa" said she needed help paying back taxes on her mother's house so she could sell it. She said she would pay the victim back when it sold. When the victim told a family member about what was happening, she recognized it was a scam.

Victims of these scams are typically very secretive because they are emotionally invested in the relationship and don't want to lose that connection. Loved ones should keep an eye out for strange and excessive expenditures. "Never send money to someone you haven't met in person, even if it feels like you know them. With crypto-currency, it's almost impossible to get that money back."

<a href="https://www.jacksoncountyprosecutor.com/DocumentCenter/View/2718/PC-Statement-Landers-Brewer-Redacted">According to court records</a>, an Independence, Mo. police officer attempted to stop a white Ford Escape for speeding in the area of Sterling Avenue and Lexington Avenue in Sugar Creek. The vehicle fled, reaching speeds up to 97 miles per hour and driving into oncoming traffic on Truman Road. During the chase, the passenger of the vehicle fired shots from the vehicle toward the pursuing officer. &nbsp;

The pursuit ended when the suspect vehicle struck a curb, disabling the vehicle. Landers attempted to flee but was quickly taken into custody. Officers recovered two handguns and methamphetamine from the vehicle.

During an interview with detectives, Brewer admitted to firing shots into the air, however, investigators found multiple bullet strikes on the back of the Ford Escape. &nbsp;

The driver of the vehicle was later identified as Landers and the passenger as Brewer.&nbsp; He is being held on a $500,000 bond and she is being held on a&nbsp;250000.00 bond, according to online jail records.

The state’s highest court refused to review a ruling that found the herbicide causes cancer

German chemical giant Bayer must pay a $600 million Missouri court judgment that found its herbicide Roundup causes cancer, a ruling the company says could hasten a decision to stop making the popular product.

The Missouri Supreme Court on Sept. 30 refused to hear an appeal in the Cole County lawsuit that initially awarded four plaintiffs $1.56 billion. The October 2023 jury award was reduced to $611 million by Circuit Judge Daniel Green, a decision&nbsp;<a href="https://missouriindependent.com/2025/05/28/missouri-appeals-court-upholds-611m-judgment-in-roundup-liability-case/">upheld in May</a>&nbsp;by the Western District Court of Appeals.&nbsp;

In a statement to The Independent not attributed to any individual, Bayer said it was considering whether there were further appeals that could be filed.

“We continue to believe that significant and reversible errors were committed during trial and the appellate phase and warrant review by a higher court,” the company stated.

Matthew Clement, a Jefferson City attorney who worked on the case, said there are no appeals left except for an unlikely review by the U.S. Supreme Court. There is another Missouri case seeking an appeal to the U.S. Supreme Court but justices&nbsp;<a href="https://www.scotusblog.com/cases/case-files/monsanto-company-v-durnell/" target="_blank">have not decided</a>&nbsp;whether to accept it.

“That’s rarely successful in state cases,” Clement said, “but they can certainly ask them to do that.”&nbsp;&nbsp;

The case is one of the few out of thousands filed in Cole County that has become final. As it fights in court, Bayer has also lobbied heavily for legislation to protect it from lawsuits at both the state and federal level.

The company has failed for two years to win passage of a bill intended to shield it from litigation in Missouri. The bill narrowly passed the Missouri House earlier this year but lobbying missteps, including a campaign targeting&nbsp;some of the most conservative members&nbsp;of the state Senate, doomed it. The company did win passage of similar legislation in North Dakota and in Georgia

Bayer has also sought protection from Congress. The spending bill to fund the Environmental Protection Agency and the Interior Department&nbsp;<a href="https://investigatemidwest.org/2025/10/01/congress-just-say-no-to-bayer-on-pesticide-legislation/" target="_blank">would add protections</a>&nbsp;intended to block state lawsuits. Similar language is being considered for&nbsp;<a href="https://civileats.com/2024/05/29/pesticide-industry-could-win-big-in-latest-farm-bill-proposal/" target="_blank">inclusion in a new Farm Bill</a>.&nbsp;

Bayer has faced an avalanche of litigation that claims glyphosate, the product patented by Missouri-based Monsanto in 1971, causes non-Hodgkin’s lymphoma — and that the label fails to warn users of the risk.&nbsp;

Bayer acquired Monsanto in 2018 and operates its facilities under the name Bayer Crop Science.

Bayer has paid out about $11 billion to settle almost 100,000 lawsuits with approximately 61,000 pending, according to a&nbsp;<a href="https://www.lawsuit-information-center.com/roundup-lawsuit.html" target="_blank">website that tracks the litigation</a>&nbsp;involving Roundup. The company has already stopped making Roundup with glyphosate for home use and, in September, announced it was seeking regulatory approval for a new herbicide to replace Roundup for agricultural and commercial use in the&nbsp;<a href="https://www.abc.net.au/news/2025-10-07/bayer-announces-plans-for-australian-rollout-of-new-weed-killer/105847166" target="_blank">U.S., Europe, Canada, Australia and Brazil</a>.

In the statement about the lawsuit, the company pointed to an April article in&nbsp;<a href="https://www.wsj.com/business/farmers-favorite-weedkiller-nears-its-end-bayer-warns-324da1e6?" target="_blank">the Wall Street Journal</a>&nbsp;about the future of Roundup.

“We’re pretty much reaching the end of the road,” Bayer chief executive Bill Anderson told the newspaper. “We’re talking months, not years.”

In the case that is now final, a jury found that Jimmy Draeger of Eldon was due $5.6 million in compensatory damages and his wife, Brenda Draeger, was due $100,000 for loss of companionship as a result of his illness.

Draeger used Roundup to manage weeds on his property in Miller County.

The litigation also included Daniel Anderson of Lemon Grove, California, who was 32 when he was diagnosed with non-Hodgkin’s lymphoma after regularly using Roundup to manage weeds on his father’s property. He was awarded $38 million in compensatory damages.&nbsp;

Valorie Gunther, who was diagnosed with non-Hodgkin’s lymphoma after nearly 40 years of using Roundup to prevent and kill weeds on various properties she owned in New York, was awarded $17.5 million as part of the Cole County lawsuit.

The jury also awarded each plaintiff $500 million in punitive damages. Those awards were reduced by Green to $50.4 million for Jimmy Draeger, $342 million for Anderson and $157.5 million for Gunther.

The awards have been increasing at 9% interest until paid and the total is now in excess of $700 million.

The decision from the jury went beyond a claim that Monsanto — and later, Bayer — failed to warn users of potential risks to their health, Clement said. The jury also found that the company was liable for a design defect in its product and was negligent in taking action to protect consumers.

In its statement to The Independent, Monsanto said the courts didn’t recognize that it had already paid punitive damages in other cases and the compensatory awards should have been limited to actual medical expenses paid by the plaintiffs.

“The appellate court also failed to recognize that federal law preempts (the) plaintiff’s state-based failure to warn theory,” the statement read.

The company tried to win in court on those points, Clement said.

“Monsanto has made these arguments in front of numerous courts, and numerous judges and the courts have consistently found that Monsanto’s position is wrong,” he said.

Under&nbsp;<a href="https://revisor.mo.gov/main/OneSection.aspx?section=537.675&amp;bid=28550&amp;hl=" target="_blank">state law</a>, the plaintiffs and their attorneys won’t be the only beneficiaries of the award. Half of the punitive damages award will be deposited in the state’s Tort Victims Compensation Fund, which makes grants of up to $300,000 to people who prevail in lawsuits where the limits of insurance or other sources to pay the judgment are inadequate for the injuries.&nbsp;

About one-quarter of the money deposited in the Tort Victims Compensation Fund will go to a fund supporting legal services for the indigent plaintiffs through four legal service organizations: Legal Aid of Western Missouri, Legal Services of Eastern Missouri, Legal Services of Southern Missouri and Mid-Missouri Legal Services

On Jan. 4, the day Missouri lawmakers return to Jefferson City for their annual session, a trial is scheduled to open&nbsp;<a href="https://www.courts.mo.gov/cnet/cases/newHeader.do?inputVO.caseNumber=23AC-CC07906&amp;inputVO.courtId=SMPDB0004_CT19#header" target="_blank">in another case</a>&nbsp;with four plaintiffs.

The plaintiffs are James Greco of Feasterville Trevose, Pennsylvania, who used Roundup for 30 years around his home and those of his family and while working for his father’s landscaping business; Thomas Rainwater of Earlington, Kentucky, who used Roundup while doing building reclamation work and at his home; Gary Roth of Marlboro, New Jersey who used Roundup from 1984 to 2003 while at work and at his home, as well as the home of his mother and his mother’s friends; and Jordan Harrison of Kingston, North Carolina, who worked in tobacco fields sprayed with Roundup and used it around his home.

All four plaintiffs were diagnosed with non-Hodgkin’s lymphoma while in their 40s.

During this year’s legislative session, Bayer, a group called the the Modern Ag Alliance and the Protecting America Initiative, listed as an “electioneering communication” organization by the Federal Election Commission, spent heavily on radio and television ads, as well as flyers targeting individual lawmakers, in pursuit of the bill to protect Bayer from liability.

The ads present glyphosate as a benign, beneficial chemical essential to modern agriculture.&nbsp;

Among the company’s political allies, preaching the benefits of Roundup and decrying the litigation targeting its use, are Missouri Gov. Mike Kehoe and newly-appointed Attorney General Catherine Hanaway.&nbsp;

Clement, who is among the lawyers preparing for the January trial, has been trying to&nbsp;pry loose company records&nbsp;on how much it has spent to influence legislators, the public and potential jurors.

A motion to make public relations documents public has been pending since March. Clement said he will push the court for a ruling before lawmakers return for the 2026 session.

The lawsuits, taken as a whole, have two goals, Clement said.

“The first would be to warn people about what this product really does, and allow them to make their own decisions about whether they want to use it,” he said.

The second goal is for Bayer to offer a safer alternative. The notices about Bayer seeking regulatory approval for a new product is an encouraging sign, he said.

“If they have the technology and the means to make a safer product,” Clement said, “that’s what we encourage them to do.”

Half of the punitive damages award will be deposited in the state’s Tort Victims Compensation Fund, which makes grants of up to $300,000 to people who prevail in lawsuits where the limits of insurance or other sources to pay the judgment are inadequate for the injuries.&nbsp;About one-quarter of the money deposited in the Tort Victims Compensation Fund will go to a fund supporting legal services for the indigent plaintiffs through four legal service organizations: Legal Aid of Western Missouri, Legal Services of Eastern Missouri, Legal Services of Southern Missouri and Mid-Missouri Legal Services<h2>The next fights</h2>On Jan. 4, the day Missouri lawmakers return to Jefferson City for their annual session, a trial is scheduled to open&nbsp;<a href="https://www.courts.mo.gov/cnet/cases/newHeader.do?inputVO.caseNumber=23AC-CC07906&amp;inputVO.courtId=SMPDB0004_CT19#header" target="_blank">in another case</a>&nbsp;with four plaintiffs.The plaintiffs are James Greco of Feasterville Trevose, Pennsylvania, who used Roundup for 30 years around his home and those of his family and while working for his father’s landscaping business; Thomas Rainwater of Earlington, Kentucky, who used Roundup while doing building reclamation work and at his home; Gary Roth of Marlboro, New Jersey who used Roundup from 1984 to 2003 while at work and at his home, as well as the home of his mother and his mother’s friends; and Jordan Harrison of Kingston, North Carolina, who worked in tobacco fields sprayed with Roundup and used it around his home.All four plaintiffs were diagnosed with non-Hodgkin’s lymphoma while in their 40s.During this year’s legislative session, Bayer, a group called the the Modern Ag Alliance and the Protecting America Initiative, listed as an “electioneering communication” organization by the Federal Election Commission, spent heavily on radio and television ads, as well as flyers targeting individual lawmakers, in pursuit of the bill to protect Bayer from liability.The ads present glyphosate as a benign, beneficial chemical essential to modern agriculture.&nbsp;Among the company’s political allies, preaching the benefits of Roundup and decrying the litigation targeting its use, are Missouri Gov. Mike Kehoe and newly-appointed Attorney General Catherine Hanaway.&nbsp;Clement, who is among the lawyers preparing for the January trial, has been trying to&nbsp;pry loose company records&nbsp;on how much it has spent to influence legislators, the public and potential jurors.A motion to make public relations documents public has been pending since March. Clement said he will push the court for a ruling before lawmakers return for the 2026 session.The lawsuits, taken as a whole, have two goals, Clement said.“The first would be to warn people about what this product really does, and allow them to make their own decisions about whether they want to use it,” he said.The second goal is for Bayer to offer a safer alternative. The notices about Bayer seeking regulatory approval for a new product is an encouraging sign, he said.“If they have the technology and the means to make a safer product,” Clement said, “that’s what we encourage them to do.”

Missouri Supreme Court refuses to review $600 million judgement in Roundup cancer lawsuit

KANSAS CITY —Police have identified the man who died in a pedestrian accident just before 4p.m. Tuesday in Kansas City as 67-year-old&nbsp;Stewart Edward Jr., according to KCPD Sergeant Jake Becchina.

A gold Ford F150 was eastbound on 31st Street&nbsp; Just east of Mersington Street, Edward ran into the roadway from the grassy area located next to the parking lot of the Family Dollar Store.

The pickup struck him and he was thrown to the pavement. The driver of the pickup stopped immediately, remained at the scene, cooperated fully with the investigation, and was not impaired. 

KCFD EMS transported Edward to a local hospital with life-threatening injuries. He was subsequently pronounced deceased by hospital staff shortly after arrival. This is fatality #52 compared to #73 at this time last year, according to Becchina.
