DAVIESS COUNTY—One person was injured in an accident just before 3:30p.m. Thursday in Daviess County.

The Missouri State Highway Patrol reported a 2012 Chevy Silverado driven by Maria S. Sandoval-Diaz, 26, Cedar Rapids, IA, was southbound on Interstate 35 just south of Route C.

The driver lost control of the pickup. It traveled off the road and struck a bridge. Daviess County EMS transported Sandoval-Diaz to Cameron Regional Medical Center. She was properly restrained, according to the MSHP.

The St. Joseph Safety and Health council is expanding its driver’s education to Platte County.&nbsp;

Executive Director Sheldon Lyon says the council began its new driver education program here in St. Joseph four years ago. &nbsp;

"And it's doubled in size," Lyon tells KFEQ/St. Joseph Post. "And we saw that some of the students that were enrolling were from Platte County and in order to give more students from our local area those spots, we decided to expand into Platte County with a limited drivers education program starting this spring."&nbsp;

Lyon says though, it's not just Platte County that is underserved when it comes to driver education. &nbsp;

"All of Missouri is underserved when we talk about drivers' education," Lyon says. "For those of us that are older, drivers ed was a part of our high school curriculum, and that's no longer the case, so parents want their teens to know how to correctly operate the motor vehicle, and also a key point of this is to be able to recognize danger."&nbsp;

Lyon says students in the program will not only spend time in the classroom, but will also learn driving in the car, with professional drivers. &nbsp;

"So, we'll give them the classroom portion followed by the driving hours, and we can talk about drivers and they can learn, but until they get behind the wheel and actually are out there driving, it is totally different," Lyon says. "So, this is a great program that gives them both the classroom and the behind the wheel instruction."&nbsp;

Parents can enroll their students now in the programs in St. Joseph or Platte County.&nbsp; Class sizes are limited to 25 in St. Joseph and 10 in Platte County. &nbsp;

St. Joseph Safety and Health Council expanding drivers education to Platte County

PLATTE CITY, Mo. (AP) — Eleven men were charged after a disturbance at the Platte County Detention Center in December that lasted for more than five hours, prosecutors said.

Prosecutors said about 25 inmates participated in the riot on Dec. 20, although some were “passive participants,” KCTV-TV&nbsp;<a href="https://www.kctv5.com/news/local_news/prosecutors-file-additional-charges-following-december-riot-inside-platte-county-detention-center/article_e779493a-951a-11ec-b4ef-ff5a8f89969b.html?block_id=994530">reported</a>.

The inmates barricaded doors and flooded the shower room, and also used wet paper towels to cover observation windows and a camera, investigators said. The inmates reportedly destroyed jail property and refused to return to their cells.

Platte County Prosecuting Attorney Eric Zahnd said two SWAT teams used small plastic balls filled with OC powder, also known as pepper spray, to end the riot.

“Inmates weren’t happy that they couldn’t get their e-cigarettes,” Zahnd said. “As result, some of them decided to cause a riot in the jail.”

Four suspects were charged with damage to jail property, which is a felony, and rioting, which is a misdemeanor. The others were charged with refusal to disperse.

Zahnd said additional inmates could be charged as the investigation continues.

11 inmates charged in Platte County jail disturbance

Missouri state Sen. Tony Luetkemeyer will run for a second
term.

The Republican from Parkville first won election to a
four-year term in the state Senate in 2018. Luetkemeyer says he has done a lot
to promote economic development and support local law enforcement, but he has
more work to do in Jefferson City.

He says the best part of his first term in office is the
feedback he receives from constituents.

“We’re in a time when political discourse is somewhat tense.
Social media is probably largely responsible for that,” Luetkemeyer tells KFEQ/St.
Joseph Post. “You hear a lot of negative, but one of the most gratifying parts
of the job is when you work hard on something and you achieve a goal and then
you hear back from constituents that it made a difference in their life.”

Luetkemeyer says he has worked hard to assure Buchanan County
residents that though he is from Parkville, he will fight for the interests of
St. Joseph and Buchanan County. He says he’s shown that through the number of
trips he makes to St. Joseph.

“And that’s been to really make sure that anybody who had some
level of unease with me not being from Buchanan County that their mind was put
at ease, that they knew that I care about the district, that I work hard for
the district,” Luetkemeyer says.

Luetkemeyer, an attorney, is chair of the Senate Judiciary and
Civil and Criminal Jurisprudence Committee.

Luetkemeyer says he has one of the more diversified districts
in the Missouri Senate with both urban and rural areas represented.

Luetkemeyer has filed for the 34th Senatorial
District which currently is comprised of Platte and Buchanan Counties, though
that might change with redistricting. The new Missouri Senate map has yet to be
finalized.

Funds received from the Patterson Family Foundation will help further the mission of Leadership Northwest Missouri.&nbsp;

Board President Rachel Davidson says Leadership Northwest Missouri is extremely honored to receive these funds. &nbsp;

"The board and our executive director are going to work hard to do a lot of things on a very small budget," Davidson tells KFEQ/St. Joseph Post. "But specifically, those funds are going to be used to help us continue our programming for up-and-coming leaders in the northwest region." &nbsp;

Davidson says the $2,000 grant will be a tremendous help&nbsp;

"So, our mission is to build, strengthen, and inspire leaders, and those generous funds from the Patterson family are really going to help ensure that each of our classes of leaders has an exceptional experience," Davidson says. &nbsp;

Davidson says the mission of Leadership Northwest Missouri is to help educate community leaders to help the region grow. Leadership Northwest Missouri covers 19 counties. &nbsp;

Davidson says while the mission of Leadership Northwest Missouri focuses on the classes, some of the bigger successes it has seen came outside the classroom. &nbsp;

"There's a lot of big names that I can think of who are alumni, we have over 400 alumni in our region now, and they've done things like create Great Northwest days down at the capital in Jefferson City," Davidson explains. "And lots of other really amazing initiatives that are really improving the lives of those in our communities." &nbsp;

Davidson says the classes that Leadership Northwest provide are more than professional development training, they become an inspirational journey of personal growth &nbsp;

"It's all about the relationships that we build with those who we work with, both at our job and in our community, and relationships are so key in our society right now," Davidson explains. "It's about really getting to know someone on a different level and understanding what their needs are, rather than just having autocratic leadership of telling somebody what to do." &nbsp;

Davidson says she knows from personal experience that these classes work in changing lives, being a graduate of the class of 2019.&nbsp;

Additional funding seeks to assist Leadership Northwest Missouri

A controversial environmental proposal has resurfaced,
prompting fierce opposition from the agricultural sector once again.

The Obama Administration attempted and failed to get the
Waters of the United States approved, an attempt to allow the EPA to regulate
bodies of waters at their source. The Biden Administration is taking another
run at it.

Northern Missouri Congressman Sam Graves opposes the measure,
arguing it’s an overreach that would allow the federal government to trample
private property rights.

“And what’s unfortunate is it can be a dry wash, but if it’s
raining and it’s carrying water then it becomes a waterway with a significant
nexus,” according to Graves. “That’s one of the terms, ‘a significant nexus.’
You have to ask yourself, what the heck does that mean?”

Graves says the interpretation would allow the EPA to extend
its jurisdiction well beyond the Clean Water Act approved by Congress. The EPA
argues that it must be able to regulate water at its source to ensure against
pollution.

Agricultural groups and others successfully tied the proposed
regulation up in the courts, preventing it from ever being enforced. The
lawsuits primarily argued the administration was exceeding Congressional
authorization.

Graves says the proposal goes way too far.

“This is a classic example of government overreach and trying
to take away someone’s property rights and trying to have the ability to come
in and regulate you out of business,” Graves says.

A compromise was reached during the Trump Administration. The
new proposal under President Biden would undone that compromise.

Graves says that under the proposal the EPA could use a flimsy
pretense to come onto private property in the guise of protecting the
environment.

Graves sees WOTUS as part of a larger attack on agriculture.
The Congressman objects to recent accusations that agriculture contributes disproportionally
to climate change. Graves says farming stacks up pretty well to others, even
others around the world, arguing farmers have a vested interest in caring for
the environment.

“It’s the environment that allows them to produce that food
and fiber for the world,” Graves says. “On the other hand, China, they do not
care. They’re building coal-fire plants at the rate of one every few days. They’re
going up to supply electricity and they’re burning some very dirty coal.”

Graves says America, in contrast, has a comprehensive energy
policy that uses several different forms of energy.

2 from St. Joseph injured after rear-end crash

ANDREW COUNTY —A Missouri man died in an accident just before 6a.m. Wednesday in Andrew County.

The Missouri State Highway Patrol reported a 2001 Chevy Malibu driven by Cody J. Maser, 31, Oregon, was northbound on U.S. 71 two miles north of Savannah.

The car traveled off the road, overturned and the driver was ejected. Maser was pronounced dead at the scene and was transported to Breit Hawkins Funeral Home. He was not wearing a seat belt, according to the MSHP.

shooting victim.

Police say 37-year-old Jaime Collado of St. Joseph was treated
and released from the hospital after being shot in the arm Sunday afternoon. The
bullet passed through his forearm.

The shooting occurred in the 2800 block of Patee. The
suspect fled the area. His vehicle was spotted early the next morning, but the
suspect fled the vehicle and escaped on foot.

The investigation remains open. No suspect is in custody, yet.

St. Joseph police have released the identifications of the
person killed and the person seriously injured in Saturday’s vehicle-train crash.

Police say 79-year-old Jerry Murphy of St. Joseph died when
his minivan failed to clear the railroad tracks near Waterworks Road about a
mile north of the St. Jo Frontier Casino late Saturday afternoon.

Seriously injured in the wreck was 79-year-old Patricia Murphy,
a passenger in the van.

The impact threw Murphy from the van. He was pronounced dead
at the scene. Patricia Murphy had to be extricated from the vehicle by
emergency responders.

Identities of victims in St. Joseph train-car collision released

PLATTE COUNTY—Authorities investigating a fatal weekend accident have identified the victims as 37-year-old Howard Alden of Salina and 14-year-old Kenneth Powell, according to Major Erik Holland with the Platte County Missouri Sheriff's Department.

According to the sheriff, just before 10a.m. Sunday, a 2003 Chrysler Town and Country driven by Alden was westbound on 92 Highway near Highway B.

 The vehicle traveled off the shoulder and the driver overcorrected. The van crossed into the eastbound lanes and struck a 2021 Ford Edge driven by a 67-year-old Mary Miller from Platte City.

Alden and Powell were pronounced dead at the scene. EMS transported two other passengers in the van, a six-year-old boy and a five-year-old girl, to an area hospital with non-life-threatening injuries. Miller was also hospitalized for treatment of moderate injuries, according to the sheriff's department.

Preliminary investigation indicated that alcohol may be a factor in the crash. The deceased occupants of the Chrysler minivan were not restrained, according Sheriff Mark Owen.&nbsp; The crash remains under investigation.

NODAWAY COUNTY —A Missouri woman was injured in an accident just before 6a.m. Tuesday in Nodaway County.

The Missouri State Highway Patrol reported a 2007 Chevy Tahoe driven by Shama L. Thompson, 45, Hopkins, was southbound on MO 148 at Route OO one half mile south of Pickering.

The driver lost control on the icy road. The SUV traveled off the road and struck an embankment. Nodaway County EMS transported Thompson to Mosaic in Maryville. She was properly restrained, according to the MSHP.

A fun new entertainment venue will be making its way to north St. Joseph later this year. &nbsp;

The owners of Joetown mini-golf, Joetown Speedway, and Cool Crest, are set to open Rickey Dean's later this year. &nbsp;

Member of Rickey Dean's Joe Lane says this is a project that he and his father-in-law, Rickey Dean Gilmore, have had for quite some time. &nbsp;

"Me and Rick, we've been talking about this, working on this, for over two years now," Lane tells KFEQ/St. Joseph Post. "It would have happened a year sooner but the opportunity to purchase Cool Crest came, so obviously that's where all our money went at that time and we've revitalized it and it's been a success."&nbsp;

The name Rickey Dean's is inspired by Gilmore, Lane's wife Katie saying that none of this would be possible without him. &nbsp;

Lane says many of the ideas for Rickey Dean's attractions came from the community, and he and Gilmore decided to just smash them all together into one. &nbsp;

"Where something in St. Joe is actually a destination," Lane says. "You know, we're located right off of 29 by close to three hotels, and so people passing through St. Joe are going to pull off, stay at the hotels, see Rickey Dean's, and you know their first impression of St. Joe is going to be like holy cow this is a fun place to stay."&nbsp;

Lane says from his experience working in the St. Joseph School District, he knows a lot of kids here, don't have the opportunity to leave St. Joe. &nbsp;

"For kids in St. Joe to be able to come to a place like this, and this is something that you can see in Florida, and California, and Kansas City, and Branson, and this is big, this is big for the community," Lane explains.&nbsp;

And Lane says he also hopes it will be a big draw for those outside the community.&nbsp;

"People passing through are going to see this area and be like wow St. Joe's got it going on," Lane says. "They're going to stay in the hotels, they're going to come to our establishment."&nbsp;

been found dead on state conservation land in northwest Livingston County.

The Livingston County Sheriff’s Office identifies the man as 45-year-old
Michael Daniel Daly of Blue Springs, though a preliminary investigation indicates
he was homeless.

Sheriff Steve Cox, in a news release, says his deputies along with
personnel from the Missouri Department of Conservation and the Missouri State
Highway Patrol responded to a call Saturday afternoon when some Jamesport
residents reported finding a body at the Wind Pump Trail in Poosey Conservation
Area, located in northwest Livingston County.

Cox says dispatch records show a Livingston County sergeant encountered
Daly December 18th when Daly was walking along U.S. Highway 36 and
checked on his well-being. &nbsp;A deputy
reported having a short conversation with Daly after that at a convenience
store. Daley turned down assistance both times, according to Cox.

An autopsy conducted by the Livingston County deputy coroner indicates
Daley most likely died from exposure to winter weather. His family has been
notified.

Suspected homeless man found dead in Livingston CO conservation area

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas man on new charges after a five arrests over the past 15 months.

On Friday, police arrested David S. Marlar, 24, Leavenworth, on a District Court detain order for probation violation and a Municipal Court warrant for failure to appear in court, according to Atchison Police Chief Mike Wilson.

On January 6, Marlar was jailed for aggravated failure to appear and&nbsp; in October for a bond violation, according to online jail records. 

In January of 2021, police arrested Marlar for flee, attempted to elude law enforcement, meth possession, reckless driving and driving while suspended. In November 2020, he was accused of battery, assault, criminal carrying a weapon and criminal damage to property, according to online jail records.

NE Kansas man jailed again for alleged failure to appear

Supporters say it will save the Post Office, or at least, keep it
from bleeding money.

The United States House has approved the Postal Service Reform
Act, an effort to lift some financial burdens from the United States Postal
Service and make it fiscally viable. The measure got rare bipartisan support.

Northern Missouri Congressman Sam Graves co-sponsors the measure,
which he hopes will put the Post Office on better financial footing.

“We maintain six-day delivery, which I know a lot of rural folks are
very interested in, because and I hear this from a lot of my rural senior
citizens when it comes to medications,” Graves says. “A lot of folks don’t go
into the pharmacy anymore. They get it all that through mail order and they
want to maintain that six-day delivery. It’s very important to them.”

The biggest change contained in the measure would lift a
requirement that the Postal Service prefund retiree health benefits, a mandate
that the service has claimed saddles it with an unrealistic and unnecessary
financial burden. Other portions of the bill seek to reduce other Congressionally-imposed
regulations in an effort to increase efficiency.

Graves faults the Washington bureaucracy for much of the Post
Office’s money problems.

“Washington is so top-heavy when it comes to the postal service
that they almost paralyze themselves,” according to Graves.

The U.S. Postal Service is estimated to lose $160 billion over the
next 10 years and could run out of cash by 2024. With easy access to online
bill paying and even a reduction of cards with greetings being sent over social
media, first class mail volume has fallen by more than half since 2001. Still, postal
workers deliver to 161 million addresses each day.

The Senate is working on similar legislation.

Congress moves to shore up Postal Service finances

Health departments across the region are beginning to see positive cases of COVID-19 steadily drop. &nbsp;

St. Joseph Health Educator Nancy King says the numbers have declined enough that for now it's safe to take a breath, but she's unsure for how long.&nbsp;

"That's the thing about the virus is that we just aren't really sure at what point are we going to be moving from the pandemic designation to an endemic type of designation," King tells KFEQ/St. Joseph Post&nbsp;

Andrew County Health Nurse Manager Jayne White says numbers are also declining in Andrew County.

"Our numbers have declined as well and that's kind of what we've seen throughout the pandemic, is that we'll have a sharp increase and then a few weeks goes by and typically we see it come back down, and we're absolutely seeing that here too," White says.&nbsp;

King says the health department's concern as the numbers drop, is if another variant of COVID-19 is on the way. &nbsp;

"It's just the concern of, is there another variant that's going to come along that may be as contagious or more contagious than Omicron, is it going to cause more serious illness, those are just some things to be concerned with," King explains. "They're already talking about the BA.2 subvariant, they're calling it like a stealth Omicron."&nbsp;

King says that with a lower number of cases, it's ok to go back to doing normal activities and gathering together, not being as strict about safety.&nbsp;

But King also says that it's important to keep up on the news to be aware if something were to change. &nbsp;

"To see if there is an increase in cases that may want to cause us to go back to some of the measures like masking, or social distancing, or avoiding those crowded indoor places," King says. "But you know a lot of it is going to depend on how serious a new variant may be."&nbsp;

As of Friday, the St. Joseph Health Department was reporting 22 positive cases of COVID-19. Mosaic LIfe Care reports 19 COVID hospitalizations, all in St. Joseph.&nbsp;

In Kansas, the Doniphan County Health Department reports 16 active cases of COVID-19, the northeast Kansas county has seen 2, 124 positive cases.&nbsp;

COVID-19 cases continue to steadily decline across the region

A second-degree murder charge has been filed in that fatal
shooting two hours into New Year’s Day in St. Joseph.

Nicholas Minear, Jr. of St. Joseph, an 18-year-old, has been charged in the shooting death of
55-year-old Larry McClain.

The probable cause statement claims Minear fired a weapon from
his car into an occupied residence in the 1100 block of Randolph Street around
2 a.m. on the 1st. A bullet struck McClain in the neck, killing him.

Minear is scheduled to appear in Buchanan County Court
tomorrow morning.

Two died, three were injured in a Platte County traffic crash
Sunday morning in which alcohol might have played a role in the fatal wreck.

The Platte County Sheriff’s Office reports a minivan traveling
west on 92 Highway shortly before 10 went off the shoulder of the road,
overcorrected, crossed into the eastbound lane, and collided with a sport
utility vehicle.

The sheriff’s office reports a 37-year-old Salina, Kansas man,
the minivan driver, died at the scene. A 14-year-old boy, a passenger in the
minivan, also died at the scene. Two other passengers, a six-year-old boy and a
five-year-old girl have been hospitalized with moderate injuries.

The driver of the SUV, a 67-year-old woman from Platte City,
suffered moderate injuries.

An investigation continues, but the Platte County Sheriff’s
Office reports the preliminary investigation indicates alcohol might have been
a factor in the crash. No one in the minivan was buckled up.

Sunday morning in which alcohol might have played a role in the fatal wreck.The Platte County Sheriff’s Office reports a minivan traveling
west on 92 Highway shortly before 10 went off the shoulder of the road,
overcorrected, crossed into the eastbound lane, and collided with a sport
utility vehicle.The sheriff’s office reports a 37-year-old Salina, Kansas man,
the minivan driver, died at the scene. A 14-year-old boy, a passenger in the
minivan, also died at the scene. Two other passengers, a six-year-old boy and a
five-year-old girl have been hospitalized with moderate injuries.The driver of the SUV, a 67-year-old woman from Platte City,
suffered moderate injuries.An investigation continues, but the Platte County Sheriff’s
Office reports the preliminary investigation indicates alcohol might have been
a factor in the crash. No one in the minivan was buckled up.“Crashes

Two die, three injured in Platte County two-vehicle crash

St. Joseph police are looking for a man, suspected of shooting
and wounding another Sunday afternoon.

St. Joseph police report a man was shot in the arm during a
confrontation in the 2800 block of Patee. The bullet passed through the
victim’s forearm, leaving a non-life-threatening injury.

The suspect fled the area in a vehicle spotted early this morning at 9th and Powell by an officer who identified the
vehicle as one stolen earlier this month.

A pursuit began. Spike strips were
used as the suspect fled into Buchanan County. As officers approached, the
suspect abandoned the vehicle and fled on foot. He remains at large.

Suspect at large after shooting in St. Joseph Sunday afternoon

ANDREW COUNTY —A Missouri woman was injured in an accident just after 8p.m. Sunday in Andrew County.

The Missouri State Highway Patrol reported a 2016 Ford Escape driven by Sarah C. Burks, 51, King City, was southbound on U.S. 169 one half mile north of St. Joseph.

The driver fell asleep. The SUV traveled off the west side of the road and struck two culverts. Andrew County EMS transported Burks to Mosaic Life Care. She was properly restrained, according to the MSHP.
