To some it was a minor issue. To others it veered too close to
infringing on constitutional rights.

St. Joseph School Board members have agreed to a set of ethics
rules to comply with the Missouri School Improvement Program, but not without
dissent. Two members voted against the code of conduct, suggesting it could
infringe on their First Amendment rights of free speech.

Board member Kim Miller doesn’t view it as an infringement,
saying it simply restricts what a member can say if speaking for the board as a
whole.

“The concern is always, as board members, sometimes we’re
asked to not speak on topics if we are representing the school board itself,”
Miller tells host Barry Birr on the KFEQ Hotline.

Miller says board members can always express their own opinion
about board action. They aren’t free though, according to Miller, to say
whatever they want if speaking for the St. Joseph School Board.

Miller says the code does not restrict how board members express
their opinion of board policy.

“We are elected by constituents who want to know what our
thoughts are on different things that are coming before us as a board and as a
community,” Miller says.

Board member Whitney Lanning says some members previously pushed
to have the board president speak for the board, but that never took effect.

“If that’s what we agreed to, but that’s not what we’re going
to do, and that gets a little murky, then let’s just go forward and let’s talk
about our own opinions and we’re seven different people with seven different
agendas,” Lanning tells Birr during her appearance with Miller on the KFEQ
Hotline.

Lanning denies the disagreement on the issue had anything to
do with the board’s silence after Superintendent Gabe Edgar pleaded guilty to a
misdemeanor drunk driving charge earlier this year.

“I think as a board we’ve been really clear about the
expectations and Dr. Edgar has been completely compliant and completely working
forward,” Lanning says. “That has nothing to do with this.”

Lanning says the move by the board was a simple compliance
measure with state requirements.

Growth Energy, the nation’s largest biofuels trade association, filed briefs to intervene in three cases this week to support the Environmental Protection Agency. 

More specifically, Growth Energy supports the agency’s decisions to deny small-refinery exemptions for refiners who are seeking to avoid complying with their blending obligations under the Renewable Fuel Standard. 

Emily Skor, CEO of Growth Energy, says petitioners have tried over and over again to avoid complying with the RFS because less biofuel in America’s fuel supply means more money in their pockets. 

“Thankfully, EPA has continued to rightly deny the exemptions, having demonstrated again and again that refiners have no good reason not to meet their blending obligations,” she says. 

“In this week’s filings, Growth Energy continues to seek to defend the RFS, which is the nation’s most successful climate policy to date, from any attempts to weaken it.” The filings in each case are available at growthenergy.org.

EPA is right to deny refinery exemptions

Ag Secretary Tom Vilsack says his agency is awarding $266 million in loans and grants to agriculture producers and rural small businesses. 

The funds will be for making investments in renewable energy and energy efficiency improvements that will lower energy costs, generate new income, and strengthen the resilience of their operations. 

“Creating opportunity for rural communities means investing in farmers, ranchers, and small businesses,” Vilsack says. 

“These funds will make sure our producers and business owners are not only a part of the clean energy economy but are also directly benefiting from it.” 

The secretary also says these once-in-a-generation investments in renewable energy, like wind and solar, and energy-efficient technologies create new markets and deliver real cost savings for our small and mid-sized agricultural operations and Main Street businesses, building and keeping wealth in rural America. 

The department is making the funds available through the Rural Energy for America Program.

USDA funding will help farmers lower energy costs

A benefit concert in Trenton is being held this weekend to help benefit the Leadership Northwest Missouri program.  

The program brings in participants from a 19-county region in northwest Missouri, designed to help build community leaders within the region.  

Leadership Northwest Missouri alum Jenna Stevens says the group meets monthly throughout the region with different focuses during each class. 

"One focus would be on a regional issue and then another focus for that day would be on a leadership skill," Stevens tells KFEQ/St. Joseph Post. "So, it's a great program to help develop, not only personally, but as a leader within your community and your region." 

Applications are currently being accepted for the 2024 class until November 1st.  

The concert, which is in its third year, was developed by a class in the program as part of an assignment to hold a community event or give back to the community. 

Stevens was a member of the class that put on the first ever benefit concert to help benefit the community and the program. 

"We were just coming out of COVID, sponsorships for the program itself were down, so we thought well this will be a good way to give back to the program as well as our community," Stevens explains. "So, we started it, it was a huge success the first year, and so we've just continued doing it each year since." 

Rising country artist Greylen James will headline the event with three local artists from Trenton, MO opening up the concert before James takes the stage.  

Jenna Stevens says the committee believes it's important to have local talent on the program. 

"So, we are giving these local artists an opportunity to take the stage, meet somebody who's in the industry, whether the local person is really wanting to pursue something or not it's just great exposure for them," Stevens says. 

Stevens is a member of the committee that puts on the concert each year.  The concert will be held at Black Silo Winery in Trenton. Doors open at 6:30pm with music starting at 7:30.

NODAWAY COUNTY —One person was injured in an accident just before 8p.m. Thursday in Nodaway County.

The Missouri State Highway Patrol reported a 2021 Can-Am driven by Geoffroy L. Kemlin, 44, Solesmes, France, was northbound on Highway J three miles southeast of Conception.

The ATV rear-ended a 2023 Polaris driven by Caden M. Farnan, 24, Stanberry, who had slowed to turn into a private drive. After impact, the Can-Am overturned and the driver was ejected.&nbsp;

Nodaway County EMS transported Kemlin to Mosaic Life Care. Farnan was not injured.&nbsp;

Man from France injured in ATV accident

The Missouri State Highway Patrol reported a 2015 Nissan Versa driven by Ronald K. McNeely, 83, Gallatin, was westbound on U.S. 69 in Winston. 

The Nissan rear-ended a 2021 Chevy Suburban driven by Kyle R. Stith, 32, Gallatin, who had slowed for traffic.

Daviess County ambulance transported McNeely and a passenger to Cameron Regional Medical Center.&nbsp; Stith was not injured. All three were properly restrained, according to the MSHP.

“The agency failed to open the process to public comment, which would have been extremely valuable,” says National Corn Growers Association President Tom Haag. 

American Soybean Association President Daryl Cates says, “These revisions are window dressing and leave in place much of the rule’s confusing and harmful foundations.” 

Corey Rosenbusch, president of The Fertilizer Institute, says they’re disappointed in the agency’s disregard for both the procedural need to invite public input for consideration and for May’s Supreme Court ruling.

In another show of opposition to the EATS Act, 30 senators sent a letter to Ag Committee leaders opposing a sweeping bill to nullify state agricultural laws called the EATS Act. 

The letter came a week after 172 House members signed a similar letter addressed to House Ag Committee leaders. 

Over 200 federal lawmakers spanning 35 states have publicly stated that neither the Ending Agricultural Trade Suppression Act nor anything similar should be a part of the upcoming farm bill. 

“It’s not one state that’s trying to foist its standards on the rest of the country,” says Sara Amundson, president of the Humane Society Legislative Fund. 

“It’s the NPPC that’s trying to force every state to accept the terms of any other state that chooses not to ensure humane safety standards for agricultural products within its borders.” Additionally, 577 veterinary professionals and 78 veterinary students signed letters opposing the EATS Act.

Senators show opposition to EATS Act

St. Joseph will hold an event as part of a global day designed to reduce the stigma of drug related death and raise awareness of the dangers of overdose.

Health Educator Stephanie Malita says the St. Joseph Health Department hosts many outreach events and this is one of the most moving events.

"The most impactful in terms of hearing stories from people who work in the trenches, from people who have lived through this, people who are still struggling, and those who in our community and want to help anyone who is willing to reach out and ask for that help," Malita tells KFEQ/St. Joseph Post

The remembrance event will take place this evening (Thu.) at 7pm at Felix Street Square.  Attendance is free and people coming to the event are encouraged to bring their own lawn chairs.

During the event as part of International Overdose Awareness Day people suffering from the loss of a drug overdose will be recognized and also have an opportunity to tell their stories. 

Malita says a common theme they hear about after the event is the hope people feel and the connections they make

"We take for granted that we're not in it alone, but at an event like this you really see that there are others who share in this struggle and in the celebrations," Malita points out. 

Malita says hearing that appreciation from people is one reason this event is held each year.

The event will also provide several resources to those struggling with drug related problems, ranging from the Buchanan County Opioid Force to Narcotics Anonymous. 

Malita says also among all the free swag people will receive at the event, Narcan will also be provided. 

"So most of the tables, most of our partners in the coalition, will have Narcan available, it will be there for free, if you aren't certain on how to use it there will be people there that will be able to demonstrate how to use the Narcan so that you feel confident using it if somebody needs your assistance," Malita explains.

The event will take place at Felix Street Square this evening (Thu.) at 7pm.  Attendance is free.  Deputy Mayor Randy Schultz will read a proclamation to begin the event.

HOLT COUNTY —One person was injured in an accident just after 8p.m. Wednesday in Holt County.

The Missouri State Highway Patrol reported a 2020 Kenworth semi driven by Kevin W. Forst, 32, Topeka, was southboung on the entrance to Interstate 29 one mile east of Craig.

The vehicle traveled off the east side of the road and overturned.&nbsp; Atchison-Holt ambulance transported Forst to Mosaic Life Care in St. Joseph. He was properly restrained, according to the MSHP.

On Tuesday, police arrested 26-year-old Sareya D. Elmore of Atchison on a requested charges of domestic battery in the 1200 block North 4th Street, according to Police Chief Mike Wilson.

She remains in custody on a $2500 bond, according to online jail records.

Kansas woman jailed for alleged domestic battery

Losing a loved one is difficult on even the strongest person, a local group in St. Joseph is working to help those grieving gets through it.  

The GriefShare program has been in St. Joseph for nearly 16 years now, the first ever group meeting at Brookdale Presbyterian Church.  

Organizer Mary Noel Owens says the program is for anyone that is going through the loss of a loved one. 

"That might be a spouse, a grandparent, a sibling, a child, a grandchild, a good friend, it just can be anyone, but no matter who it is your grief is real and it impacts everything in your life," Owens tells host of the KFEQ Hotline Barry Birr.  

After beginning at Brookdale Presbyterian, GriefShare has now spread to two other St. Joseph churches, providing a 13-week program helping people through their grief journey.  

Organizer Debbie Lyons says while suffering through the loss of a loved one, it's nice to have a group of people around you are going through the same thing. 

"That have that connection with them, that know what they're going through, that understand and can truly be there for them when they need an ear to listen," Lyons explains. "Need somebody to just know their deep, deep sorrow because it is so overwhelming when you're going through that, and you feel so alone." 

Lyons says they call the group their tribe and they want people to know there's a tribe of people who understand what they are going through. 

Lyons knows firsthand the power of the 13-week GriefShare program, after going through it when her late husband passed away.  

Lyons says at first when she was shown the program, she didn't feel like it would be something for her, so she knows how much courage it takes to come join the group.  

"You don't know who's going to be in there that will understand what you're going through and it was, wow, the first four to five sessions I didn't remember initially what happened, but I never stopped going, I didn't miss a day," Lyons says. 

GriefShare programs will be held on Wednesdays at Wyatt Park Baptist, located at 2902 N. Leonard Road in St. Joseph, beginning today, Brookdale Presbyterian located at 203 S. 31st Street in St Joseph on Thursdays, starting tomorrow, and Tuesdays at Three Oaks Hospice located at 1213 N. Belt Highway Suite E beside Spine and Sport in St. Joseph, beginning on September 5th. 

If you are unable to make the first class, you can come at any time during the 13-week program.

The GriefShare program has been in St. Joseph for nearly 16 years now, the first ever group meeting at Brookdale Presbyterian Church. Organizer Mary Noel Owens says the program is for anyone that is going through the loss of a loved one. "That might be a spouse, a grandparent, a sibling, a child, a grandchild, a good friend, it just can be anyone, but no matter who it is your grief is real and it impacts everything in your life," Owens tells host of the KFEQ Hotline Barry Birr. After beginning at Brookdale Presbyterian, GriefShare has now spread to two other St. Joseph churches, providing a 13-week program helping people through their grief journey. Organizer Debbie Lyons says while suffering through the loss of a loved one, it's nice to have a group of people around you are going through the same thing. "That have that connection with them, that know what they're going through, that understand and can truly be there for them when they need an ear to listen," Lyons explains. "Need somebody to just know their deep, deep sorrow because it is so overwhelming when you're going through that, and you feel so alone." Lyons says they call the group their tribe and they want people to know there's a tribe of people who understand what they are going through. Lyons knows firsthand the power of the 13-week GriefShare program, after going through it when her late husband passed away. Lyons says at first when she was shown the program, she didn't feel like it would be something for her, so she knows how much courage it takes to come join the group. "You don't know who's going to be in there that will understand what you're going through and it was, wow, the first four to five sessions I didn't remember initially what happened, but I never stopped going, I didn't miss a day," Lyons says. GriefShare programs will be held on Wednesdays at Wyatt Park Baptist, located at 2902 N. Leonard Road in St. Joseph, beginning today, Brookdale Presbyterian located at 203 S. 31st Street in St Joseph on Thursdays, starting tomorrow, and Tuesdays at Three Oaks Hospice located at 1213 N. Belt Highway Suite E beside Spine and Sport in St. Joseph, beginning on September 5th. If you are unable to make the first class, you can come at any time during the 13-week program.

University of Missouri officials say they saw a need and
sought to fill it.

That need:&nbsp; more health
care workers in rural America. The solution:&nbsp;
build a new, $14.5 million UMKC School of Medicine across from Mosaic
Life Care in St. Joseph.

University of Missouri system President Mun Choi says the
university wants to help address the needs of rural Missouri.

“It is not only rural health care, but also rural broadband as
well as meeting the needs of rural education,” Choi tells KFEQ/St. Joseph Post.

The 22,000 square-foot building is expected to open in 2025.
It is designed to allow for the instruction of 80 medical students at a time
with 20 projected to graduate each year. It is an extension of the UMKC Medical
School program began at Mosaic three years ago, held within the Mosaic Life
Care hospital complex.

Choi says the UMKC program in St. Joseph and plans for a new facility
fit nicely with other moves by MU.

“This is an expansion, because we’ve not had a medical school
campus in this part of the state,” Choi says. “But this is continuing what we
began in Springfield with MU School of Medicine having a satellite campus in
Springfield.”

The University of Missouri held an elaborate groundbreaking
ceremony at the corner of Faraon Street and Riverside Road Tuesday with a huge
white tent filled with dignitaries from the academic, medical, and political
world. Students demonstrated some of the classes taught currently by UMKC at the
Mosaic campus, across the road.

UMKC Chancellor Mauli Agrawal says this new medical building
could be just the start of the school’s offerings in St. Joseph.

“Once we have this program running, we have so many degrees in
the health areas that we offer out of UMKC, and there’s no reason why we shouldn’t
think of those in the future,” Agrawal tells KFEQ/St. Joseph Post. “But, one
thing at a time. Let this one be successful. We’ll work out all the kinks. Then
we will consider other programs as well.”

Students currently being taught at the UMKC Mosaic program are
nearing graduation.

Emma Smith is a student from St. Louis who got her
undergraduate degree at the University of Missouri-Columbia and has one year to
go in the St. Joseph program and hopes to work in rural America.

“I actually lived outside of Columbia for three of my four
years of my undergraduate degree and that’s kind of where I started to
recognize some of the disparities within rural care and some of the barriers
that patients can face in these areas,” Smith tells KFEQ/St. Joseph Post. “So,
that’s why the St. Joseph program was such a good fit for me.”

Smith plans to take up residency once she completes the
program at Mosaic and has yet to decide what specialty she will enter.

MU moves into St. Joseph to help meet rural health care needs

A recent survey found growing displeasure with Missouri schools.

A majority of respondents — 56% — rated their local schools as only fair or poor, and 71% said that about public schools generally in the state, according to&nbsp;<a target="_blank" href="https://www.slu.edu/research/research-institute/big-ideas/slu-poll/data-archive/august-2023-poll/slu-poll-august-2023-topline-results.pdf">SLU You/Gov poll results</a>&nbsp;released last week.&nbsp;

More of the voters surveyed also said that charter schools — small public schools operated independently of the local distinct — should be allowed in their district, and 55% said they should be allowed statewide.

The poll happens about every six months, weighing voters’ opinions on both politicians and the big issues at the time. Poll director Steven Rogers noted a trend in perspectives on public education since the first one conducted in the early days of the pandemic.

“People have been more disapproving or rating them more poorly,” he said.

Among subgroups&nbsp;<a target="_blank" href="https://www.slu.edu/research/research-institute/big-ideas/slu-poll/data-archive/august-2023-poll/slu-poll-august2023-results-crosstabs.pdf">listed in the poll results</a>, the highest negative ratings about local schools were from adults 30-44 and most likely to have children of school age, at 65% rating schools fair or poor. Black Missourians, at 73%, Democrats, at 63%, and residents of northwest Missouri, at 66%, also had high negative ratings for their local schools.

The highest favorable ratings for local schools came from Republicans, with 48% rating them good or excellent, and southeast Missouri, where 46% said their schools are good or excellent.

The highest negative ratings about schools generally in Missouri were from young people 18-29, recently out of the education system, at 79%, Black Missourians, 86%, Democrats, 80%, and residents of northwest Missouri, also at 80%. The highest favorable ratings for schools statewide came from Republicans, with 36% rating them good or excellent, and southeast Missouri, where 39% said schools across the state are good or excellent.

The only subgroup where opposition to charter schools equals or exceeds support either for local districts or statewide is among Democrats when asked about local charter schools. Even then, the respondents were split, with 33% supporting local charter schools, 33% opposed and 34% unsure.

Results show a majority believe there is a shortage of teachers, that four-fifths of respondents think teachers should be paid more — but that only 35% would recommend teaching as a profession. There is no subgroup that doesn’t view teacher shortages as a problem. And only two subgroups, people age 18-29 and Democrats, where more respondents said they would recommend teaching as a career than not.

The findings “are completely depressing, but they are accurate,” said state Rep. Paula Brown, D-Hazelwood. “As a former teacher, I am sad that people don’t want to go into education. But look at what is happening. They aren’t paid well. And they get an egregious amount of backlash.”

Lawmakers approved state funding to raise minimum teacher salaries to $38,000 but have not changed the law mandating only a $25,000 minimum as&nbsp;<a target="_blank" href="https://missouriindependent.com/2022/10/18/commission-recommends-salary-increases-to-address-missouri-teacher-shortage/">recommended by a blue ribbon commission</a>&nbsp;appointed by the State Board of Education.

Charter schools are not a panacea to education problems, Brown said. They serve only a small number of the state’s 900,000 schoolchildren, she pointed out, and must support a separate administration from school districts.

So far, she said, testing does not show significant differences in achievement in charter schools over traditional public schools.

“If most people really knew the ins and outs of charter schools, I wonder if they would answer the same way,” Brown said.&nbsp;

Mark Jones, spokesman for the Missouri National Education Association, said he questions the SLU You/Gov results for local school ratings. NEA polling shows better results for local schools, he said, and elections indicate people have confidence in their districts.

“What we always tend to see in polling is that folks rate their local schools very high, and then when you ask about the entire state, that is more detached,” Jones said. “And at the ballot boxes, voters are passing taxes and levies to support students, even though the state is failing to increase funding.”

Poll: More Missourians dissatisfied with public education

AT&amp;T has given up its fight with city hall.

St. Joseph city officials report AT&amp;T has withdrawn its
lawsuit against the city council decision to deny it a permit to build a
telecommunications tower at 3802 Karnes Road, a proposal that drew widespread
opposition from homeowners in the residential neighborhood.

AT&amp;T has withdrawn lawsuits filed in federal court and,
instead, has proposed erecting a tower at 3914 Karnes Road instead. The new
proposed location is adjacent to the water tower on which AT&amp;T has an

forgotten about a proposal to build a new animal shelter. Carter says the city
simply has run into a funding issue.

Friends of the Animal Shelter has raised $1.5 million to fund
replacing the existing shelter it describes as noisy and crowded with a new
one.

Carter, though, says the cost has skyrocketed, from the
projected $2.5 million to between $5 million and $6 million.

Carter says the funding gap is getting in the way of an upgrade.

“We have a problem now and it’s a problem related to the
amount of funding that’s available for the project that needs to be done,”
Carter tells host Barry Birr on the KFEQ Hotline. “And we have to look at all
solutions.”

Carter says the cost of locating a new animal shelter,
proposed for Corporate Drive, has at least doubled.

“We know we’ve gone a long way down this road,” Carter says. “We
know that the Friends of the Animal Shelter has done an excellent job of
getting out boots on the ground, fundraising, putting together a lot of money.”

Carter says the problem now is that’s not enough money. Carter
says the city retains $1 million from the 2018 CIP list and must find enough
money to build an animal shelter that will be a real improvement over the
current facility in south St. Joseph.

Carter says more money must be raised the city must be assured
the new shelter is a true upgrade from the current shelter.

“We have to analyze the plan, make sure that we’re pursuing
the right plan and that it is going to work,” Carter says. “And that’s the
conversations that go back to what corners can be cut? Is that the right facility?
All of those pieces that are encompassed in that and then there’s the fact that
we have to figure out where the rest of the money is coming from.”

It has been a frustrating delay for Friends of the Animal
Shelter which first discussed building a new shelter with city officials more
than 10 years ago.

A member of Friends of the Animal Shelter, Lucinda Kerns, urges
citizens to remind the St. Joseph City Council of the importance of a new
shelter.

“If you can keep contacting the council and let them know that
you are behind us, you support us, you want it, you’d love to see it for the
community,” Kerns says. “It would help us out, I think.”

Ground has been broken in St. Joseph as the University of
Missouri-Kansas City expands its medical program in the city with a $14.5

beginning of the program to begin their academic career.

“Who took a risk in January of 2021 to come here and go to
school, that they bought into our idea that we were creating the premiere
school in the nation to train rural physicians,” Shields said.

meet all of you before the day is out,” Choi told the large audience in
attendance. “And I asked them the question, ‘Will you serve you serve rural
Missouri?’ And, to a person, they said yes. I’m going to hold you to it.”The UMKC program is designed specifically to address medical

UMKC breaks ground in St. Joseph for new medical school

The merger of Farm Credit of New Mexico and American AgCredit Farm Credit cooperatives will be effective October 1, 2023.

The merger will create one Farm Credit Association with enhanced marketplace stability, increased funding capacity, and better access to technology. The voting stockholders of Farm Credit of New Mexico re-voted for the proposed merger after a reconsideration process established by the Farm Credit Administration.

American AgCredit CEO Curt Hudnutt says, "This merger makes us a better partner for our customers." Hudnutt will lead the merged American AgCredit, which will have more than 900 employees. The October 1, 2023, effective merger date is pending final Farm Credit Association approval.

American AgCredit was chartered in 1916 as part of the nationwide Farm Credit System and is the nation's fourth-largest Farm Credit association. Farm Credit of New Mexico is the largest agricultural lender in New Mexico, a $2 billion cooperative specializing in agricultural lending and related services.

Farm Credit Farmer-Owned Cooperatives Merger Effective October 1

St. Joseph is home to many small businesses and a national magazine named the city one of the best places to start a small business in the country.  

Chamber of Commerce President Natalie Redmond says Site Selector Magazine named St. Joseph the number 18 best place to start a small business, the only city in Missouri selected for the list.  

Redmond says the roots of St. Joseph are based on entrepreneurship and that spirit still lives on today.  

"It's just a great place to start a small business, there are a lot of resources, there's a lot of support, but the small business owners that I work with day in and day out they’re so supportive of each other and they really want to see each other be successful," Redmond tells host of the KFEQ Hotline Barry Birr. "And I think that's the secret sauce that you see is why we get named in a top place to start a small business." 

St. Joseph small businesses work well alongside each other, and that camaraderie is reason for the top 20 ranking from the national magazine.  

Redmond says she works with many of these business owners around the city, and mostly all of these entrepreneurs work together 

"If I have an entrepreneur that's new, that's struggling, that really wants help in a certain thing, I can call another small business owner, entrepreneur, and they're always willing to mentor and help," Redmond says. "It is just a really great place to have that camaraderie." 

Redmond says whether its Cup of Joe or any of the resources in St. Joseph it is a very collaborative city for small businesses which she is very proud of.
