Missouri Senate Backs Revised MSHSAA Bill Focused on Appeals, Not Oversight

The Missouri Senate has given initial approval to a bill dealing with the Missouri State High School Activities Association.

Unlike earlier proposals that called for broader state oversight, State Senator Jason Bean’s compromise bill would create an appeals commission for disputed decisions. So, what does that mean?”

 “The governor will appoint the commission and basically once you have gone through the appeal process, so let's use this as an example, you have a problem in a game and you think you were wrong, you go through the appeals from on the court, you go through the appeals of going through MISHA, through their appeals board, through their board, you can appeal to this board, which will have the final say." Bean says

 Bean originally proposed placing the organization under a governor appointed oversight board, but the bill has since taken a new direction.

 “Removes the provisions that granted the Oversight Commission authority to hire and fire an executive director," Bean explains.  "Ultimately, the Oversight Commission duties will include the Oversight Commission shall hear only appeals of decisions relating to eligibility due to transfers of students deemed to be for athletic purposes and appeals relating to contest and contest procedures.”

The Interscholastic Oversight Athletic Commission would be run the Missouri Department of Elementary and Secondary Education. The Missouri Senate has given initial approval to the bill.
