Cyber-tip led to arrest of Kansas man for alleged child sex crimes

SHAWNEE COUNTY – The Kansas Bureau of Investigation (KBI) arrested a Topeka man morning for an alleged child sex offense.

On July 2, KBI agents with the Child Victims Unit arrested Koby Allen Hoar, 25, of Topeka. Hoar was arrested on requested charges that include two counts of sexual exploitation of a child. 

The KBI began investigating after a cyber-tip was submitted to the National Center for Missing and Exploited Children. On April 7, 2026, KBI agents executed a search warrant at Hoar's residence and seized evidence.

Following his arrest Hoar was booked into the Shawnee County Department of Corrections. Additional charges against Hoar are expected.
