South Dakota voters turn down pipeline regulation bill

Referred Law 21 in South Dakota would have created new requirements for regulating linear transmission facilities, including carbon dioxide pipelines, and allowed counties to assess a surcharge on certain pipelines. It also sought to establish a “Landowners Bill of Rights.” The numbers are showing the state’s voters said “no” to the ballot measure, which put the ethanol industry and landowners on opposite sides.
