(Radio Iowa) - President Trump announced Monday night he'll impose 25 percent tariffs on Iowa's two largest trading partners, Canada and Mexico. 

In a conference call this morning with Iowa reporters, Senator Chuck Grassley called himself a "free trader" and says Trump's tactics are "questionable" but he's willing to pause and see if they're effective. Grassley says Trump believes if you enact tariffs, it brings people to the negotiating table, and you get freer trade as a result. 

Iowa exported five-and-a-half billion dollars worth of goods to Canada in 2023, which equated to 30-percent of the state’s total exports, while Mexico is Iowa's second-largest trading partner.

Cedar Rapids city lobbyist Gary Grant says it would be more expensive to have city staff handle the ticketing process. David Adelman, a lobbyist for the largest cities in Iowa that are part of the Metropolitan Coalition, says the bill takes a step backwards just as state and federal officials are trying to find ways for government to do more with less." 

The bill also would end the confiscation of state income tax refunds from those who refuse to pay the fines generated by traffic camera tickets. The bill cleared initial S-U-B-committee review Tuesday, but the bill's floor manager says at this point he wouldn't support bringing it up for a vote in a House committee.

Des Moines-based Tumblewood VITA received a 100-thousand dollar demonstration fund loan for its step-by-step approach to managing end-of-life and post-loss plans.

(Radio Iowa) - The 2025 inductees into the Iowa Rock 'n Roll Hall of Fame will be recognized this summer at Arnolds Park. Ralph Kluseman, president of the northwest Iowa-based association, says more than 30 bands, individuals and music venues will be recognized.

 Kluseman says it's a celebration of the musical talent "that Iowa is so blessed with." Tickets for the Labor Day weekend event will go on sale this spring. 

Bands being inducted include: Galaxy, Witch Hazel, Wicked Liz &amp; the Belly Swirls, and the Sons of Gladys Kravitz. The individual category includes: Gary Lambert, Mark Doyle, Stacy Peterson and Chad Elliott, while venues being singled out are: The Depot in Shenandoah, and the Ollinger Ballroom in Pocahontas.

ATCHISON COUNTY —Authorities are investigating the cause of a train derailment in Atchison.

Just after 6:30p.m.  on Monday police officers were on the scene of a derailment that involved empty coal rail cars in Atchison. The derailment extended between 4th Street and 5th Street in the rail yards, according to Police Chief Mike Wilson.

According to Union Pacific, approximately seven Union Pacific rail cars and one locomotive derailed. The train crew was taken to local emergency services for treatment of non-life-threatening injuries.

The 4th Street railroad crossing will remain closed for an extended period of time. There were no injuries, no fire, no hazards, and no damage other than to the rail cars.

Cause of train derailment in Atchison under investigation

WASHINGTON — Just hours into his second term, President Donald Trump signed some of his first executive orders as an arena crowd of thousands cheered a U.S. withdrawal from the Paris climate agreement and a&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/return-to-in-person-work/" target="_blank">mandate</a>&nbsp;for federal workers to return to the office full-time.

Trump scrawled his signature on nearly 10 portfolio-bound documents at a desk on the floor of the Capital One Arena in downtown Washington, D.C., following an indoor inauguration parade at the 20,000-seat venue. Monday’s ceremonies were moved indoors because of cold temperatures.

The orders included rescinding&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/initial-rescissions-of-harmful-executive-orders-and-actions/" target="_blank">78</a>&nbsp;Biden administration actions, freezing federal hiring and new&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/regulatory-freeze-pending-review/" target="_blank">regulations</a>, and “<a href="https://www.whitehouse.gov/presidential-actions/2025/01/restoring-freedom-of-speech-and-ending-federal-censorship/" target="_blank">restoring</a>&nbsp;freedom of speech,” among&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/" target="_blank">others</a>&nbsp;that the White House press office dubbed “<a href="https://www.documentcloud.org/documents/25499090-americafirstpriorities/" target="_blank">America First Priorities</a>.”

“Could you imagine Biden doing this? I don’t think so,” Trump said to the crowd.

Trump threw his ceremonial pens into the seats after signing the orders.

In an Oval Office ceremony shortly afterward, Trump signed a slew of other orders ranging from&nbsp;<a href="https://www.newsfromthestates.com/article/trump-officials-outline-planned-immigration-crackdown" target="_blank">declaring</a>&nbsp;a national emergency at the southern border to throwing TikTok a 75-day lifeline to find a new owner.

Earlier Monday, surrounded by lawmakers from both parties who bantered with him in the President’s Room at the U.S. Capitol, Trump signed an&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/flying-the-flag-of-the-united-states-at-full-staff-on-inauguration-day/" target="_blank">order</a>&nbsp;mandating all U.S. flags fly at full height during future presidential inaugurations. House Speaker Mike Johnson, a Louisiana Republican,&nbsp;<a href="https://apnews.com/article/flags-half-staff-trump-inauguration-johnson-a0c99a017e74b880df1c2eadfce25c28" target="_blank">ordered</a>&nbsp;flags at full staff for Trump’s inauguration despite the recent death of the late President Jimmy Carter.

During his first blitz, Trump erased Biden executive orders on “Preventing and Combating Discrimination on the Basis of Gender Identity or Sexual Orientation” and “Advancing Equality for Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex Individuals.”

Trump’s team signaled hours before inauguration that the incoming president planned to sign an order mandating the use of the word “sex” instead of “gender” in federal policy language and documents, including passports and visas.

White House administration officials said on a call with reporters early Monday, speaking on background, that one of their first executive&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/defending-women-from-gender-ideology-extremism-and-restoring-biological-truth-to-the-federal-government/" target="_blank">orders</a>&nbsp;will focus on “defending women from gender ideology extremism and restoring biological truth to the federal government.”

Roughly 2 million transgender people live in the United States, according to the Human Rights Campaign, an LGBTQ+ advocacy group, which condemned Trump’s order Monday.

Kelley Robinson, the organization’s president, criticized Trump in a statement for “taking aim at the LGBTQ+ community instead of uniting our country and prioritizing the pressing issues the American people are facing.”

Among the dozens of previous Biden administration orders, Trump reversed Biden actions titled “Protecting Public Health and the Environment and Restoring Science To Tackle the Climate Crisis” and “Revitalizing Our Nation’s Commitment to Environmental Justice for All.”

Environmental advocates denounced Trump’s executive orders. The Center for Biological Diversity said in a statement that Trump’s order for withdrawal from the Paris climate agreement “shows how threatened Trump is by the recent global compact to transition away from fossil fuels.”

“While Trump buries his head in the sand, it’s going to be up to state leaders to lock eyes on the climate crisis and lead us toward a livable future,” the statement said.

Incoming White House officials also teased orders taking down Biden-era environmental initiatives, including declaring an energy emergency, opening the Alaska wilderness for energy development and nixing energy standards for household appliances. They had not yet been released Monday night.

Later Monday evening in the Oval Office, Trump signed an&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/application-of-protecting-americans-from-foreign-adversary-controlled-applications-act-to-tiktok/" target="_blank">order</a>&nbsp;giving TikTok an extra 75 days to find a new owner. The order instructs the Department of Justice to ignore enforcing a federal law that required TikTok to separate from its China ties by Jan. 19.

“The unfortunate timing of (the law) — one day before I took office as the 47th President of the United States — interferes with my ability to assess the national security and foreign policy implications of the Act’s prohibitions before they take effect,” Trump’s order stated.

The popular video sharing app used by approximately 170 million Americans briefly went dark overnight Saturday into Sunday. A message to users read, “We are fortunate that President Trump has indicated that he will work with us on a solution to reinstate TikTok once he takes office. Please stay tuned!”

A federal law&nbsp;<a href="https://www.newsfromthestates.com/article/trump-sign-executive-order-monday-delaying-tiktok-ban" target="_blank">mandated</a>&nbsp;that TikTok’s parent company ByteDance divest from the video sharing platform by the deadline when it became illegal for U.S. companies to distribute or maintain the app. Companies that don’t comply face fines up $5,000 per user.

Trump’s position is a reversal of his support for a ban in 2020.&nbsp;

“I guess I have a warm spot for TikTok that I guess I didn’t have originally,” he told reporters in the Oval Office Monday night.

TikTok CEO Shou Zi Chew was among the attendees at Trump’s inauguration, and the company sponsored an inauguration eve party in downtown D.C., Reuters&nbsp;<a href="https://www.reuters.com/world/us/conservative-influencers-celebrate-tiktok-sponsored-trump-inauguration-party-2025-01-20/" target="_blank">reported</a>.

Some lawmakers want to see the law enforced now. In a statement Sunday, Republican Sens. Tom Cotton of Arkansas, chair of the Senate Intelligence Committee, and Pete Ricketts of Nebraska warned that companies who ignore the deadline could “face ruinous bankruptcy.”&nbsp;

“Now that the law has taken effect there’s no legal basis for any kind of ‘extension,’ of its effective date” they wrote.

Trump&nbsp;<a href="https://www.newsfromthestates.com/article/trump-warns-sweeping-executive-orders-coming-monday-he-rallies-supporters" target="_blank">told</a>&nbsp;a packed arena in Washington, D.C., on the eve of the inauguration that they were “going to see executive orders that are going to make you extremely happy, lots of them.”

Trump said he would “act with historic speed and strength and fix every single crisis facing our country.”

As a candidate and Republican presidential nominee, Trump promised his supporters that on day one he would launch a&nbsp;<a href="https://www.newsfromthestates.com/article/immigration-advocates-prep-trump-mass-deportations-vow-legal-challenges" target="_blank">mass deportation</a>&nbsp;of immigrants, end Russia’s war on Ukraine, and pardon those convicted and who pleaded guilty to crimes committed during the Jan. 6, 2021 attack on the Capitol.

WASHINGTON — President Donald Trump on Monday night issued sweeping&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/granting-pardons-and-commutation-of-sentences-for-certain-offenses-relating-to-the-events-at-or-near-the-united-states-capitol-on-january-6-2021/" target="_blank">pardons</a>&nbsp;for nearly all Jan. 6 defendants, erasing accountability for those who violently tried to stop the certification of the 2020 presidential election results on that date in 2021.&nbsp;

Behind the desk of the Oval Office, Trump told reporters he signed a pardon for nearly 1,500 defendants who participated in the attack and commuted the sentences for several others whose punishments require “further research,” he said.

“We hope they come out tonight. They’re expecting it,” Trump said about the defendants.

Journalists&nbsp;<a href="https://www.fox5dc.com/news/awaiting-trump-pardons-families-jan-6-rioters-gather-outside-dc-jail" target="_blank">outside</a>&nbsp;the D.C. Central Detention Facility, where many Jan. 6 defendants are being held, reported families began gathering there Monday in anticipation of the pardons.&nbsp;

The White House released the names of 13 defendants whose sentences Trump commuted. They include numerous right-wing militia&nbsp;<a href="https://www.justice.gov/opa/pr/court-sentences-two-oath-keepers-leaders-seditious-conspiracy-and-other-charges-related-us" target="_blank">leaders</a>&nbsp;<a href="https://www.justice.gov/opa/pr/jury-convicts-four-leaders-proud-boys-seditious-conspiracy-related-us-capitol-breach#:~:text=A%20jury%20in%20the%20District,6%2C%202021." target="_blank">convicted</a>&nbsp;of seditious conspiracy.

Among them are Stewart Rhodes of Texas and Kelly Meggs of Florida, the founder and current leader of the Oath Keepers, as well as members of the Proud Boys, including Joseph Biggs of Florida, Ethan Nordean of Washington, Zachary Rehl of Pennsylvania, and Dominic Pezzola of New York.&nbsp;&nbsp;

All remaining Jan. 6 defendants convicted of crimes related to the Capitol attack received a “full, complete and unconditional pardon,” according to the&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2025/01/granting-pardons-and-commutation-of-sentences-for-certain-offenses-relating-to-the-events-at-or-near-the-united-states-capitol-on-january-6-2021/" target="_blank">order</a>.&nbsp;

Trump praised the defendants on the campaign trail as “hostages,” “patriots” and “warriors,” and pardoning them became a major theme of Trump’s rallies.

Former U.S. Capitol Police officer Harry Dunn said the pardons marked a “dark day in American history.”

“This decision is a betrayal to the officers who were severely injured — and died — as a result of the insurrection. This decision puts Americans at risk as these violent criminals return to their communities. These pardons are a reflection of what abuse of power looks like and what we the people are bound to witness over the next four years,” Dunn said in statement released by the anti-Trump group Courage for America.

The U.S. Department of Justice launched its largest-ever investigation following the attack that left over 140 police officers injured and upwards of $2.8 million in damage to the Capitol.

As of early January the department had&nbsp;<a href="https://www.justice.gov/usao-dc/48-months-jan-6-attack-us-capitol" target="_blank">charged</a>&nbsp;just over 1,580 people for crimes related to the riot, 608 of whom were charged with assaulting, resisting or impeding law enforcement, including nearly a third who used a dangerous or deadly weapon, according to the department’s latest figures.

Weapons, and objects used as weapons, brought on the Capitol grounds ranged from firearms and tasers to chemical sprays and sharp-edged weapons, including knives, axes and even a sword, according to the department.

Approximately 1,000 have pleaded guilty — 682 to misdemeanors and 327 to felonies. Just over 200 defendants were found guilty at contested trials, including 10 who were convicted of seditious conspiracy.

Earlier Monday, Trump promised an overflow inauguration crowd in the Capitol Visitors Center that would deliver “action” for the Jan. 6 “hostages.”

He slammed Biden’s&nbsp;<a href="https://www.newsfromthestates.com/article/biden-pardons-his-family-members-fauci-milley-and-jan-6-committee-members-and-staff" target="_blank">preemptive pardoning</a>&nbsp;of the “unselect committee of political thugs,” referring to the former president’s Monday morning action for members and staff who served on the House select committee that probed the Jan. 6 Capitol attack.

Biden also preemptively pardoned police officers who&nbsp;<a href="https://www.youtube.com/watch?v=a8WU8MRC2M8" target="_blank">testified</a>&nbsp;<a href="https://www.npr.org/2021/07/27/1020822066/4-officers-who-responded-to-capitol-riot-will-deliver-1st-testimonies-to-new-pan" target="_blank">before</a>&nbsp;the committee. The officers have&nbsp;<a href="https://www.newsfromthestates.com/article/us-house-dem-former-police-officers-lambast-trumps-jan-6-pardon-pledge" target="_blank">lambasted</a>&nbsp;Trump’s promise to pardon the rioters.

Former U.S. Capitol Police Sgt. Aquilino Gonell, one of the officers to receive the pardon, said in a statement Monday that he “was just doing my job and fulfilling my oath” when “American citizens attacked the U.S. Capitol, injuring me and my colleagues.”

“Thank you President Biden for upholding our nation’s democracy, for your years of service to this country, and — in your final moments as Commander-in-Chief — issuing preemptive pardons for me and other loyal Americans. I did not seek a pardon, and I did nothing wrong. My family and I are grateful for your empathy and leadership.”

Trump Pardons Members of Jan. 6 Mob who Stormed U.S. Capitol to Overturn 2020 Election

WASHINGTON — On the first day of Donald Trump’s presidency, the U.S. Senate Monday passed a bill that would require the expansion of mass detention for immigrants charged or arrested for property crimes.

In a 64-35 vote,&nbsp;12 Democrats joined Republicans to send the bill,&nbsp;<a href="https://www.congress.gov/bill/119th-congress/senate-bill/5" target="_blank">S. 5</a>, known as the Laken Riley Act, back to the House for final passage&nbsp;due to two amendments that were agreed to by senators.

One<a href="https://www.congress.gov/amendment/119th-congress/senate-amendment/14" target="_blank">&nbsp;amendment</a>&nbsp;from Texas GOP Sen. John Cornyn would add the assault of a law enforcement officer as an offense requiring mandatory detention.

Another&nbsp;<a href="https://www.congress.gov/amendment/119th-congress/senate-amendment/8?s=a&amp;r=87" target="_blank">amendment</a>, from Sen. Joni Ernst of Iowa, would also require mandatory detention requirements for “any crime that results in death or serious bodily injury to another person.”

When the measure is passed by the House, it’ll likely be one of the first bills signed into law by Trump, an early victory after he ran a presidential campaign promising mass deportations of immigrants in the country without proper legal authorization.

(Radio Iowa) - More than 700 Iowa National Guard soldiers were called to active duty during 2024 and Iowa National Guard Adjutant General Steve Osborn says 63 are on duty Friday in the nation's Capitol for the presidential inauguration. 

Eighteen hundred soldiers in the Iowa Guard's 2nd Brigade Combat Team will have 21-days of intensive training this summer at Fort Johnson, in Louisiana, before a scheduled deployment to the Middle East. 

The adjutant general says soldiers from Kosovo will train alongside the Iowa Guard unit and then 38 soldiers from the Kosovo Security Force's Infantry Platoon will deploy for the same mission in the Middle East.

The selected individuals bring a wealth of experience and leadership in agriculture, business, and government. Richard Fordyce has been nominated as the USDA Under Secretary for Farm Production and Conservation. Fordyce previously served as the Administrator of the Farm Service Agency during Trump’s first term. And is the former Missouri State Director of Agriculture. Fordyce and his wife run a farm in North Missouri that produces soybeans, corn, and cattle.

Other nominees include: Luke Lindberg for Trade and Foreign Agricultural Affairs, Dudley Hoskins for Marketing and Regulatory Programs, and Michael Boren nominated for Natural Resources and Environment. All nominees will work alongside Secretary of Agriculture nominee Brooke Rollins, whose Senate confirmation hearing is scheduled for next Thursday. These appointments aim to strengthen the USDA’s ability to support farmers, ranchers, and agricultural industries across the country.

Missouri native tabbed by Trump administration for USDA role

January is Human Trafficking Awareness month. 

Law enforcement has worked to combat the nationwide problem of human trafficking.  And while it's a problem nationwide, being a transportation hub there are a large number of cases in Missouri. 

St. Joseph Police Chief Paul Luster says we have not been immune to the problem, and the training to combat it for officers is critical

"What to look for, what laws apply when you do run across it, what resources are available for victims, and so the more information, the more training you can get the officers and even the community of what to look for is a really good thing to combat this issue," Luster tells KFEQ Hotline host Barry Birr. 

Luster says many times these investigations will lead to things that happened online, so things quickly become a computer forensic type of investigation

"Where you're trying to get data extracted from a cell phone or computer, and so you can see just from me saying that how that could really start to tax a local agency," Luster explains.  "We're lucky here in St. Joseph we have an Electronic Crimes Unit, we have a cell phone examiner and a computer examiner, but there's a lot of smaller agencies in Missouri that don't have that."

Luster says training officers, as well as the community, on what to look for is also key in helping combat human trafficking

Some of the warning signs of potential trafficking situation include signs of physical abuse, branding tattoos, wearing clothing inappropriate for the weather or location, not being in possession of their money or identification, body language indicating discomfort, lack of eye contact with anyone except their trafficker, or not being allowed to speak for themself.

Luster says while there are resources to help law enforcement agencies combat human trafficking, it can also become a very complex investigation.

"It can get very large, it can start crossing jurisdictional boundaries, city limits, county lines, state lines, even sometimes outside of the country, so you can see how if we opened an investigation in St. Joseph and we started getting something that big, that could really tax our resources," Luster says.

According to the National Human Trafficking Hotline, there were 249 human trafficking cases identified in Missouri in 2023, involving 356 victims.

WASHINGTON — The U.S. Supreme Court on Friday left in place a law that would ban TikTok, the popular social media app that for years has raised national security concerns, unless its parent company sells it.&nbsp;

“There is no doubt that, for more than 170 million Americans, TikTok offers a distinctive and expansive outlet for expression, means of engagement, and source of community,” the court wrote in its ruling. “But Congress has determined that divestiture is necessary to address its well-supported national security concerns regarding TikTok’s data collection practices and relationship with a foreign adversary. For the foregoing reasons, we conclude that the challenged provisions do not violate petitioners’ First Amendment rights.”

A bipartisan law enacted last year requires ByteDance, TikTok’s parent company, to sell the platform by Sunday or face exclusion from U.S.-based app stores.

TikTok&nbsp;<a href="https://www.newsfromthestates.com/article/skeptical-supreme-court-justices-weigh-rescue-tiktok-nearing-ban" target="_blank">fought</a>&nbsp;the law all the way to the Supreme Court, arguing First Amendment rights, but did not prevail and now faces a choice of whether to sell the app.

The&nbsp;<a href="https://www.supremecourt.gov/opinions/24pdf/24-656_ca7d.pdf" target="_blank">27-page ruling&nbsp;</a>created a bit of a dilemma for President-elect Donald Trump, who now supports TikTok staying on Americans’ cell phones despite wanting to ban it during his first administration.

Trump wrote Friday in a&nbsp;<a href="https://truthsocial.com/@realDonaldTrump/posts/113844165549788304" target="_blank">post</a>&nbsp;on his social media site, Truth Social, that he will address the issue once he takes office on Monday.

“I just spoke to Chairman Xi Jinping of China. The call was a very good one for both China and the U.S.A,” Trump wrote. “It is my expectation that we will solve many problems together, and starting immediately. We discussed balancing Trade, Fentanyl, TikTok, and many other subjects. President Xi and I will do everything possible to make the World more peaceful and safe!”

Trump issued an executive order in 2020 to ban the video platform unless it broke from ByteDance, but&nbsp;<a href="https://www.npr.org/2024/03/11/1237833658/house-tiktok-vote-trump" target="_blank">reversed</a>&nbsp;his position last year.

Trump’s attorney general nominee, Pam Bondi, cited “pending litigation” and declined to directly answer a question about whether she would direct the Justice Department to enforce the TikTok ban during her confirmation&nbsp;<a href="https://www.c-span.org/event/senate-committee/us-attorney-general-nominee-pam-bondi-testifies-at-confirmation-hearing/430145" target="_blank">hearing</a>&nbsp;Wednesday.

TikTok CEO Shou Zi Chew is expected to attend Trump’s inauguration Monday, according to a source familiar with the planning.

Chew will not be the only tech executive sitting nearby as Trump takes the oath of office. Meta CEO Mark Zuckerberg and Amazon founder Jeff Bezos, who also owns The Washington Post, are expected to be in attendance. Both&nbsp;<a href="https://apnews.com/article/trump-meta-zuckerberg-inauguration-donation-c540bf7c638def11b8428e633965c718" target="_blank">donated</a>&nbsp;$1 million to Trump’s inaugural.

The law requiring TikTok’s parent company to sell the app or lose access to the American social media market received bipartisan support in the House last year, following a&nbsp;<a href="https://clerk.house.gov/Votes/202486" target="_blank">352-65</a>&nbsp;vote in March. U.S. Supreme Court Upholds Ban on TikTok Unless it’s Sold as Deadline Nears

(Radio Iowa) - Governor Kim Reynolds has presented a state spending plan to legislators that's about 700-MILLION dollars ABOVE projected state tax revenue. 

Reynolds says that dip in tax collections is expected due to the big state income tax CUT that took effect January 1st and she's recommending legislators approve withdrawals from a series of state savings accounts to cover the difference. Reynolds predicts cutting Iowa's personal income tax to a single rate under three-point-nine percent this month will spur the Iowa economy and lead to state tax revenue growth. 

House Speaker Pat Grassley says an initial reduction in state tax receipts was expected, so G-O-P lawmakers budgeted cautiously over the past several years to beef up the state's reserves. Senator Janet Petersen, the top Democrat on the Iowa Senate's budget committee, says Iowans need to be reassured these withdrawals won't turn out to be a yearly occurrence -- so the state doesn't use its savings for ongoing expenses.

manufacturing industry.

Chair of the state
chamber, Stet Schanze, president of Gray Manufacturing in St. Joseph, says while manufacturing
makes up 30% of the local workforce, it is only 10% of the state workforce. 

“In my mind, it is
absolutely the cornerstone of a healthy economy is the manufacturing that you
have in the city, the region, or the state that you’re talking about,” Schanze
tells KFEQ/St. Joseph Post. “And as a state, we’ve just got to do better.”

The Missouri
Chamber Foundation says research by Economic Leadership LLC ranks Missouri 28th
in overall manufacturing competitiveness. The neighboring states of Nebraska,
Kentucky, and Tennessee rank in the top 15. Kansas ranks close to Missouri.

Schanze says the
COVID-19 pandemic exposed a flaw in the strategy of United States manufacturers.
Many had their supply chains disrupted, because they had moved them overseas.
Schanze says Gray Manufacturing kept its suppliers close and took market share,
because production in St. Joseph could continue.

Schanze says a
changing geo-political climate should encourage the country to consider ways to
bolster the manufacturing sector.

“We’re basically
in a hot economic war with China right now,” according to Schanze. “I think it
makes a lot of sense to get supply chains back. So, thus, we’re going through
this time, and I think it’s a good time to bring manufacturing back to the United
States, and in that environment, I think Missouri has to make itself more
competitive.”

First, the state
needs to expand the workforce, in particular skilled workers, such as welders,
so in demand by manufacturers. Incentives and technical assistance need to be
provided to increase capital investment. The state, according to the Chamber, should
invest in the infrastructure needed by modern factories, such as transportation,
energy, and broadband. Other recommendations made by the Chamber include
supporting the recruitment of new manufacturers and expansion of existing
operations, increasing exports, strengthening the state legal climate, and
address public safety.

Schanze says the
state needs to consider its current ranking unacceptable.

“I just think the
state’s got to do a much better job,” Schanze says. “We shouldn’t be happy with
28th. That’s not even in the top 50% there and particularly with the
threat of those close by states that are always nipping at us and in many cases
right now ranking higher than us. We’ve just got to improve there.”

Manufacturing
contributes $50 billion a year to the Missouri gross domestic product,
employing 287,000 workers.

Missouri Chamber says state must improve its manufacturing competitiveness

If your mail-order prescription landed in a pile of snow on your doorstep last week, you may want to proceed with caution.

Pharmacists warn that extreme temperatures — cold or hot — can change the chemical makeup of medicine, often making it less effective. But medicine coming through the mail in overheated UPS trucks or ending up in frozen mailboxes has little in the way of temperature control — and not much regulatory oversight.

A revised prescription delivery rule in Missouri, which took effect Dec. 30, aims to address that.

The new&nbsp;<a href="https://pr.mo.gov/boards/pharmacy/20131224.pdf" target="_blank">Missouri Board of Pharmacy rule</a>&nbsp;gives pharmacies licensed in the state a list of requirements to follow when mailing prescriptions to patients, a practice that became more common during the COVID-19 pandemic.

In 2024, just over 4% of the country’s prescriptions were delivered by mail, according to the health care research company IQVIA. The number has declined from around 5% at the height of the pandemic.

But factors like more independent drug stores and chain pharmacies&nbsp;<a href="https://thebeaconnews.org/stories/2024/09/23/communities-lose-health-care-with-pharmacies-closing-in-kansas-and-missouri/" target="_blank">closing&nbsp;</a>and online giant Amazon&nbsp;<a href="https://drugstorenews.com/amazon-pharmacy-bringing-same-day-medication-delivery-20-more-cities" target="_blank">moving</a>&nbsp;deeper into the business could drive growth in mailed prescriptions.

Missouri’s rule change is a major expansion of state regulations related to pharmacy delivery. For starters, the old rule didn’t mention mail — only delivery.

Under the new rule, pharmacies must attempt to contact the patient before shipping medication. The package they send also has to include information about how to contact state regulators, how to detect if medicine has been compromised in transit and what to do if it has.

In addition, Missouri’s new rule states that pharmacies must have “policies and procedures” for mailing medicine, including using “proper packaging containers and materials to maintain physical integrity and stability of package contents.”

Kansas does not have regulations specifically related to mailed prescriptions.

Kimberly Grinston, executive director of the Missouri Board of Pharmacy, said the change is a response to public feedback and part of the board’s routine review of rules.

“The rule overall adds new requirements and new safeguards for pharmacies that are mailing medications,” she said.

‘Anybody’s best guess’ if medicine is safe

But critics said it doesn’t go far enough to protect medications from extreme transit temperatures.

“These policies and procedures should already be in place,” said Loretta Boesing, a Missouri mom who founded&nbsp;<a href="https://www.uniteforsafemedications.org/" target="_blank">Unite for Safe Medications</a>&nbsp;after her son nearly rejected a transplanted liver when his mail-order medication arrived damaged from extreme heat.

“The problem is it’s not being demanded of them,” she said. “I guarantee you there are still patients here in Missouri, where we’re having temperatures below freezing, (whose) medications are still going to be shipped mostly in bags.”

Boesing said regulators should require pharmacies to be sure medications stay within safe temperature ranges by doing things like shipping them with temperature sensors that could indicate if a delivery has endured extreme temperatures.

“Right now, it’s anybody’s best guess if their medications are safe,” she said.

Lori Croy, a spokesperson for the Missouri Board of Pharmacy, said in an email that the board has not made a decision about temperature sensors. Their use, she said, is being considered by United States Pharmacopeia (USP), the national organization that establishes standards for drug handling, and “the board will continue to monitor circumstances and USP recommendations/guidance to protect Missouri patients.”

While the U.S. Food and Drug Administration regulates many aspects of medications, states deal with pharmacies. The “last mile” when a medication is shipped by mail or commercial carrier directly to a consumer has had little oversight.

Regulations generally lay out temperatures required for storing drugs, but not necessarily for shipping them.

Medications that must be refrigerated have the same temperature requirements during shipping. But drugs that can be stored at room temperature have no stipulations about shipping temperatures, said Paul Abato, a pharmaceutical expert witness.

That means a prescription that should be stored at room temperature could be exposed to temperatures well over 100 degrees Fahrenheit going through the mail on summer days in Missouri.

“All bets are off when drugs that are meant to be stored at room temperature get shipped,” Abato said.

Experts agree that heat or cold can compromise the efficacy of medication.

“If you have a drug that’s exposed to temperature extremes whether hot or cold, there’s a chance the drug could not be as potent,” said Kendall Guthrie, a professor at the University of Missouri-Kansas City School of Pharmacy. “That could mean the drug may not be as effective.”

Patients can’t always tell that a medicine has been affected just by looking at it. They might think they’re taking the dose their doctor prescribed, but actually extreme temperature exposure has made the pill they got in the mail much less powerful, Guthrie said.

Boesing, who lives in Park Hills in the eastern part of the state, had a sense that her son’s medication was too warm when it arrived in the mail a few years ago. He needs it every 12 hours to prevent his body from rejecting a donated liver.

After she gave her now 14-year-old the medicine, it didn’t take long for his body to begin rejecting the liver. Luckily, the worst didn’t happen and her son is fine, but Boesing believes the close call wouldn’t have happened at all if her son’s medication had been protected from the heat. Or if her family’s insurance hadn’t forced her to get the drug by mail in the first place.

That’s why she dedicates so much of her time to advocating for safeguards.

“People are getting hurt because the regulators fail to enact policies and rules that have teeth,” Boesing said.

Medicine coming by mail should be protected, she said. And people should always have the choice not to get medicine by mail.

Guthrie, who also serves as president of the&nbsp;<a href="https://www.morx.com/" target="_blank">Missouri Pharmacy Association</a>, agreed. She said the Board of Pharmacy’s rule changes are a good step toward mail-order drug safety. But the more important change, she said, needs to come from lawmakers.

Legislation introduced in Jefferson City and backed by the pharmacy association would stop pharmacy benefit managers (PBMs), the middlemen who administer pharmacy insurance benefits, from forcing patients to use mail-order pharmacies in the first place.

<a href="https://thebeaconnews.org/stories/2024/09/25/an-overland-park-pharmacist-avoids-pbms-and-cuts-costs/" target="_blank">PBMs</a>, which also own mail-order pharmacies, do this by giving patients a better deal through mail order or by refusing to cover medicine dispensed by another pharmacy.

That leaves many patients with no choice but getting their drugs through the mail, whether or not it’s a medication that can withstand the resulting uncertainty.

“I think mail is a really good option for some patients,” Guthrie said. “But I think there’s also a really big percentage of patients who want to use a community pharmacy.”

But medicine coming through the mail in overheated UPS trucks or ending up in frozen mailboxes has little in the way of temperature control — and not much regulatory oversight.A revised prescription delivery rule in Missouri, which took effect Dec. 30, aims to address that.The new&nbsp;<a href="https://pr.mo.gov/boards/pharmacy/20131224.pdf" target="_blank">Missouri Board of Pharmacy rule</a>&nbsp;gives pharmacies licensed in the state a list of requirements to follow when mailing prescriptions to patients, a practice that became more common during the COVID-19 pandemic.In 2024, just over 4% of the country’s prescriptions were delivered by mail, according to the health care research company IQVIA. The number has declined from around 5% at the height of the pandemic.But factors like more independent drug stores and chain pharmacies&nbsp;<a href="https://thebeaconnews.org/stories/2024/09/23/communities-lose-health-care-with-pharmacies-closing-in-kansas-and-missouri/" target="_blank">closing&nbsp;</a>and online giant Amazon&nbsp;<a href="https://drugstorenews.com/amazon-pharmacy-bringing-same-day-medication-delivery-20-more-cities" target="_blank">moving</a>&nbsp;deeper into the business could drive growth in mailed prescriptions.Missouri’s rule change is a major expansion of state regulations related to pharmacy delivery. For starters, the old rule didn’t mention mail — only delivery.Under the new rule, pharmacies must attempt to contact the patient before shipping medication. The package they send also has to include information about how to contact state regulators, how to detect if medicine has been compromised in transit and what to do if it has.In addition, Missouri’s new rule states that pharmacies must have “policies and procedures” for mailing medicine, including using “proper packaging containers and materials to maintain physical integrity and stability of package contents.”Kansas does not have regulations specifically related to mailed prescriptions.Kimberly Grinston, executive director of the Missouri Board of Pharmacy, said the change is a response to public feedback and part of the board’s routine review of rules.“The rule overall adds new requirements and new safeguards for pharmacies that are mailing medications,” she said.<h2>‘Anybody’s best guess’ if medicine is safe</h2>But critics said it doesn’t go far enough to protect medications from extreme transit temperatures.“These policies and procedures should already be in place,” said Loretta Boesing, a Missouri mom who founded&nbsp;<a href="https://www.uniteforsafemedications.org/" target="_blank">Unite for Safe Medications</a>&nbsp;after her son nearly rejected a transplanted liver when his mail-order medication arrived damaged from extreme heat.“The problem is it’s not being demanded of them,” she said. “I guarantee you there are still patients here in Missouri, where we’re having temperatures below freezing, (whose) medications are still going to be shipped mostly in bags.”Boesing said regulators should require pharmacies to be sure medications stay within safe temperature ranges by doing things like shipping them with temperature sensors that could indicate if a delivery has endured extreme temperatures.“Right now, it’s anybody’s best guess if their medications are safe,” she said.Lori Croy, a spokesperson for the Missouri Board of Pharmacy, said in an email that the board has not made a decision about temperature sensors. Their use, she said, is being considered by United States Pharmacopeia (USP), the national organization that establishes standards for drug handling, and “the board will continue to monitor circumstances and USP recommendations/guidance to protect Missouri patients.”While the U.S. Food and Drug Administration regulates many aspects of medications, states deal with pharmacies. The “last mile” when a medication is shipped by mail or commercial carrier directly to a consumer has had little oversight.Regulations generally lay out temperatures required for storing drugs, but not necessarily for shipping them.Medications that must be refrigerated have the same temperature requirements during shipping. But drugs that can be stored at room temperature have no stipulations about shipping temperatures, said Paul Abato, a pharmaceutical expert witness.That means a prescription that should be stored at room temperature could be exposed to temperatures well over 100 degrees Fahrenheit going through the mail on summer days in Missouri.“All bets are off when drugs that are meant to be stored at room temperature get shipped,” Abato said.<h2>No longer the prescribed dose</h2>Experts agree that heat or cold can compromise the efficacy of medication.“If you have a drug that’s exposed to temperature extremes whether hot or cold, there’s a chance the drug could not be as potent,” said Kendall Guthrie, a professor at the University of Missouri-Kansas City School of Pharmacy. “That could mean the drug may not be as effective.”Patients can’t always tell that a medicine has been affected just by looking at it. They might think they’re taking the dose their doctor prescribed, but actually extreme temperature exposure has made the pill they got in the mail much less powerful, Guthrie said.Boesing, who lives in Park Hills in the eastern part of the state, had a sense that her son’s medication was too warm when it arrived in the mail a few years ago. He needs it every 12 hours to prevent his body from rejecting a donated liver.After she gave her now 14-year-old the medicine, it didn’t take long for his body to begin rejecting the liver. Luckily, the worst didn’t happen and her son is fine, but Boesing believes the close call wouldn’t have happened at all if her son’s medication had been protected from the heat. Or if her family’s insurance hadn’t forced her to get the drug by mail in the first place.That’s why she dedicates so much of her time to advocating for safeguards.“People are getting hurt because the regulators fail to enact policies and rules that have teeth,” Boesing said.Medicine coming by mail should be protected, she said. And people should always have the choice not to get medicine by mail.Guthrie, who also serves as president of the&nbsp;<a href="https://www.morx.com/" target="_blank">Missouri Pharmacy Association</a>, agreed. She said the Board of Pharmacy’s rule changes are a good step toward mail-order drug safety.
