Founder says a lack of future funds led to plans to cease operations

Quality Schools Coalition, a Missouri education advocacy organization that backs charter school expansion, ceased operations at the end of 2024.

The nonprofit’s executive director, Dean Johnson, told The Independent that the closure was spurred after a top donor did not renew Quality Schools Coalition’s funding for 2025.

“It was enough of an impact on us that it made more sense to sunset than try to move forward on what would have been very, very limited funding,” he said.

Quality Schools Coalition spent $5.9 million over its four years of work, largely in contributions to candidates on both sides of the aisle that share its views on education policy. During the 2024 primary election, the group&nbsp;<a href="https://missouriindependent.com/2024/09/03/gop-incumbents-faced-opposition-from-school-choice-pacs-in-missouri-legislative-primaries/">spent over $100,000</a>&nbsp;on campaign ads.

“​​It really was depending on what issue we were working on, we found our supporters and allies in different places,” Johnson said.

He described the organization’s priorities as a three-pronged approach with pushes for adequate funding, accountability and “public school choice.” This includes legislation that boosted funding for public schools, expanded charter schools and proposals to open public school boundaries to neighboring students.

Passing charter school funding reforms is the pinnacle achievement in Quality School Coalition’s&nbsp;<a href="https://qualityschoolscoalition.org/wp-content/uploads/2024/12/QSC-Final-Impact-Report-2021-2024.pdf" target="_blank">final impact report</a>. The law, which altered the formula for state aid to charter schools,&nbsp;<a href="https://missouriindependent.com/2022/06/29/missouri-charter-schools-will-receive-millions-in-state-funds-with-governors-signature/">added over $60 million to charters statewide</a>.

Johnson first advocated for the bill as co-founder and executive director of Crossroads Charter Schools, a network of charter schools in Kansas City. He also served as the board chair for the Missouri charter Public School Association.

Johnson doesn’t have “definitive plans” but looks to stay engaged in education advocacy.

“I’ve learned a lot, so I’m looking at different opportunities to stay involved in trying to improve education and other other areas in the nonprofit sector,” he said.

State Rep. Marlene Terry, a Democrat from Bellefontaine Neighbors in St. Louis County, said the Quality Schools Coalition had “the best interest of education and children in mind.”

“They were very knowledgeable about educational issues, and they had a passion for education and children,” she told The Independent. “It has nothing to do with Democrat or Republican or anything like that. They had everything to do with children and education.”

Quality Schools Coalition spent about $28,000 campaigning for Terry in August’s primary election. In the final impact report, the nonprofit praised Terry’s decision to support a&nbsp;<a href="https://missouriindependent.com/briefs/missouri-governor-signs-468m-education-bill-that-boosts-teacher-pay-expands-charters/">large education package</a>&nbsp;that gave more funding to public schools, expanded charters and opened up eligibility for a program that gives state funds for private school tuition.

According to its latest tax filing, the group gave most generously to political action committees supporting Republicans. In 2023, the coalition contributed its largest donation, $35,000, to a PAC supporting state Sen. Curtis Trent, a Republican from Springfield.

Johnson said the Quality Schools Coalition supported Trent’s bill proposing a new method of school accountability, based largely on performance and growth.

In 2022, its top donation was to Catalyst PAC, a committee largely contributing to Republicans but with some Democratic contributions. Quality Schools Coalition’s revenue reached over $2.1 million that year.

In addition to Johnson, who founded the nonprofit, the Quality Schools Coalition included former mayor of Kansas City Sly James and education consulting company founder Kathy Smith.

Quality Schools Coalition closes after four years of Missouri education advocacy

KANSAS CITY —Law enforcement are investigating the death of a woman on the river in Kansas City.

Just before 6:30p.m Saturday, the police requested the Kansas City Fire Department responded to the Missouri River Bond Bridge for a suspected jumper, according to Battalion Chief Michael Hopkins.

KCFD's rescue division launched their drones along with the department's rescue boats. 

At 8:12p.m., after searching the river for approximately an hour and a half a person was recovered from the river approximately a half mile from the Bond bridge.

KCFD cold water drowning protocols were initiated and the patient, identified as a woman approximately 40-year-old was transported to North Kansas City Hospital where she as pronounced deceased.

&nbsp;On Saturday afternoon, the Kansas City Police Department reported 42-year-old Amanda Switzer was last spoken with at 3:30p.m. Saturday. She was believed to be without her vehicle or phone. She was known to be in the area of the Kit Bond Bridge in Kansas City. The family was worried for her well-being.&nbsp;&nbsp;

On Sunday, KCPD Sgt. Phil DiMartino confirmed Switzer had been found and was dead.

Arizona man accused of selling meth in Kansas

JOHNSON COUNTY —In the days leading up to Christmas, police&nbsp; conducted a coordinated operation to address retail theft in Lenexa.

&nbsp; Multiple units within the Lenexa police department collaborated on this effort, including the K9 Unit, Bike Unit, Directed Patrol Unit, Uniform Patrol, and Dispatch. The operation utilized both uniformed and undercover officers, focusing on high-traffic shopping areas near W. 95th Street and Quivira, according to a media release.

This proactive approach resulted in 33 arrests on various charges, including theft, felony theft, possession of stolen property, possession of narcotics including cocaine, fentanyl, and meth, possession of a firearm by a felon, and possession of a stolen vehicle. 

Among those arrested was a group suspected of involvement in an organized retail crime ring, with over $13,000 worth of stolen merchandise found in their vehicle. Additionally, several individuals with outstanding warrants were taken into custody.

33 arrests after Kansas police effort to address retail theft

The ACLU warns CoreCivic’s Leavenworth facility and others could play a role in President-elect Donald Trump’s mass deportation plans

CoreCivic inquired with federal officials in June about turning its shuttered Leavenworth jail into an immigration detention center, according to documents recently obtained by the American Civil Liberties Union.

The facility, the ACLU warns, could be used as a hub for mass deportation efforts under President-elect Donald Trump’s administration.

CoreCivic Inc., the nation’s largest private prison operator, responded in June to a request by U.S. Immigration and Customs Enforcement to help identify potential detention facilities in the Midwest and other regions, according to the ACLU’s documents. The company offered information on several of its facilities across the country.

Among them was the Midwest Regional Reception Center, which was previously operated as the Leavenworth Detention Center, a pre-trial detention facility for detainees charged with — but not convicted of —&nbsp;federal crimes in Kansas, Nebraska, Iowa and western Missouri.

During its time as a pre-trial detention facility, the Leavenworth Detention Center grappled with persistent violence.

Micah Kubic, executive director of the ACLU of Kansas, said in a statement that an expanded ICE presence “will deeply harm our fellow Kansans.”

“The community of Leavenworth has made it clear multiple times that ICE and CoreCivic are not welcome to wreak the havoc of federal immigration enforcement here,” Kubic said, “and local and state leaders do not have to give in.”

In a statement, Ryan Gustin, director of public affairs for CoreCivic, said the company’s immigration facilities “operate with a significant amount of oversight and accountability” and are monitored and audited by ICE officials.

“The services we provide help the government solve problems in ways it could not do alone —&nbsp;to manage unprecedented humanitarian crises, dramatically improve the standard of care for vulnerable people and meet other critical needs efficiently and innovatively,” Gustin said. “These are problems the American public has made clear they want fixed.”

The&nbsp;<a href="https://www.aclu.org/documents/multi-state-detention-facility-support-foia-documents-request-for-information" target="_blank">ACLU obtained documentation of CoreCivic’s response</a>&nbsp;to ICE’s request for potential detention space through a lawsuit accusing ICE of failing to comply with the Freedom of Information Act. It also obtained documentation of responses to ICE from owners of potential detention sites in Texas, Nevada, New Mexico and California.

Kansas Reflector also sought information on responses to ICE’s request for detention space under the Freedom of Information Act in September, but has not received any documents.

The revelations come as Trump has promised to deport immigrants quickly after he takes office in January.

Eunice Cho, a senior staff attorney for the ACLU’s National Prison Project, said in a press release that President Joe Biden’s administration is “paving the way for … Trump to make good on his cruel and inhumane mass deportation proposals.”

“You cannot have mass deportations without significant expansion of ICE detention capacity in states across the country,” Cho said, “and that’s exactly what the incoming Trump administration is preparing to do.”

Gustin said CoreCivic does not advocate for or against legislation “that serves as the basis for —&nbsp;or determines the duration of —&nbsp;an individual’s detention.”

“Our responsibility is to care for each person respectfully and humanely while they receive the legal due process that they are entitled to,” Gustin said.

For years, CoreCivic operated the Leavenworth Detention Center through a contract with the U.S. Marshals Service, but it closed at the end of 2021 under an executive order signed by Biden banning renewal of U.S. Department of Justice contracts with private prisons.

As of June 2020, the facility could hold about 1,000 detainees.

The CoreCivic jail’s closure brought persistent speculation about what the company might do with the building, including whether it might become an ICE detention center. Just ahead of the closure in 2021,&nbsp;<a href="https://www.kcur.org/news/2021-12-06/leavenworth-prison-beset-by-reports-of-violence-and-mismanagement-faces-uncertain-future" target="_blank">ICE told KCUR it was not pursuing</a>&nbsp;a contract with CoreCivic to use the facility.

But in the years that followed, Leavenworth County discussed with CoreCivic the possibility of converting the facility to house immigration detainees. The county would have served as an intermediary in a contract with CoreCivic and ICE.

Commissioners&nbsp;<a href="https://kansasreflector.com/2023/09/21/kansas-county-scuttles-talk-of-converting-leavenworth-jail-to-ice-detention-center/" target="_blank">voted in September 2023 to halt negotiations</a>&nbsp;over the arrangement. Opposition to the proposal ranged from anti-immigration sentiments about releasing detainees into Leavenworth to immigration and civil rights advocates’ concerns about the facility’s history of violence and safety issues.

<a href="https://kansasreflector.com/2021/10/07/for-profit-kansas-prison-an-understaffed-hell-hole-of-violence-death-and-drugs/" target="_blank">An investigation by Kansas Reflector in 2021</a>&nbsp;found the Leavenworth Detention Center was often understaffed and beset with rampant drug use and violence. The company faces a&nbsp;<a href="https://kansasreflector.com/2023/07/25/former-detainee-sues-defunct-for-profit-jail-in-leavenworth-over-2021-stabbing/" target="_blank">lawsuit from a former detainee</a>&nbsp;who was stabbed in that year. The lawsuit, filed by Joshua Braddy, alleges at least 10 stabbings in 2021 and two suicides.

In a sentencing hearing in the fall of 2021, U.S. District Judge Julie Robinson called the facility a “hell hole.” Earlier this year, CoreCivic reached a settlement in a wrongful death case with the widow of a former inmate killed in 2021.

CoreCivic settled in 2019 with more than 500 detainees for $1.45 million for illegally recording phone calls with their defense attorneys and providing the information to prosecutors.

Sheriff: Kansas man accused of selling drugs

KANSAS CITY—Law enforcement are investigating another homicide in Kansas City.

Just after midnight early Saturday, police were dispatched to North Kansas City Hospital on a reported shooting, according to KCPD&nbsp;Sergeant Phil DiMartino.

 A male shooting victim, later identified as 20-year-old&nbsp;Isiah Washington, was brought to the hospital by private vehicle.

Hospital staff advised the responding officers that the Washington died of his injuries shortly after arriving. Preliminary investigation revealed the incident occurred in the 7400 Block of North Lewis in Kansas City.

There was an altercation between two individuals that resulted in the Washington being shot. Detectives are working to determine the circumstances that led to the interaction. Investigators and crime scene personnel canvassed the 7400 block of North Lewis for witnesses and any available physical evidence. Police released no additional details.

On December 31, 2024, members of the Topeka Police Department Narcotics Unit served a search warrant in the 2100 BLK SE Adams ST. related to an ongoing investigation according to Police LT Ronnie Connell.

While conducting the search warrant, officers located Methamphetamine, Cocaine, Dimethyltryptamine, a strong psychedelic drug, and drug paraphernalia.

Police found cocaine, DMT during drug bust at Kansas home

JEFFERSON COUNTY, Mo. —Law enforcement officers never know what to expect when they go to work each day. Sheriff's deputies in Jefferson County, Missouri worked an unusual call on Friday.

Shortly before 4p.m., deputies responded to the area of Hwys 21 and M for reports of a subject monkeying around, according to the Jefferson County Sheriff social media page.

"First-responding units found the subject was naked except for what appeared to be a tutu.&nbsp;After careful negotiations, Deputies were able to get close enough to go “hands on” with the subject and bring this bananas situation under control without incident."

"In all seriousness, this is a great example of law enforcement officers never knowing what they’ll face on any given call, and having to be prepared to handle whatever the job throws at them."

"This spider monkey was staying at a nearby home when it managed to open a door and get outside. Deputies surrounded the animal and eventually got it back to its caretaker. What a day!"

Deputies capture suspect reported monkeying around

WICHITA, KAN. – A man and woman from Kansas have been charged through criminal complaint in Wichita on charges related to a series of bank robberies involving a firearm, according to the United State's Attorney.

According to court documents, Zane Tilcock, 20, of Wichita is charged with three counts of bank robbery. Emily Wise, 18, of Wichita is charged with one count of bank robbery.

Tilcock is accused of brandishing a firearm to rob three banks in December of 2024. He allegedly robbed Intrust Bank on South Webb Road in Wichita on December 11, Emprise Bank on East Harry Street in Wichita on December 16, and Sunflower Bank on North Jefferson Street in Junction City on December 27. The JCPD confirmed Tilcock was originally from Junction City and was on parole from the Department of Corrections in Wichita.

Wise is accused of robbing Emprise Bank in Wichita on December 16, 2024.

The Federal Bureau of Investigation (FBI), Wichita Police Department, Junction City Police Department, and the Sedgwick County Sheriff’s Office are investigating the case

18-year-old woman jailed for Kansas bank robbery

KANSAS CITY—Law enforcement are investigating the death of woman who was the subject of a missing person report.

Just before 5p.m. Thursday, police responded to the 3500 block of Stadium Drive on a suspicious person call for service, according to KCPD&nbsp;Sergeant Phil DiMartino.

When officers arrived they were directed to a vehicle in the area. There they located a victim later identified as 48-year-old Brandi L. Crout suffering from an apparent gunshot wound.&nbsp; 

Emergency medical personnel responded and declared her deceased. On Wednesday, police asked for help to find her.&nbsp; She was&nbsp;last seen just after 8p.m. New Year's Day around 45th Terrace and Willow Ave in her black 2004 Chevy Tahoe.

Detectives and crime scene personnel are working to determine the circumstances that led up to her death.

Police: Missing Kansas City woman found dead

Just after 8:30a.m. Dec. 31, a&nbsp;Sheriff’s Deputy conducted a vehicle stop for traffic infractions on U.S. Hwy 75 near 150th on a Dodge Charger, according to Sheriff Tim Morse.

The Deputy arrested the driver, Destiny Marie Hibbs, 31, of Holton.

  Hibbs was booked into the Jackson County Jail on requested charges of&nbsp; possession of cocaine, possession of a hallucinogenic drug and possession of drug paraphernalia.

Kansas woman caught transporting cocaine

KANSAS CITY —Investigators are working to determine the cause of a fire at a business in Kansas City.

Just before 10a.m., crews responded to a fire in the 3100 block of Wheeling Avenue in Kansas City, according to Battalion Chief Michael Hopkins. 

Crews reported smoke showing from an occupied commercial structure that is used as an automotive repair shop. &nbsp;Searches of the structure came back all clear. Occupants of the structure were able to escape prior to the arrival of fire crews. The fire was placed under control at 10:11 a.m. No injuries were reported. The building suffered significant damage. Crews have not released a damage estimate.

Significant damage after fire at KC auto repair business

KANSAS CITY —Police are investigating a homicide in Kansas City that left three dead have identified the victims as 39-year-old&nbsp;Zachary D. Hatcher; 7-year-old&nbsp;Charlotte Hatcher and 9-year-old&nbsp;Jeffery Hatcher, according to KCPD Sergeant Phil DiMartino.

Just before 10p.m., police responded to the 1000 block of NW 91st Terrace in Kansas City on a reported check the welfare call for service.

When officers arrived they began checking the exterior of the residence. They smelled smoke and could see smoke inside the home. Officers made entry into the home but had to quickly back out due to a fire inside. 

The Kansas City Fire Department simultaneously responded and were able to extinguish the fire. Upon reentering the home, police found a girl, a boy and a man with an apparent gunshot wound. Emergency medical personnel declared the girl and the man deceased at the scene. 

EMS transported the boy to a local hospital where he died a short time later, according DiMartino.

&nbsp; This is being investigated as a homicide and detectives are not looking for any suspects. Investigators and crime scene personnel are working to determine what led up to the incident.&nbsp; &nbsp;

Police ID man, 2 children killed at home in Kansas City

The 30-year-old son of Jolene Davis ambles out of the courtroom ahead of her.

He’s carrying a backpack containing his clothes and a plastic grocery bag with a blanket.

Her son appeared before a Jackson County Circuit Court judge and agreed his mother should be his guardian. He’s diagnosed with a bipolar disorder, uses meth and other drugs, and has been living in abandoned buildings and alleys in Kansas City for about four years.

“I would trade places with him if I could,” Davis said, standing outside the courthouse in downtown Kansas City. “I want him to have a good life but there is a lot of work still to do.”

Her son admitted using meth a few days prior to the Dec. 17 court hearing and slept on a sidewalk outside a Kansas City shelter the night before.

Being houseless is not a crime. But people who are sometimes end up charged under city ordinances for drug possession, theft or property damage.

Davis is hopeful that sweeping changes planned for<a href="https://www.kcmo.gov/city-hall/departments/municipal-court/about-municipal-court/judges" target="_blank">&nbsp;Kansas City’s Municipal Court</a>&nbsp;system can help her, her son and others with co-occurring issues — substance use and a mental health disorder.

In January, a Wellness Court will open within the Municipal Court, replacing the now separate mental health and drug courts.

The two courts had been serving the same populations, but inefficiently, said Presiding Judge Courtney A. Wachal, who will oversee the Wellness Court.

“If you’re houseless, you will probably be put in inpatient treatment,” Wachal said. “And then we will work on your houselessness issue while you’re in there. It kind of gives us, like a 30-day cushion to kind of start working on those resources.”

The mental and drug courts were part of the<a href="https://www.kcmo.gov/city-hall/departments/municipal-court/probation-and-problem-solving-courts" target="_blank">&nbsp;specialty or problem-solving courts</a>, portions of the municipal system allowing for voluntary court-supervised programming and treatment, rather than punishment for low level offenses, such as the theft charge that Davis’s son once faced.

Previously, Municipal Court staff grappled with a chicken and egg scenario. They tried to determine which was primary to jailable charges, a person’s mental health issue or their addiction.

But accurate assessments are difficult, Wachal said, until a person is stabilized and maintaining sobriety.

For example, a person charged with a municipal offense could be initially assigned to the Mental Health Court, but then test positive for fentanyl and be reassigned to the Drug Court.

Under the Wellness Court, staff and supporting agencies will be at the same table in meetings, discussing a person’s needs.

“I think it is going to shorten wait lists, put people in available beds and then just make it more transparent about what everybody is doing for the participant,” Wachal said.

Combining the courts allows for expanded use of funds from the Substance Abuse and Mental Health Services Administration (<a href="https://www.samhsa.gov/" target="_blank">SAMHSA</a>) for housing.

No longer will a person need a qualifying diagnosis to participate, like depression, bipolar, schizophrenia or PTSD.

“We’re trying to serve everybody,” Wachal said. “It doesn’t matter what your diagnosis is. You could come into Wellness Court.”

A Women’s Court as a track within the Wellness Court will be established in March, overseen by Judge Shayla Marshall.

It will be funded by a U.S. Department of Justice grant of $656,925 and will use trauma-informed approaches for people victimized by trafficking or sexual assault.

“People who have gone through that type of trauma don’t typically disclose right away,” Wachal said. “So it’s going to be hard for us to identify who should be in that court until we get to know them and build a trust relationship.”

A Houseless Court, potentially able to meet defendants in the community, is also anticipated.

Memos of understanding are being signed with major community partners funded by the taxpayer-supported<a href="https://jacksoncountycares.org/about/meet-our-team" target="_blank">&nbsp;Community Mental Health Fund</a>, whose board agreed to the changes last summer.

The levy funded organizations are University Health, Comprehensive Mental Health Services, ReDiscover and Swope Health.

Beacon Mental Health, serving Ray, Platte and Clay counties, will also be involved.

The new system is a “big step in the right direction,” said Bruce Eddy, executive director of the more than 40-year-old Jackson County mental health fund, which pays for case management.

Eddy praised the decision to make the programming a one-year commitment.

“If they abide by the court’s requirements, then they’ll be well-established in treatment and it’s the judge’s role to look at dropping the charges,” he said.

The first full team meeting will be January 9, bringing together more than 30 organizations that will likely be involved.

“When the court system becomes a conduit for support, whether it’s mental health care, substance use treatment, or housing assistance, it’s one of the most powerful tools a community can have,” he said.

The term wellness court can be found in other cities, but those programs tend to address mental health alone, or are tribal courts.

Kansas City’s approach will uniquely focus on co-occurring issues.

About 21.5 million U.S. adults have a co-occurring mental health and substance use disorder, according to SAMHSA’s 2022 National Survey on Drug Use and Health.

Researchers estimate that about half of the people who experience a substance use disorder will also have a mental health disorder, and vice versa, according to an executive summary for the Wellness and Women’s courts.

Yet only about 10% of people with co-occurring disorders receive treatment for both conditions.

And women with co-occurring disorders are almost 20 times more likely to be arrested each year than women without a mental health or substance use disorder, the summary said.

Carly Mitchell moderated a November panel session where Wachal and two other judges discussed the upcoming changes during Kansas City’s Urban Summit.

As a clinical mental health counselor, she’s hopeful, but mindful that African Americans often aren’t treated equally in health or legal systems.

“We are a population that is either overdiagnosed or underdiagnosed, and it’s very stigmatized,” she said.

Often, Mitchell said, Black people are recognized as having a drug problem. But the underlying mental health issue goes undiagnosed and isn’t treated.

“A lot of people use (drugs) to cope,” she said.

The Wellness Court seeks to be mindful of such disparities.

It will have two tiers, as a way of being more responsive and flexible to individual needs.

Electives to help solidify health lifestyles will also be offered, a bit like what is required&nbsp;for college completion. Participants can attend church, go to the gym, do yoga, take a meditation course or a smoking cessation class to complete an elective.

Doug Langner, executive director of<a href="https://www.hopefaith.org/about-1" target="_blank">&nbsp;Hope Faith</a>, a Kansas City shelter for homeless and impoverished people, said many people can and do stabilize their lives, with a bit of assistance.

He sees the court changes as a positive step.

“Oftentimes, people self-medicate through substance abuse, especially the longer they’re on the streets,” Langner said.

Davis’s son knows Hope Faith well. He planned to spend the night there the day he left court.

Hope Faith is just one of many organizations listed on the spreadsheet Davis maintains, chronicling her son’s life during the last decade.&nbsp;

”I think the drugs have kind of just been like a pacifier for him,” she said. “It’s like, this is how I’m going to cope with whatever’s going on inside of my mind and my life.”

The timeline of his descent into substance abuse is a heart wrenching illustration of the many shelters, sober living spaces and social service agencies that have touched his life.

His mother also notes the “bad company” that he sometimes meets, people who urged him to quit his fast food and other jobs, give him drugs, and those who threaten him with violence.

After the guardianship court hearing she explained the new approaches underway for the Municipal Court system to her son, stressing that Wellness Court is designed for people like him.

“You could be happier if you are not in this lifestyle,” she told him. “This is just no way to live. Mom’s going to help you.”

Wachal, who will oversee the Wellness Court.“If you’re houseless, you will probably be put in inpatient treatment,” Wachal said. “And then we will work on your houselessness issue while you’re in there. It kind of gives us, like a 30-day cushion to kind of start working on those resources.”The mental and drug courts were part of the<a href="https://www.kcmo.gov/city-hall/departments/municipal-court/probation-and-problem-solving-courts" target="_blank">&nbsp;specialty or problem-solving courts</a>, portions of the municipal system allowing for voluntary court-supervised programming and treatment, rather than punishment for low level offenses, such as the theft charge that Davis’s son once faced.Previously, Municipal Court staff grappled with a chicken and egg scenario. They tried to determine which was primary to jailable charges, a person’s mental health issue or their addiction.But accurate assessments are difficult, Wachal said, until a person is stabilized and maintaining sobriety.For example, a person charged with a municipal offense could be initially assigned to the Mental Health Court, but then test positive for fentanyl and be reassigned to the Drug Court.Under the Wellness Court, staff and supporting agencies will be at the same table in meetings, discussing a person’s needs.“I think it is going to shorten wait lists, put people in available beds and then just make it more transparent about what everybody is doing for the participant,” Wachal said.Combining the courts allows for expanded use of funds from the Substance Abuse and Mental Health Services Administration (<a href="https://www.samhsa.gov/" target="_blank">SAMHSA</a>) for housing.No longer will a person need a qualifying diagnosis to participate, like depression, bipolar, schizophrenia or PTSD.“We’re trying to serve everybody,” Wachal said. “It doesn’t matter what your diagnosis is. REPUBLIC COUNTY – A Kansas father accused in the death of his 3-month old daughter is now in a jail in Kansas.

 </figure>REPUBLIC COUNTY – A Kansas father accused in the death of his 3-month old daughter is now in a jail in Kansas. Just before 7p.m. Thursday, 23-year-old William McLaughlin&nbsp; of Belleville was booked into the Republic County Jail, according to online jail records.On Thursday morning McLaughlin was arrested in Nebraska on a KBI warrant for first-degree murder and felony abuse of a child. The charges are connected to the death of McLaughlin’s three-month-old daughter.On Christmas Day, the infant was initially brought to the Republic County hospital. She had suffered fatal injuries and was pronounced dead in an Omaha hospital on Dec. 29.Following&nbsp;the arrest, McLaughlin was booked into the Jefferson County Sheriff’s Office Jail in Nebraska. The Jefferson County Sheriff’s Office assisted in the arrest.&nbsp; Republic County authorities have not set the date for McLaughlin's first court appearance.-----------REPUBLIC COUNTY –&nbsp;The Kansas Bureau of Investigation (KBI) is investigating a suspected&nbsp;child abuse case in Belleville. &nbsp;On Thursday morning, the&nbsp;Belleville Police Department&nbsp;contacted the&nbsp;KBI to investigate after an unresponsive&nbsp;three-month-old&nbsp;infant was transported from the Republic County hospital to a hospital in Omaha, Nebraska.The child’s parents brought her to the Republic County hospital on Dec. 25, and hospital staff later contacted the Belleville Police Department.A pediatrician at the Omaha hospital indicated the child has no brain activity due to severe injuries she had sustained. Late Thursday afternoon, KBI reported the infant remains on life support.
