WASHINGTON, D.C. – U.S. Sen. Ted Cruz (R-Texas), Ranking Member of the Senate Committee on Commerce, Science, and Transportation this week introduced legislation&nbsp;to prohibit the Federal Reserve from developing a direct-to-consumer central bank digital currency which could be used as a financial surveillance tool by the federal government, according to a statement from Cruz's office.&nbsp; The bill was cosponsored by Sens. Braun (R-Ind.) and Grassley (R-Iowa).&nbsp;

As countries like China develop CBDCs that omit the benefits and protections of cash, as well as the control and security of many existing digital cryptocurrencies, it is more important than ever to ensure the United States’ digital currency policy protects financial privacy, maintains the dollar’s dominance, and cultivates innovation.&nbsp;CBDCs that fail to adhere to these three basic principles could enable an entity like the Federal Reserve to mobilize itself into a retail bank, collect personally identifiable information on users, and track their transactions indefinitely. It is important to note that while the Fed does not, and should not, have the authority to offer retail bank accounts, it is already looking into what establishing a digital currency would look like.

Unlike decentralized digital currencies like Bitcoin, CBDCs are issued and backed by a government entity and transact on a centralized, permissioned blockchain. Not only would this CBDC model centralize Americans’ financial information, leaving it vulnerable to attack, it could be used as direct surveillance tool into the private transactions of Americans.

Upon introducing the legislation, Sen. Cruz said:

“The federal government has no authority to unilaterally establish a central bank currency. This bill goes a long way in making sure big government doesn’t attempt to centralize or control cryptocurrency and instead, allows it to thrive in the United States. We should be empowering entrepreneurs, enabling innovation, and increasing individual freedom—not stifling it.

"Allowing the government to centralize Americans’ financial information and increase surveillance of Americans’ financial activity is simply a bad idea. The federal government should not have even more control over your own money. I support this legislation to allow entrepreneurship to prosper and keep the federal government from further encroaching on your privacy rights."

GOP bill seeks to ban central bank digital currency in US

SEDGWICK COUNTY —A Wichita Police Department officer who retired this week is facing criminal charges.

Friday afternoon, investigators with the Sedgwick County Sheriff's Department notified the Wichita Police Department that the Sedgwick County District Attorney had charged former Police Captain Wendell Nicholson on eight counts of computer crimes.

Nicholson had been with the Wichita Police Department for 29 years prior to retiring. His last day with the department was March 23.

The district attorney's office released no additional details

Kan. officer who retired Thursday charged with computer crimes

TOPEKA, Kan. (AP) — Child care regulations would be lowered in Kansas under a bill that has won Senate approval and created a debate over how best to address a shortage of day care spots without compromising safety.

The 21 to 17 vote Thursday sends the measure, backed by the parents of two young children, to the Kansas House.

The bill would roll back some of the changes put in place under a law named after Lexie Engelman, a 13-month-old child who suffered fatal injuries in a Johnson County day care in 2004. It would decrease training and continuing education requirements from teachers and staff in child care facilities while increasing the child-to-adult maximum ratio requirement for facilities.

“The current system is causing people to seek unregulated care," said Republican Sen. Kristen O’Shea of Topeka.

She and fellow Republican Sen. Chase Blasi of Wichita described their bill as the beginning of an answer in Kansas to a shortage of child care spots.

The state needs more than 85,000 new child care slots to meet existing demand, according to Child Care Aware of Kansas, a chapter of a national organization aimed at promoting quality child care.

But Kelly Davydov, executive director of Child Care Aware of Kansas, said the changes made after Lexie’s Law put Kansas at the top of the nation in terms of child safety.

“It really at that time launched us to the front of the line in terms of quality early care and education,” Davydov said. “Some of the changes in this bill are moving us away from national health and safety standards and best practices.”

Furthermore, Davydov said, the decreased continuing education could put Kansas out of compliance with existing requirements to receive federal child care funding.

Blasi said any issues regarding federal funding could be addressed as the bill works its way through the statehouse. He argued Kansas is more stringent than most other states, and the bill would bring the state’s requirements closer to the national averages.

But Sen. Mary Ware, a Wichita Democrat, called the bill rushed. While it may create more slots, she said it might do so by harming the safety of children and workers.

“It is not child-centered. It isn’t even child care worker-centered,” Ware said.

Kansas Gov. Laura Kelly, a Democrat, has prioritized child care in her second term and announced a task force earlier this year to study the child care system in Kansas.

Her office said in a statement she would evaluate the legislation if it reaches her desk. Last year the Kansas Department of Health and Environment considered ratio changes similar to what was proposed in the bill. But those regulatory changes were halted after some providers expressed concern.

In a statement Matt Lara, a spokesman for the Kansas Department of Health and Environment, said the agency is currently conducting a comprehensive review of existing regulations.

Bill lowering child care rules passes Kansas Senate

GRANBY (AP) —As heavy rains and&nbsp;<a href="https://apnews.com/article/tornado-texas-severe-weather-mississippi-valley-65e553e6358b56b2630ff5c588850505">flash floods doused southwestern Missouri</a>&nbsp;Friday, Layton Hoyer wanted to get a closer look at the rising river levels. That is when he noticed an SUV caught in the flash floods near Granby.

At first, Hoyer thought the car might have been abandoned, but flashing brake lights caught his eye. The lights were blinking as if someone was intentionally tapping the brakes. He got on top of the train tracks near the ditch where the SUV was trapped and saw someone inside.

“I could see this elderly woman lying in this car trying to stay in the air bubble,” he said.

The 33-year-old quickly called 911, but he said the woman didn’t have much time left as the car continued to sink. Hoyer tried to reach her car from the passenger side, but the current was too strong. He then waded through the cold water before he too was submerged and then lunged, grabbing onto her car.

“I got a hold of the back door and started trying to pull the door open. But the vacuum on the door was so tight,” he said.

He said he was able to break the seal at the top of her window jam and open the door.

“I swear there was only a foot of air gap left in the back part of her car,” he said. “I just grabbed her by both arms and pulled her out of there.”

Hoyer rushed to get them both inside his truck to warm up.

Jim Channel, assistant Granby fire chief, was responding to a call of an 80-year-old woman trapped in a car when he arrived on the scene. Channel had been called to water rescues by Old Ritchey Road before, but he wasn't surprised to see who was there.

“I’ve known the young man all his life, and he will do it again tomorrow,” Channel said of Hoyer. “He didn’t even think about what he was doing.”

Channel said he along with other rescue workers attempted to save the women’s three dogs inside the car, who were trapped in cages, but they couldn’t reach them in time before getting called to another water rescue.

Hoyer didn’t get a chance to get the woman’s full name. But he said he would like to see her again.

“I would love to put my arms around her 'cause she just cried in my arms and told me how thankful she was when the ambulance got there,” he said. “I was so thankful that God put me there to help her.”

Missouri man makes harrowing rescue in flash flood

BANGKOK (AP) — China threatened “serious consequences” Friday after the United States Navy sailed a destroyer around the disputed Paracel Islands in the South China Sea for the second day in a row, in a move Beijing claimed was a violation of its sovereignty and security.

The warning comes amid growing tensions between China and the United States in the region, as Washington pushes back at Beijing's growingly assertive posture in the South China Sea, a strategic waterway it claims virtually in its entirety.

On Thursday, after the U.S. sailed the USS Milius guided-missile destroyer near the Paracel Islands, China said its navy and air force had forced the American vessel away,&nbsp;<a href="https://apnews.com/article/us-china-destroyer-ship-paracel-south-china-sea-a146fa95de728afb0b3a9d8a49dceeb8">a claim the U.S. military denied</a>.

The U.S. on Friday sailed the ship again in the vicinity of the islands, which are occupied by China but also claimed by Taiwan and Vietnam, as part of what it called a “freedom of navigation operation" challenging requirements from all three nations requiring either advance notification or permission before a military vessel sails by.

“Unlawful and sweeping maritime claims in the South China Sea pose a serious threat to the freedom of the seas, including the freedoms of navigation and overflight, free trade and unimpeded commerce, and freedom of economic opportunity for South China Sea littoral nations,” U.S. 7th Fleet spokesperson Lt. j.g. Luka Bakic said in an emailed statement.

“The United States challenges excessive maritime claims around the world regardless of the identity of the claimant,” Bakic said.

China's Ministry of National Defense responded by accusing the U.S. of “undermining the peace and stability of the South China Sea” with its actions.

“The act of the U.S. military seriously violated China’s sovereignty and security, severely breached international laws, and is more ironclad evidence of the U.S. pursuing navigation hegemony and militarizing the South China Sea,” ministry spokesperson Tan Kefei said. “We solemnly request that the US. immediately stop such actions of provocation, otherwise it will bear the serious consequences of unexpected incidents caused by this.”

He said China would take “all necessary measures” to ensure its security but did not elaborate.

Like its statement on the Thursday incident, China again said it drove the American ship away from the islands, which are in the South China Sea a few hundred kilometers (miles) off the coast of Vietnam and the Chinese province of Hainan.

Both sides said their actions were justified under international law.

Bakic told The Associated Press that the ship “was not driven away” and “continued on to conduct routine maritime security operations in international waters” after concluding its mission near the Paracel Islands.

“The operation reflects our commitment to uphold freedom of navigation and lawful uses of the sea for all nations,” he said. "The United States will continue to fly, sail, and operate wherever international law allows, as Milius did today.”

The U.S. has no South China Sea claims itself, but has deployed Naval and Air Force assets for decades to patrol the strategic waterway, through which around $5 trillion in global trade transits each year and which holds highly valuable fish stocks and undersea mineral resources.

A United Nations-backed arbitration tribunal ruled in 2016 that the historical claim from China on the waters had no legal basis under the 1982 United Nations Convention on the Law of the Seas, and Washington maintains that freedom of navigation and overflight of the waterway are in the&nbsp;<a href="https://apnews.com/article/us-military-aquilino-china-security-north-korea-bb41e692490b13cfcc0a6e28fd8f9bef">American national interest</a>.

U.S. forces currently operate daily in the South China Sea, and have been present for more than a century. China regularly responds angrily, accusing the U.S. of meddling in Asian affairs and impinging upon its sovereignty.

China threatens consequences over US warship's actions

SEDGWICK COUNTY —A Kansas man has been sentenced to prison for a double-murder in 2021.

<a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=192023">&nbsp;Michael Wilking,</a> 34,&nbsp;was sentenced this week to 34-years in prison, according to the Sedgwick County District attorney's office. He had plead guilty to second-degree murder.

Just after 8p.m. Dec. 29, 2021, police responded to a shooting in the 3900 Block of W. Fairhaven in Wichita. They found&nbsp;43-year-old Bradley Michael Reece and 22-year-old Kayla Schmidt both of Wichita. 

Reece was pronounced dead at the scene. EMS transported Schmidt, later identified as Wilking's girlfriend, to a local hospital. She died on New Year's Eve 2021,&nbsp;according to Sheriff's Lt. Benjamin Blick.

&nbsp;In January of 2022, Wilking, Jacquellynn Arthur, 28 and Joshua Halstead, 34, all of Wichita, were charged with 1st degree murder, aggravated burglary, and aggravated robbery in connection with the murders.

 She remains jailed on a requested charge of failure to comply, according to online jail records.

 in three criminal cases, including one where he shot a man to death on Dec. 29, 2020, after a confrontation over a drug debt that was allegedly unpaid. Michael C. Wilking, 34, pleaded guilty on Feb. 1 to one count of second-degree murder for gunning down 43-year-old Bradley Michael Reece of Wichita in the front yard of 3935 W. Fairhaven after going to Reece’s home with others, sparking violence that also led to the shooting death of Wilking’s girlfriend, 22-year-old Kayla Schmidt. Double-murder: Kan. man's girlfriend died on New Year's Eve

WASHINGTON (AP) — A Pennsylvania woman linked to a far-right extremist movement was sentenced on Thursday to three years in prison for storming the U.S. Capitol, where she invaded then-House Speaker Nancy Pelosi’s office with other rioters.

Riley June Williams, 23, of Harrisburg, Pennsylvania, was charged but not convicted of helping steal a laptop from Pelosi’s office suite during the riot on Jan. 6, 2021.

<a href="https://apnews.com/article/capitol-siege-pennsylvania-riots-donald-trump-nancy-pelosi-34be1139127837ec787ea841a01c784e">A federal jury convicted Williams in November</a>&nbsp;of six charges, including a felony count of civil disorder, after a two-week trial. But it deadlocked on two other counts, including “aiding and abetting" the laptop's theft.

Jurors also deadlocked on a charge of obstructing an official proceeding, the Jan. 6 joint session of Congress for certifying President Joe Biden's 2020 electoral victory. Then-Vice President Mike Pence and members of Congress evacuated the House and Senate chambers when rioters attacked the Capitol.

Prosecutors had asked U.S. District Judge Amy Berman Jackson to sentence Williams to seven years and three months in prison.

“Everywhere she went, Williams acted as an accelerant, exacerbating the mayhem. Where others turned back, she pushed forward,”&nbsp;<a href="https://storage.courtlistener.com/recap/gov.uscourts.dcd.236292/gov.uscourts.dcd.236292.139.0.pdf">prosecutors wrote in a court filing.</a>

Defense lawyers requested a term of imprisonment of one year and one day for Williams, who was 22 in January 2021.

“In some respects, she is starkly different from the average January 6th defendant – particularly given her youth and that she is a female,”&nbsp;<a href="https://storage.courtlistener.com/recap/gov.uscourts.dcd.236291/gov.uscourts.dcd.236291.137.0.pdf">they wrote</a>. “In other ways she is similar to many of other January 6th defendants with no prior criminal record, that were caught up with the mob that day, acting on impulse and without thought to the consequences of their actions.”

Jackson also sentenced Williams to three years of supervised release after her prison term and ordered her to pay $2,000 in restitution, according to the U.S. attorney's office for the District of Columbia.

Williams was an ardent supporter of the white nationalist “Groyper” movement led by internet personality Nick Fuentes, according to prosecutors. They said Williams was “obsessed" with Fuentes and fixated on baseless claims — amplified by Fuentes — that the 2020 presidential election was stolen from Donald Trump.

Williams' attorneys argued that her political beliefs shouldn't be a factor in her sentencing. They said the First Amendment protects her interest in Fuentes and his “Groyper Army” of followers.

Fuentes has used his online platform to spew antisemitic and white supremacist rhetoric. In November, former President&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-kanye-west-entertainment-donald-trump-21ea30fc30a9a97074581015b25e18bf">Trump dined at his Mar-a-Lago club with Fuentes</a>&nbsp;and the rapper formerly known as Kanye West, who is now known as Ye.

Other Fuentes followers have been charged with Jan. 6-related crimes, including former UCLA student Christian Secor, who waved a flag associated with Fuentes’ movement when he entered the Capitol. Secor was sentenced last year to three years and six months in prison.

Williams wore a green “I’m with Groyper” T-shirt when she traveled to Washington, D.C., with her father and his friends on Jan. 6. They attended Trump's “Stop the Steal” rally before heading to the Capitol. Williams entered the building through the Senate Wing Door two minutes after other rioters breached the entrance.

Williams used men wearing helmets and body armor like a “human battering ram,” pushing them forward to break through police lines inside the Capitol, prosecutors said. Entering Pelosi's main conference room, she stole a gavel and encouraged another rioter to take a laptop from atop a table, according to prosecutors.

“As the other rioter later manipulated the laptop and its cords, Williams filmed the theft that she had just commanded and encouraged, and further instructed the rioter, 'Dude, put on gloves!'” prosecutors wrote.

Williams then went to the Rotunda, where she shouted insults at police and urged other rioters to join her in pushing against officers.

Williams spent roughly 90 minutes in the Capitol. After leaving, she climbed on the roof of a parked police car.

Williams destroyed evidence before her arrest, deleting her social media accounts, resetting her iPhone and using software to wipe her computer, according to prosecutors.

Williams bragged online that she stole Pelosi’s gavel, laptop and hard drives and that she “gave the electronic devices, or attempted to give them, to unspecified Russian individuals,” prosecutors said in a June 2022 court filing.

“To date, neither the laptop nor the gavel has been recovered,” they added.

A witness described as a former romantic partner of Williams told the FBI that she intended to send the stolen laptop or hard drive to a friend in Russia who planned to sell it to Russia’s foreign intelligence service. But the witness said Williams kept the device or destroyed it when the transfer fell through, according to the FBI.

When the FBI questioned her, Williams denied stealing the laptop. She accused an ex-boyfriend of fabricating the allegation.

Williams was taken into custody after the jury convicted her on Nov. 21.

Jan. 6 rioter charged in theft of Nancy Pelosi's laptop sentenced 

GROVESPRING, Mo (AP) — A car was swept away and two passengers drowned early Friday in Missouri during torrential rains that were part of a severe weather system roaring across parts of the Midwest and South.

The accident happened just after midnight in a sparsely populated area of southwestern Missouri. Authorities said six young adults were in the vehicle that was swept away as the car tried to cross a bridge over a flooded creek in the town of Grovespring.

Four of the six made it out of the water. The body of Devon Holt, 20, of Grovespring, was found at 3:30 a.m., and the body of Alexander Roman-Ranelli, 19, of Springfield, was recovered about six hours later, Missouri State Highway Patrol Sgt. Thomas Young said.

The driver told authorities that the rain made it difficult to see that water from a creek had covered the bridge, Young said.

Meanwhile, the search continued in another southwestern Missouri county for a woman who was missing after flash flooding from a small river washed a car off the road. The Logan Rogersville Fire Protection District said the victim's dog was found safe, but there was no sign of the woman. Two others who were in the car were rescued. Crews planned to use boats and have searchers walking along the riverbank.

Some parts of southern Missouri saw nearly 3 inches (8 centimeters) of rain Thursday night and into Friday morning as severe weather hit other areas. A suspected tornado touched down early Friday in north Texas as a volatile storm system threatened to spawn tornadoes in several Southern states.

Matt Elliott, warning coordination meteorologist at the National Oceanic and Atmospheric Administration’s Storm Prediction Center in Norman, Oklahoma, said severe weather is expected across several states.

“We’re talking several tornadoes, including some that might be strong and intense,” Elliott said.

The Storm Prediction Center warned the greatest threat of tornadoes would come Friday afternoon and evening in portions of Arkansas, Louisiana, Mississippi and Tennessee. Storms with damaging winds and hail were forecast from eastern Texas and southeastern Oklahoma into parts of southeastern Missouri and southern Illinois.

“Now is the time to start checking batteries on your weather radios and making sure you have multiple ways to receive weather warnings, but also having a plan so that if storms start approaching your area and warnings are issued you’re able to get yourself and your family to a place that’s safe,” Elliott said.

Louisiana Gov. John Bel Edwards warned of potential tornados reaching the state overnight and urged residents to prepare for severe weather, including damaging winds and hail. The risk of personal vulnerability increases with overnight severe weather as residents are less likely to receive warnings because they are asleep and tornadoes are more difficult to spot, according to the National Weather Service.

In Texas, a suspected tornado struck about 5 a.m. in the southwest corner of Wise County, damaging homes and downing trees and power lines, said Cody Powell, the county's emergency management coordinator. Powell said he had no reports of injuries.

The weather service had not confirmed a tornado, but damage to homes was also reported in neighboring Parker County, said meteorologist Matt Stalley. Investigators likely will go to the area later Friday to make that determination.

The two areas are about 10 miles (16 kilometers) apart on the western edge of the Dallas-Fort Worth metroplex, and Stalley said the storm system was expected to move east of the region by early Friday afternoon.

MSHP: 2 dead in Missouri flash flooding

SUMNER COUNTY —Law enforcement authorities are investigating a fatal officer-involved shooting.

On Friday afternoon, the Kansas Turnpike Authorities notified the Oklahoma Highway Patrol that a bank robbery suspect was southbound on Interstate 35, according to a statement from the Patrol.

A Port of Entry officer saw a vehicle enter Oklahoma that matched the description of the robbery suspect’s vehicle.

 A trooper located the vehicle and a short pursuit ensued. During that pursuit, the suspect fired at troopers, who also fired back. The suspect fled on foot in the area of Interstate 35 and Highway 412. 

There was another exchange of gunfire. The suspect is deceased. No troopers were harmed. Authorities have not released the name of the suspect or additional details.

Kan. bank robbery suspect killed in gunfight on turnpike

BARTON COUNTY—Authorities investigating the home explosion in Great Bend have confirmed the identity of the man who died as&nbsp;48-year-old Ryan Neil Kleweno, according to Police Lt. Heather Smith.&nbsp; "He lived in the home."

The explosion at the home in the 700 Block of 10th Street just after 3a.m. Wednesday&nbsp;was caused by a gas leak, according to a statement from Deputy Fire Chief Brent Smith.

&nbsp;Kleweno was transported to a local hospital for treatment and later to the burn unit in a Wichita hospital where he died.

 Crews were able to quickly extinguish the fire and secure the scene. Tenth street was closed for approximately an hour while debris was removed from the roadway.

Testing showed that the gas line from the main to the structure was intact and was not leaking, according to Smith.

 There was significant damage to neighboring structures and vehicles. The cause of the explosion was investigated by the Great Bend Fire Department and the Office of the Kansas State Fire Marshal.&nbsp;

 </figure>BARTON COUNTY—Authorities investigating the home explosion in Great Bend have confirmed the identity of the man who died as&nbsp;48-year-old Ryan Neil Kleweno, according to Police Lt. Heather Smith.&nbsp; "He lived in the home."The explosion at the home in the 700 Block of 10th Street just after 3a.m. Wednesday&nbsp;was caused by a gas leak, according to a statement from Deputy Fire Chief Brent Smith.&nbsp;Kleweno was transported to a local hospital for treatment and later to the burn unit in a Wichita hospital where he died. Crews were able to quickly extinguish the fire and secure the scene. Tenth street was closed for approximately an hour while debris was removed from the roadway.Testing showed that the gas line from the main to the structure was intact and was not leaking, according to Smith. There was significant damage to neighboring structures and vehicles. The cause of the explosion was investigated by the Great Bend Fire Department and the Office of the Kansas State Fire Marshal.&nbsp;

While it’s not the first time the U.S. and Iran have traded strikes in Syria, the attack and the U.S. response threaten to upend recent efforts to deescalate tensions across the wider Middle East, whose rival powers have made steps toward détente in recent days after years of turmoil.

U.S. Defense Secretary Lloyd Austin said in a statement that the American intelligence community had determined the drone was of Iranian origin, but offered no other immediate evidence to support the claim. The drone hit a coalition base in the northeast Syrian city of Hasaka. The wounded included five American service members and a U.S. contractor.

Austin said the strikes were a response to the drone attack “as well as a series of recent attacks against coalition forces in Syria” by groups affiliated with the Revolutionary Guard.

Iran relies on a network of proxy forces through the Mideast to counter the U.S. and Israel, its arch regional enemy. The U.S. has had forces in northeast Syria since 2015, when they deployed as part of the fight against the Islamic State group, and maintains some 900 troops there, working with Kurdish-led forces that control around a third of Syria.

The U.S. airstrikes hit targets in three towns in eastern Syria, activists said. Overnight, videos on social media purported to show explosions in Deir el-Zour, a strategic province that borders Iraq and contains oil fields. Iranian-backed militia groups and Syrian forces control the area, which also has seen suspected airstrikes by Israel in recent months allegedly targeting Iranian supply routes.

According to a defense official, the U.S. counter strikes were conducted by F-15 fighter jets flying out of al-Udeid Air Base in Qatar. The official spoke on condition of anonymity to discuss military operations.

According to a U.S. official, the U.S. F-15s struck three locations, all in the vicinity of Deir el-Zour.

The activist group Deir Ezzor 24, which covers news in the province, said the American strikes killed four people and wounded a number of others, including Iraqis.

The Syrian Observatory for Human Rights, an opposition war monitor, put the death toll from U.S. strikes at 11 Iranian-backed fighters — including six at an arms depot in the Harabesh neighborhood in the city of Deir el-Zour and five others at military posts near the towns of Mayadeen and Boukamal.

Rami Abdurrahman who heads the Observatory said three rockets were fired earlier Friday at al-Omar oil field in Deir el-Zour that houses U.S. troops, an apparent retaliation to the American strikes.

An official with an Iran-backed group in Iraq said the strikes on eastern Syria early Friday killed seven Iranians. The official spoke on condition of anonymity in line with regulations.

Deir Ezzor 24 and the Observatory had no details on whether the new wave of airstrikes Friday night on the city of Deir el-Zour inflicted any casualties.

The Associated Press could not immediately independently confirm the activist reports. Iran and Syria did not immediately acknowledge the strikes, nor did their officials at the United Nations in New York respond to requests for comment from the AP.

Diplomacy to deescalate the exchange appeared to begin immediately. The foreign minister of Qatar spoke by phone with U.S. National Security Adviser Jake Sullivan as well as Iranian Foreign Minister Hossein Amirabdollahian, the Qatari state news agency report. Austin said he authorized the retaliatory strikes at the direction of President Joe Biden.

“As President Biden has made clear, we will take all necessary measures to defend our people and will always respond at a time and place of our choosing,” Austin said. “No group will strike our troops with impunity.”

The U.S. under Biden has struck Syria previously over tensions with Iran — in February and June of 2021, as well as August 2022.

Dareen Khalifa, a senior Syria analyst with the Brussels-based International Crisis Group, said that while Thursday’s exchange of strikes comes at a sensitive political moment due to the “overall deterioration of U.S.-Iran relations and the stalling of the nuclear talks,” she does not expect a significant escalation.

“These tit-for-tat strikes have been ongoing for a long time,” Khalifa said, although she noted that they usually do not result in casualties.

While “the risk of an escalatory cycle is there,” she said, “I think the Biden administration won’t be eager to escalate in Syria now and will instead have a relatively measured response.”

Since the U.S. drone strike that killed Revolutionary Guard Gen. Qassem Soleimani in 2020, Iran has sought “to make life difficult for U.S. forces stationed east of the Euphrates,” said Hamidreza Azizi, an expert with the German Institute for International and Security Affairs.

“Iran increased its support for local proxies in Deir el-Zour while trying to ally with the tribal forces in the area,” Azizi wrote in a recent analysis. “Due to the geographical proximity, Iraqi groups also intensified their activities in the border strip with Syria and in the Deir el-Zour province.”

The strikes come during the Muslim holy month of Ramadan.
