MANHATTAN — Kansas Gov. Laura Kelly is the featured speaker for the<a href="https://www.k-state.edu/landon/" target="_blank">&nbsp;Landon Lecture Series</a>&nbsp;at Kansas State University.

The lecture at the Forum Hall at the K-State Student Union will help celebrate the&nbsp;<a href="https://www.k-state.edu/about/history-traditions/" target="_blank">161st anniversary</a>&nbsp;of the founding of the first land-grant university in the nation.

Kelly’s lecture will center around the health of the state of Kansas, its residents and its politics.&nbsp;

With a four-term tenure as a state senator and currently serving as the 48th governor of Kansas, Kelly has dedicated her career to advocating for children and families. As governor, she has collaborated with both political parties to achieve a balanced state budget, secure funding for schools, address the state’s infrastructure needs, reform the child welfare system and achieve record-breaking business investment and job creation. Kelly concluded her first term with the largest budget surplus in state history while reducing taxes for working families.

In her second term as governor, Kelly continues her efforts to make Kansas the premier place in the country to raise a family. Her focus includes expanding accessible healthcare, supporting early childhood development and ensuring prosperity reaches every corner of the state.

“Sending my deepest sympathies and condolences in the wake of your devastating loss. With love, Taylor Swift,” read the messages accompanying the posts.

Lopez-Galvan, 43, was shot Wednesday as she celebrated the Chiefs' Super Bowl win with her husband, young adult son and hundreds of thousands of other fans at the city's Union Station. Lopez-Galvan hosted “Taste of Tejano” on local radio station KKFI-FM, as Lisa G. The mother of two had deep roots&nbsp;<a href="https://apnews.com/article/chiefs-super-bowl-parade-shooting-kansas-city-278e2d3e2cfece1cbe958511e54127ad">in Kansas City,</a>&nbsp;and was one of the few Latina DJs in the area.

“She was an amazing mother, wife, daughter, sister, aunt, cousin, and friend to so many. We ask that you continue to keep her family in your prayers as we grieve the loss of her life,” the GoFundMe description reads. The fundraised had amassed over $200,000 as of Friday morning.

Twenty-two others, half of whom were under 16, were wounded in the shooting. Investigators are still trying to identify who is responsible, but say&nbsp;<a href="https://apnews.com/article/chiefs-super-bowl-parade-shooting-kansas-city-62e69a17b469b854afd7bcc3f548d1fc">a dispute may have led to the shooting.</a>&nbsp;Police have two juveniles in custody and are trying to determine whether others were involved.

Taylor Swift donates $100,000 to family of the woman killed in Chiefs parade shooting

KANSAS CITY —A jury last week convicted a Kansas City man of four counts of Aggravated Rape in the 1st Degree for assaults of a girl under the age of 12, according to Jackson County Prosecutor Jean Peters Baker.

Brandon Williams, 23, will be sentenced on April 4, but the four convictions each require sentences of Life without Parole for a period of at least 30 years or a total of 120 years.

According to court records, the victim reported being raped by the defendant repeatedly and consistently for a period of two years.

Assistant Prosecuting Attorneys Dani Sediqzad and Andrea Herron prosecuted the case on behalf of the state of Missouri.

Jury: Kansas City man guilty of violent child sex crimes

NEW YORK (AP) — The Biden administration eased some of the restrictions on banking giant Wells Fargo, saying the bank has sufficiently fixed its toxic culture after years of scandals.

The news sent Wells Fargo's stock up sharply Thursday as investors speculated that the bank, which has been kept under a tight leash by regulators for years, may be able to rebuild its reputation and start growing again. The bank's shares closed up 7.2% to $52.04, its highest level since March 2022, in extremely active trading.

The Office of the Comptroller of the Currency, the regulator of big national banks like Wells Fargo, on Thursday terminated a consent order that had been in place since September 2016. The order required the bank to overhaul how it sold financial products to customers and provide additional consumer protections, as well as employee protections for whistleblowers.

That consent order was put into place after a series of newspaper and government investigations in 2016 found Wells Fargo to have a poisonous sales culture that pressured employees into selling multiple products to customers even though the products were not needed. Employees — who worked at “stores” not bank branches — were forced to open millions of unauthorized accounts. Customers had their identities stolen and their credit scores impacted. Of the millions of customers effected, a disproportionate number were non-English speaking Americans.

The scandal severely tarnished the reputation of San Francisco-based Wells Fargo, which eight years ago was considered one of the best-run banks in the country by investors and analysts.

Since the scandal broke, Wells Fargo overhauled its board of directors and management, paid more than a billion dollars in fines and penalties, and has spent eight years trying to show the public that the bad practices are a thing of the past. The scandal led to unionization efforts at some branches as employees protested how managers pushed unreasonable sales goals.

In a brief statement Thursday, the Comptroller of the Currency said that Wells Fargo's “safety and soundness” and “compliance with laws and regulations does not require the continued existence of the Order."

The decision is a major victory for Wells Fargo's management and Charles Scharf, who took over as CEO in 2019.

“Confirmation from the OCC that we have effectively implemented what was required is a result of the hard work of so many of our employees, and I’d like to thank everyone at Wells Fargo involved for their dedication to transforming how we do business,” Scharf said in a prepared statement.

Citigroup banking analyst Keith Horwitz said in a note that the OCC's decision was “positive proof” that Wells Fargo's management was making the right decisions to fix the company's culture.

There remains in place a Federal Reserve consent order against Wells Fargo as well as a requirement by the Fed that bank grow no bigger than its current size until it fixes its sales culture. The Fed declined to comment, but the OCC's decision is likely to pressure the Fed to make its own decision regarding its restrictions on Wells Fargo.

Including the Fed's order, Wells Fargo still has eight consent orders that govern its operations. That's down from 14 when Scharf took over the bank. Management says they still have work to do.

“We’ve changed the company across a number of dimensions," said Scott Powell, Well Fargo's chief operating officer, in an interview. Powell joined the bank roughly around the same time as Scharf.

KANSAS CITY —In the wake of the mass shooting at the Union Station victory celebration, the Jackson County prosecutor's office has scheduled a second counseling session for those in need on Friday, and are also offering a new hotline -- (816) 881-1540 -- for persons seeking counseling, according to Jackson County Prosecutor Jean Peters Baker.

On Friday, 11;30 a.m. to 2:30 p.m., counselors and service providers will be available at Redemptorist Church, 3333 Broadway (located at the corner of Linwood and Broadway). Counseling is free and will be done confidentially. Parking can be found in the circle drive or a parking lot south of the church's main entrance.

The Jackson County Prosecutor's office organized a counseling session Thursday at United Church of Christ, 205 W. 65th Street. Several persons sought counseling, including children. 

The shootings that marred the Kansas City Chief’s victory parade and rally on Wednesday marred are the type of events that can leave deep emotional trauma for persons involved or persons who witnessed the violence. 

Family members can also be greatly impacted. The prosecutor’s office has staff trained to engage individuals dealing with such emotional trauma. We also are enlisting other local agencies that provide such counseling. 

They included Kansas City Mothers In Charge, Ad Hoc Group Against Crime, the Child Protection Center and victim advocates from the prosecutor's office.

The prosecutor's office thanks United Church of Christ, located in Brookside at 205 W. 65th Street, for making space available with little notice.&nbsp;

New hotline available for counseling following rally shooting

JERUSALEM – A U.S. Coast Guard cutter, forward deployed to the U.S. Central Command (CENTCOM) area of responsibility, seized advanced conventional weapons and other lethal aid originating in Iran and bound to Houthi-controlled areas of Yemen from a vessel in the Arabian Sea the&nbsp; U.S. Central Command revealed in a statement Thursday.

The U.S. Coast Guard Sentinel-class fast-response cutter USCGC Clarence Sutphin Jr (WPC 1147), assigned to U.S. Naval Forces Central Command, located the vessel and boarded it in the Arabian Sea Jan. 28.

 The boarding team discovered over 200 packages that contained medium-range ballistic missile components, explosives, unmanned underwater/surface vehicle (UUV/USV) components, military-grade communication and network equipment, anti-tank guided missile launcher assemblies, and other military components.

The direct or indirect supply, sale or transfer of such aid violates U.N. Security Council Resolution 2216 (as extended and renewed by resolutions 2675 and 2707).

“This is yet another example of Iran’s malign activity in the region, ” said Gen. Michael Erik Kurilla, CENTCOM commander. “Their continued supply of advanced conventional weapons to the Houthis is in direct violation of international law and continues to undermine the safety of international shipping and the free flow of commerce.”

CENTCOM is committed to working with our allies and partners to counter the flow of Iranian lethal aid in the region by all lawful means including U.S. and U.N. sanctions and through interdictions.

KCPD, FBI seek photos and video from Union Station shooting

SHAWNEE COUNTY —Law enforcement authorities are investigating another deadly shooting in Topeka have identified the victims as Katleynn M. Herring, 25, and Jason M. Herring, 44, both of Topeka, according to P olice Lt. Edward Stanley.

Just after 8p.m. Thursday, police&nbsp;responded to a shooting in 2200 block of SW Wilmington Court, according to Police Lt. Donna Eubanks.

First responders found two individuals with apparent gunshot wounds. They were pronounced deceased at the scene.

Police have located all involved parties and there is no threat to the public. Detectives are investigating this incident as a murder suicide, according to Stanley.

Police ID 2 dead after shooting at Kansas home

JOHNSON COUNTY —A Kansas teen is going to prison for a deadly crash in May of 2023.

Last week Judge Brenda Cameron sentenced Zakary Ignowski, 19, to just over 8-years in prison, according to the Johnson County District Attorney's office.

Just after 4:30p.m. May 14 of last year, Ignowski was involved in a two vehicle crash at Blackfish Parkway and Lackman Road, according to Shawnee, Kansas police. The other drivers Leland R. Scott, 71, died at the scene. A 69-year-old passenger was transported for treatment of critical injuries.

&nbsp;Ignowksi who was just 17 at the time of the crash was driving with breath alcohol concentration of .08 or more, according to court documents.&nbsp;The district attorney filed a motion requesting a waiver to adult status in the case.

Prison time after deadly Kan. crash when he was 17-years-old

FRANKLIN COUNTY —&nbsp;The Kansas Bureau of Investigation (KBI) and the Franklin County Sheriff’s Office arrested a man related to the death of his newborn son.

Just after 6:30p.m. Wednesday, KBI agents and deputies arrested Jason P. Marnell, 24, of Richmond, Kansas, during a traffic stop near Highway 59 and Clark Road., north of Richmond, according to a media release from the KBI. Marnell was arrested on a warrant for first-degree murder and abuse of a child.

Just after 10:30a.m.&nbsp; Jan. 14,&nbsp; Franklin County sheriff’s deputies responded to a medical call at 304 E. Central Street in Richmond. Upon arrival they found an unresponsive infant. Life-saving measures were attempted and the baby was transported to an Ottawa hospital. The infant was later identified as 1-month-old Waylon S. Marnell.

Waylon was later transferred to Children’s Mercy Hospital in Kansas City in critical condition. The KBI was asked to assist in the investigation on Jan. 17. On Jan. 28, Waylon was removed from life-support, and he died around 3 p.m.

The investigation led agents and deputies to believe Marnell was responsible for the injuries that caused Waylon’s death. Marnell was booked into the Franklin County Jail.&nbsp;

WASHINGTON (AP) — The White House publicly confirmed on Thursday that Russia has obtained a “troubling” emerging anti-satellite weapon but said it cannot directly cause “physical destruction” on Earth.

White House National Security Council spokesperson John Kirby said U.S. intelligence officials have information that Russia has obtained the capability but that such a weapon is not currently operational. U.S. officials are analyzing the information they have on the emerging technology and have consulted with allies and partners on the matter.

“First this is not an active capability that’s been deployed and though Russia’s pursuit of this particular capability is troubling, there is no immediate threat to anyone’s safety," Kirby said. "We’re not talking about a weapon that can be used to used to attack human beings or cause physical destruction here on Earth.’’

The White House confirmed its intelligence after a&nbsp;<a href="https://apnews.com/article/congress-national-security-6a4497fc2d74ebbe2ab3483ba43e09b3">vague warning</a>&nbsp;Wednesday from the Republican head of the House Intelligence Committee, Ohio Rep. Mike Turner, urged the Biden administration to declassify information about what he called a serious national security threat.

Kirby said that the process of reviewing and declassifying information about the Russian capability was underway when Turner “regrettably” released his statement.

“We have been very careful and deliberate about what we decide to declassify downgrade and share w the public,” he added.

Russia has downplayed the U.S. concern about the capability.

In Moscow, Kremlin spokesperson Dmitry Peskov described the claims about a new Russian military capability as a ruse intended to make the U.S. Congress support aid for Ukraine.

“It’s obvious that Washington is trying to force Congress to vote on the aid bill by hook or by crook,” Peskov said in remarks carried by Russian news agencies. “Let’s see what ruse the White House will use.”

The capability is space based and would violate an international space treaty, to which more than 130 countries have signed onto, including Russia.

The White House said it would look to engage the Russians directly on the concerns. Even as the White House sought to assure Americans, Kirby acknowledged it was a serious matter.

The Kansas Highway Patrol reported a 1991 Robbins Wesley&nbsp;RV-4 Fixed Wing Aircraft piloted by Sidney O. Mead, 71, Wichita, was flying from Eisenhower Airport to Newton City County Airport when the engine failed and wound not restart.

The pilot landed the aircraft in a field, on its wheels, with no damage to the aircraft and no injury.

Engine failure: Small plane forced to land in Kansas field

JACKSON COUNTY —One person died in an accident just before 6a.m. Thursday in Jackson County.

Lance Cpl. Donavan Davis&nbsp;and four other decorated Marines were assigned to Marine Heavy Helicopter Squadron 361, Marine Aircraft Group 16, 3rd Marine Aircraft Wing and were based at Marine Corps Air Station Miramar in San Diego.

The Super Stallion vanished late Tuesday night on its way back to Miramar from Creech Air Force Base during&nbsp;<a href="https://apnews.com/article/california-storms-atmospheric-river-383921ec5cc4b41a0b454b236476da5a">a historic storm</a>. The craft was discovered Wednesday morning near the mountain community of Pine Valley.

&nbsp;Donovan Davis&nbsp; was the CH-53E helicopter crew chief.  Davis enlisted in the Marine Corps on September 3, 2019, and was promoted to the rank of Lance Corporal on January 1, 2024. His decorations include the Global War on Terrorism Service Medal, National Defense Service Medal, and a Sea Service Deployment Ribbon

“Lance Cpl. Davis’s life was cut tragically short while serving our country. We will not forget the sacrifices he and the four other young marines made to protect our freedom,” Governor Laura Kelly said. “My condolences go out to these heroes' families and loved ones.”

Flags at half-staff Friday to honor Kansas Marine killed in helicopter crash

SALINE COUNTY —The Kansas Highway Patrol continues to see more drivers traveling well above the posted speed limit.

On Thursday,&nbsp; KHP Lieutenant Craig Davis had an encounter with a 2011 BMW on Interstate 70, checking its speed at 151 mph,&nbsp;76 mph over the speed limit, according to a social media report from the KHP.

As Lieutenant Davis moved to intercept, the BMW continued its high-speed journey until the Salina Police Department intervened, stopping it for going 94 mph near the city limits.

Since February 8, the KHP has recorded a number of others driving far over the speed limit, as shown in a social media report by KHP Trooper Tod Heilman.

The Kansas Highway Patrol reported two traffic stops for 100-plus miles per hour within 6 miles in the same afternoon, and both vehicles had children in the car, according to a social media report Monday.

The resulting fine for Lieutenant Davis's efforts on Thursday alone amounted to $993, not including the second ticket from Salina Police.

KHP: Driver was traveling 151 mph on Interstate 70

KANSAS CITY, MO— The mass shooting that unfolded at the conclusion of the Kansas City Chiefs’&nbsp;Super Bowl parade and rally appeared to stem from a dispute between several people, authorities said Thursday.

Police Chief Stacey Graves said that the 22 people wounded in the shooting ranged between the ages of 8 and 47 years old - half were under the age of 16. A mother of two was also killed.

Three people were detained, including two juveniles, and firearms were recovered during the mayhem, police said. But, investigators are calling for witnesses, people with cellphone footage and victims of the violence to call a dedicated hotline.

"We are working to determine the involvement of others. And it should be noted we have recovered several firearms. This incident is still a very active investigation,” Graves said at a news conference.

University Health spokesperson Leslie Carto said two of the eight gunshot victims brought to the hospital are still in critical condition. One is in stable condition. The other five have been discharged. The hospital also treated four people from the rally who had non-gunshot injuries. Three of those patients were discharged.

Stephanie Meyer, chief nursing officer for Children’s Mercy Kansas City, said it was treating 12 patients from the rally, including 11 children between the ages of 6-15 - many of whom suffered gunshot wounds. All are expected to recover.

St. Luke’s Hospital spokesperson Emily Hohenberg said one gunshot victim at the hospital remains in critical condition. Four people who suffered injuries while fleeing the aftermath of the shooting were treated and released.

The shooting&nbsp;outside Union Station occurred, despite the presence of more than 800 police officers who were in the building and nearby, including on top of nearby structures. Mayor Quinton Lucas doesn't expect to cancel the upcoming St. Patrick’s Day parade in Kansas City.

“We have parades all the time. I don’t think they’ll end. Certainly we recognized the public safety challenges and issues that relate to them,” Lucas said.

It's unclear exactly how many people attended the Chief's Super Bowl parade.&nbsp;Witnesses described confusion as gunshots began, sounding to some like fireworks.

Some people didn’t run at first, but others immediately scrambled for cover. The rally music initially continued playing, despite the havoc.

Social media users posted shocking video of police running through Wednesday's crowded scene as people scrambled for cover and fled.

One video showed someone apparently performing chest compressions on a victim as another person, seemingly writhing in pain, lay on the ground nearby. People screamed in the background.

Another video showed two people chase and tackle a person, holding them down until two police officers arrived. It was not immediately clear if the person he held down was involved in the shooting.

The&nbsp;woman killed in the shooting&nbsp;was identified by radio station KKFI-FM as host Lisa Lopez-Galvan.

Kansas City has long struggled with gun violence, and in 2020 it was&nbsp;among nine cities&nbsp;targeted by the U.S. Justice Department in an effort to crack down on violent crime. In 2023, the city matched a record with 182 homicides, most of which involved guns.

Lucas has joined with mayors across the country in calling for new laws to reduce gun violence, including mandating universal background checks.

“We did everything to make this event as safe as possible,” Lucas, a Democrat, said in an interview. "But, as long as we have fools who will commit these types of acts, as long as we have their access to firearms with this level of capacity, then we may see incidents like this one.”

The parade and rally were the third in five years after Chiefs' Super Bowl wins. Lucas said it may be time to reconsider how to handle the next one if they win again, perhaps holding a “vastly smaller event” at Arrowhead Stadium, with fans going through metal detectors.

A mother of two was also killed.Three people were detained, including two juveniles, and firearms were recovered during the mayhem, police said. But, investigators are calling for witnesses, people with cellphone footage and victims of the violence to call a dedicated hotline."We are working to determine the involvement of others. And it should be noted we have recovered several firearms. This incident is still a very active investigation,” Graves said at a news conference.University Health spokesperson Leslie Carto said two of the eight gunshot victims brought to the hospital are still in critical condition. One is in stable condition. The other five have been discharged. The hospital also treated four people from the rally who had non-gunshot injuries. Three of those patients were discharged.Stephanie Meyer, chief nursing officer for Children’s Mercy Kansas City, said it was treating 12 patients from the rally, including 11 children between the ages of 6-15 - many of whom suffered gunshot wounds. All are expected to recover.St. Luke’s Hospital spokesperson Emily Hohenberg said one gunshot victim at the hospital remains in critical condition. Super Bowl parade shooting may have stemmed from dispute among several people

KANSAS CITY—One person died in an accident just before 3p.m. Wednesday in Kansas City.

A&nbsp; Lincoln MKZ sedan was southbound on Prospect Avenue at a high rate of speed, according to Police Captain Jake Becchina.&nbsp; Just south of 63rd Street, a gray Lincoln MKX SUV was exiting a parking garage and making a left turn onto northbound Prospect. 

The sedan struck the front end of the SUV,&nbsp; continued southbound across the northbound lanes of Prospect, traveling off the east side of the roadway and struck a large tree. 

&nbsp;The driver of the MKZ was pronounced deceased at the scene. The front seat and rear seat passengers of the MKZ were both transported to a local hospital with critical injuries.&nbsp;The driver of the MKX was uninjured in the collision. Police have not released the name of the victim. The accident remains under investigation.

KCPD: 1 dead, 2 critically injured after car, SUV crash 

KANSAS CITY —The shootings at Union Station following the Kansas City Chief’s victory parade on Wednesday marred a beautiful celebration, according to a statement from Jackson County Prosecutor&nbsp;Jean Peters Baker.

"These horrible events can create deep emotional trauma for persons involved or persons who witnessed the violence. Family members can also be greatly impacted."&nbsp; The Jackson County prosecutor’s office has staff trained to engage individuals dealing with such emotional trauma. We also are enlisting other local agencies that provide such counseling.&nbsp;

Persons will be able to talk to a counselor or social worker at United Church of Christ, located in Brookside at 205 W. 65th Street, from 11a.m. - 2 p.m. Thursday. Services offered are free and we encourage everyone who needs help to come by for confidential information.

Other agencies who will be assisting include the Child Protection Center. Counseling will be free.

Individuals can reach the church office at 816-523-4813. Parking is available on the street. You can also dial 988 to reach a crisis counselor. &nbsp;&nbsp;

Free counseling services offered following KC rally shooting

SALINE COUNTY —Law enforcement authorities investigating a deadly Kansas crash have made an arrest in the case.

According to online booking records, 21-year-old Abygail Emalee Aaron of Wichita was booked into the Saline County Jail just after 12:30p.m. Tuesday on requested&nbsp; charges of&nbsp;second-degree murder, driving under the influence, improper driving on laned roadway and drive on left side of roadway.

On February 15, of 2023, The Kansas Highway Patrol reported a 2000 Toyota Tundra driven by Aaron was southbound on Interstate 135 just south of Water Well Road at approximately 1a.m.

The pickup crossed the center median and struck a 2016 Ford F150 driven by Jose M.&nbsp;Rodriguez, 41, Salina, on the shoulder of the northbound lanes.

EMS transported Rodriguez and a passenger in the Ford identified as Daisha J. Endsley, 26, Salina, to Salina Regional Health Center where Endsley was pronounced deceased.&nbsp; EMS also transported&nbsp;Aaron to Wesley Medical Center.&nbsp; She remains jailed. Online booking records do not list a bond for her.

Driver arrested for alleged DUI crash that killed Kansas woman

LOGAN COUNTY —Law enforcement authorities are investigating another reported theft of cattle in Kansas.

On Wednesday, the Logan County Sheriff reported approximately 30 weaned calves. black and red angus mix with some baldies, 450 to 500 pounds were missing from Southern Logan County.

On November 17, 2023, the Pottawatomie County Sheriff’s Office took a report of five black Angus cattle allegedly stolen from the 17000 block of Onaga Road, Onaga, Kansas, according to a media release.

The cattle are branded on their left hip and also had white ear tags. All five of the stolen cows had calves, and the calves were still present but not the cows.&nbsp;

In October, a dozen calves and a cow were stolen from from rancher Dan Oeding approximately 5 miles southeast of Wamego, according to the Wabaunsee County Sheriff. Livestock missing include Black Angus or Wagyu calves, one red calf and one Black Angus cow.

Anyone with information about the incident should contact the Wabaunsee County Sheriff at 785-765-3323. There is a reward offered&nbsp; for information that leads to the arrest of those who stole the cattle.

In August, Reno County Sheriff's Office said Circle H Cattle Company reported fifteen 400 to 500 pound calves stolen from the area of US 50 and Sterling Road, according to a social media report. The cattle went missing sometime between July 29, and August 6.

In mid-July, the Kansas Livestock Associated reported 17-head of 200-350 pound calves were stolen ten miles northeast of Atwood, according to a media release from the Rawlins County sheriff's office. The calves&nbsp; carried fresh brands of V arrow high on the right hip.

In April, the Sheridan County Sheriff's Department asked for the public's assistance in a case involving eighty 80 head of cattle missing from South of Hoxie, Kansas.

More cattle thefts under investigation in Kansas

KANSAS CITY (AP) — The Missouri Supreme Court on Wednesday rejected the latest attempt by Republican state officials to block taxpayer dollars from going to Planned Parenthood, citing a failure in the state's legal appeal.

The high court's decision upholds a&nbsp;<a href="https://apnews.com/article/abortion-health-missouri-planned-parenthood-st-louis-1e54f2e9087e72e7ad65c8b1862e06c4?utm_source=copy&amp;utm_medium=share">ruling by a trial judge</a>, who found that a 2022 funding bill violated the state constitution. The budget bill sought to bar Medicaid health care dollars from going to Planned Parenthood because its affiliates elsewhere performed abortions. But the Supreme Court's ruling was based on procedural grounds, not the merits of the claims.

The court said a trial judge had blocked the provisions in the funding bill for two reasons — because they violated the state constitution's requirement that legislation contain a single subject and because they infringed on equal protection rights. The Supreme Court said Republican Attorney General Andrew Bailey's office failed to appeal the equal protection claim and it thus must stand. As a result, the court said there was no reason to address the single-subject claim.

Bailey's office did not immediately respond to requests for comment Wednesday.

Planned Parenthood said in a statement that the court had reaffirmed patients' rights to receive its services for such things as cancer screenings and birth control.

“Over and over again, the courts have rejected politicians’ ongoing attempts to deprive patients of their health care by unconstitutionally kicking Planned Parenthood out of the Medicaid program,” the organization said in a joint statement from Yamelsie Rodriguez, president and CEO of Planned Parenthood of the St. Louis Region and Southwest Missouri, and Emily Wales, president and CEO of Planned Parenthood Great Plains.

Missouri's Republican-led Legislature has&nbsp;<a href="https://apnews.com/article/abortion-missouri-funding-planned-parenthood-530ec36d6e079f9ee3d25b3d7d95c449?utm_source=copy&amp;utm_medium=share">tried for years to block</a>&nbsp;any health care funding from going to Planned Parenthood because of its association with abortion. That has continued even though Planned Parenthood no longer performs abortions in Missouri. A state law prohibiting most abortions took effect after the&nbsp;<a href="https://apnews.com/article/abortion-supreme-court-decision-854f60302f21c2c35129e58cf8d8a7b0?utm_source=copy&amp;utm_medium=share">U.S. Supreme Court overturned</a>&nbsp;a nationwide right to abortion in June 2022.

Lawmakers were able to stop money from going to Planned Parenthood in the 2019 fiscal year by forgoing some federal funding to avoid requirements that the clinics be reimbursed if low-income patients go there for birth control, cancer screenings and other preventative care. Missouri instead used state money to pay for those services.

Mo. Supreme Court: State can't block funding from Planned Parenthood

Eight victims were said to have had 'immediately' life threatening wounds, according to Kansas City Police. Seven are said to have had life threatening wounds. Six suffered minor wounds.

Radio station KKFI said in a Facebook post Wednesday evening that Lisa Lopez-Galvan, host of “Taste of Tejano,” was killed in the shooting.

“This senseless act has taken a beautiful person from her family and this KC Community,” KKFI said in a statement.

Children's Mercy Hospital in Kansas City reported late Wednesday afternoon that they are treating 12 patients - 11 of whom are children, and eight of them are being treated for gunshot wounds.

A Children's spokesperson confirmed Wednesday evening, though, that none of the children being treated there are in critical condition and all are expected to recover.

University Health spokeswoman Nancy Lewis said the hospital was treating eight gunshot victims. Two were in critical condition and six were in stable condition, she said.

The hospital also was treating four people for other injuries resulting from the chaos after the shooting, Lewis said.

Police say three people had been taken into custody.

Two were in critical condition and six were in stable condition, she said.The hospital also was treating four people for other injuries resulting from the chaos after the shooting, Lewis said.Police say three people had been taken into custody.At the conclusion of the Chiefs' Super Bowl parade on Wednesday afternoon, shots were fired west of Union Station near the parking garage, where multiple people were struck, according to police.“This is absolutely a tragedy, the likes of which we never would have expected in Kansas City, the likes of which we’ll remember for some time,” Mayor Quinton Lucas said.Mayor Lucas confirmed that all Chiefs players, coaches and staff members are safe and accounted for.“We are truly saddened by the senseless act of violence that occurred outside of Union Station at the conclusion of today's parade and rally,” the Chiefs said in a&nbsp;statement. “Our hearts go out to the victims, their families and all of Kansas City.”&nbsp;&nbsp;The NFL issued&nbsp;its own statement&nbsp;saying it was “deeply saddened” and adding that its ”thoughts are with the victims and everyone affected.”Chiefs tight end Travis Kelce said he was “heartbroken” by the shooting.“KC, you mean the world to me,” he&nbsp;posted on X, formerly known as Twitter.Quarterback and Super Bowl MVP Patrick Mahomes said in a&nbsp;post on X, “Praying for Kansas City.” He included three emojis of hands in prayer.Offensive tackle Donovan Smith, defensive tackle Mike Pennel and safety Justin Reid were among the Chiefs players offering similar statements of support on social media.“My thoughts and prayers are with everyone affected by today’s incidents — a huge thank you to the first responders who ran towards the sound of danger,” offensive guard&nbsp;Trey Smith&nbsp;posted on X. “You’re the ones who should be celebrated today.”Mayor Lucas said around 800 law enforcement officers were part of the response, including 250 officers from outside agencies."I’m angry at what happened today. The people who came to this celebration should expect a safe environment," Kansas City Police Chiefs Stacey Graves said.Missouri Gov. Mike Parson and First Lady Teresa Parson were at the parade during the gunfire but were unhurt. “Thanks to the professionalism of our security officers and first responders, Teresa and I and our staff are safe and secure,” Parson said in a statement.President Joe Biden has been briefed on the shooting in Kansas City and will continue to receive updates, a White House spokesperson said.Biden said the shooting “cuts deep in the American soul” and called on people to press Congress to ban assault weapons, to limit high-capacity gun magazines and for other gun measures that have been rejected by Republicans.“Today’s events should move us, shock us, shame us into acting. What are we waiting for?” he said.White House officials have been in touch with state and local leaders, and federal law enforcement is on the scene supporting local law enforcement.Social media users posted shocking video. One user’s video showed someone apparently performing chest compressions on a shooting victim as another person, seemingly writhing in pain, lay on the ground nearby. People screamed in the background.Another video showed two people chase and tackle a person, holding them down until two police officers arrived.Areas that had been filled with crowds were empty after the shooting, with police and firefighters standing and talking behind an area restricted by yellow tape.Throngs had lined the route, with fans climbing trees and street poles, or standing on rooftops for a better view. Players rolled through the crowd on double-decker buses, DJs and drummers heralding their arrival.
