ARVADA, Colo. —Four people were injured in a small plane crash into the front yard of a home near Denver.

&nbsp;The single-engine Beechcraft V35A Bonanza took off from Centennial Airport, according to Cassie Pearce, spokesperson for Jefferson County public affairs. The aircraft went down just after 9:30 a.m.&nbsp;in the area of Oberon and Carr Streets.

EMS transported two adults and two juveniles to local hospitals.

The FAA and the National Transportation Safety Board will investigate.

Mo. U.S. Senator signs letter regarding FCC plan to regulate political speech 

IOWA CITY, Iowa — The University of Iowa women's basketball program announced Friday that Ava Jones will medically retire from basketball.

In July of 2022, Jones, a Nickerson High School student was injured in a car/pedestrian accident in Louisville, Kentucky. She was in Louisville for an AAU basketball tournament at the time. Her father died from injuries from the accident.

Jones will remain on scholarship and continue to attend the University of Iowa, according to the athletic department.

Former Kan. high school basketball standout will medically retire

PENNINGTON COUNTY, S.D. -&nbsp;The National Park Service and U.S. Forest Service have confirmed plague as the cause of a prairie dog die off in Badlands National Park, Buffalo Gap National Grassland, and the greater Conata-Badlands ecosystem in South Dakota, based on a test result received last month, according to a statement from the U.S. National Park Service.&nbsp;

The risk to humans remains low, however, plague is concerning. The disease has not been detected in Conata Basin since 2009, when it was responsible for killing more than 80 percent of the remaining population of black-footed ferrets, one of the most endangered mammals in the world.

Plague is a non-native bacterial disease that occurs in rodents and their fleas throughout the western United States. It was introduced into the U.S. from rats aboard ships in the early 1900’s and has since become endemic through the western U.S. Approximately seven human cases occur every year, primarily in the southwestern U.S. and California. 

Most cases are transmitted through the bite of an infected flea, but humans can also be infected through contact with infected rodents, including animal carcasses, or by breathing infectious particles from an infected animal, sick pet, or sick human. South Dakota has never reported a human plague case, although cases in rodents such as prairie dogs were first reported in 2005.&nbsp;

Symptoms usually begin 2-6 days after exposure and include flu-like symptoms such as fever, chills, and muscle aches, as well as painful swelling at the site of a flea bite and the nearest lymph node. Symptoms can progress to blood infection and severe respiratory illness if not treated promptly. 

Plague can be treated with antibiotics but can be fatal if treatment is delayed. Although rare, infections acquired by breathing in infectious bacteria develop symptoms within 1-3 days and are most often fatal if not treated shortly after the onset of symptoms.&nbsp;Plague is a rare disease but is a risk throughout much of the western United States. Plague can be prevented by practicing the following recommendations:

“We are concerned about the impacts to the black-footed ferret population and are taking necessary action to protect this important keystone species,” said Eric Veach, Superintendent of Badlands National Park. “Extensive conservation efforts in 2009 to manage the spread of plague were able to preserve a black-footed ferret population in the Conata-Badlands ecosystem, where the largest free-ranging black-footed ferret population in the world now resides.” The National Park Service, U.S. Forest Service, and conservation partners are working to apply emergency flea control agents to stop the further spread of plague and to monitor for plague activity in the Conata-Badlands ecosystem to protect the black-footed ferret population and reduce any risks to human health. KANSAS CITY—Law enforcement investigating a double-homicide at a home in Kansas City have determined this is an apparent case of domestic violence, according to Sheriff Daryl Forte'

Just after 1a.m. Thursday, responded to a shooting at a home at 32nd and Bellefontaine.

First responders found a man and boy dead inside the home. EMS transported two others, a woman and boy, to the hospital for treatment.

Police are not looking to identify any additional suspects, according to Forte'. Police have not released the names of the

Double homicide at KC home investigated as a domestic violence

SEDGWICK COUNTY —The City of Wichita announced Thursday that it is considering the re-use of the former Park Elementary School facility at&nbsp;1025 N. Main in Wichita as the future Multi-Agency Center (MAC), a one-stop, wraparound homeless services coordinator, as well as space for congregate, non-congregate and emergency housing, according to a media release from the city.

Earlier this year, Wichita Public Schools (WPS) announced it would close six schools before the 2024-2025 school year to reallocate resources. The City approached WPS after the announcement to inquire about the potential availability of Park Elementary as it is ideally located near other homeless service providers and would offer a centralized location for the MAC. 

As such, it is the intent of the City, pending due diligence on the property, to acquire the building from WPS for a nominal fee.If the transaction occurs on schedule, the City intends to use the facility for the 2024-2025 winter emergency shelter and could open the full-service MAC in 2026. 

The property will include a no-barrier, short term shelter open 24 hours a day, seven days a week, year-round and feature comprehensive services to connect unhoused individuals to services and resources to transition them from shelter services into affordable housing.The City will host a community open house this Saturday, June 8, 2024 from 2 pm to 4 pm at the Advanced Learning Library in downtown Wichita to answer questions and address community concerns.

City plans to convert closed Kan. elementary school to homeless shelter

SEDGWICK COUNTY —Wichita Police are trying to locate Anjaliyah S. Orange and Jeremiah Z. Walker as they may have information about a homicide that occurred on June 4, 2024, in the 4800 block of East Funston. 

Just after 9:30p.m. Tuesday, Sedgwick County Emergency Communications received a 911 call reporting a shooting in the 4800 block of East Funston, according to Police Captain Aaron Moses.

Wichita Police, Wichita Fire, and Sedgwick County EMS responded to the scene and found 27- year-old Quentin Gordon suffering from a gunshot wound. He was pronounced dead at the scene.

Wichita Police Department Homicide Investigators, in collaboration with patrol officers, immediately began their investigation. Preliminary findings suggest that Gordon was involved in an argument with another individual when the shooting occurred, indicating that this was not a random act of violence, according to Moses.

Police: Search continues for 2 in Kan. homicide investigation

BATES COUNTY —A Missouri man died in an accident just after 5p.m. Thursday in Bates County.

The Missouri State Highway Patrol reported a 2022 Toyota 4-Runner driven by Michael S. Doll, 64, Kansas City, was southbound on Interstate 49 at the&nbsp;Rich Hill,&nbsp;Osceola&nbsp;exit.

The SUV traveled off the road and struck a bridge pillar.

Doll was pronounced dead at the scene and was transported by the county coroner.&nbsp; He was not wearing a seat belt, according to the MSHP.

Missouri man dies after SUV struck bridge pillar

SHAWNEE COUNTY – On Thursday, the Kansas Bureau of Investigation (KBI) Northeast Child Victims Task Force, along with the KBI Cyber Crime Unit and the Rossville Police Department, executed a search warrant for child sexual abuse material in Rossville, Kansas, according to a media release from the KBI.

At approximately 6:40 a.m., law enforcement officers executed the search warrant for child sexual abuse material at 128 Pearl St in Rossville, Kan. for an investigation that began on January 23, 2024.

One occupant of the home, John Ross, 55, of Rossville, became combative while being detained. During that time, Ross bit a Task Force Agent and broke skin. The Task Force Agent was treated and released.

Ross was transported to Stormont for minor injuries. He was treated and released and is in custody at the Shawnee County Detention Center. Ross was arrested on requested charges of aggravated battery on a law enforcement officer and obstruction of legal process.

Methamphetamine, marijuana, and drug paraphernalia were found at the residence during the search.

The investigation for child sexual abuse material and drug possession remains ongoing, according to the KBI.

KBI: Suspect bit officer during search for child sex abuse material

SEDGWICK COUNTY —Law enforcement authorities are investigating a violent attack on a Kansas teen, have made an arrest and continue to search for another suspect.

Just after noon May 26, police responded to a disturbance in the 400 block of N Dodge in Wichita, according to Wichita Police Captain Aaron Moses. The victim in this case, an 18-year-old girl later arrived at an area hospital with second degree burns to the face and neck believed to be caused by a suspect throwing an acidic liquid on her during a physical fight. This is not believed to be a random incident.

Immediately following the incident, investigators with the WPD Felony Assault unit along with patrol officers began looking for three suspects. On June 5, officers with the Patrol North Community Response Team located and arrested two 18-year-old suspects. According to Sedgwick County booking records, Ye'Kira Acoya Hollins and Tayronnia Jontashia West are being held on requested charges of&nbsp;&nbsp;Aggravated Battery.

Investigators are still attempting to locate a third suspect, a 16-year-old black female of Topeka.

The victim in this case, an 18-year-old girl later arrived at an area hospital with second degree burns to the face and neck believed to be caused by a suspect throwing an acidic liquid on her during a physical fight. This is not believed to be a random incident.<figure>

The Kansas Highway Patrol reported a 2004 Buick LeSabre driven by&nbsp;F Ethan Wayne&nbsp;Fisher, 24, Holton, was&nbsp;eastbound on U.S. 24 approximately one mile east of the U.S. 59 Junction.

The car left the roadway to the right, entered the south ditch, rolled, struck a utility pole, caught fire and was fully engulfed.&nbsp;

Fisher was pronounced dead at the scene and was transported to Frontier Forensics.&nbsp; He was not wearing a seat belt, according to the KHP.

TOPEKA — Jewish studies, philosophy, geography, physics: The Kansas Board of Regents is in the process of determining which underperforming programs at state universities will be chopped and which will be subjected to progress reviews.

Last summer, KBOR research identified undergraduate programs that were more than five years old and did not meet two or more of the board’s metrics for the six state universities.

Standards included having 25 or more students enrolled in the program, producing 10 or more graduates from the program, having 51% or more of graduates working in the region after graduation and student return on investment. That return is evaluated by having a salary of $38,050 or higher, a number determined by the five-year, post-graduation median salary for 2022.

The metrics placed 31 programs at risk. Schools with underperforming programs have three options: axe the program, merge the program with another program in a cost-effective way, or make an action plan to boost metrics within three years.

On Tuesday, regents on the Board Academic Affairs Standing Committee&nbsp;<a target="_blank" href="https://www.kansasregents.org/resources/PDF/About/BAASC_Meetings/_2024_06_04_BAASC_FINAL_.pdf">reviewed program recommendations</a>, the final step before plans go before the full board later this month.

Regent Alysia Johnston said curriculum dealing with identity is important, but performance has to be a factor.

“I think that that’s important as well,” Johnston said. “But I still am sticking to the fact that I believe some of these things, if we’re not meeting three of the four targets, then we’ve got to be able to do something to act, move forward in terms of how we are going to get this on track.”

Earlier this year, regents members discussed the impact of several of these programs, such as Jewish studies and African studies, which offer rigorous research and opportunities but appear to be underperforming by KBOR metrics.

“I don’t want to see those courses go away completely,” said regent Diana Mendoza. “I think they’re valuable, I think we need to continue to offer those opportunities to students, but I also feel like we need to be efficient in the way that we allocate our resources.”&nbsp;

The University of Kansas has the most programs impacted, with 11 under review, 10 of which the university recommended for action and one recommended to merge.

According to the University of Kansas action plan, Jewish studies allows students to participate in influential research, including through The Druze Studies Project, a digital humanities program for studying Druze culture, literature, and history.

Students have received research scholarships and were given the opportunity to write journal articles. The program hosted a “Druze Studies” symposium last year with 25 international scholars attending, another valuable experience, the university’s plan said.

“One of these students is currently in the process of writing a research article as a follow-up to this event, a testament to the lasting impact of their involvement,” the university argued in defense of the program. “This experience has also opened doors for him in the academic publishing landscape, as he was recently hired as the assistant to the editor of the new Druze Studies Journal.”

Emporia State University reviewed two programs. The institution already has phased out or merged 20% of programs following the KBOR-sanctioned decision in 2022&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/09/13/emporia-state-university-is-about-to-suspend-tenure-heres-why-you-should-care/">to fire tenured faculty members</a>, and eliminate programs without explanation for which ones were targeted.

An American Association of University Professors&nbsp;<a target="_blank" href="https://kansasreflector.com/wp-content/uploads/2023/05/aaup_EmporiaState_Final.pdf">investigation</a>&nbsp;later concluded the actions taken by ESU president Ken Hush with<a target="_blank" href="https://kansasreflector.com/2022/09/14/emporia-state-receives-green-light-to-move-rapidly-with-faculty-program-realignment/">&nbsp;regents support</a>&nbsp;were little more than an attack on academic freedom. The investigation concluded university administrators and Kansas Board of Regents members&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/05/01/emporia-state-university-kansas-board-of-regents-members-unfit-to-lead-investigation-finds/">are “unfit to lead.</a>”

Police: 2 wanted in connection with Kan. homicide investigation

KANSAS CITY—Law enforcement authorities are investigating a double-homicide at a home in Kansas City.

Just after 1a.m. Thursday, responded to a shooting at a home at 32nd and Bellefontaine, according to Sheriff Daryl Forte'.&nbsp;

Police released no additional details and have not reported an arrest.

On Wednesday, the Overland Park Police Department received a report that a ride-share driver had his vehicle stolen near W 135th and Switzer, according to a media release.

 Officers discovered that the ride-share driver was approached by a suspect who displayed a weapon and took the victim's vehicle.&nbsp; There were no injuries to the victim. 

 The suspect was described as a Hispanic male, 6-foot-2 with a black beard and black hair.  The suspect left north on Switzer.  While conducting an area search, officers located the abandoned stolen vehicle at a nearby business. 

 The business doors were found unsecured and the officers searched the business for the suspect, however the suspect was not located.

WYANDOTTE COUNTY —A Kansas man died in an accident just before 9:30a.m. Wednesday in Wyandotte County.

The Kansas Highway Patrol reported a 2002 Ford Explorer driven by Rickey Don&nbsp;Newman, 75, Edwardsville, was eastbound in the number one lane of Kansas 32 just west of southbound Interstate 435.

The SUV struck a 2007 Chevy Silverado driven by Demond  Anthony&nbsp;McMillian, 41, Edwaardsville, who was stopped at the traffic signal&nbsp;on Kansas 32 at the Interstate 435 southbound exit ramp intersection in the left turn lane. 

After impact the Silverado struck a 2022 Ford Transit van driven by&nbsp; &nbsp;Bradley Wayne&nbsp; Guthrie, 26, Basehor.&nbsp;

Newman was pronounced dead at the scene and was transported to Frontier Forensics.&nbsp; EMS transported a passenger in the Explorer Franklin Dale Newman, 50, Edwardsville, to Overland Park Regional. A private vehicle transported&nbsp;McMillian to an area hospital. Guthrie was not injured. The KHP did not have seat belt usage details.

Kansas man dead, 2 injured after 3-vehicle crash

The leading candidates to be Missouri’s next governor disagree on whether the state should offer incentives to keep the Kansas City Chiefs from relocating to Kansas.&nbsp;

On Tuesday, the&nbsp;<a target="_blank" href="https://missouriindependent.com/briefs/kansas-legislative-leaders-draw-up-play-to-lure-kansas-city-chiefs-away-from-missouri/">top Republican lawmakers in Kansas announced that they had reached out to the Chiefs organization</a>&nbsp;to urge the team to consider moving across the state line. To sweeten the deal, the state could consider issuing hundreds of millions of dollars in bonds to finance construction of a new stadium.

Gov. Mike Parson, a Republican and&nbsp;<a target="_blank" href="https://missouriindependent.com/2024/02/07/sorry-to-conspiracy-theorists-kansas-city-loves-the-chiefs-and-so-does-most-of-missouri/">Chiefs superfan</a>, has said he will “<a target="_blank" href="https://www.kansascity.com/news/politics-government/article289039199.html">do what he can to keep the Chiefs in Missouri</a>.”

But he’s&nbsp;leaving office this year due to term limits. So with the Chiefs’ current lease at Arrowhead set to expire in January 2031, the&nbsp;issue could ultimately fall into the lap of whoever is elected to replace him in November.

And there is a deep divide among the candidates about what, if anything, to do.

Secretary of State Jay Ashcroft, the leading Republican candidate for governor, said he is “opposed to providing taxpayer subsidies to keep sports teams.”

Instead, Ashcroft said, if elected he would focus on public safety, education and lowering taxes “so that Missouri will be a destination state for teams, their players and all economic freedom loving Americans.”

State Sen. Bill Eigel, also a Republican candidate, said he’s confident that “the Chiefs will make the right decision and remain in Missouri, but it won’t be because of taxpayer handouts for sports teams or stadiums on my watch.”

Government, Eigel said, “shouldn’t be in the business of picking winners and losers. I’m going to ensure Missouri is a place where all people can thrive.”

On the other side of the issue in the GOP primary is Lt. Gov. Mike Kehoe. His campaign manager, Derek Coats, said Missouri deserves a governor “who will fight for jobs and economic growth.”

“Mike Kehoe will not watch passively as other states poach our businesses,” Coats said. “As governor, he will use every tool at his disposal to ensure Missouri is a state that welcomes investment, creates jobs and spurs economic growth.”

State Rep. Crystal Quade, a Democrat running for governor, said that any candidate who “claims they don’t care about the Arrowhead-sized hole losing the Chiefs would create is lying.&nbsp;

“We need to elect leaders who will work with the Chiefs,” she said, “to make sure all sides get a fair deal and keep our Super Bowl Champs playing football in Missouri for decades to come.”

Springfield businessman Mike Hamra, who is also a candidate in the Democratic primary, said&nbsp;Missourians take pride in being the home to the Chiefs.

“State leaders,” he said, “should explore every reasonable option to keep the Chiefs in Missouri.”

Kansas City Chiefs Chairman Clark Hunt has previously expressed interest in remaining in the Truman Sports Complex, which is where the Chiefs and Royals have had venues since 1973.&nbsp;

But Hunt made it clear that all options were on the table moving forward after Jackson County voters&nbsp;<a target="_blank" href="https://www.nytimes.com/athletic/5387528/2024/04/03/chiefs-royals-tax-rejection-jackson-county/">rejected a sales tax measure earlier this year that would have helped fund renovations to Arrowhead Stadium</a>&nbsp;and build a new downtown ballpark for the Kansas City Royals.&nbsp;

Missouri currently spends $3 million annually on the Truman Sports Complex, part of a deal cut in 1989 to secure financing for construction of the St. Louis stadium now referred to as The Dome at America’s Center.

That 1989 bill was&nbsp;<a target="_blank" href="https://www.upi.com/Archives/1989/07/14/Ashcroft-signs-stadium-bill/6937616392000/">signed into law by Ashcroft’s father</a>, former Republican Gov. John Ashcroft. Those payments would end if the current leaseholders&nbsp; — the Chiefs and Royals — are not using the facilities.

Missouri’s current fiscal year budget also includes $50 million from general revenue for “stadium and ground modifications, transportation, marketing, and additional event support” around Arrowhead for the FIFA World Cup.

The Kansas Legislature will be in Topeka for a special session starting June 18. The focus is tax legislation, but there is no limit on topics lawmakers might consider, which opens the door for discussing an incentives package for the Chiefs.&nbsp;

Near the end of the regular legislative session, Kansas lawmakers briefly considered a proposal to use bonds with 30-year terms to pay up to 100% of the cost of building a new stadium.

The proposal never came up for a vote.&nbsp;

Kansas Gov. Laura Kelly, a Democrat, has said she would welcome the chance to lure the Chiefs out of Missouri but that she&nbsp;<a target="_blank" href="https://www.kcur.org/2024-04-18/gov-laura-kelly-says-shes-not-trying-to-recruit-the-chiefs-to-kansas">doesn’t think the state is in a financial position to successfully recruit them</a>.

Missouri legislative leaders told the Kansas City Star Wednesday that they are in&nbsp;<a target="_blank" href="https://www.kansascity.com/news/politics-government/article289039199.html">no rush to put together a counter offer</a>&nbsp;or reconvene in a special session to discuss the issue.

In 2019, Kelly and Parson both signed off on a truce to the longstanding economic border war between the two states, pledging to end the use of tax incentives to lure companies across the state line that do not create new jobs for the region.&nbsp;

To sweeten the deal, the state could consider issuing hundreds of millions of dollars in bonds to finance construction of a new stadium.Gov. Mike Parson, a Republican and&nbsp;<a target="_blank" href="https://missouriindependent.com/2024/02/07/sorry-to-conspiracy-theorists-kansas-city-loves-the-chiefs-and-so-does-most-of-missouri/">Chiefs superfan</a>, has said he will “<a target="_blank" href="https://www.kansascity.com/news/politics-government/article289039199.html">do what he can to keep the Chiefs in Missouri</a>.”But he’s&nbsp;leaving office this year due to term limits. So with the Chiefs’ current lease at Arrowhead set to expire in January 2031, the&nbsp;issue could ultimately fall into the lap of whoever is elected to replace him in November.And there is a deep divide among the candidates about what, if anything, to do.Secretary of State Jay Ashcroft, the leading Republican candidate for governor, said he is “opposed to providing taxpayer subsidies to keep sports teams.”Instead, Ashcroft said, if elected he would focus on public safety, education and lowering taxes “so that Missouri will be a destination state for teams, their players and all economic freedom loving Americans.”State Sen. Bill Eigel, also a Republican candidate, said he’s confident that “the Chiefs will make the right decision and remain in Missouri, but it won’t be because of taxpayer handouts for sports teams or stadiums on my watch.”Government, Eigel said, “shouldn’t be in the business of picking winners and losers. I’m going to ensure Missouri is a place where all people can thrive.”On the other side of the issue in the GOP primary is Lt. Gov. Mike Kehoe. His campaign manager, Derek Coats, said Missouri deserves a governor “who will fight for jobs and economic growth.”“Mike Kehoe will not watch passively as other states poach our businesses,” Coats said. “As governor, he will use every tool at his disposal to ensure Missouri is a state that welcomes investment, creates jobs and spurs economic growth.”State Rep. KANSAS CITY —Law enforcement authorities are investigating the attempted armed robberies of postal carriers in the Kansas City community of Westport and are offering a&nbsp;reward, according to a bulletin from the&nbsp;The United States Postal Inspection Service.

A $150,000 reward has been offered for information into the attempted armed robberies of two postal carriers in Westport.

On Wednesday, the&nbsp;<a href="https://www.uspis.gov/" target="_blank">U.S. Postal Inspection Service</a>&nbsp;announced that a $150,000 reward has been offered for information that leads to the arrest and conviction of the individual responsible for the attempted armed robbery of two separate postal carriers at different locations in Westport.

Just before 5:30p.m. May 29, law enforcement officials reported three black men were seen approaching postal carriers in the 200 block of Westport Road and in the 3900 block of Warwick Boulevard.

One suspects was armed with a handgun and pointed the weapon at both victims. The suspects were observed in a red 2011 Dodge Charger.&nbsp; The car was reported stolen. The vehicle’s rear passenger window is also broken.

The Postal Service warned residents not to take any steps to apprehend any of the suspects. If you have information on the crime you are to call the Postal Service at 1-877-876-2455 and say “law enforcement.”

Reward for arrests in armed robbery of KC area postal carriers

PULASKI COUNTY —A Missouri man died in an accident just before 11:30p.m. Wednesday in Pulaski County.

Missouri man dies after car crash and fire

RILEY COUNTY—Law enforcement authorities are investigating alleged theft at a retailer in Manhattan.

Just after 3p.m. Tuesday, officers filed a report of theft in the 400 block of 3rd Place, according to the Riley County Police Department activity report. Dick's Sporting Goods reported three woman entered the store and left without paying for approximately $3,454.58 worth of merchandise. 

The three were swiftly apprehended and officers arrested Jvon Adams-Morgan, 18, Inayjha Ware, 20, and Elvia Richards, 19, all from Wichita. Total bond for each was set at $4,000 and all were confined at the time of this report.

Suspects jailed after $3,400 theft from Kan. sporting goods store

MCPHERSON COUNTY —Law enforcement in McPherson County are investigating a home burglary in Moundridge and have made an arrest.

On Saturday, police began an investigation of a break in at a Moundridge home&nbsp;while the owner was gone on vacation, according to a media release from police.

There was property damage from the forced entry, and items were taken from the home.

Moundridge Police identified two juvenile suspects in the break in. Charges of Burglary to a Dwelling and Felony Criminal Damage to Property have been submitted to the McPherson County Attorney's Office to be filed. Police did not release the names of the juveniles involved.

 </figure>SEDGWICK COUNTY —Law enforcement authorities are investigating another deadly shooting in Wichita.Just after 9:30p.m. Tuesday, Sedgwick County Emergency Communications received a 911 call reporting a shooting in the 4800 block of East Funston, according to Police Captain Aaron Moses.Wichita Police, Wichita Fire, and Sedgwick County EMS responded to the scene and found 27- year-old Quentin Gordon suffering from a gunshot wound. He was pronounced dead at the scene.Wichita Police Department Homicide Investigators, in collaboration with patrol officers, immediately began their investigation. Preliminary findings suggest that Gordon was involved in an argument with another individual when the shooting occurred, indicating that this was not a random act of violence, according to Moses.Police have not reported an arrest or suspect details.

Dairy farmers throughout the country are on guard and the federal government is mobilizing after an outbreak among cattle herds of highly pathogenic avian influenza — once thought to be confined to poultry flocks.

What’s more, the virus, also known as H5N1 or bird flu, was diagnosed in a third dairy farmworker last week, marking the first U.S. case with respiratory symptoms, said to be mild. The other two cases, also both mild, were diagnosed as pink eye.

The notable leap from cows and chickens to humans is not yet ringing alarm bells for public health officials or veterinarians, who believe the risk to the public remains low. However, they are closely monitoring poultry and dairy farms for any changes, despite a reluctance among some dairy farmers to test their herds.

“Avian influenza is something that public health scientists are worried about,” said Marcus Plescia, chief medical officer for the Association of State and Territorial Health Officials. “It’s probably the potential infection or outbreak that causes the greatest amount of anxiety just because, if this did get into a place where it was easily transmissible among humans, everybody fears that could be a really, really bad scenario.”

The ongoing response has brought together a veritable alphabet soup of government agencies and agricultural organizations, highlighting the complicated nature of fighting bird flu. The mobilization is intended to stem the significant economic toll that farmers could face and curb the virus’ spread.

At the federal level, the Agriculture Department is responsible for the farm animals, the Centers for Disease Control and Prevention for human health, the Food and Drug Administration has jurisdiction over the eggs and milk sold in grocery stores, and the Administration for Strategic Preparedness and Response oversees its piece of the pie.

Then come the state agencies, interest groups, agribusiness and family farms.

As of last week, more than 40 people had been tested for H5N1 with more than 350 people enrolled in monitoring, about 220 of whom are in Michigan. Two of the human cases have been in Michigan while the other was diagnosed in Texas.

Michigan also has several dairy cattle herds diagnosed with H5N1.

That’s led experts to recommend that people limit their pets’ interactions with wild birds, which hold a reservoir of the virus, as well as all farm animals.<h2>USDA begins expanded testing</h2>The U.S. Department of Agriculture announced last week that it’s launching a voluntary pilot program to expand testing for dairy farms to gain better insight into the virus and make it easier for farmers to ship dairy cows across state lines.The department is also transferring $824 million from the Commodity Credit Corporation to the Animal and Plant Health Inspection Service for the ongoing response.“It’s important to note that as these additional testing measures take place, USDA anticipates that we may see an increase in the number of herds that are testing positive,” said Eric Deeble, acting senior adviser for highly pathogenic avian influenza and deputy assistant secretary for congressional relations.The pilot program will test milk samples from bulk tanks for H5N1. Farms that consistently test negative will “be able to ship their cows at the time they prefer and without testing individual animals, knowing that their entire herd is free of the disease,” Deeble said.Agriculture Secretary Tom Vilsack, on a press call with reporters Monday, declined to say whether USDA has a full grasp of the extent of the virus’ spread in dairy cattle, but he said, “We have a pretty good understanding of the nature of this virus and essentially what’s causing its spread.”“We’re trying to essentially corner this virus, so that over time it dissipates,” Vilsack said.Dairy farmers can begin enrolling in the pilot program this week in participating states.<h2>Dairy farms reluctant to test</h2>Infected cows have tremendous amounts of the virus&nbsp;<a target="_blank" href="https://iowacapitaldispatch.com/2024/05/02/bird-flu-virus-is-abundant-in-the-milk-of-sick-cows/">in their milk</a>, so those that are lactating must test negative for the virus before they can be transported across state lines, the USDA has ordered.In states such as Iowa, which has no detections of the virus in cattle, dairy farmers have been reluctant to test more than is required.“There has not been a lot of testing to date,” said Rodger Main, director of the Iowa State University Veterinary Diagnostic Laboratory, which first discovered bird flu was infecting cattle. “What’s being tested is the dairy cattle that are moving interstate.”Scientists are sequencing the genetic code of an avian flu that&nbsp;<a target="_blank" href="https://iowacapitaldispatch.com/2024/05/28/bird-flu-strikes-flock-of-4-2-million-chickens-in-sioux-county/">was found</a>&nbsp;in a flock of 4.2 million egg-laying hens last week in northwest Iowa to determine if it is the same variant that has been infecting cattle, said Don McDowell, a spokesperson for the Iowa Department of Agriculture and Land Stewardship. If so, it might indicate that there are infected cattle in Iowa.A similar detection happened more than a month ago at a turkey flock in Minnesota, another state with no known dairy cattle infections.However, no coordinated testing was done of dairy farms near the infected turkey flock to determine whether they had infected cattle and might have been the source of the transmission, said Michael Crusan, a spokesperson for the Minnesota Board of Animal Health.“The Board of Animal Health didn’t collect any samples from dairy farms surrounding HPAI positive poultry premises,” Crusan said. “We do not have authority to test those dairy farms without suspected or confirmed illness reported to us.”There is reluctance among some dairy farmers to voluntarily test their cattle for fear of what might happen if those tests reveal their herds are infected, said Dr. Barb Petersen, a Texas veterinarian&nbsp;<a target="_blank" href="https://iowacapitaldispatch.com/2024/04/17/two-veterinarians-hundreds-of-miles-apart-solved-a-cow-sickness-whodunit/">who helped discover</a>&nbsp;that bird flu was infecting cattle.They might be afraid that they’ll be barred from selling their cattle for an unknown amount of time or that animal movements to and from their farms will be otherwise restricted.Petersen suspects that nearly all the dairies in her area near Amarillo were infected but that many were not tested.Infected cows typically recover in 10 to 14 days. Infected herds suffer a drop in milk production that can last about a month.The virus is much more severe for chicken and turkey flocks, where it often causes fatal illness. Entire flocks are destroyed to prevent the spread of the virus.More testing and better biosecurity measures are important to help prevent the virus from spreading from infected cattle to the poultry flocks, said Phillip Jardon, the dairy extension veterinarian for Iowa State University.He is aware of several dairy farms that installed noise-making systems to keep away wild birds, which are believed to be an initial source of the infections. It’s unclear how many other state-recommended precautions are being adopted.“The risk to dairies is not as large as it is to poultry, but dairies should keep in mind that they have neighbors who are poultry producers where it can be devastating, and they don’t want to have a local source of the virus,” he said.Vilsack said USDA needs to better educate dairy farmers about the risks to their neighboring farmers to get more voluntary help in tracking and containing the virus.It spread from Texas to faraway states through the transportation of infected cattle, but it has likely spread locally via farmworkers, veterinarians and equipment moving farm to farm, Vilsack said.<h2>PPE for farmworkers</h2>Plescia from the Association of State and Territorial Health Officials said during an interview with States Newsroom that while the risk to the public remains low, health officials are paying close attention to agricultural workers.Ensuring farmworkers have access to personal protective equipment is essential, though it could be challenging to get all workers to use it during the hotter summer months, Plescia said.The most recent case in a farmworker in Michigan, announced May 30, is more concerning to experts. “We’re much, much more worried about respiratory infections because it’s respiratory infections, where in the past with earlier versions of H5N1, we’ve seen that those infections can be very, very severe and the mortality can be very high,” Plescia said.Public health officials need to work with farm owners and farmworkers to make sure that even people with mild symptoms get tested for avian flu to ensure that it isn’t circulating more widely than the documented cases, he said.They need to ensure that undocumented workers or those on agricultural work visas who are concerned about interaction with the government are comfortable enough to get tested.“When the state government starts showing up to do testing as far as they’re concerned, people are fearful of that and so they’ll stop coming to work,” Plescia said.Plescia also cautioned that people shouldn’t drink raw milk for the foreseeable future.Dr. Nirav Shah, principal deputy director of the Centers for Disease Control and Prevention, said in an interview with States Newsroom the agency is focusing its attention on farmworker safety through personal protective equipment, testing and additional resources.The CDC is also working to build trust so that workers who might be in the U.S. on visas or who are undocumented feel comfortable getting tested for H5N1 or reporting an illness to public health officials.“When H5 became a phenomenon in poultry farms, it took some time for poultry farm owners and poultry farmworkers to gain trust with the public health system,” Shah said. “The same thing, the same dynamic, is at play here.”Shah, speaking during a separate press briefing on H5N1, said that even with the new respiratory case, there have been no signs, either genetically or epidemiologically, that this strain of avian influenza is adapting in a way that would lead to greater transmission.“We are on the lookout for those changes, but the mere fact that this individual displayed some respiratory symptoms — again, we should be alert — but, in and of itself, is not a cause to change or suggest that we’re at an inflection point,” Shah said. “It is a cause and a reason to remain alert.”Amira Roess, professor of global health and epidemiology at George Mason University, said in a written statement that public health officials must “provide incentives for individuals to report illness and to get tested, or at least we have to remove barriers.”“Because we don’t have meaningful, high quality and accessible health care for the majority of our population, particularly those in rural areas where the virus has first spilled over, it will be challenging to get ahead of this,” Roess wrote in response to questions from States Newsroom about H5N1. “Many farmworkers are hourly workers and cannot afford to take time off for what they perceive as mild illness.”<h2>Keep pets away from wild birds</h2>Meghan Davis, associate professor in the Department of Environmental Health and Engineering at the Johns Hopkins Bloomberg School of Public Health, said in an interview with States Newsroom this particular strain of avian flu has been spreading between mammals, including domestic pets, and will likely continue to do so.“The fact that this particular clade has been able to infect so many different mammalian species, and has now caused at least two documented cases in people — although, thankfully, with relatively mild symptoms — is a concern,” she said, before the third case was announced.Davis cautioned that because there have been cases among cats living on dairy farms that drank raw cow’s milk, people shouldn’t give raw milk to their pets.Pet owners should also be cautious about letting their animals interact with wild birds, which are known to spread the virus.Milk purchased in grocery stores is safe to drink since it’s been pasteurized and has been&nbsp;<a target="_blank" href="https://www.newsfromthestates.com/article/fda-chief-says-feds-are-preparing-low-probability-bird-flu-moving-humans">repeatedly tested</a>&nbsp;by the U.S. Food and Drug Administration during the past few months to ensure there’s no active virus in the country’s food supply.Other mammals diagnosed with avian flu this year include a mountain lion in Montana, red foxes in Michigan and Missouri, and a raccoon in Colorado. Domestic cats have been diagnosed in Michigan, Montana, New Mexico, Ohio, South Dakota and Texas, according to&nbsp;<a target="_blank" href="https://www.aphis.usda.gov/livestock-poultry-disease/avian/avian-influenza/hpai-detections/mammals">data</a>&nbsp;from the CDC.Davis said the surveillance system for H5N1 should be broadened to include “more systematic testing, which would require us to have somewhat better access to workers, to animals on farms, etc.” as well as antibody testing to determine if more people have contracted avian flu and recovered.The additional information could help if the virus were to shift in the coming months or years.“We don’t know exactly what this virus is going to do,” Davis said, noting the mild nature of the virus detected so far could mean that more people have contracted it and simply didn’t realize it.Davis explained that public health officials and researchers need to closely monitor viruses like H5N1 since they can change in a way similar to how the flu changes, leading to the need for a different flu shot each year.Roess, the epidemiology professor from George Mason University, noted that an uptick in human cases of avian influenza, could “be an indication of other types of transmission than what is currently believed.”“Right now, the cases reported are a result of direct contact with infected food animals,” Roess said. “It is critical to ramp up surveillance of people working closely with possibly infected animals, other animals in the vicinity and other people who are not directly in contact with possibly infected animals in the community.”
