KANSAS CITY —Law enforcement are investigating a double homicide in Kansas City.

Just before 3:30p.m. Monday patrol officers were dispatched to the 6000 block of Blue Hills Road on a reported sound of shots, according to KCPD Officer Sergeant Phil DiMartino.

As officers arrived they were directed to a vehicle in a parking lot. There they located a man and woman suffering from gunshot wounds.&nbsp; 

Emergency medical personnel responded and pronounced the man&nbsp; deceased on scene. EMS transported the woman to a local hospital where she died a short time later.

This is being investigated as a homicide. Detectives are working to determine the events that led up to the shooting.

Police investigating double-homicide in Kansas City

Kan. U.S. Senators meet with Trump cabinet nominees

JOHNSON COUNTY —Police took one student into custody at Shawnee Mission South High School, 5800 W 107th Street in Overland Park Monday afternoon. 

Police found the student had a firearm at the school, according to a social media report from Overland Park Police.

Another student at the school reported the firearm to an administrator. Officers were then able to take the student into custody and remove the gun. 

The school was placed on lockdown until police arrested the student.&nbsp;

Police released no additional details but offered "appreciation to the student reporting the information to keep other students safe."

Student arrested for taking gun to Kansas high school

JOHNSON COUNTY —A Kansas man who called 911 to turn himself in after a deadly shooting has entered a plea in the case.

Earlier this month, 24-year-old Dmariea Valentino Avance pleased no contest to second degree murder in the death of&nbsp;21-year-old Markese D. Gleghorn of Lenexa outside a fast-food restaurant, according to the Johnson County District Attorney's office.

Just before 7p.m. Jan. 16, 2024, police responded to the parking lot of a fast food restaurant in the 13330 W. 87th Street Parkway in Lenexa on the report of an armed disturbance.

According to a 911 caller, one person was shot at the location. When officers arrived, they located a man later identified as&nbsp;21-year-old Markese D. Gleghorn of Lenexa inside a vehicle who had been shot. Officers attempted life-saving measures however Geighorn was pronounced deceased at the scene.

A few minutes after this initial call, police received another call from an individual later identified as Avance who said he was involved in the disturbance. Officers responded to an apartment in the 12700 block of W. 88th Circle where they took Avance into custody without incident.

&nbsp;Avance is scheduled for sentencing in February.

Police in Altoona arrested a suspect Monday in the killing of UnitedHealthcare CEO Brian Thompson last week in New York, authorities announced.

New York Police Commissioner Jessica Tisch identified the man arrested as Luigi Mangione, 26, whose last known address was in Honolulu, Hawaii. Mangione was in possession of what New York police described as a “ghost gun” made with a 3D printer and a “handwritten document that speaks to his motivation and mindset,” Tisch said.

Mangione was arrested at a McDonalds where he was recognized by an employee. The New York Police Department has published images from surveillance cameras showing the suspect’s face.

NYPD Chief of Detectives Joe Kenny said Mangione had no prior criminal record and that police believe he attended college in Pennsylvania. Social media accounts in Mangione’s name say that he attended the University of Pennsylvania in Philadelphia, where he earned bachelor’s and master’s degrees in computer science.

Mangione was being held on Pennsylvania weapons charges and NYPD detectives were en route to Altoona, nearly 300 miles from New York, to interview him, Kenny said.

Thompson, 50, was shot several times by a person who authorities believe was lying in wait early Wednesday morning outside the Manhattan hotel where UnitedHealthcare was holding an investors meeting.

A spokesperson for the Blair County District Attorney’s Office said it would release a statement later Monday.

Thompson had been CEO of UnitedHealthcare, one of the nation’s largest for-profit health insurance providers, for nearly three years. His killing has prompted an outpouring of criticism of the company and the United States’ health care system generally for denying or unnecessarily complicating medical treatment.

Police arrest suspect in killing of UnitedHealthcare CEO Brian Thompson

Missouri Democrats will keep three of the party’s four top leaders in place for the next two years despite an election result where the party lost every statewide race and&nbsp;<a href="https://missouriindependent.com/2024/11/05/status-quo-election-leaves-missouri-republicans-with-legislative-supermajorities/">failed to make gains</a>&nbsp;in the General Assembly.

Former U.S. Rep. Russ Carnahan of St. Louis will stay on as party chair, with Yvonne Reeves-Chong of Waynesville as vice chair and Glenda Bainbridge of Odessa as treasurer. Joshua Dunne of Jefferson City was elected committee secretary.

The selections were made Saturday at a meeting of the Democratic State Committee, completing the party reorganization that began with election of local committee members in August. The Missouri Republican State Committee will meet in January to select GOP leadership for the coming two years.&nbsp;

Statewide election results show the difficulties the party faces in future contests. The party’s best-performing candidate was U.S. Senate nominee Lucas Kunce, who received 41.8% of the vote.&nbsp;

In legislative elections, Democrats started the year hoping to&nbsp;<a href="https://missouriindependent.com/2024/03/27/open-seats-primary-challenges-mean-missouri-senate-will-see-most-turnover-in-two-decades/">break the two-thirds supermajority</a>&nbsp;Republicans have held in both chambers of the legislature since 2012. The party had gained seats in the 163-member Missouri House in each of the five most recent elections.

Instead, the party made no gains in either chamber, ending the election with 52 seats in the Missouri House and 10 of 34 seats in the state Senate.

In a statement, Carnahan downplayed the results, focusing on efforts to rebuild the party. The party held its seats despite losses elsewhere and helped pass ballot measures to restore abortion rights and increase the minimum wage, the statement noted.

“This year, Missouri Democrats opened over 20 offices across the state, recruited more candidates than we have since 2008, reorganized at least seven county committees that had not been organized in years past, and for the first time in several cycles, every seat on the state committee has been filled,” Carnahan said. “This cycle was just the beginning, and we still have a lot to do to rebuild a strong Democratic Party infrastructure.”

Democrats retain party leadership in Missouri following disappointing election 

DOUGLAS COUNTY — Law enforcement have released the names of two people who died after a 20-hour standoff at a residence south of Eudora as 52-year-old Benjamin Roy Eaton Jr. and 44-year-old Nicole Felice Eaton both of rural Eudora, according to Douglas County sheriff's department spokesman George Diepenbrock.

An investigation revealed that Benjamin R. Eaton Jr., shot and killed Nicole F. Eaton in a home in the 900 block of E. 2300 Road After a standoff with law enforcement that started around 8:50 p.m. on Thursday, Dec. 5 and ended around 4:30 p.m. on Friday, Dec. 6. 

Benjamin was found deceased inside the home,&nbsp;according to sheriff's department spokesman George Diepenbrock.

Investigators indicated that Benjamin’s cause of death was found to be a self-inflicted gunshot wound. The incident involved two people in a domestic relationship.

Just before 9p.m. Thursday, Sheriff's office dispatchers were called about a woman in distress. Dispatchers reported the woman caller was difficult to hear.

A Eudora Police Department officer responded initially and heard a gunshot when he reached the front door. Law enforcement officers were able to establish phone contact with the man inside who was overtly hostile and threatening to shoot law enforcement officers, as he barricaded himself into the home.

The Sheriff’s Office with the assistance of the Lawrence Police Department and Kansas Highway Patrol utilized drones and other technology to gain access into the residence.

The tools did allow officers to determine the woman was deceased. After several hours of phone communication, law enforcement lost contact with the suspect, and they continued to use technological tools to try to re-establish contact with him or identify his status inside the house to take him into custody on an arrest warrant.

Sheriff Armbrister said as part of the investigation there were concerns about a possible threat of explosives inside the residence, which was part of the reason why officers acted methodically over several hours

.Just before 4:30 p.m. Friday the Kansas Highway Patrol made entry into the residence and found Benjamin deceased.

Detectives and investigators processed the scene Friday evening.

Sheriff IDs two who died after standoff at rural Kansas home

SHAWNEE COUNTY—Law enforcement are investigating a suspect on drug allegations

Just before 10:30a.m. December 5, a deputy with the Shawnee County Sheriff’s Office attempted to conduct a traffic stop on a white 1996 Toyota Avalon with an expired license plate near NE Twiss Avenue and NE Sardou Avenue, according to Deputy Abigail Christian.

The birds may show signs of injury when brought in but rapidly decline and exhibit symptoms of avian influenza Sudden death: Without any prior signs of illness.

Swelling: Of the eyelids, head; Difficulty breathing: open mouth, wheezing, nasal discharge, coughing, or sneezing: Birds may have blood-tinged discharge; Neurological impairment: Birds may lack coordination, have tremors, seizures, or have a twisted neck

Other symptoms: Birds may stumble or fall down, have diarrhea, have a hunched appearance, or have ruffled feathers and die within a few hours or a day of intake.

The organization reported they are not admitting geese to their facility at this time as this is a highly contagious disease that is spread by respiration, fecal matter and contact and they must protect the birds already in our care at risk. 

 There is no treatment for birds with avian flu and the kindest thing that can happen is for them to be euthanized so they don't suffer needlessly. 

Operation Wildlife has reached out to Kansas Department of Wildlife and Parks and other animal control agencies across the Kansas City metro for help.

 If you come across one of these animals please report it as soon as possible or call Operation Wildlife and they will direct you with whom to contact. If you have chickens, ducks, parrots, etc you can use Lysol spray on your clothing and shoes to disinfect yourselves so you don't take it home to  your animals.

DOUGLAS COUNTY —Sheriff's deputies assisted the Kansas Highway&nbsp; Patrol Saturday with a vehicle pursuit and taking a suspect into custody after the driver of a suspect stolen vehicle headed west through Douglas County.

Just after 1:30p.m., a Kansas Highway Patrol Trooper conducted a tactical-vehicle intervention to the suspects's westbound Honda three miles west of the Lecompton Interchange.

No one was injured. The driver, who was also wanted for assault in Missouri, was traveling a slow speeds through Douglas County. There were no other occupants in the car.&nbsp;

Douglas County deputies did stop westbound traffic until the driver could be taken into custody and the road could be cleared.&nbsp; Authorities did not release the nae of the suspect.

DAMASCUS —U.S. Central&nbsp; forces conducted dozens of precision airstrikes targeting known ISIS camps and operatives in central Syria on Sunday, according to a statement from the U.S. Central Command.

The strikes against the ISIS leaders, operatives, and camps were conducted as part of the ongoing mission to disrupt, degrade, and defeat ISIS, in order to prevent the terrorist group from conducting external operations and to ensure that ISIS does not seek to take advantage of the current situation to reconstitute in central Syria.

The operation struck over 75 targets using multiple U.S. Air Force assets, including B-52s, F-15s, and A-10s. 

Battle damage assessments are underway, and there are no indications of civilian casualties.

CENTCOM, together with allies and partners in the region, will continue to carry out operations to degrade ISIS operational capabilities even during this dynamic period in Syria.

"There should be no doubt - we will not allow ISIS to reconstitute and take advantage of the current situation in Syria," said General Michael Erik Kurilla, "All organizations in Syria should know that we will hold them accountable if they partner with or support ISIS in any way."

A red Yamaha R1 motorcycle was traveling southbound on Broadway Boulevard from 17th at a high rate of speed, according to KCPD&nbsp;Officer Alayna Gonzalez.

 Just before 18th street the motorcycle struck a white GMC van that was pulling out of the parking lot.

The driver of the motorcycle was pronounced dead at the scene by KCFD. The driver of the GMC van received minor injury.&nbsp; Police have not released the name of the victim.

WASHINGTON —Secretary of Defense Lloyd J. Austin III announced Saturday nearly $1 billion in additional security assistance to help Ukraine bolster its combat power amid Russia's continued aggression, according to a media release from the Department of Defense.

The $988 million&nbsp;<a href="https://www.defense.gov/News/Releases/Release/Article/3989537/biden-administration-announces-new-security-assistance-package-for-ukraine/">package</a>&nbsp;of new equipment, provisioned under the Ukraine Security Assistance Initiative, includes unmanned aerial systems, rocket munitions and support for maintenance and repair programs.&nbsp;

It marks the 22nd USAI package issued under the Biden administration, bringing the total of U.S. security assistance for Ukraine since Russia's full-scale invasion in February 2022 to more than $62 billion. &nbsp;

Austin announced the new package during his&nbsp;<a href="http://www.defense.gov/News/Speeches/Speech/Article/3989588/the-common-defence-remarks-by-secretary-of-defense-lloyd-j-austin-iii-at-the-re/">address at the Reagan National Defense Forum</a>&nbsp;hosted by the Ronald Reagan Presidential Foundation and Institute in Simi Valley, California, where he underscored the imperative for the United States and its global network of allies to continue to stand resolute in helping Ukraine defend itself. &nbsp;

The secretary added that the U.S. has consistently made its choice to stand with Ukraine clear.&nbsp;

Since April 2022, Austin has continued to rally the Ukraine Defense Contact Group, a global network of some 50 partners committed to Ukraine's near-term battlefield needs and its long-term ability to deter future aggression.&nbsp;

"I've convened the contact group 24 times now," Austin said. &nbsp;"Its other members have committed more than $57 billion in direct security assistance to Ukraine. &nbsp;

He added that, as a percentage of gross domestic product, more than a dozen UDCG members now provide more security assistance to Ukraine than the U.S. does. &nbsp;

"And together, we have helped Ukraine survive an all-out assault by the largest military in Europe," he said. &nbsp;

Russia, the secretary said, has paid a "staggering price" for Russian President Vladimir Putin's war of aggression.&nbsp;

Austin noted that Russia has suffered at least 700,000 casualties and squandered more than $200 billion since its invasion of Ukraine. &nbsp;

And Putin's aggression has only served to further unite and strengthen&nbsp;<a href="https://www.nato.int/">NATO</a>, Austin said, adding that "we continue to be crystal clear that Putin's war was not the result of NATO enlargement but the cause of NATO enlargement." &nbsp;

He said Russia's assault on Ukraine has served as a warning to the rest of the world not to let unprovoked aggression go unchecked. &nbsp;

U.S. sending $1 billion more in military assistance to Ukraine

OSAGE COUNTY —Law enforcement are investigating a suspect on drug allegations.

Just before noon Dec. 5, a Sheriff’s Office K-9 unit conducted a traffic stop&nbsp; on Interstate 35 for a traffic violation, according to Sheriff Chris Wells.

A narcotics-detecting K-9 was deployed, and illegal narcotics were located.

Justin C. Barnhart, 43, of Kansas City, MO was taken into custody and transported to the Osage County Jail Facility on requested charges of&nbsp;Distribution of methamphetamine, Possession of drug paraphernalia and an Arrest warrant.

Kansas man dies in pedestrian accident

TOPEKA — Kansas Republicans are poised to turn the campaign trail promise of property tax relief into reality with expanded supermajorities in the Legislature and potentially unprecedented control over the state’s budget process.&nbsp;

However, state tax revenue continues to trend below projections, and Democratic Gov. Laura Kelly wants legislators to hit pause before taking action in 2025.

House Speaker Dan Hawkins, a Wichita Republican, said property tax relief will be “job one” when the Legislature convenes in January.

“For too long, Kansans have struggled with the ever-increasing cost of property taxes,” Hawkins said in a Nov. 27 statement. “Governor Kelly wants legislators to ‘take a breath’ instead of passing necessary legislation to ease the burden of property taxes on Kansans.”

Instead, he said, Kansans need “breathing room from the burden of sky-high property taxes.”

Lawmakers’ ideas for relief are bound by the state’s limited authority over local property taxes. Legislators could further modify the state mill levy or, like&nbsp;<a href="https://iowacapitaldispatch.com/2024/12/03/property-tax-legislation-expected-in-the-2025-session-legislative-leaders-say/" target="_blank">Iowa</a>&nbsp;lawmakers in 2023, cap the tax levy rates for cities and counties.

Hawkins’ statement was in response to Kelly’s Nov. 25 comments to reporters at her Topeka residence when she emphasized her preference for a wait-and-see approach to further tax cuts.

In an&nbsp;<a href="https://kansasreflector.com/2024/11/16/kansas-tax-revenue-projected-to-decline-by-72m-after-tax-cut-bill/#:~:text=Officials%20estimated%20the%20state%20government,by%20more%20than%20%2412%20million.">updated revenue estimate</a>&nbsp;for fiscal year 2025, which ends June 30, the state was projected to take in $400 million less than the year before and $72 million less in tax revenue than initial estimates.

The state likely won’t immediately see the full impacts of the bipartisan legislation adopted during a special session in June, which implemented income and property&nbsp;<a href="https://kansasreflector.com/2024/06/21/gov-kelly-signs-tax-reduction-bill-passed-with-bipartisan-majorities-in-special-session/">tax reductions</a>&nbsp;that estimated $1.2 billion in savings for Kansans over three years.

Grace Hoge, a spokeswoman for the governor, said Wednesday that state revenues are still predicted to outweigh expenditures in the coming years.

“Now, we must remain cautious with future tax cut proposals and budgetary discussions to ensure Kansas does not return to the days of budget shortfalls and underfunded services,” she said.

Actual revenue has failed to meet projections lately. After revising estimates on Nov. 15 to lower projections by $72 million for the fiscal year, revenue for November continued to fall below expectations. The state collected about $675.5 million in taxes during the month, nearly 4%, or more than $25 million, below projections.

“It is important to remember that a comparison of just one month is not a reliable basis upon which to identify a trend for the balance of the fiscal year,” the report from the Kansas Legislative Research Department said.

Laura Kelly wants legislators to hit pause before taking action in 2025.House Speaker Dan Hawkins, a Wichita Republican, said property tax relief will be “job one” when the Legislature convenes in January.“For too long, Kansans have struggled with the ever-increasing cost of property taxes,” Hawkins said in a Nov. 27 statement. “Governor Kelly wants legislators to ‘take a breath’ instead of passing necessary legislation to ease the burden of property taxes on Kansans.”Instead, he said, Kansans need “breathing room from the burden of sky-high property taxes.”Lawmakers’ ideas for relief are bound by the state’s limited authority over local property taxes. Just after 3:30p.m. Tuesday, two individuals, seen on security camera, reportedly placed card skimmers on card readers at three Dollar General stores in Topeka. The stores are located at 2500 SE California Avenue; 10th and Fairlawn and at 29th and Croco, according to Topeka Police.

Police continue work to ID Kan. card skimming suspects

A&nbsp;<a href="https://www.courts.mo.gov/fv/c/Petition.PDF?courtCode=32&amp;di=3651289" target="_blank">case filed in Cape Girardeau County</a>&nbsp;could have implications for students’ rights to due process and free speech.

The case involves a 12-year-old girl identified only by her initials, A.N., who is serving a 180-day suspension from Jackson Junior High School. According to her petition in Cape Girardeau County Circuit Court, the punishment stems from a miscommunication.

“This is a big deal,” A.N.’s attorney, David Roland of the Freedom Center of Missouri, told The Independent. “Over the last couple of years, there has been a spike in the number of school discipline cases that are roughly similar to this.”

According to court filings, A.N. is a bright student with no prior disciplinary issues on her school record. In September, as threats of school shootings circulated nationwide and an incident in her neighborhood caused alarm, she became worried.

A.N. saw public posts on the social media platform SnapChat with threats of potential violence at her school. A boy from an outside school district, who is identified by his initials of S.C., was collecting the threatening messages and sharing them in an informative fashion.

A.N. reached out to the boy after seeing a threat, wondering if she should be worried. He asked her for the details, and she typed out what she had seen in a private message because she did not take a screenshot of the concerning post.

Her message, which was a picture of her ceiling with the threat typed over it, didn’t include a disclaimer that it was second-hand information. S.C. knew that from the context, according to court documents.

He shared the message widely, and the Jackson R-II School District was alerted and&nbsp;<a href="https://www.semissourian.com/news/jackson-r-2-schools-close-for-the-day-after-social-media-threat-cape-schools-on-high-alertc90c2e79" target="_blank">closed schools</a>&nbsp;for one day.

A.N. talked to police, and detectives unraveled the miscommunication.

“The detective quickly came to the conclusion that A.N. had not intended to cause any harm, panic, or disruption by sending the Snap, that there was no evidence suggesting that the Snap constituted a threat to any person or place, including the district, and that A.N. had neither the means nor the capability to act on any alleged ‘threat,’” Roland wrote in the court filing.

Later, A.N.’s principal and superintendent became aware that her message lacked any intent to harm but suspended her, first with an initial 10-day suspension and then expanding it to 180 days.

A.N. returned to school between the 10-day suspension and notification of the extended sentence and attended classes for one and a half days.

School policies allow for suspension up to 180 days for false alarms or reports, which the district handbook described as “intentionally tampering with alarm equipment for the purpose of setting off an alarm or making false reports for the purpose of scaring or disrupting the school environment.”

A.N. was barred from school grounds, even while she had an appeal pending before the school board, which Roland argues is a due-process issue.

“There was clearly no intent to frighten or anything. It’s basically a big misunderstanding,” Roland said. “The school understood that, and it punished her anyway. That was the big difference maker here.”

Missouri courts have often sided with school officials and upheld discipline imposed for speech outside school grounds, Roland said. A.N.’s case is a more “extreme example,” and he predicts there is a good chance to succeed where others have failed.

“We felt like this was a really good case to take on to try and establish that there have to be limits to the jurisdiction of the school,” Roland said. “Students do not give up their rights just because they’re enrolled in a public school.”

Spokesperson for the Jackson R-II School district Merideth Pobst said the district&nbsp;“cannot comment on pending litigation or on confidential student disciplinary matters.”&nbsp;

“The District’s first priority is to ensure student safety and to take appropriate action when we receive notice of safety-related concerns,” she added.

Daniel Rhoads, a St. Louis-based attorney who often tackles student rights litigation, said Missouri courts often take the school’s side in issues of student speech.

<a href="https://www.oyez.org/cases/1968/21" target="_blank">Tinker v. Des Moines</a>, a U.S. Supreme Court Case decided in 1969, established that students have the right to free speech, even within schools. The case established a test that schools can only censor students when the speech causes a “substantial disruption.”

Missouri courts, Rhoads said, “will look at all things out of the ordinary and call those all disruptions that are substantial enough to justify punishing the student for their speech.”

Rhoads represented a student who had received a 180-day suspension after creating a meme that pictured a peer lying in a coffin.

The peer received joking comments at school and got into an altercation in the classroom in frustration. A judge out of&nbsp;<a href="https://scholar.google.com/scholar_case?case=10062586059155769225&amp;q=429+F.Supp.3d+659&amp;hl=en&amp;as_sdt=3,26" target="_blank">Missouri’s Eastern Division U.S. District Court ruled</a>&nbsp;this was enough of a disruption, although the meme was spread out of school.

Rhoads said many student free speech cases are handled at the district level and never make it to court, but he sees a need for students to challenge unconstitutional rules statewide.

“A lot of rules around speech and student handbooks are, frankly, unconstitutional and need to be challenged,” he said. “I’ve seen facially unconstitutional rules about speech in student handbooks, and unless you get a case where a student is&nbsp; punished under that rule and the family is able and willing to appeal it all the way to court, you’re not going to get the courts to strike those rules down.”

Without more challenges like A.N.’s, he said, “students’ rights are just going to be trampled on indefinitely.”

Missouri student asserts district discipline violates free speech rights

SHAWNEE COUNTY —Law enforcement are investigating a suspect on drug allegations following an investigation into a vehicle blocking an ATM.

Just before 4:30 a.m. December 3, the Shawnee County Emergency Communications Center received notification regarding a blue 2017 Chevrolet Colorado stopped at an ATM in the 4600 block of NW 46th Street, according to Deputy Abigail Christian.

A Drug Recognition Expert (DRE) deputy with the Shawnee County Sheriff’s Office responded. During the investigation, illegal narcotics were located. Neal R. St Cyr, 45, of Topeka, was arrested and booked into the Shawnee County Department of Corrections on requested charges of Possession of opiate, opium, narcotic or certain stimulant and Possession of drug paraphernalia.
