WYANDOTTE COUNTY—Law enforcement took a murder suspect into custody following a&nbsp;barricade situation at a residence in Kansas City, Kansas.

Just after 6:30p.m. Wednesday, Kansas City, Kansas Police Department’s Special Operations Unit was in the area near McGrew Grove and Quindaro Blvd. serving a warrant in the November 30 shooting death of 17-year-old Nicholas Brooks. 

Once on scene, officers made contact with the suspect, an adult male, who then entered a residence and refused to exit, barricading himself inside for several hours.

At approximately 9p.m., following several tactical interventions, Kansas City, Kansas police negotiators were successful in convincing the suspect, to exit the residence. 

He was then taken into custody without incident. Detectives with the Kansas City, Missouri Police Department also responded to the scene to investigate the suspect as a person of interest in a number of violent crimes in their city.&nbsp; &nbsp;Police did not release the name of the suspect.

KANSAS CITY —Law enforcement investigating a series of package thefts in the Kansas City area have arrested 41-year-old Matthew T. Robinson of Excelsior Springs.

Last week, the Clay County, Missouri Sheriff's office asked for help to locate a second suspect in a string of Kansas City area package thefts that took place over the Thanksgiving holidays and the weekend that followed.&nbsp; On Wednesday, the sheriff's office reported Robinson's arrest.

He has now been charged with one count of felony theft and one count of felony possession of a controlled substance in the case.

 These are the same charges faced by his accomplice, 24-year-old Kayley Worthington. She was arrested Monday and remains in custody. At the time of her arrest Robinson was at the home but managed to escape.&nbsp;

Nina Simona Allen is a 49-year-old woman who was convicted of a non-violent offense in her 20s. In the years since, Ms. Allen returned to school to earn a post-baccalaureate degree and two master’s degrees. She now works in the field of education. Ms. Allen strengthens her community by volunteering at a local soup kitchen and at a nursing home. Ms. Allen is described by people who know her as a dependable, hardworking woman of integrity.

KELSIE LYNN BECKLIN – Falcon Heights, Minnesota

Kelsie Lynn Becklin is a 38-year-old woman who pleaded guilty to a non-violent offense at the age of 21. After successfully serving her sentence, Ms. Becklin has furthered her education and recently completed a Ph.D. program. In addition to her graduate program research and academic writing, Ms. Becklin mentors previously incarcerated individuals who also seek to pursue higher education. She is also an active volunteer in her community. Friends and professors attest to her work ethic, dedication, and genuine care for others.

Duran Arthur Brown is a 44-year-old man who pleaded guilty to a non-violent offense. Mr. Brown received early termination of his probationary sentence and has advanced his education and maintained consistent employment in the field of education. Mr. Brown is also a veteran of the U.S. Navy, and during his service, he was awarded the National Defense Service Medal and several other medals and awards. Following his honorable discharge, Mr. Brown served in the U.S. Navy Reserve. He is described by colleagues as caring and compassionate.

Norman O’Neal Brown is a 56-year-old man who was convicted of non-violent drug offenses when he was 22 years old. If Mr. Brown had been sentenced under current law and today’s sentencing practices, he likely would have received a shorter sentence. After serving over 20 years in prison, President Obama commuted his sentence in 2015. Since then, Mr. Brown has worked with several non-profit organizations, including those focused on rehabilitation, reentry, and justice-impacted youth. Mr. Brown volunteers at several national and community-based organizations that help support incarcerated and formerly-incarcerated people and serves as a board member for a non-profit dedicated to sentencing reform. Family members and colleagues describe Mr. Brown as a man of grace and integrity and an exceptional human being.

ARTHUR LAWRENCE BYRD – Clinton, Maryland

Arthur Lawrence Byrd is a 58-year-old man who pleaded guilty to non-violent offenses at the age of 23. In the years since, Mr. Byrd has been employed as an equipment operator, where he has received various certificates in recognition and appreciation for his work and safety record. He is also active in his church community and contributes to the church’s coat drive and food pantry. People who know him attest to his willingness to help others, his work ethic, and his character.

SARAH JEAN CARLSON – Coon Rapids, Minnesota

Sarah Jean Carlson is a 49-year-old woman who pleaded guilty to a non-violent offense. She received early termination of her probationary sentence. Since then, she has furthered her education and worked in addiction counseling at a faith-based rehabilitation center. Ms. Carlson also volunteers in her local community and at her church. Community members emphasize that Ms. Carlson goes above and beyond to help as many people in crisis as possible.

BRANDON SERGIO CASTROFLAY – Alexandria, Virginia

Brandon Sergio Castroflay is a 49-year-old man who pleaded guilty to non-violent, drug-related offenses at age 21. After successfully completing his sentence, Mr. Castroflay continued his career in the U.S. Army and then went on to work as a civilian for both the U.S. Army and the U.S. Air Force. Mr. Castroflay received multiple awards related to his work. He also took night classes to earn a bachelor’s degree while also working full-time. Mr. Castroflay volunteers for several charitable organizations that support Gold Star families and wounded service members. Mr. Castroflay has been described as exceptionally hard working, dedicated, and trustworthy by those who know him.

ROSETTA JEAN DAVIS – Colville, Washington

Rosetta Jean Davis is a 60-year-old woman who pleaded guilty to non-violent drug offenses. After successfully serving her sentence, Ms. Davis has maintained steady employment, including by working as a peer supporter for those struggling with substance abuse. Colleagues, family, friends, and neighbors all speak highly of her, citing her hard work, dependability, and willingness to serve as an example of rehabilitation to those with criminal records or who are battling addiction.

Stevoni Wells Doyle is a 47-year-old woman who pleaded guilty to non-violent offenses at the age of 24. GREGORY S. EKMAN – Fountain Valley, California

After successfully serving her sentence, she furthered her education and now works as a counselor and recovery coach with female trauma victims and people with disabilities. Ms. Faulkner also volunteers with organizations dedicated to preventing sexual assault and domestic violence, as well as with local charities. TRYNITHA FULTON – New Orleans, Louisiana

Trynitha Fulton is a 46-year-old woman who pleaded guilty to non-violent offenses she committed when she was 23 years old. Since her conviction, she has earned a master’s degree and worked in the education field. Ms. Fulton also contributes to her community by coaching and volunteering, including for an organization that feeds homeless individuals. PAUL JOHN GARCIA – Las Vegas, New Mexico

Paul John Garcia is a 72-year-old man who pleaded guilty to non-violent theft offenses. Since his conviction, he has maintained steady employment in the medical field. Mr. Garcia is a veteran who served in the U.S. Navy, where he received the National Defense Service Medal and other medals and awards. Kim Douglas Haman is a 75-year-old man who pleaded guilty to non-violent offenses. Mr. Haman is also a veteran of the U.S. Army, where he served in the Vietnam War and earned awards, including the U.S. Army Commendation Medal and the Bronze Star. He was honorably discharged. After his conviction, Mr. Haman worked at a vehicle parts production facility and retired after 16 years of service. Sherranda Janell Harris is a 43-year-old woman who was convicted of a non-violent drug offense when she was 24 years old. Terence Anthony Jackson is a 36-year-old man who pleaded guilty to a non-violent drug offense he committed when he was 23 years old. Emily Good Nelson is a 39-year-old woman who was convicted of non-violent drug offenses when she was 19 years old. MICHAEL GARY PELLETIER – Augusta, Maine

Michael Gary Pelletier is a 67-year-old man who pleaded guilty to a non-violent offense. Mr. Pelletier served in the U.S. Coast Guard for 14 years on active duty, where he participated in more than 790 search and rescue operations and saved 32 lives. He also previously worked with the U.S. Secret Service and received several citations and awards for his meritorious service. NATHANIEL DAVID REED III – San Antonio, Texas

Nathaniel David Reed III is a 46-year-old man who was convicted of non-violent offenses at the age of 21. He served in the U.S. Air Force for 20 years after his conviction, including many overseas deployments, and achieved the rank of Master Sergeant and earned numerous good conduct awards before retiring with an honorable discharge. Mr. Reed has volunteered for numerous causes benefitting both the U.S. Air Force and the civilian community, such as training local firefighters, teaching fire prevention in various settings, and organizing fire prevention weeks. He has also served as a certified sexual assault prevention and response advocate and has used his experience in overcoming the stigma of his conviction to help mentor fellow airmen. GARY MICHAEL ROBINSON – Redmond, Oregon

Gary Michael Robinson is a 70-year-old man who pleaded guilty to a non-violent drug offense. Mr. Robinson is a distinguished U.S. Army veteran. During his service, he earned the National Defense Service Medal and other awards. He was honorably discharged and served as a reservist for several years. Since his conviction, he has built a successful firefighting and habitat preservation business. He volunteers in his community, gives regularly to charity, and is well-regarded by friends and associates. Mr. Robinson is described by those who know him as honest, trustworthy, and professional.

JOSE ANTONIO RODRIGUEZ – Coral Springs, Florida

Jose Antonio Rodriguez is a 55-year-old man who pleaded guilty to a non-violent offense at the age of 26. James Russell Stidd is a 79-year-old man who pleaded guilty to a non-violent offense at the age of 20. After his conviction, he served in the U.S. Air Force until he was honorably discharged at the rank of Sergeant. He reenlisted and served another four years, including during the Vietnam War, and was honorably discharged at the rank of Staff Sergeant. Upon being honorably discharged, Mr. Stidd worked as a contractor and as a road and park maintenance worker. He has participated in various charitable activities through his church and is a member of a disabled veterans organization. Mr. Stidd is described as a man of integrity and honor.

Diana Bazan Villanueva is a 51-year-old woman who was convicted of a non-violent drug offense in her 20s. Missouri is heading toward its first fiscal year with&nbsp;<a href="https://missouriindependent.com/2024/09/17/missouri-tax-revenues-declining-in-first-months-of-fiscal-year-raising-concerns/">declining revenue</a>&nbsp;in more than a decade — and the first in living memory during a growing economy — according to the latest estimate of state tax revenue.

General revenue for the fiscal year that ends June 30 will total $13.35 billion, a decrease of about $70 million from the record $13.42 billion collected in fiscal 2024, according to a news release Wednesday from Gov.-elect Mike Kehoe.

That is a decline of about 0.6%, which is nearly identical to the actual year-to-date revenue receipts. Through Tuesday, revenues have declined 0.7% year-to-date.

Revenues should rebound in the following year, the release stated. The estimate agreed on by the state Office of Budget and Planning and the appropriations staff for the Missouri House and Senate anticipates growth of about 1.6%, which would produce $13.56 billion in general revenue for Kehoe’s first full fiscal year in office.

“I appreciate House and Senate leadership, our state budget team, and other state partners for helping develop this year’s revenue estimate to inform our budget for next year,” Kehoe said in&nbsp; the news release. “I look forward to working with the legislature on a conservative, balanced budget this upcoming session.”

The annual consensus revenue estimate is used by the governor and legislative leaders to build and balance Missouri’s budget.&nbsp;

The budget for the current fiscal year is based on an estimate made in December 2023 of $13.2 billion in new revenue. The budget plan adopted by lawmakers for the current year also anticipated spending about $1.9 billion from accumulated surpluses.

Higher-than-expected revenue for the year that ended in June is why Missouri should receive more than originally estimated, despite a decline in tax receipts, and use less of the available surplus.&nbsp;

Kehoe will present his budget in late January and it will be the first indication how he intends to use the historically high surpluses in the state treasury.&nbsp;

At the end of November, the general revenue fund balance stood at $3.9 billion, down about $900 million from the balance on June 30 but far more than any other new governor has ever enjoyed. There is almost $4 billion more in funds that can be spent like general revenue, with about half of that in accounts dedicated to projects like&nbsp;<a href="https://missouriindependent.com/2024/02/14/first-contract-for-widening-i-70-approved-by-missouri-highways-commission/">widening Interstate 70</a>&nbsp;and expanding&nbsp;<a href="https://missouriindependent.com/2022/06/03/a-piece-of-history-for-your-house-missouri-auctions-stone-salvaged-from-capitol-building/">the Capitol Building</a>.

The surplus was built with double-digit revenue growth over a two-year period that&nbsp;<a href="https://missouriindependent.com/2022/12/06/economic-slowdown-tax-cuts-likely-to-limit-missouri-revenue-growth-officials-say/">ended in early 2023</a>&nbsp;amid slower economic growth and the implementation of state tax cuts.&nbsp;

Kehoe has promised additional tax cuts, with an aim to eliminate the state income tax. Several lawmakers have filed bills to&nbsp;<a href="https://missouriindependent.com/2024/12/11/flat-tax-proposals-aim-to-put-missouri-on-path-to-eliminate-income-tax/">implement a flat 4% tax rate</a>&nbsp;as the first step in that plan.

Legislative budget leaders said in the news release that they are happy with the consensus estimate for the coming year.

“There are big issues on the horizon,” said state Rep. Dirk Deaton, a Republican from Noel who is vice-chairman of the House Budget Committee. “I look forward to continuing to work with my colleagues in the House, the Senate, and Governor-Elect Kehoe on crafting a fiscally responsible FY26 budget.”

Missouri revenue estimate predicts $70 million drop in state tax receipts through June

&nbsp;JACKSON COUNTY—Law enforcement are investigating a teen on drug allegations.

On December 10, a sheriff's deputy stopped a 1994 Toyota Celica for a traffic infraction near U.S. Hwy 75 and 158th Road in southern Jackson County, according to Sheriff Tim Morse.

The driver, 18-year-old Thomas Jay Holcomb, of Hoyt was arrested and booked into the Jackson County Jail on requested charges of possession of methamphetamine and marijuana.

Sheriff: Kansas teen caught transporting meth, marijuana

JOHNSON COUNTY—A 15-year-old arrested after allegedly bringing a gun to school on Monday has been charged with firearm possession by a felon, juvenile in possession of a firearm and interference with a law enforcement officer, according to the Johnson County District Attorney's office.

Police took the student into custody at Shawnee Mission South High School, 5800 W 107th Street in Overland Park Monday afternoon, according to Overland Park Police.

Another student at the school reported the firearm to an administrator. Officers were then able to take the student into custody and remove the gun. 

The school was placed on lockdown until police arrested the student.&nbsp;The 15-year-old made a first court appearance in the case Tuesday afternoon.

KANSAS CITY —Law enforcement are investigating a suspect on multiple allegations after a standoff in Kansas City.

Just after 10:30 a.m. Wednesday patrol officers responded to the 1000 block of Westport Road in Kansas City on the report of a party armed in a vehicle, according KCPD&nbsp;Sgt. Phil DiMartino.

Preliminary investigation revealed a ride share service driver had just picked up a fare, when the customer began making threatening comments.&nbsp; The subject mentioned a weapon and the ride share driver stopped in the 1000 block of Westport Road to exit the vehicle and call the police.

As officers arrived they observed a man in a vehicle refusing to exit.&nbsp; Because of the comments made and the threat he was possibly armed, an Operation 100 was called, according to DiMartino.

 Tactical response officers and trained negotiators responded to the scene in order to bring the situation to a peaceful resolution. Officers surrounded the area to prevent escape and had patrons in local businesses shelter in place for safety. At around 1:00p.m., after several hours of negotiations the man was taken into custody without incident.&nbsp;&nbsp;

Standoff: Suspect arrested after threatening KC ride share driver

KANSAS CITY —Law enforcement investigating a double homicide in Kansas City have identified the victims as 19-year-old Deontae Marchbanks and 17-year-old Cierra Pennington.

Just before 3:30p.m. Monday patrol officers were dispatched to the 6000 block of Blue Hills Road on a reported sound of shots, according to KCPD Officer Sergeant Phil DiMartino.

As officers arrived they were directed to a vehicle in a parking lot. There they located a Marchbanks and Pennington suffering from gunshot wounds.&nbsp; 

Emergency medical personnel responded and pronounced Marchbanks deceased on scene. EMS transported Pennington to a local hospital where she died a short time later.

This is being investigated as a homicide. Detectives continue working to determine the events that led up to the shooting.

17-year-old girl among two dead in KC apartment killing

&nbsp;JACKSON COUNTY —Law enforcement are investigating an illegal immigrant on multiple allegations after a high-speed chase.

Just before 9p.m. Tuesday, a Jackson County Sheriff’s Deputy conducted a traffic on a 2019 Honda CRV, for a traffic infraction near 142nd&nbsp;and U.S. Hwy 75, according to Sheriff Tim Morse.

Upon attempting to contact the vehicle, the driver of the vehicle allegedly fled in the vehicle initiating a&nbsp;pursuit northbound on U.S. Hwy 75. A Kansas Highway Patrol trooper deployed a tire deflation device around 214th Road where the vehicle came to a stop. The driver of the vehicle was identified as Quelvin Reyes Corea, 37, of Honduras. The vehicle was discovered to be stolen out of Kansas City, Missouri this past weekend.

Corea was arrested and is being held in the the Jackson County Jail for requested charges of Flee or attempt to elude LEO; 5 or more moving violations, Possession of stolen property; Value $1,500 – $25,000, Felony interference with LEO, Operate a vehicle without a valid driver’s license, Operate a vehicle with expired registration, Reckless driving, Improper driving on laned roadway, Speed 110 miles per hour in a 70 mile per hour zone, No tail lamps when required and Improper turn signal.

110mph chase: Illegal immigrant was driving stolen SUV in Kansas

WASHIINGTON —On Monday, United States Agency for International Development Administrator Samantha Power signed a financial guarantee supporting the U.S. government’s $20 billion Extraordinary Revenue Acceleration (ERA) loan to the Government of Ukraine, according to a statement from Power's office.

 This effort is part of the G7 commitment to bring forward $50 billion in total financing under the ERA loan initiative to address critical and immediate financing needs for Ukraine in its continuing fight against Russia’s illegal invasion.&nbsp;

The proceeds of this loan were to be transferred Tuesday to the World Bank’s Facilitation of Resources to Invest in Strengthening Ukraine Financial Intermediary Fund, which will serve as trustee and administrator for the distribution of loan contributions to Ukraine from the United States.

The $20 billion U.S. ERA loan will provide immediate support to Ukraine and will be serviced and repaid by future flows of extraordinary revenues stemming from Russian sovereign assets immobilized in the European Union. These windfall proceeds will repay ERA lenders like the United States to provide assistance to Ukraine while minimizing the burden on U.S. taxpayers. This loan will leverage windfall proceeds earned from immobilized Russian sovereign assets to pay for the damage Russia has caused.&nbsp;

The Biden-Harris Administration aims to place Ukraine in the strongest possible position and will continue to take meaningful steps to help Ukraine fight for the future it deserves.

TOPEKA — A third Kansas Republican lawmaker is set to join a caucus supporting president-elect Donald Trump’s Department of Government Efficiency.&nbsp;

U.S. Rep. Tracey Mann represents Kansas’ largest congressional district, the 1st District, and he joined the House Delivering Outstanding Government Efficiency, or DOGE, caucus in late November.

The House DOGE caucus and its companion panel in the Senate are intended to give lawmakers a way to pitch budget cuts under Trump’s new department, which doesn’t technically exist without an act of Congress.

Mann, who recently won reelection, was not a part of the original list of caucus members. Congressmen from Florida and Texas launched the House caucus Nov. 19, selecting Rep. Ron Estes, a Republican serving Kansas’ 4th District, as a member.

The Senate DOGE caucus launched days later, and Kansas Republican Sen. Roger Marshall was selected as a member.

Mann also met last week with the Trump allies selected to lead the new department, former Republican presidential candidate Vivek Ramaswamy and tech billionaire Elon Musk, according to a representatives for his office.

Following the meeting, Mann said in a statement that he discussed “ways we can work with President Trump to hold our agencies accountable and get our fiscal house back in order.”

SALINE COUNTY—Salina Police are investigating after a 57-year-old Salina man fell victim to a phone scam involving a caller falsely claiming to be with the Drug Enforcement Administration.

Just after 12:30p.m. Tuesday, the victim received a call that said the man’s Social Security number had been linked to a criminal scheme and that a warrant for his arrest had been issued, according to Salina Police Captain James Feldman. To avoid arrest, the caller demanded the victim send $13,700.

The man complied, withdrawing $11,700 from his bank account and transferring it via an unspecified service. He then purchased $2,000 worth of gift cards from a Dillons grocery store and provided the gift card numbers to the scammer.

Captain Feldman reminds the public that police or any local, state or federal agency will never request money via gift cards or wire transfers. Anyone receiving such calls should hang up and contact police.

Police: Kansas man lost over $10,000 in DEA scam

Between the whooshing of freezing winds and the sounds of passing highway traffic Tuesday morning, a ribbon-cutting ceremony marked the completion of the new eastbound Rocheport Bridge.

The event was purely ceremonial because the bridge still needs some finishing touches, like road stripes, before it is complete and ready to accommodate traffic by the end of the year.

Among the invite-only crowd were Gov. Mike Parson, Gov.-elect Mike Kehoe, Missouri Department of Transportation Director Ed Hassinger, as well as the family of Lance Cpl. Leon Deraps, for whom the bridge is named. Deraps gave his life during the Iraq War while serving in the U.S. Marine Corps.

For Parson, this marked what is likely his last MoDOT event before his term is up in January.

“There’s a new sheriff coming to town, so it’s time for me to go home,” said Parson, who has been advocate for improving bridges and highway infrastructure throughout his tenure.

During the event, several speakers praised the governor for his leadership during the period of the bridge’s construction. The speakers also thanked the members of Missouri’s congressional delegation for helping secure federal funding as part of the $220 million project.

Another reference point was the importance of the bridge itself.

According to several speakers, the bridge is meant to last 100 years and is vital to the national economy due to Missouri’s central location in the United States.

The completed project, allowing three lanes in both directions, will merge seamlessly with the ongoing Interstate 70 expansion project.

In the past, several members of MoDOT have voiced confidence for the upcoming administration’s support, citing Kehoe’s work on the Highway Commission from 2005 to 2010. Kehoe will be sworn in as governor next month.

Missouri officials gather for I-70 bridge ribbon-cutting ceremony 

SHAWNEE COUNTY—One person was injured in a fire at a hotel on Tuesday in Topeka.

An individual has been transported to a local hospital to be treated for non-lifethreatening injuries following a hotel fire in west Topeka.

Just after 5:30 p.m., crews&nbsp;responded to a reported hotel fire at Woodspring Suites, 1801 SW Westport Drive in Topeka, according to department spokesperson Rosie Nichols.&nbsp;

First arriving crews found heavy smoke coming from a room on the second floor. American Medical response transported one individual to a local hospital to be treated for non-life-threatening injuries.

Authorities have not released details on what caused the fire or a damage estimate.

One hospitalized after fire at Kansas hotel

JERUSALEM —U.S. Navy destroyers USS Stockdale (DDG 106) and USS O’Kane (DDG 77) successfully defeated a range of Houthi-launched weapons while transiting the Gulf of Aden on Monday and Tuesday, according to the U.S. Central Command.

The reckless attacks resulted in no injuries and no damage to any vessels, civilians or U.S. Naval.The destroyers successfully engaged and defeated multiple one-way attack uncrewed aerial systems (OWA UAS), and one anti-ship cruise missile (ASCM), ensuring the safety of the ships and their personnel, as well as civilian vessels and their crews. During a transit on Nov. 30 – Dec. 1, the destroyers successfully defeated an Iran-backed Houthi attack. These actions reflect the ongoing commitment of CENTCOM forces to protect U.S. personnel, regional partners, and international shipping against attacks by Iran-backed Houthis.
