ATCHISON COUNTY —Law enforcement authorities are investigating a suspect on new charges after a an arrest.

On Wednesday, police arrested Zachary M. Craine, 27, Atchison,&nbsp; on a Community Corrections detain order, according to Police Chief Mike Wilson.

In May of 2021, Craine was jailed for alleged cruelty to animals; knowingly abandoning an animal without making provisions for proper care, according to online jail records.

Missouri Western State University reports a 4%
increase in new students on the St. Joseph campus.

Missouri Western President Elizabeth Kennedy
notes the university hasn’t returned to pre-pandemic levels, but it finally is
showing signs of growth after two very rough years.

“It’s really a testimony to what Missouri Western
has been through, our programs that we have,” Kennedy tells host Barry Birr on
the KFEQ Hotline. “You know, students vote with their feet. So, our in-demand
programs are starting to see some growth.”

Missouri Western has seen growth in education,
criminal justice, psychology, construction engineering technology, and digital
animation programs.

Missouri Western recently received a $230,000
grant from the Missouri Board of Nursing to create a program for Licensed
Practical Nurses who want to study to become Registered Nurses.

“What they can do is while they are working, they’re
still paid but their tuition is also paid for,” according to Kennedy. “We’re
doing it as a pilot program with both Mosaic hospital, but also Liberty Hospital,
which again kind of demonstrates the shortage in nursing everywhere.”

Missouri Western also added 21 new faculty
members this fall. Missouri Western suffered a freshmen enrollment decline of
more than 25% in 2020; 15% last year.

Kennedy says it appears students are ready for
the on-campus, in-person student experience as opposed to the virtual
experience during the height of the coronavirus pandemic.

“College, of course, is about your academic
experience, right? The grades you get. The degree you earn. What you learned,
the knowledge you gain,” Kennedy says. “But it’s also a time in young adults’ lives
for them to mature and develop and to really determine the person that they’re
going to be.”

Kennedy says enrollment still lags behind pre-pandemic
levels, but is headed in the right direction after two really down years.

Missouri Western has a total enrollment of 4,022,
which is down about 8% from last year.

The Robert E. And Patricia Schmidt Foundation recently donated $25,000 to the American Red Cross to help support recovery efforts following Hurricane Ian.

The Red Cross has dispatched multiple vehicles, which will most likely be deployed for weeks, and the foundation's gift will help support the volunteers manning the vehicles and help restock supplies.

"Our hearts go out to those effected by this devastating storm," said Schmidt Foundation Chairman Gary Shorman, "and we offer our sincere thanks to the Red Cross for offering much-needed assistance during this recovery.

"The mission of the Red Cross is an admirable one, and we'd urge our communities to do what they can to help by donating."

Schmidt Foundation gift will aid Ian recovery efforts

St. Joseph city councilmembers are pushing for support of a half cent tax measure on the November 8th ballot.&nbsp;

The tax measure is estimated to generate 5-point-5 million dollars in revenue to pay for increased police officer salaries. &nbsp;

Councilmember-at-Large Kenton Randolph says the goal of the tax hike is to make St. Joseph a safer place to live, which is a core value of the city council.&nbsp;

"That obviously involves having more police officers on the streets" Randolph tells KFEQ Hotline host Barry Birr. &nbsp;

Randolph also believes the half cent sales tax will help in recruiting more officers.&nbsp;

The St. Joseph City Council put the measure on the November ballot after reaching a pay agreement with the Fraternal Order of Police.&nbsp;

Randolph says it's a major issue, because the police shortage affects whether St. Joseph residents feel safe.&nbsp;

"If people do not feel safe here in St. Joseph, that's not right," Randolph says. "So, they need to feel safe and we're going to do everything we can to make sure that we're policing St. Joseph and we're helping our citizens and folks of St. Joseph feel safe and secure right here in our community."&nbsp;

Randolph says a core value of all the city councilmembers is to make St. Joseph a safer place to live, not only for current citizens but also future ones. &nbsp;

Randolph says every call to the police department matters, and police need the staff to field those calls.&nbsp;

"Every call that comes in I think is important to the person that's making that phone call, and to be a responsible community to help secure their thoughts of either fear or their concern, then rightfully we should be responding to them," Randolph explains.&nbsp;

Randolph says currently it is critically important to bring in more police officers to help field those calls in an appropriate way.&nbsp;

St. Joseph woman has been charged with defrauding the federal government out of
nearly $80,000 in coronavirus relief aid.

St. Joseph woman accused of defrauding government out of COVID relief funds

DAVIESS COUNTY—Five people were injured in an accident just before 11p.m. Wednesday in Daviess County.

The Missouri State Highway Patrol reported a 2008 Chevy Uplander driven by Jessica I. Wright, 30, Whittemore, Iowa, was northbound on Interstate 35 three miles northwest of Winston.

The van traveled off the west side of the road into the median and driver overcorrected. The van returned to the road and rolled off the east side of the road. Three of the occupants were ejected.

Daviess County ambulance transported Wright, 19-year-old Russell Wright of Whittemore to Cameron Regional Medical Center and a 7-year-old boy from Whittemore to Children's Mercy.

Cameron ambulance transported two other passengers Johnny Wright, 42, Whittemore and Carolann Cook, 53, Algona, Iowa, to Liberty Hospital. The three adult passengers were not wearing seat belts, according to the MSHP.

3 ejected, 5 hospitalized after van rolls in Daviess County

Three Kansas City area young men were wounded in
a south St. Joseph shooting this past weekend.

The St. Joseph Police Department identifies the
victims as 18-year-old Donte Summers of Kansas City, Missouri; 19-year-old

Run a little, eat some donuts, and help some St. Joseph Museums. &nbsp;

That's what you can do this weekend at the Donut Dash 5k-plus walk and run in St. Joseph.&nbsp; The event will begin on Saturday at 8am at the Patee House.&nbsp;

Organizer Sharon Kosek says the 5k will help benefit three local museums, and at the end of the walk or run, there will be donuts waiting for you.&nbsp;

"A healthy donut, so you can walk, run, or feel good about eating donuts, and they'll also supply water as well," Kosek tells KFEQ Hotline host Barry Birr. "But it's this upcoming Saturday, October the 15th."&nbsp;

Kosek says proceeds from the walk help benefit the Mount Mora Cemetery, Patee House Museum and Roubidoux Row. &nbsp;

"None of which of those three receive city funding, they're all older sites that really need the community support, and I might say we have many generous businesses that help support this race as well, Kosek says.&nbsp;

The St. Joesph Chamber of Commerce helps organize the event.&nbsp; The event will end at the Gold-N-Glaze Donut and Coffee shop where donuts and water will be available for participants. &nbsp;

Kosek is also a member of the Mount Mora board.&nbsp; She says money raised from the walk means so much to help with upkeep.&nbsp;

"Of course, the cemetery is over 150 years old so we have trouble keeping things in par, the headstones might fall over, need cleaning, there's always something that's going on with the cemetery that needs to have upkeep," Kosek explains&nbsp;

Kosek says there are also needs on Rubidoux Row with its new exhibits as well as renovations that happen at the Patee House. &nbsp;

Registration for the walk will be accepted up until 7:30am on Saturday.&nbsp;

MERIL in St. Joseph, which specializes in helping people with disabilities live independently, will hold an annual celebration once again. &nbsp;

Director of MERIL Rob Honan says the annual Halloween Bash will return this year, after being postponed for the past two during the COVID pandemic. &nbsp;

"This is designed for kids of all ages so parents, mothers, grandparents, whoever if you have kids who want to come and trunk or treat, so there's a trunk or treat, trick or treat component, where we have games and candy and that kind of stuff," Honan tells KFEQ Hotline host Barry Birr. "There's also going to resource fair component of it where a lot of different agencies will be represented that we work with."&nbsp;

Each agency will have informational booths at the fair to pass out.&nbsp; The event wil be held on October 20th starting at 3:30pm in the MERIL parking lot at 4420 S 40th street.&nbsp;

Honan says there will also be a costume contest online that will begin the day of the event.&nbsp;

"And go through November the 7th so, for those of you who want to win a prize, we have some prizes ready to go for the Halloween costume contest, that would be another really good resource or way to get your costume out there," Honan says.&nbsp;

If the weather were to force the event to postpone, the makeup date will be October 27th.&nbsp;

Street. No one is cooperating. Police report they have had phone contact with
the likely target of the shooting and have a suspect in mind, but though there
were several calls about the shooting, few people are talking.

Later in the evening, police responded to calls about a
shooting in the 2700 block of Blackwell Road. Officers discovered a
pick-up in the ditch with bullet holes in it. Other evidence of a shooting was
found in the roadway.

Police says that shooting took place around 11 o’clock. The
driver and a passenger in the pick-up were not wounded. Officers tracked down a
suspect and took him into custody about half an hour later. He is described as
a white male in his 30s.

The driver of the Jeep was fixing her hair and allowing the passenger to control the vehicle.&nbsp; The 15-year-old female passenger from Agency lost control of the Jeep. 

The driver attempted to regain control of the vehicle, overcorrected and the Jeep traveled off the east side of the road, struck an embankment and rolled onto its top. Both the driver and passenger were ejected.

Jeep rolls after St. Joe teen, fixing her hair, let passenger steer

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas felon on new charges after another arrest.

On Monday, police arrested 38-year-old Perez Smith of Atchison&nbsp;in the 1000 block Laramie for driving while suspended, no vehicle tag, and no insurance, according to Police Chief Mike Wilson.

On Sept. 28, police arrested him for an alleged bond violation, according to online jail records.

In August, the KHP arrested him on requested charges of meth possession, interference with law enforcement, driving while suspended and additional charges.

Smith has two previous drug convictions, according to the Kansas Dept. of Corrections.

 </figure>ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas felon on new charges after another arrest.On Monday, police arrested 38-year-old Perez Smith of Atchison&nbsp;in the 1000 block Laramie for driving while suspended, no vehicle tag, and no insurance, according to Police Chief Mike Wilson.On Sept. 28, police arrested him for an alleged bond violation, according to online jail records.In August, the KHP arrested him on requested charges of meth possession, interference with law enforcement, driving while suspended and additional charges. Smith has two previous drug convictions, according to the Kansas Dept. of Corrections.

Two vaccines that were not previously available are now at the St. Joseph Health Department. &nbsp;

Clinic Supervisor Holly Hazzard says one new one is Shingrix, the shingles vaccine.&nbsp; Hazzard says receiving this vaccine is huge for the clinic with how many calls they receive looking for the vaccine&nbsp;

"And we were able to get it from the state of Missouri so it is under are 317 program which means that it's for people who do not have insurance," Hazzard tells KFEQ/St. Joseph Post.&nbsp;

The vaccine is available for those 55 and older or immunocompromised and uninsured, but it's not yet available to those with private insurance.&nbsp;

The second new vaccine is for the HPV virus.&nbsp; St. Joseph has had the vaccine for those under 19, now the state has provided vaccines for those 19 and older.&nbsp;

"It is still super beneficial to be able to get that vaccine to those individuals," Hazzard says. "So, being able to get that from the state of Missouri is huge for us because now we also have that to offer for people who are uninsured."&nbsp;

Hazzard says these vaccines are available not just in St. Joseph, but across the entire state.&nbsp;

"It has just not been something that, not even just the state, but the higher up guidance that we follow the federal regulations, it's just not been something that they've approved to be able to offer for no cost to individuals," Hazzard explains.&nbsp;

Hazzard says luckily this was a year that the state department of health saw the need for both these vaccines and gave them statewide approval.&nbsp;

Hazzard says medications are expensive and people have many hoops to jump through just to be able to get them.&nbsp;

"We were seeing a decline in people who were getting vaccinated because they had to pay for it out of pocket, so they try to take these steps to try to lower that gap between people who can't afford it and can and try to kind of even that out so that everybody has access to vaccinations," Hazzard says. "So, they opened it up to health departments to be able to offer for no cost to uninsured individuals."&nbsp;

Vaccines are available on a first come first serve basis.&nbsp; The St. Joseph clinic is open Monday through Friday from 8am to 11am and 1pm to 4pm.&nbsp;

The driver's vision was obscured by the glare of the sun. The vehicle struck a bicycle ridden by Steven R. Mozier, 59, Maitland.&nbsp;

After impact the International traveled off the road and through a fence. The bicycle and rider came to rest in the north ditch.

Nodaway County ambulance transported Mozier to Mosaic in Maryville. Tompkins was not injured and properly restrained. Mozier was not wearing a helmet, according to the MSHP.

Cameron Ambulance transported Constant and a passenger Brian E. Davis, 50, Hot Springs, Arkansas, to Cameron Regional Medical Center. They were properly restrained, according to the MSHP.

The Missouri State Highway Patrol reported a 2011 Ford passenger vehicle driven by a 17-year-old Union Star boy was northbound on U.S. 169 four miles south of King City.&nbsp;

The Ford crested a hill and rear-ended a 2015 Chevy passenger vehicle driven by Tim E. Walters, 56, King City, who was stopped in traffic to allow another vehicle to make a left turn on Liberty Road.

Grand River ambulance transported Walters to Mosaic Life Care. The teen driver was not injured. Both drivers were properly restrained, according to the MSHP.

King City man injured after rear-end crash

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas man and woman for alleged burglary and theft.

On August 24, police investigated a theft of a financial card from a residence in the 400 block Mound in Atchison, according to Police Chief Mike Wilson.

Just after 6p.m. Sunday, police arrested 32-year-old Mary C. McDonald and 30-year-old Jacob Camp both of Atchison.

McDonald is accused of unlawful entry into that residence and taking a financial card belonging to a 70-year-old victim.

Camp is being held on requested charge that involves unlawfully using that financial card at several area retail stores in amounts totaling around $850.&nbsp;

She is being held on a District Court warrant for aggravated burglary and a requested charge of theft by deception, according to Wilson.

In 2016 and in July of 2020, police arrested McDonald on requested charges of domestic battery and interference with law enforcement.

She remains jailed on a $30,000 bond, according to online jail records. He remains in custody on a $15,000 bond.

Kansas couple accused of burglary, using stolen credit card

A Democrat takes on a big challenge in far northwest Missouri,
running for the Missouri Senate seat being vacated by Sen. Dan Hegeman of
Cosby.

Hegeman has to leave the Senate due to term limits, leaving an
open race for the District 12 Missouri Senate seat, the largest district in the
Missouri Senate, comprised of 18 counties.

Michael Baumli of Maryville, who works in cyber security and
computer science, says he felt compelled to enter the race.

“I saw an opening and I decided to take it,” Baumli tells
KFEQ/St. Joseph Post. “Term limits for Dan Hegeman kicked in and so I thought
if no one else is going to do it, I might as well jump in. I really don’t like
politics. I don’t like diving into it, but something had to be done and someone
had to step up.”

Baumli grew up on a farm near Maryville and says, if elected,
he would be an advocate for rural communities, especially in education and
agriculture. Baumli not only works in computer science, he is a student at
Northwest Missouri State University, attempting to wrap up a degree.

Baumli faces Republican Rusty Black of Chillicothe, a state
representative who emerged from a crowded Republican primary field to run for the Senate.

Baumli acknowledges that as a Democrat, he faces an uphill battle.

“I would call it more of an up-mountain battle,” Baumli jokes.

Baumli says he realizes there are no Democrats from northern
Missouri serving in either the Missouri House or Missouri Senate, where Republicans
hold commanding majorities.

“A lot of miracles,” Baumli quips. “I’m a realist, too. So,
whenever I say, ‘Yeah, up a mountain,’ it’s going to take a lot of
connectivity. It’s going to take a lot of time and effort.”

Baumli says the only path to victory is hard work.

“Time and money and effort, things that just no one ever really
has and the ability to connect to people,” according to Baumli. “It’s hard.
But, I’m relatable in the sense that I’m trying to do what everyone else is
trying to do: &nbsp;just get by and get ahead,
if at all possible.”

Baumli says as a native of rural Nodaway County he can relate
to those living in the 12th District.

The Missouri State Highway Patrol reported a&nbsp;a 2014 Ford F150 driven by Steven D. Sander, 60, Cowgill,&nbsp;was westbound on MO 116 one mile west of MO 13.

The pickup attempted to pass a 2002 Ford Taurus driven by Sandra M. Cornelison, 56, Kingston, at the same time the car attempted a left turn. The pickup struck the car.

Caldwell County EMS transported Cornelison to Cameron Regional Medical Center. Sander was not injured. Both drivers were properly restrained, according to the MSHP.

The SUV struck a deer. The vehicle then traveled off the road, overturned and struck a tree. A private vehicle transported Beltran to Liberty Hospital. Beltran was properly restrained, according to the MSHP.

Four young men sustained non-life-threatening wounds from a weekend
shooting in St. Joseph.

St. Joseph police say the four were shot after leaving a party
at Mollus Hall, located on Illinois Avenue in south St. Joseph.

Police say the victims had been reported to have left the
scene, but later arrived at the hospital for treatment. The four victims, two
18-year-olds and two 19-year-olds, were treated at the hospital for wounds to
the lower part of their bodies. All reported addresses from the Kansas City
area.

Four young men wounded in St. Joseph weekend shooting

Northwest Missouri State University’s School of Education has launched a new program aimed at helping develop the next generation of teachers.

Thanks to $40,000 in funds from the Missouri Department of Education, Northwest launched the teacher recruitment and retention program. 

Dean of the School of Education Tim Wall says the big idea behind the grant is understanding how difficult it is for some to get through a teacher education program financially. 

"So, what we wanted to do was put financial support into the hands of prospective teachers in addition to pairing them up with high quality mentors from local schools and a university mentor," Wall tells KFEQ/St. Joseph Post.  

Wall says the program launched with eight students from underrepresented areas of education. 

"Those can include first generation students, students from rural backgrounds, and then folks from diverse populations," Wall explains. 

Each student selected received a $3,000 scholarship for the 2022-23 school year.   

Wall says eight students were selected for the first-time program.  But how did those students qualify for selection? 

"We looked for people that qualified for the grant program by virtue of being a first-generation student from a rural community or a person who is from a diverse background or any of those characteristics," Wall says. "And we have eight students this time around, we're actively seeking funding to continue the program but haven't secured that yet." 

Wall says without knowing what funding the program could get he's unsure how far it could go, but that he does have dreams of continuing to expand the number of students it helps. 

Wall says the program will help with the financial cost's students go through, and goes on to say anything he can do to help students afford school, he will do 

"We believe that that would encourage people to stay in the field, because they won't have as much student loan debt which can make it difficult for those who teach and have a family and children," Wall says. "I mean it's difficult right now, Missouri's teacher salaries are, last I've seen, 49th or 50th in the nation."
