COLUMBIA, Mo. (AP) — Missouri Secretary of State Jay Ashcroft, a top Republican prospect for governor, wants to block public funding for library books that might appeal to the “prurient” — meaning sexual — interests of minors.

Ashcroft proposed the new rule on libraries this week. It does not include a more-detailed definition or include examples of which specific books would be restricted as appealing sexually to children or teenagers.

In a statement, the Missouri Library Association called Ashcroft’s rule “an infringement on the professional judgment of librarians, and an effort to further stoke division in the communities that libraries serve.”

The group warned that small and urban libraries, which rely most on state funding, would face the greatest impact from the policy.

Ashcroft on Friday said he didn't propose the rule in response to any particular book but hoped it would prevent potential issues.

“I know that a lot of Missouri libraries are doing a good job on this and reflecting the values of the taxpayers that paid for the materials," Ashcroft said. "But I just think it's good to have some guidelines to make sure that we're reinforcing that parents are in control.”

The&nbsp;<a href="https://www.sos.mo.gov/CMSImages/AdRules/main/images/15_CSR_30_200_015.pdf">proposal</a>&nbsp;would require state-funded libraries to adopt policies on the age-appropriateness of literature, which is already common at both school and public libraries in the state. And under the rule, anyone could challenge access to books. The proposal is what’s known as an administrative rule, which would have the same effect as a law if enacted.

Libraries that violate the rules would risk losing state funding, which is doled out by the Secretary of State's Office through the state librarian.

Missouri Association of School Librarians President Melissa Corey said K-12 school libraries don’t receive many state grants, so the rules likely would impact local public libraries the most. Data provided by the Secretary of State's Office show about 10 of 210 grants awarded in 2021 went to school libraries compared to public libraries.

Joe Kohlburn, who leads the Missouri Library Association’s committee on intellectual freedom, said books by queer and Black authors and books about women’s rights and reproductive health are frequent targets of book challenges in Missouri.

“It’s a culture-wars thing,” he said, adding that Ashcroft is attempting to “leverage the funding the State Library offers to undermine libraries in general and undermine their ability to serve historically marginalized populations.”

Ashcroft has not yet announced a 2024 gubernatorial bid, but he listed his intentions for “statewide office” — not secretary of state, as he’s done in the past — on recent campaign documents.

He’s considered a strong potential gubernatorial candidate in large part because of name recognition. His father, John Ashcroft, previously served as Missouri governor, U.S. senator and as U.S. attorney general under former President George W. Bush.

The proposed rule comes as&nbsp;<a href="https://apnews.com/article/libraries-american-library-association-book-banning-af7c9f312266b572c3dc189b1d109de4">book challenges rise across the nation</a>. Book challenges reached a decades-long high last year, according to the American Library Association, and challenges are set to break records again this year.

The ALA documented 681 challenges to books through August, involving 1,651 different titles. In all of 2021, the ALA listed 729 challenges, directed at 1,579 books. Because the ALA relies on media accounts and reports from libraries, the actual number of challenges is likely far higher, the library association believes.

A&nbsp;<a href="https://apnews.com/article/science-entertainment-education-biology-missouri-0fdae848f82c26b67751662801dfe7c9">new law</a>&nbsp;passed by Missouri's Republican-led Legislature this year made it a misdemeanor punishable by up to a year in jail for educators to give K-12 students books with photos, drawings or other visual depictions that are sexually explicit.

There are exceptions for anatomy, biology, art or other images that are educational, and the law does not ban written descriptions that might be considered sexually explicit.

Ashcroft on Friday stressed that he doesn't believe his proposed rule would ban any books.

In Missouri, the state Constitution and state laws give statewide elected officials and state agencies the power to create additional guidelines beyond laws to help run government.

Ashcroft's administrative rule proposal will be open for public comment Nov. 15 through Dec. 15. After that, his office has three months to rewrite the rule based on feedback, submit it as is or rescind it.

“Depending on the comments, we could potentially make a change,” Ashcroft said. “I really hope that the people of the state help us to make the rule as good as possible.”

The Missouri Association of School Librarians in a statement also asked residents to “support libraries – public, academic, and school – across Missouri and provide feedback on this restrictive and harmful rule change.”

A special legislative committee also reviews proposed rules to make sure they don't go beyond agencies' authority, but the committee can't veto a rule because of a policy disagreement.

Mo. Sec. of State wants tighter rules on racy public library books

NODAWAY COUNTY —A Missouri man was injured in an accident just after 9:30p.m. Saturday in Nodaway County.

The Missouri State Highway Patrol reported a 2015 Chevy Silverado driven by David A. Morriss, 36, Guilford, was westbound on U.S. 36 just west of Maple Drive.

The pickup was traveling too fast for conditions and rear-ended a 2010 Toyota Highlander driven by Grace N. Schroeder, 20, Liberty.

After impact the SUV traveled off the road and struck a fence. The pickup became airborne and struck a tree. Clarinda Air Ambulance transported Morriss to Nebraska Medical Center in Omaha. Schroeder was not injured. Morriss was not wearing a seat belt, according to the MSHP.

BROWN COUNTY—Law enforcement authorities are conducting an arson investigation and have made an arrest.

On September 6, two suspects were involved with an arson incident involving a Brown County Patrol car, according to Sheriff John Merchant.

On Friday, the sheriff's office reported the arrest of a 14-year-old and a 16-year-old.&nbsp;The teens are being held in the Douglas Co. Juvenile Detention Center.

The Sheriff’s Office says the&nbsp;Hiawatha Police Department,&nbsp;Kansas Fire Marshal’s office, the&nbsp;Brown County Attorney, and the&nbsp;Kansas Bureau of Investigation&nbsp;assisted in the investigation.

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas woman on drug allegations.

On Thursday, police arrested 20-year-old Dreyona K. Seymore of Atchison in the 800 block South 5th Street, according to Police Chief Mike Wilson.

She is being held on requested charges of possession of marijuana and speeding. Online jail records did not report a bond amount for her.&nbsp;

Kan. woman jailed for alleged pot possession, traffic violation

The candidates for the 12th Missouri State Senate District fielded a range of questions during a candidate forum sponsored by the St. Joseph Chamber of Commerce.&nbsp;

Republican State Representative Rusty Black of Chillicothe defended the tax cuts enacted by the legislature in the recently concluded special legislative session, saying that it will have a positive impact on the state.&nbsp;

"I keep track of general revenue that comes into our state, each and every day there's a report that comes out, and we're over $500 million above where we were at as of two days ago, a year before," Black tells a crowd gathered at the forum.&nbsp;

Democrat Michael Baumli however, opposed the tax cuts and compared the move by the Missouri legislature with the failed tax cut policies of former Kansas Governor Sam Brownback.&nbsp;

" They found out it didn't work and they raised taxes," Baumli tells the crowd. "Unfortunately, Missouri has the Hancock amendment, I think that was passed in 1980, so there is no way to back out of this we're committed to any tax cuts we might make."&nbsp;

The candidates also discussed economic policy, education, and abortion during the forum.&nbsp;

On the question of how to best reignite the population Baumli suggested that, among other ideas, investing in schools would help.&nbsp;

"We could turn our rural schools, this small class sizes, and make that attractive to people to remote work and come to our small communities to help grow our small communities," Baumli says. "We can invest in broadband so that more people can work from home if need be."&nbsp;

Republican State Representative Rusty Black said emphasizing rural broadband has already been paying off.&nbsp;

"Internet and trying to get that fiber there, my children moved home, one of them in the medical field super important to them where she lives at that's available etcetera," Black says. "So, I do believe that's going to stop it."&nbsp;

Baumli and Black appeared together during the forum held at the Stony Creek Hotel and broadcast live on KFEQ.&nbsp;

Candidates also discussed how best to help agriculture in the sprawling rural northwest Missouri district.&nbsp;

Black said improving infrastructure would be the best way to help agriculture.&nbsp;

"That's roads, we also see the Missouri River and I think more and more importance is being put on ports," Black says.&nbsp;

Baumli, on the other hand, promoted more restrictions put on large agricultural operations.&nbsp;

"I think that we should regulate and if they do dump manure in the streams then we probably should increase the fine level and not allow that to happen," Baumli says. "I think by doing that we could probably help bring some people back into this area."&nbsp;

St. Joseph voters will decide in November if they're in favor of a half-cent sales tax increase designed to increase St. Joseph police officer pay. This  would also go toward new equipment within the department.

J.L. Robertson, co-chair of the Citizens for Our Police, Our City committee, says increasing officer salaries is vital in addressing some of the law enforcement shortages locally.

"In 2021, we had 135 officers," Robertson said. "In 2022, we had 118. Most of that result is coming from not having a competitive starting salary. Our goal is to recruit, retain and compensate these officers for the hard work they do."

The tax is estimated to generate $5.5 million annually, and would have a 20-year sunset clause.

The City Council voted to place the issue on the ballot to pay for the agreement it reached with the Fraternal Order of Police to increase officer pay earlier this year.

The agreement increases the starting salary for a police officer to $49,000. The city also agreed to a three percent annual increase in salaries.

Robertson says St. Joseph needs a strong police department in order to thrive.

"Our community deserves a great police department and a great school district," he said. "We have to have a safe community to have a good school district. It all plays together. If you have a good community, a safe community, a good school district, you have a better business community and a better place to live."

The Missouri State Highway Patrol reported a 2007 Cadillac CTS driven by Jamil A. Hopper, 28, Bethany, was southbound on Interstate 35 just north of the Ridgeway exit.

The vehicle traveled off the east side of the road and the driver overcorrected. The Cadillac returned to the road and struck the left side of a 2011 Peterbilt semi driven by Gary D. Knight, 57, Seymore.&nbsp;

North Harrison Ambulance transported Hopper to Harrison County Community Hospital. Knight was not injured. Both drivers were properly restrained, according to the MSHP.

On Wednesday, police arrested Jamie J. Berning, 29, Atchison,&nbsp; on a Community Corrections detain order, according to Police Chief Mike Wilson.

He was jailed in August for an alleged bond violation, according to online jail records. He was accused of failure to appear and&nbsp; in 2021 and domestic battery in 2015.

Kansas man jailed for alleged bond violation is back in jail

St. Joseph city councilmembers this week officially approved the demolition and rebuild of the Red Lion Hotel in downtown.

HDDA St. Joseph LLC and the city agreed to redevelop the Red Lion Hotel, which has sat vacant for years. The decision by city council confirms that the developer will tear down the existing structure  and build a 150-room Courtyard by Marriott hotel.

Marci Bennett, Executive Director of the St. Joseph Convention and Visitors Bureau says the decision to tear down and rebuild the hotel was the best decision on the table.

"It'll be absolutely incredible for our community and for downtown and any events we're hosting at Civic Arena," Bennett said. "For the Air Guard and 139th Airlift Wing. It's been a long time coming."

The 20 million-dollar hotel will also include a banquet space, a restaurant and parking lot. The developer will use loans to immediately pay for the project, but has asked the city for financial assistance through tax reimbursements.

Bennett says this new hotel will provide a service that the city does not currently have.

"Not only is having hotel rooms adjacent to the Civic Arena, but to have additional meeting space," she said. "That is one of huge needs for our community. Meeting space that has continuous hotel rooms."

The city has agreed to provide up to $3.5 million in tax reimbursements through general sales and tourism taxes.

Reimbursement on the city sales tax will end when total reimbursement reaches $2 million, or 20 years from the opening date.

Reimbursement through the tourism tax will end when total reimbursement reaches $1.5 million, or when the tourism tax expires.

The hotel is set to be back open by the end of 2024.

Bennett says the time is right for a new hotel and meeting space in downtown with all of the other new development in the area.

"I would say 15 years ago, if you stayed in that hotel, there really wasn't much to do," Bennett said. "You'd have to go out to the Belt Highway or somewhere. But, we have all kinds of really cool restaurants downtown and shops. I think it's the right time and the right place."

&nbsp;Work on the property can't start any later than May 31, 2023.

"For the Air Guard and 139th Airlift Wing. It's been a long time coming."The 20 million-dollar hotel will also include a banquet space, a restaurant and parking lot. The developer will use loans to immediately pay for the project, but has asked the city for financial assistance through tax reimbursements.Bennett says this new hotel will provide a service that the city does not currently have."Not only is having hotel rooms adjacent to the Civic Arena, but to have additional meeting space," she said. "That is one of huge needs for our community. St. Joseph city council approves demo, rebuild of Red Lion Hotel site downtown

With the cold weather starting to arrive, people will be bringing out their winter clothes to stay warm. &nbsp;

And for those that can't afford warm clothes, the Salvation Army in St. Joseph is here to help with its annual coat drive. &nbsp;

Major Ronald Key, Administrator of the Salvation Army in St. Joseph, says they will provide many different types of winter weather gear.&nbsp;

"What people do (they) just come into our office, they need a coat we give them a voucher, and send them to our thrift store to take a coat that fits them," Key tells KFEQ/St. Joseph Post. "Usually there's coats, there's hats, there's gloves, and there's scarves those kinds of things to keep them warm for the winter time."&nbsp;

Key says last year they gave away 650 coats during the drive.&nbsp; He says there really is no goal for how much they want to give away.&nbsp;

"We just make sure that hopefully we get enough coats to meet all the needs," Key says. "Of course, a lot of people are just now thinking about it because it turned cold the last few days and it's hard to think about it when the weathers warm outside so we'll continue to take those even if it's past October we'll take them all winter, they can either be used coats or they can be gently used we'd like them clean when people bring them."&nbsp;

Coats and winter clothes can be dropped off at the Salvation Army Community Center at 7th and Messanie between 9am and 1pm.&nbsp; You can contact the Salvation Army for more information. &nbsp;

Key says there is a great need for coats for children, but they have coats available for anyone and everyone&nbsp;

in Kansas, there’s been a growing fourth branch and that’s the rules and
regulations branch.”

If passed, the amendment would allow the Kansas legislature to
overturn a rule or regulation that it deems has gone beyond legislative intent
with a simple majority.

At present, the legislature can only overturn an agency action
with a two-thirds vote.

Austin says the legislature now has little recourse if a state
agency issues regulations contrary to its wishes.

“Currently, if the legislature wanted to remove a regulation,
they would need to pass a veto-proof majority to get that done and that’s not
right,” according to Austin. “A regulation or a rule is not the same thing as a
law passed by the legislature.”

Austin says Question One would check the growing power of Kansas
state agencies.

“Sometimes it’s by the governor, sometimes it’s not,” Austin
says. “But it really doesn’t matter who’s in office. If you follow the Kansas
Constitution, the governor or the executive branch is supposed to enforce the
law, right, not make the laws. And so, it doesn’t matter who’s in play, whether
it’s a Democrat or a Republican, that power should ultimately rests within the
legislature.”

go beyond the legislature’s intent. He says some have even issued regulations

Kansas voters to decide check of state agency power

ATCHISON COUNTY—Law enforcement authorities are investigating a Kansas woman for a violent crime for the third time in less than two years.

On Tuesday, police arrested 19-year-old Kenleigh N. Liggett of Atchison, on a requested charge of domestic battery in the 1900 block U.S.73, according to Police Chief Mike Wilson.

In March of this year and in March of 2021, police arrested her on similar charges, according to online jail records.

Third time in 2-years, Kan. woman jailed for alleged violent crime

Former northwest Missouri Republican Congressman
Tom Coleman has come out in favor of Democrat Trudy Busch Valentine for United
States Senate.

Though Coleman throws his support to Valentine’s
candidacy, it is his opposition to the Republican nominee that is most
prominent. Coleman calls Attorney General Eric Schmitt too extreme, pointing
out Schmitt has done everything he could to win the endorsement of former
President Donald Trump.

“Eric Schmitt is associated with Donald Trump as
much as he could,” Coleman tells KFEQ/St. Joseph Post. “He begged for his
endorsement and got a half-endorsement, or a half-baked endorsement I guess,
since his name was Eric.”

In the Missouri Senate race, Trump famously
endorsed Eric, without providing a last name, largely seen as purposely
ambiguous in support of both Eric Schmitt and former Gov. Eric Greitens.

Coleman criticizes Schmitt for filing a lawsuit
in Pennsylvania in an attempt to overturn that state’s vote in favor of Biden
over Trump. Coleman asks how Missourians would feel if Pennsylvania attempted
to interfere with its elections.

Coleman claims Busch Valentine is right on the
issues, in the mainstream with American voters, and more in line with most
Missourians in her support of abortion rights.

“And Eric Schmitt is just the opposite,” Coleman
charges. “He has even introduced legislation, couldn’t wait until the Roe v.
Wade decision was made before he decided and decreed, I’m not sure how he did this
legally, that Missouri now has a total prohibition on abortion.”

The Missouri General Assembly approved
legislation that would prohibit abortion if the United States Supreme Court
overruled Roe v. Wade. Once the court did so in the Dobbs case, Schmitt
declared that state law banned abortion.

Coleman also faults Schmitt, as Attorney General,
for filing lawsuits against 47 Missouri school districts in an attempt to overturn
mask mandates imposed during the coronavirus pandemic. 

Coleman praises Busch Valentine for her service
as a nurse and her open-mindedness on the campaign trail.

“She’s out there with the people. She’s out there
keeping her mind open on things that’s she’s not familiar with,” says Coleman. “But
Eric Schmitt trying to endanger and put at risk our children in class and
schools as he did, I think that’s just wrong. I think she has the capability of
being an outstanding senator and that’s why I endorsed her.”

Coleman served eight terms as the representative
of the Sixth Congressional District of Missouri.

Community members in Andrew County are working to protect the future of the county and have developed the Andrew County Foundation.  

The funds raised by the Andrew County Foundation will go towards community improvements and will allow community members to cement their legacy within the community.  

Foundation Trustee Wakefield Hare says the fund that are raised by the foundation can be used for anything in Andrew County. 

"It is unrestricted so it's not like oh here are the strict parameters and we think that's one of the main benefits of the fund just because the community needs are always changing, they're dynamic," Hare tells KFEQ Hotline host Barry Birr. "And so, that's why the trust part becomes so important to say how and what, who can we trust to make sure good decisions are made with community assets." 

The foundation was created in 2021 by Leadership Savannah Alumni.  Hare says the foundation helps fund good ideas for community improvement 

"Well, there might be 100 good ideas to do that but then how does somebody go from idea to actually implementing a great idea?" Hare asks. "And we know that resources often will help people otherwise (they) say nope ideas dead there's just not enough to get it done, now we're saying the foundation provides capital resources to maybe spur and grow some of those ideas, foster some of those ideas." 

Hare says the foundation doesn't exist to come up with those ideas, but rather to help people in the community fund their ideas.  

Recently, the foundation received 15-thousand dollars from the Gary Taylor Trust and the Harry and Helen Messick Trust to launch into its next step in fundraising. 

Hare says one project the foundation wants to focus on is connecting youth to their community.  He uses Brookfield as an example of that, with the city giving their high school graduates mailboxes 

"That help them tie their roots and their identity back to their hometowns," Hare explains. "And so, as much as we want many of our young people in our community to go out and see what this world has to offer, this country has to offer, we also want them never to underappreciate what our particular hometown communities can do for them." 

Hare says there are many good ideas of how the funds could be used towards youth in Andrew County.

Andrew County Foundation hopes to have money for residents to dream big

Getting a turkey for that thanksgiving dinner will soon be on your to do list and if you can't afford one Food for Kids can help.  

Food For Kids founder Sheila Gilbert says they won't only have turkeys to give away though at the event. 

"We give out paper goods, milk, sodas, everything is first come first serve, Cornish hens some people don't want a turkey we have Cornish hens, we're even giving out bacon this year" Gilbert tells KFEQ Hotline host Barry Birr. "So, we advise the folks to come out and get a turkey but we also need donations to make this happen." 

If you are interested in donating a turkey or money to help with the drive you can contact Gilbert at 713-514-2843. 

Gilbert says 99% of the people that come out and get a turkey are going to cook that turkey for Thanksgiving. 

"We start November the 4th because the weather gets bad after the first week of November and it's hard for us to maneuver all of those goods outside," Gilbert explains. "So that's why we start early, so you can have it in your freezer and that would be a worry you don't have to worry about." 

Gilbert says canned goods will also come with the turkey when you pick it up.  One turkey can be received per family.

Cameron Ambulance transported Cox to Liberty Hospital. He was properly restrained, according to the MSHP.

Kansas man injured after 2-vehicle Atchison Co. crash

A 33-year-old St. Joseph man has been charged with felony
robbery in a carjacking Sunday night.

St. Joseph police report Bryson McCray has been charged after
forcing a couple from their car at gunpoint.

Police accuse McCray of approached the two with a handgun in the
2400 block of Olive Street Sunday night. He forced them out of the
vehicle and fled.

St. Joseph police officers pursued the vehicle and stopped it
at Maple Leaf Parkway and Pendleton. McCray was taken into custody without
incident.

BROWN COUNTY —Law enforcement authorities and USD 430 officials investigated a reported bomb threat Tuesday morning, according to a statement from school district superintendent Jason Cline and Horton Police Chief Jon Boller.

Just after 8a.m. Tuesday, the school district issued an evacuation procedure after police alerted the school of a reported bomb threat in the city of Horton.

As a precaution, the school district along with local law enforcement activated and implemented the school district's emergency protocols included in the crisis plan.

Local and county law enforcement conducted a search of the Horton Elementary School, 300 East 16th Street and Horton High School, 1120 East First Avenue. After the search, law enforcement and school district officials issued an all clear and returned the schools to normal operation. All staff and students were accounted for, according to Cline.

Police released no additional details and have not reported an arrest.

Missouri Secretary of State Jay Ashcroft was a prominent
Republican who did not seek his party’s nomination for United States Senate.

Ashcroft says there’s a simple reason why.

“The ultimate reason was I prayed about it and I didn’t think
it was the right thing to do,” Ashcroft tells KFEQ/St. Joseph Post. “But, as a
pretty close second, I don’t want to go to Washington, D.C.”

Ashcroft, the son of John Ashcroft – the former governor and
US Attorney General – says he wants to stay in Missouri and make a difference
in Missouri.

“It seems to me that Washington, D.C. is a place where you go
to be on TV, not to get things done,” Ashcroft says. “And, I don’t want to
raise my kids in Washington, D.C.”

Ashcroft, first elected as Secretary of State in 2016, says he
hasn’t decided on whether he will run for governor. Ashcroft is not seeking
another term as Secretary of State.

“I love the ability that I’ve been given to serve the people
of this state. I’m not going to run for re-election. I think it’s appropriate
to get new blood. If you stay in one seat too long you start to think that it’s
your seat as opposed to the people’s seat,” Ashcroft says. “I do hope that the
people will allow me to serve in some capacity, but now’s not the time to talk
about that.”

believe that I bring something to the race that someone else doesn’t,” Ashcroft

successors to Gov. Mike Parson, a Republican who says he will not run for
another term.
