Partnerships with local high schools are drawing more students to the Missouri Western State University St. Joseph campus.

President Elizabeth Kennedy says there have been many different events on campus, such as Super Science Saturday, that provide opportunities for students.

"For young people to get ignited in their passions to find out what interests them and what kind of careers they want to explore," Kennedy tells host Barry Birr on the KFEQ Hotline. "And to do so in a family environment with mom, or dad, or siblings, or grandma and grandpa, or whomever, it's just so neat to see that, to see everyone get excited about what we're doing."

Kennedy says Super Science Saturday drew over 1,000 students to campus to explore and learn about various types of sciences, ranging from biology to psychology.

Kennedy says events that draw students to campus are important as many students are considering the future. 

"You have a lot of students who will be entering, whether it's their senior year of high school, entering their senior year with us at Missouri Western, and it's that that time to really, even for juniors, to start thinking what's the next step, where am I going to go," Kennedy says.

In a partnership effort with local high schools, students will get the chance to speak with regional businesses about their employment needs.

"We have young people that are dressed up almost kind of like if they were going on a dinner event for an interview and you have business folks coming in, and we mix our students with the business leaders at small tables so they can talk to each other" Kennedy explains. "The student can talk about what they've learned, their career interests, the employers can talk about here's some openings that we have in our company or here's what we're looking for in our next candidate that we wish to hire." 

Kennedy says the event provides an opportunity to build a face-to-face connection with employers in the STEM field.

The updated 2023 calendar year runoff forecast for the Missouri River Basin above Sioux City, Iowa, continues to be below average. 

January runoff in the Missouri River Basin above Sioux City was 1.1 million acre-feet, 134 percent of average. 

Runoff was above average due to warmer-than-normal temperatures in the upper basin resulting in some snowmelt runoff. 

Precipitation in January was below normal for most of the upper basin except for southern South Dakota, which saw above-normal precipitation. The 2023 calendar year runoff forecast above Sioux City is 21.1-million-acre feet, 82 percent of average. 

The runoff forecast is based on current soil moisture conditions, plains snowpack, mountain snowpack, and long-term precipitation and temperature outlooks. 

At the start of the 2023 runoff season, which typically begins around March 1, the total volume of water stored in the Missouri River Mainstem Reservoir System is expected to be 46.0 million-acre-feet, 10.1 million below the top of the carryover multiple-use zone.

Snow accumulations exceed forecast, several schools closing

ATCHISON COUNTY —Law enforcement authorities are investigating a suspect for alleged theft and forgery.

On February 3, police began an investigation that focused on the unlawful use of a donation that was intended for the Salvation Army, according to Police Chief Mike Wilson.

 This donation was made with gift cards which were used in transactions at an Atchison business on various dates in December.

On Tuesday, police arrested Pamela S. Bilderback, 39, Atchison, on requested charges that include theft by deception, forgery, criminal use of a financial card, and unlawful computer acts.

Special Olympics Missouri is a non-profit that works with Special Olympics U.S.A. to support athletes and help them achieve their dreams in various Olympic sports. Sixteen Olympic sports to be exact.

A 26-year-old Savannah man is headed to Berlin, Germany this coming June to compete in the Special Olympics World Games in Powerlifting, representing Team U.S.A. That man is Charlie Phillips, who in November, <a href="https://stjosephpost.com/posts/006860e1-a568-4dcf-a93a-aabb013a8341">earned his spot in the games at the Special Olympics USA Team Trials</a> in San Antonio.

Phillips had a top squat of 182.5 kilograms and a top deadlift of 227.5. kilos. He also bench pressed 130 kilos during the trials.

Melody Prawitz, Director for the North Area of Special Olympics Missouri, says Team U.S.A. only allotted for so many athletes from the state to have a chance to qualify for the world games. One of those spots just happened to be for powerlifting.

"Team U.S.A. only gave us so many slots," Prawitz said on KFEQ's The Hotline. "They give each state slots. We got the powerlifting slot. Of course, Charlie was right there on the spot. So, we got to nominate him from this area and he had to go to a couple of training camps and see if his personality works with the other athletes, if he can follow directions. So, he did very well."

Prawitz, and Phillips himself will tell you, qualifying for the World Games has long been Phillips’ goal.

"He has been waiting to go to the World Games for a very long time," Prawitz said. "He's really excited and Charlie is a 'Facebooker.' He's on Facebook and he already knows all of the other players who will be there with him. He knows his coaches. He's so thrilled. Our job is to now raise the funds to get him there."

"I've been working so hard to achieve my goals," <a href="https://stjosephpost.com/posts/490ff825-74ad-4f90-b7f4-562bcab7f41c">Phillips said in a September interview</a>. "This is one of my dreams. Ever since I started Special Olympics, I told my parents, my siblings, I said, 'One day, I will go to a World Games.'

Prawitz says a big goal now for Special Olympics Missouri is raising enough money to pay for Phillips’ travel to Berlin for the World Games this June. The World Games run June 17-25.

One of Special Olympics’ biggest benefactors in the local area is the St. Joseph Sertoma Club, whose annual Flag Project helps provide the funding needed for things like the athlete’s medals, travel expenses and more.

"I just want to say thank you to the Sertoma Club," Prawitz said, "because without their support, it'd be a little harder to get those medals and take care of the athletes. So, they do make it a little easier with their contribution to us."

Special Olympics Missouri raising funds for Charlie Phillips' World Games trip

Once victims of human trafficking are rescued by the Department of Homeland Security, there are many aspects of life where they may need assistance. 

Victim Assistant Specialist Tereasa Brown with Homeland Security Investigations says her job is to work with those victims. 

Brown says no two victims have the same needs.

"One may need shelter, one may need medical services, one may need some type of counseling," Brown tells KFEQ/St. Joseph Post. 

Brown says her job is to build rapport and trust with victims to find out their needs.

"And I can't tell them what they need," Brown explains. "I can listen to them, I can let them explain what it is they think they may need, because me telling them this is what you're going to do, this is what you're going to need, that's re victimizing them all over again."

Brown says people need to understand these people haven't been trafficked for just a day, it's been a while, building up trust issues. 

"But first, in building that trust, they have to know that they're safe," Brown says. "A victim that doesn't feel like they're safe, they're not going to talk to you, a victim that doesn't feel that they're safe they're not going to open up and you're not going to know what they really need."

Brown says in her job those trust issues cannot be taken personally

"They don't know me and if all they know is that traffickers voice and what the trafficker has been telling them, they tend to believe what the trafficker said, opposed to what I'm letting them know these are the things I can help you with," Brown points out.

Brown says her goal with every victim is to help get them back to some sense of normalcy, from before their trauma occurred.

"But I always like to remind them that this is something that happened to them, this is not their whole life, and that they can recover, they can start over," Brown says. "But again, you have to meet those basic needs first, they may be hungry, they may need shelter, they may need counseling, or mental health services."

Brown says one of the hardest parts of serving those needs is finding shelter, because victims of trafficking do not fit well in a domestic violence shelter.

USDA’s January 1 cattle inventory report places the total number of cattle and calves at 89.3 million head, consistent with trade expectations for a three percent decline from a year ago. 

The decline comes as cattle producers face a fourth consecutive year of contraction within the cattle cycle. 

That’s approaching inventory lows last seen in 2014 and 2015, at the start of the current cycle, when producers began rebuilding following the drought in 2012. 

Beef production is anticipated to be 6.5 percent lower in 2023 than last year. University of Illinois Economist Jason Franken suggested that all things considered, prices in 2023 are likely to exceed those of the last couple of years. 

Current conditions are even bringing about speculation on the possibility of exceeding record prices last set in the 4th quarter of 2014. Franken says that seems feasible for fat cattle, which are already trading around $156 per hundredweight.

The Missouri State Highway Patrol reported a 1998 Peterbilt semi driven by Logan T. Brown, 27, Linevill, Iowa, was southbound on U.S. 65 one half mile north of Farmersville.

The semi began to pass another vehicle. As it approached a crest of a hill. The semi's towed unit struck the front left of a northbound 2003 Mercury Grand Marquis driven by Darwin L. Vanderlindin, 27, Trenton.

Grundy County EMS transported Vanderlindin for treatment of a minor injury. Brown was not injured. Both drivers were properly restrained, according to the MSHP.

Just after 8p.m. Sunday, the Brown County Sheriffs Office Drug Task Force conducted a search warrant at 714 Iowa Street in Hiawatha, according to Sheriff John Merchant.

Officers arrested 51-year-old Ronald Clauson of Hiawatha on requested charges of Possession of Meth and Possession of Drug Paraphernalia and 61-year-old Morton Alfrey of Hiawatha on requested charges of Possession of Meth and Possession of Drug Paraphernalia.

Eagle seeks news director for Nebraska communities

Second Harvest Food Bank in St. Joseph is asking for more money than ever in its annual fundraising drive, because the need is rising.  

The annual fundraising drive to support Second Harvest kicks off on Friday and officials from the food bank have set a fundraising goal of $1.5 million.  

Chief Development Officer Michelle Fagerstone says part of the reason they need so much to keep services running is the price increases across the nation. 

"If you're seeing a price increase at your own grocery store, trust me we're seeing a price increase as well, and we're filling up those trucks at the same gas stations you're filing up at," Fagerstone tells KFEQ Hotline host Barry Birr. "So, we feel the pinch of the higher gas prices, the higher salaries that are being paid."  

Fagerstone says she tells people that anything they see going on in their homes, Second Harvest is going through those as well.  

Fagerstone says due to higher food prices, Second Harvest is even seeing an increase in people seeking their services. 

"An increase in the number of people coming through the fresh mobile pantry, the number of seniors applying to participate in the senior box program," Fagerstone explains. "I would actually say it's not at the levels that it was during COVID, but it's definitely higher than it was pre-COVID." 

Fagerstone says that's also a factor in the fundraising goal as Second Harvest seeks to ensure there is enough food for everyone within the 19-county service area. 

Fagerstone says while the agency is looking for more partners, it is also blessed with sponsors that already provide support. 

"Not just financially, but support us with product," Fagerstone says. "We're very fortunate to have as many protein industries as we have."

Second Harvest Food Bank trying to raise more money as needs grow

A bipartisan group of Senators recently introduced legislation to merge USDA broadband programs. 

New Mexico Democrat Ben Ray Luján and South Dakota Republican John Thune reintroduced the Rural Internet Improvement Act. 

The legislation would streamline and bolster USDA Rural Development broadband programs and ensure their funding is targeted to rural areas that need it the most. 

Senator Thune says, "Our bipartisan legislation would help bridge the digital divide by improving USDA's ReConnect Program to ensure its funding goes to truly unserved areas.” The Rural Internet Improvement Act would: merge and codify the popular Rural e-Connectivity Pilot Program, or ReConnect program, with USDA’s traditional broadband loan and grant program. 

The legislation would also ensure ReConnect funding is going to areas most in need of reliable broadband service by limiting funding to areas where at least 90 percent of households lack access to broadband service. Finally, the bill would Improve coordination between USDA and the Federal Communications Commission on broadband programs.

Lawmakers introduce Rural Internet Improvement Act

Students to celebrate agriculture and leadership around the country

BROWN COUNTY —Law enforcement authorities are investigating a suspect on multiple charges after a weekend pursuit.

On Sunday, the Brown County Sheriffs office was notified that a vehicle reported stolen from Hiawatha a few days prior was located at a residence in the vicinity of 130th and Falcon on the Kickapoo reservation, according to Sheriff John Merchant.

Just after 8 a.m., the vehicle drove away from the residence and failed to yield to deputies and a pursuit ensued.&nbsp; The vehicle pulled in to a field in the vicinity of 220th and Acorn. The driver and sole occupant identified as 26-year-old Tristan Morris of Topeka was arrested without incident on a requested charge of Possession of Meth, Possession of Drug Paraphernalia,&nbsp; Felony Obstruction, Possession of Stolen Property, Flee and Attempt to Elude, Reckless Driving, No Drivers License.&nbsp;

Morris also had Felony Warrants in Brown County for Probation Violation and Failure to Appear as well as a Felony Warrant out of Douglas County Nebraska for Failure to Appear. No injuries were reported as a result of the pursuit.

Texting and driving seems to be a growing trend and
a growing danger on the roadway.

The Missouri State Highway Patrol is warning
drivers about the dangers with Sergeant Shane Hux of Troop H in northwest
Missouri pointing out it is much more dangerous than most people think.

“So, a lot of people, what they don’t realize (is)
the average text takes 4.6 seconds. And during that amount of time, if you’re driving
55 miles an hour, you will travel over the length of a football field,” Hux
tells KFEQ/St. Joseph Post. “Some of these two-lane highways around here, they’re
not very good roads, a lot of curves, a lot of hills, blind spots. So, that’s a
lot of time with your eyes off the road.”

Hux says it is difficult for troopers to
determine whether a driver is texting, because the phone can be used for other
purposes, such as navigation. It is even more difficult to prove texting caused
an accident.

“Tell you the truth, it’s kind of a hard case for
us to make,” according to Hux. “If we do work a crash and we ask the driver for
their statement, most of the time, they’re not going to tell us they were on
their cell phone.”

Just because a driver reaches for the cell phone
doesn’t mean the driver is texting.

“You don’t know if they’re just moving it from
one place to the other or if they’re actually using it,” Hux says. “It’s not
against the law just to have it in your hand.”

But, as Hux points out it is very difficult to
text and drive.

“It is. Driving is a full-time job. It takes 100%
of your attention.”

Missouri law doesn’t prohibit texting and
driving, with two exceptions. Drivers under the age of 21 cannot text and drive
and drivers operating commercial vehicles cannot text and drive.

On Feb. 3,&nbsp; a 57-year-old victim reported that a burglary had occurred that morning at a residence in the 400 block North 2nd Street in Atchison, according to Police Chief Mike Wilson.&nbsp;The suspect allegedly took&nbsp;several firearms and several knives. 

Just after 1:30a.m. Saturday and following an investigation, police arrested 35-year-old James Gilliland who was taken into custody on requested charges of burglary and theft. Police also recovered the stolen weapons, according to Wilson.

Three
more defendants have been indicted in a 10-person conspiracy to distribute
fentanyl in northwest Missouri, including a St. Joseph resident.

The
Western District of Missouri U.S. Attorney’s office reports 22-year-old Kaden
Bernard of St. Joseph has been indicted by a federal grand jury in Kansas City.
Also indicted were 31-year-old Raymundo Felix-Perez, a citizen of Mexico who
lived in Bethany, and 26-year-old Joshua Stramel of Kansas City, Kansas.

Previously
charged were 24-year-old Craig Austin Troester and 21-year-old Cassidie
Bumgarner, both of Spickard; 24-year-old Troy Lee Palmer of Trenton; 27-year-old Dallas Hughs of St. Joseph; 30-year-old Jessica Nicole Moody of
Bethany; 25-year-old Dakota Morris of Liberty; and 23-year-old Lucas Ryan
Coltrain of Newtown.

Federal
prosecutors allege Troester and Felix-Perez led the conspiracy to distribute
fentanyl in October of 2020.

Troester,
Felix-Perez, Bumgarner, Coltrain, and Moody also are charged with money
laundering. Federal prosecutors claim the four wired the proceeds from their

The Pennsylvania Republican says of the subcommittee chairs, “Their expertise and partnership are essential to fulfilling this Committee’s mandate of delivering certainty and prosperity to American agriculture and its entire value chain. 

Representative Austin Scott of Georgia will serve as the Vice Chair of the Full Committee, and chair of the General Farm Commodities, Risk Management, and Credit Subcommittee. 

California's Dough LaMalfa will chair the Subcommittee on Forestry, and Indiana's Jim Baird is chair of the Subcommittee on Conservation, Research, and Biotechnology. Meanwhile, Minnesota's Brad Finstad was appointed Chair of the Subcommittee on Nutrition, Foreign Agriculture, and Horticulture. 

Finally, Tracey Mann of Kansas was appointed chair of the Livestock Subcommittee, and South Dakota's Dusty Johnson is Chair of the Subcommittee on Commodity Markets, Digital Assets, and Rural Development.

House Ag committee announces subcommittee chairs

Despite a large number of pets being taken in last year, the St. Joseph Animal Shelter also saw a large number of pets get adopted as well. &nbsp;

Friends of the Animal Shelters Melanie Barnes says a large number of adoptions came thanks to the puppies for parole program. &nbsp;

Barnes says the program helps out the shelter tremendously with space.&nbsp;

"It frees up kennels for other pets that end up coming through the shelter, like I said they live with the inmates 24/7, there are two inmates assigned to every dog so that way they can take turns there's a primary and then a backup," Barnes tells KFEQ Hotline host Barry Birr. "And while they're there they have goals; they go through goals to try and train the puppies for canine good citizenship."&nbsp;

Puppies for Parole started in 2010 and has helped prepare over 6,000 dogs for adoption.&nbsp; &nbsp;

Barnes says the program is helpful in getting more dogs adopted because many adopters are drawn to those that have been through the program&nbsp;

"Maybe there's adopters who don't want a puppy or a very rambunctious dog or they want to know more about that dog before they adopt them," Barnes explains. "So, this is a great way&nbsp;

Barnes says the program was also helpful in getting more pets adopted this past year, which helped reduce the number of pets in kennels that were already overcrowded&nbsp;

St. Joseph's prison is one of those that participates in the program which helps teach dogs 10 basic skills that they should know.&nbsp;

Barnes says the program helping dogs learn those skills is a big help to the animal shelter&nbsp;

"Because the dogs then become more adoptable, they're behaved, they're crate trained, they're potty trained, and the inmates because they live with them, they know so much more about their bios," Barnes says. "And so, they can build a nice bio on, you know, what does Fluffy like to do and maybe this dog loves to play fetch."&nbsp;

Barnes says not only does it help with the adoption rate of dogs, but it also helps provide inmates that help with a positive experience and a purpose of taking care of the pets.&nbsp;

Pet adoptions up in 2022 in large part thanks to statewide program

The February FAO Food Price Index averaged 131.2 points in January 2023, down 1.1 points, or 0.8 percent, from December, marking the 10th consecutive monthly decline. 

With this latest decline, the index has fallen 28.6 points, 17.9 percent, from its peak in March 2022. 

The Cereal Price Index averaged 147.4 points in January, up fractionally from December and 6.7 points above its level one year ago. 

The Vegetable Oil Price Index averaged 140.4 points in January, down 2.9 percent month-on-month and nearly 25 percent below its level a year ago. The Dairy Price Index averaged 136.2 points in January, down 1.4 percent from December, hitting its lowest level in 12 months. 

The decline in January reflected lower international prices of butter and milk powders. The Meat Price Index averaged 113.6 points in January, down marginally in December, continuing the decline for the seventh consecutive month, but it still stood 1.3 percent above its year-earlier level. Finally, the Sugar Price Index averaged 115.8 points in January, down 1.1 percent from December.

The Dairy Price Index averaged 136.2 points in January, down 1.4 percent from December, hitting its lowest level in 12 months. The decline in January reflected lower international prices of butter and milk powders. The Meat Price Index averaged 113.6 points in January, down marginally in December, continuing the decline for the seventh consecutive month, but it still stood 1.3 percent above its year-earlier level. Finally, the Sugar Price Index averaged 115.8 points in January, down 1.1 percent from December.

A Buchanan County jail inmate killed himself, though deputies
and medical staff attempted to save his life.

Buchanan County Sheriff Bill Puett reports in a news release
that jail personnel discovered 31-year-old William T. McGaughy attempting to
kill himself Saturday evening around 7:20. Puett reports deputies and medical
staff began lifesaving measures until emergency medical service personnel
arrived who continued lifesaving measures. All attempts proved unsuccessful,
according to Puett, and McGaughy died.

McGaughy was jailed on a charge of 1st Degree
Robbery. He was in a cell alone.

An autopsy has been ordered. An investigation continues.

ANDREW COUNTY—A Kansas woman was injured in an accident just after 4:30p.m. Saturday in Andrew County.

The Missouri State Highway Patrol reported a 2005 Chevy Cavalier driven by Chyleen K. Pauesick, 75, Kansas City, Kansas, was eastbound on Route T one half mile west of Savannah.

The car traveled off the road and struck an embankment. Andrew County EMS transported Pauesick to Mosaic Life Care. She was properly restrained, according to the MSHP.

NODAWAY COUNTY —Two people were injured in an accident just before 6:30a.m. Saturday in Nodaway County.

The Missouri State Highway Patrol reported a 2012 Jeep Wrangler driven by Sage C. Scanlan, 20, Bolckow, was northbound on U.S. 71 five and one half miles south of Maryville.&nbsp;

The Jeep rear-ended a 2003 Chevy Blazer driven by Galen L. Gregory, 72, Guilford. After impact, the SUV traveled off the, struck an embankment, overturned and struck a sign.

Nodaway County ambulance transported Gregory and a passenger Marsha K. Gregory, 66, Guilford, to Mosaic in Maryville. Scanlan was not injured. All three were properly restrained, according to the MSHP.
