LIVINGSTON COUNTY —One person was injured in an accident just before 2:30p.m. Wednesday in Livingston County.

The Missouri State Highway Patrol reported a 2012 Ram pickup driven by Terry A. Breer, 59, Chillicothe, was northbound on U.S. 65 at LIV 228 at the north Chillicothe city limits.

The pickup traveled through a controlled intersection&nbsp; and struck a westbound 2018 Nissan Titan driven by John T. Riead, 64, Chillicothe who was making left turn at U.S. 65.

A private vehicle transported Riead to Hedrick Medical Center. Breer was not injured despite not wearing a seat belt, according to the MSHP.

BROWN COUNTY—Law enforcement are investigating two suspects on drug allegations.&nbsp;

On August 19, Brown County Sheriff's Office Drug TaskForce initiated a search warrant at 133 W. 13th in Horton, according to Sheriff John Merchant.&nbsp; &nbsp;

Deputies arrested 44-year-old Gerald Adams of Horton on requested charges of Possession of Meth, Possession of Marijuana and Possession of DrugParaphernalia. Deputies also arrested 63-year-old&nbsp; Carolyn Sigmon of Horton on requested charges of Possession of Marijuana and Possession of Drug Paraphernalia.

Drug bust sends Kansas couple to jail

Northern Missouri Congressman Sam Graves says
federal money for federal roads will allow the state of Missouri to shift
funding to rural roads, but Graves adds transportation is about more than roads
and bridges.

Graves, chair of the House Transportation and
Infrastructure Committee, says his committee has jurisdiction over a wide

Graves, a Republican, is hopeful changes made to
the Waters Resources Development Act (WRDA) by the U.S. House will make it
through negotiations with the Senate. Those changes would prioritize flood
control and navigation over wildlife habitat.

“And this idea that we’re going to manage the
river based on fish and two birds and not manage it based on people’s lives and
livelihoods and communities and businesses and power plants that depend on river
levels is just ridiculous,” according to Graves.

Environmentalists, though, say Missouri River
habitat must be preserved to protect the pallid sturgeon, the least tern, and
the piping plover; all species believed to be endangered.

The Senate has approved its own version of WRDA.
House and Senate conferees are attempting to work out differences and fashion a
compromise to submit to both chambers in hopes of getting it to President Biden’s
desk.

Graves defends his vote against the $1.2 trillion
infrastructure bill passed by Congress in 2021 when Democrats controlled the
chamber and he was the ranking minority member on the Transportation Committee,
contending the bill grew too large. Graves says the bill began as the
reauthorization of the Surface Transportation Bill; ranging in cost from $500-to-600
billion. Graves asserts the bill got hijacked by Democratic leadership and grew
far beyond what could be paid for through user taxes.

“Now you’ve got a $1.2 trillion bill that is not
paid for and so I absolutely was not going to support that or vote for it,
particularly without any input,” Graves says. “Now, what’s interesting though,
is that bill still has to be authorized. So, all of those projects come through
my committee and I get to make the decision on how that money is spent.”

Graves says Republicans and Democrats on the
Transportation Committee were close to reaching an agreement on the bill before
the changes got made by House leadership and Democrats in the Senate along with
the White House.

Graves wants Missouri River management changed; defends vote against infrastructure bill

Missouri Western State University is ready to welcome students back to campus to kick off a new semester in St. Joseph.  

With the first day of classes coming on Monday, students will be moving into the dorms today.  

And for incoming freshman, Dean of Students Robert Goltra says Griffon Edge will begin tomorrow. 

"Griffon Edge is an opportunity that allows students to get one credit hour for courses that takes place just a few days before the fall semester kicks off,” Goltra tells KFEQ Hotline host Barry Birr. “And it was created to give incoming freshman an edge, a start, some extra resources, guidance, and support so that those first few weeks are even more special to them.” 

Goltra says after students got their first college experience during freshman orientation, this provides another opportunity to get more acclimated to college life. 

During the first weeks of school, officials with the university are working hard to make sure students get acclimated to life in college.  

 Goltra says the first two to five weeks of school are crucial to make sure students have all the necessary information, and research shows if they persist, they succeed 

"We want to make sure those first two to five weeks that we’re very well connected in every manner you can think of, so yes, we’re far more active that first week, we’re active throughout the whole academic year, but especially those first few weeks,” Goltra explains.  “Research tells us that we’ve got to make sure we’re rolling out the red carpet, we’re getting the bells and whistles out there, but most importantly that we’re communicating well.” 

As students return to campus for a new semester, fun events will be held throughout the week welcoming them back. 

One event during what the university is calling Welcome Week, will be the Western Warm-Up.  

Goltra says the Western-Warm Up will give area businesses the opportunity to show off what there is to do in St. Joseph for students. 

"Students will literally come in and flow through, over 1,000 of our students will flow through a centralized area on campus and be able to see all the neat activities in our community,” Goltra says. "Whether that be the Go Kart track, some people don’t know that hidden gem here, clear into the opportunities we have in terms of even health resources and services for our student body.” 

Welcome Week will also feature other activities such as Bingo and a Movie Night.

Missouri Western rolling out red carpet as students return to campus

School is back in session in the St. Joseph School District.  

Superintendent Gabe Edgar says the hope for this school year is just to have a good and successful year 

"There's a lot of excitement, here at Parkway this morning, we were at Lafayette earlier and Bode before that, we stopped at Mark Twain, and it just seems like there's a better feel for '24-'25," Edgar says. "I've had a lot of these first days and just excited, I tell you today's a little bit bittersweet, this is my last first day." 

Edgar informed the school board during its meeting in late June that he would be retiring as superintendent following this school year. 

Edgar says in his final year he hopes to see improvement in some areas.  

"With attendance and with some discipline issues and those types of things, I hope we can just have a successful year, and I just want to see everybody do what's best for kids Matt, I mean that's why we're here" Edgar tells KFEQ/St. Joseph Post. "And this reminds you, to be honest with you when I woke up this morning, I was a little bit sad, but this is the reason why you come to work every day."

Heading into the year, while there were enough teachers, there was a need for support staff such as paraprofessionals and custodians.  

After the district held a hiring fair last week, Edgar says as school begins, the district is in a good place 

"It was very opportunistic, we have all the certified staff and teaching positions filled, we do have some more support staff but we're optimistic that it's coming around." Edgar says.  

After the approval of a 59-cent increase to the districts tax levy, which will help increase teacher and staff pay, Edgar says morale has never been higher. 

"I started my job here in 2018, not as Superintendent but as Assistant Superintendent, and I've never seen morale any higher," Edgar explains.

A St. Joseph woman has been charged with involuntary manslaughter
in the wrong-way crash in May that claimed the life of a motorcyclist.

St. Joseph police report 47-year-old Katherine Deweese passed
two “Do not enter” signs as she drove the wrong way on the I-229 exit ramp at 3rd
and Edmond, crashing into motorcyclist Ryan Coffman who was exiting the
interstate in the early morning hours of May 17th.

The impact of the crash threw Coffman from his bike. Coffman,
who was 33, died later at the hospital.

Deweese told police she had been distracted while arguing with
a passenger. A probable cause statement reports a breath sample indicated a
blood alcohol content of 0.065%, below the legal limit.

St. Joseph woman charged in wrong-way fatal motorcycle crash

An animal health company in Elwood, Kansas is expanding. 

Elanco hosted a groundbreaking ceremony Tuesday afternoon, with U.S. Senator Jerry Moran (R-KS) in attendance.&nbsp;

The 25,000 square foot expansion represents a $130-million investment for the region.

Elanco says once construction is complete, it will double its manufacturing capacity and provide seventy new jobs in the area.

Moran praised the expansion and is excited about what it means for the future of Kansas. "Decisions like this mean the communities in Doniphan County and this region have a brighter future with more jobs and perhaps higher pay, and some of the latest scientific opportunities to engage in taking care of animals."

With many farmers and livestock operators in the region, Moran says, more broadly, the expansion is good for the Midwest. "I authored legislation that created an animal science corridor from Manhattan, Kansas to Columbia, Missouri. It's all of us together, trying to do something we're good at. Which means taking care of animals."

Moran adds, "We want Kansas and Missouri to be at the forefront of developing new treatments, new nutrition opportunities, taking care of companion animals, as well as livestock and dairy."

Elanco acquired the current location in 2021. The expansion of the company is expected to be completed my 2026.

The driver failed to negotiate the curve at LIV 235. The car traveled off the west side of the road and down an embankment. Chillicothe EMS transported Barnett to Hedrick Medical Center. She was properly restrained, according to the MSHP.

Behrens, 50, Mount Moriah, was westbound on Route N two miles east of Blythedale.&nbsp; The SUV crossed the center of the road and the driver overcorrected. Couple jailed after drug bust at Kansas home

A group hoping to build a new casino near the Lake of the Ozarks filed a lawsuit Tuesday arguing it collected more than enough signatures to earn a spot on the November ballot.&nbsp;

The Osage River Gaming &amp; Convention Committee is asking a judge to reverse a decision by the Missouri secretary of state’s office that its initiative petition did not qualify for the statewide ballot because it was short 2,031 signatures in the 2nd Congressional District.&nbsp;

The proposal collected enough signatures in the 1st, 3rd, 4th, 5th and 7th districts.&nbsp;

The group claims it has identified more than 2,500 valid signatures that were rejected and should have been counted in the 2nd District.&nbsp;

It would also override a state law&nbsp;<a href="https://revisor.mo.gov/main/OneSection.aspx?section=313.780&amp;bid=16856&amp;hl=" target="_blank">limiting the state to 13 licensed casinos</a>, passed in 2008 as a result of an initiative sponsored by casino operators.

The Lake of the Ozarks is one of Missouri’s busiest tourism destinations. The casino proposal is being bankrolled by Bally’s, which currently operates a casino in Kansas City, and RIS Inc., a major regional developer. Each has contributed about half of the $4.1 million raised for the petition drive.

The proposal is being pushed in response to a casino development&nbsp;<a href="https://missouriindependent.com/2021/10/29/osage-nation-plans-casino-hotel-for-missouris-lake-of-the-ozarks/">announced in 2021</a>&nbsp;by the Osage Nation, the Native American tribe that the river is named for. That project, a $60 million development, includes construction of a casino, hotel and convention center.

Backers of the initiative effort say their casino project will&nbsp; provide 700 to 800 jobs.

According to the ballot summary, the casino is expected to produce admission and fee revenue of $2.1 million annually, money that is split with the local government with jurisdiction over the site and the Missouri Gaming Commission. The tax on casino net winnings is projected to be about $14.3 million annually.

Northwest Small Business Development Center helps make business ideas reality

Eligible low-income children will receive $120 in grocery benefits as part of a federal program that is administered by states

Missouri’s social services agency&nbsp;<a href="https://content.govdelivery.com/accounts/MODSS/bulletins/3af36b6" target="_blank">announced</a>&nbsp;Monday that it is officially launching a federal food program that could provide aid to over 400,000 kids in the state.

Each eligible child will receive a one-time benefit of $120, loaded onto a card that can be used like a debit card to buy groceries.

It’s part of a permanent federal program in its first year of existence called Summer Electronic Benefits Transfer, or SUN Bucks. The program aims to help kids who receive subsidized school meals avoid a summer drop-off in nutrition.

The money was intended to be distributed during the summer break. But state officials said they dealt with technical issues that delayed federal approval and hindered earlier launch of the program.

The Missouri Department of Social Services, which will oversee the program, did not lay out a timeline for dispersing the benefits, and a spokesperson didn’t respond to questions.

The following groups of kids are&nbsp;<a href="https://mydss.mo.gov/missouri-sun-bucks-faqs" target="_blank">automatically eligible, and their families will not need to apply for benefits:&nbsp;</a>

Those benefits will be issued on an existing card if the family is enrolled in SNAP benefits or temporary assistance, or on a new mailed card if they are not.&nbsp;Families who need a new EBT card can request one<a href="https://mydss.mo.gov/missouri-sun-bucks-faqs" target="_blank">&nbsp;by phone or the ebtEDGE mobile app.</a>

Families who are not automatically eligible&nbsp;must&nbsp;<a href="https://www.healthytogether.co/onboarding/missouri-sun-bucks" target="_blank">submit an application online by Aug. 31.</a>&nbsp;The state’s&nbsp;<a href="https://mydss.mo.gov/sunbucks-eligibility" target="_blank">eligibility navigator</a>&nbsp;will tell families whether they must apply.

Even with the department announcing that money was set to be distributed, it warned in its press release that “delays in issuing benefits are possible.”&nbsp;

Benefits&nbsp;<a href="https://mydss.mo.gov/missouri-sun-bucks-faqs" target="_blank">will expire</a>&nbsp;122 days after they are issued, regardless of usage, so families must act quickly once the benefits are distributed. They should also keep the cards for next summer’s program, the state’s website advises.

Food security advocates in the state&nbsp;<a href="https://missouriindependent.com/2024/01/02/missouri-opts-into-summer-ebt-federal-food-benefits-program/">were relieved when Missouri opted into the program</a>&nbsp;after weighing factors like technology issues and staffing.

<a href="https://stateline.org/2024/06/27/13-states-with-republican-governors-opt-out-of-summer-food-program-for-kids/" target="_blank">Thirteen Republican-led states opted out</a>&nbsp;of the program entirely this year.

The program is run through the U.S. Department of Agriculture and the benefits are fully federally funded. The state shares one-half of the administrative cost. DSS is leading Missouri’s administration, with the help of the Department of Elementary and Secondary Education.

In Missouri,&nbsp;<a href="https://www.fns.usda.gov/sebt/implementation#Missouri" target="_blank">490,000 kids</a>&nbsp;are estimated to receive benefits amounting to $58.8 million.

“Although we had to face some difficult challenges,” Director of Family Support Division Kim Evans said in the press release, “I am proud of our team members who worked diligently with our state and federal partners to get this important program off the ground.&nbsp;

“We will be much more prepared for next summer when we anticipate a smoother rollout and even greater success,” Evans said.

A similar, temporary program called Pandemic EBT provided various benefits during the pandemic and was beset with administrative issues — particularly because it required a new data collection portal to collect and share eligible students’ information with two agencies in the state.&nbsp;

The benefits designed to cover food costs during the summer of 2022 did not start going out until&nbsp;<a href="https://missouriindependent.com/2023/06/15/missouri-begins-distributing-summer-2022-food-benefits-as-deadline-for-2023-application-looms/">June 2023</a>, and Missouri&nbsp;<a href="https://missouriindependent.com/2023/07/14/missouri-has-decided-to-turn-down-millions-in-federal-food-aid-for-low-income-children/">declined to participate</a>&nbsp;in the summer 2023 program because of those issues — forgoing at least $40 million in aid.

A 66-year-old St. Joseph man drowned in the Smithville Lake as
he rescued a child floating away from a boat.

The Missouri State Highway Patrol reports David Moore was loading
children onto the boat when one started to float away. Moore dove into the
water to get the child and never resurfaced.

The drowning occurred late Friday afternoon at Crows Creek Cove
of Smithville Lake.

The Missouri State Highway Patrol reported a 2011 Harley Davidson motorcycle driven by James D. Tripp, 64, Stewartsville, was westbound on Railroad Avenue in Stewartsville.

The motorcycle traveled off the south side of the road, overturned and the driver was ejected. Tri-County EMS transported Tripp to Mosaic Life Care in St. Joseph. He was not wearing a helmet, according to the MSHP.

ATCHISON COUNTY —Law enforcement authorities are investigating a suspect on charges after an alleged fight.

Just before 2a.m. on Sunday police responded to a disturbance at a residence in the 1200 block North 8th Street in Atchison, according to Police Chief Mike Wilson.

 A 44-year-old man reported being struck in the head and face by Christopher Ricklefs. Ricklefs had left the scene but was taken into custody a short time later.&nbsp; EMS transported the victim to Amberwell Hospital for treatment of his injuries.

Christopher C. Ricklefs, 43, Atchison, was arrested&nbsp; on requested charges of aggravated battery .

JEFFERSON CITY– The Missouri Department of Health and Senior Services (DHSS) is advising recent resort guests of a potential health concern for individuals that may have been in contact with a water source within the Roaring River Lodge and RV Park in Cassville, Mo. The hotel is located at 23359 State Highway 112 in Cassville, according to a media release.

DHSS has determined that three unassociated individuals who stayed at the Cassville resort in July of this year were diagnosed with Legionnaires' disease within 14 days after their stay. People can get Legionnaires' disease, a serious type of pneumonia, by breathing in small water droplets containing Legionella bacteria. In general, people do not spread Legionnaires' disease to other people.

DHSS conducted a facility assessment and collected samples. Preliminary environmental sample results indicate the presence of Legionella bacteria in the water system, with confirmed results being available later this week. The investigation is still ongoing and DHSS is actively working with the Roaring River Lodge to make improvements to the facility’s water system that will kill off Legionella in the system.&nbsp;

The resort has indicated they will begin notifying all recent guests who stayed in the hotel portion of the facility.&nbsp;

Most healthy people exposed to Legionella do not get sick. However, an individual’s risk may increase if they are 50 years or older, smoke cigarettes, or have certain medical conditions, such as a weakened immune system.

Symptoms usually begin 2 to 10 days after being exposed to the bacteria, but it can take longer so people should watch for symptoms for about 2 weeks after exposure. If you develop symptoms of pneumonia within two weeks of staying, working at or visiting the Roaring River Lodge and RV Park in Cassville, seek medical attention right away. Pneumonia symptoms typically include cough, shortness of breath, fever, muscle aches and headaches. Additional symptoms may be present, such as confusion, nausea or diarrhea. Ask your doctor to test you with both a urine test and a respiratory culture. If you test positive, ask your doctor to report your illness to your local or state health department as soon as possible after your diagnosis.

DHSS will continue to work with facility and take proactive measures to minimize future risks and develop a water management plan to ensure protection of the health of guests and employees. Additional information on Legionella is available from the CDC website.

Attention travelers: 3 cases of Legionnaires' disease in Missouri

The St. Joseph Police Department, along with the Buchanan County Sheriff's Office, conducted a saturation patrol on Friday evening. 

The patrol along the Belt Highway was held to promote overall public safety.  During the four hour patrol, officers enforced driving violations associated with driving while intoxicated as well as reckless driving in parking lots.

There were four arrests made, 22 tickets issued, and 40 warnings given during the operation.

“The professionalism and teamwork of our dedicated officers and partner agencies not only enhance our community’s well-being, but also set a standard for excellence in law enforcement. Thank you for going above and beyond to keep our roads safer for everyone," Police Chief Paul Luster said in a news release from the St. Joseph Police Department.

The patrol along the Belt Highway was held to promote overall public safety. During the four hour patrol, officers enforced driving violations associated with driving while intoxicated as well as reckless driving in parking lots.There were four arrests made, 22 tickets issued, and 40 warnings given during the operation.“The professionalism and teamwork of our dedicated officers and partner agencies not only enhance our community’s well-being, but also set a standard for excellence in law enforcement. Medical documentation of gender reassignment surgery or court order required to align state identification to gender identity

It became much harder this month for Missourians to change the gender marker on their driver’s licenses following a quiet move by the state Department of Revenue.

The department, which issues state driver’s licenses, switched from requiring the signature of a physician, therapist or social worker to approve a change in gender designation to mandating documentation of gender reassignment surgery or a court order.

The shift happened earlier this month, though it was not announced publicly by the department. The&nbsp;<a href="https://web.archive.org/web/20240000000000*/https://dor.mo.gov/forms/5532.pdf" target="_blank">Wayback Machine</a>, which archives web pages, shows the gender designation change request form requiring physician signoff, known as Form 5532, was available Aug. 6. The next day, the web page with the form was offline.

A spokesperson for the Department of Revenue told The Independent in a statement that “Form 5532 is no longer needed.”

“Customers are required to provide either medical documentation that they have undergone gender reassignment surgery or a court order declaring gender designation to obtain a driver license or non-driver ID card denoting gender other than their biological gender assigned at birth.”

According to the&nbsp;<a href="https://www.lgbtmap.org/equality-maps/identity_documents#:~:text=Accurate%20and%20consistent%20gender%20markers%20on%20identity%20documents%20helps%20transgender,violence%2C%20discrimination%2C%20or%20harassment." target="_blank">Movement Advanced Project</a>, which maps states’ policies affecting LGBTQ residents, Missouri is one of 10 states with this policy. Just three states do not allow residents to change their gender markers.

PROMO, Missouri’s largest LGBTQ advocacy organization, reached out to the department after hearing that people could no longer make changes to their identification using Form 5532 and heard that “an incident” spurred the move, said executive director Katy Erker-Lynch.

The policy change took place soon after&nbsp;<a href="https://www.firstalert4.com/2024/08/03/conservative-politicians-calling-investigation-into-gym-over-trans-womans-locker-room-use/" target="_blank">controversy erupted earlier this month over a transgender woman</a>&nbsp;who used the women’s locker rooms at a private gym in Ellisville.

Elected officials held a press conference outside the gym Aug. 2, and Missouri Attorney General Andrew Bailey announced an investigation into the incident the same day.

State Rep. Justin Sparks, a Republican from Wildwood, spoke to reporters at the press conference about the Department of Revenue’s policy. He said on a radio appearance that the transgender woman “displayed a state ID describing (herself) as female.”

“We are going to get to the bottom of what happened in the Department of Revenue and that form they issued several years ago,” he said. “It was inappropriate and in my opinion, it is not legal.”

Later that evening, in a live broadcast via Facebook, he told followers that he had been in contact with the department.

“I have assurances from the Department of Revenue that they are going to change their policies and their form,” he said, promising to follow up with the department.

“It seems the mere mention and threat of a potential investigation into the policies and practices of the Department of Revenue caused Director (Wayne) Wallingford to end a policy that worked to help people,” Erker-Lynch said. “This decision reflects a state and state departments run by fear and intimidation — not a state run to serve its residents.”

Missouri agency quietly made it harder to change gender marker on driver’s licenses

ATCHINSON—Law enforcement authorities are investigating an alleged violent crime that sent a victim to the hospital.

Just after 9:30a.m. August 16,&nbsp; police responded to a disturbance at a residence in the 1000 block Kansas Avenue in Atchison, according to Police Chief Mike Wilson.

 A 59-year-old woman reported being pushed down a stairway by 37-year-old Bryan Harris causing injuries. EMS transported the victim to Amberwell Hospital for treatment of her injuries.

Police arrested Harris for aggravated battery and domestic battery. He remains in custody, according to online jail records.

Kansas man accused of pushing woman down stairway

Students are beginning to head back to school.  And as they get back into the classrooms, the American Red Cross wants them to keep some tips in mind.  

Red Cross spokeswoman Angie Springs says if parents have a first-time student, it's important to talk with them and practice some of that important information. 

"Maybe they walk to school, walk that route with them, talk to them about how to safely cross the streets, where they need to walk on the sidewalk," Springs tells host of the KFEQ Hotline Barry Birr. "Also make sure that they know their address and their phone number, that they know how to get ahold of the adult in their family, so whether that's a parent or another adult in the family, who do they call." 

Springs says it's also important to make sure they remember the importance of calling 9-1-1 in an emergency.  

Springs says if your student plans to ride their bike to school, make sure they know how to get to and from school each day. 

"Know where those bike lanes are or where the sidewalks are that they're going to be riding on, ride that path with them so that again they know where the intersections are, where they need to stop and wait, where there are stop lights that they need to stop and pay attention too," Springs explains. "There's lots of busy intersections, maybe there's an alternate route that you would rather them ride their bicycle to school." 

And of course, Springs says to make sure they know to always wear a helmet when on their bicycle traveling.  

With school getting underway high school students will be getting in their cars to get back into the classrooms.  

Springs says for those students driving to school, maybe even for the first time, make sure to not drive distracted and give yourselves plenty of time

"Make sure that they know to always, it doesn't matter if they're just pulling out of the driveway, put your seatbelt on, always wear your seatbelt and put your cell phones down." Springs says on top of school buses being out this is also a time where tractors are heading in and out of the fields so be aware of those as well. While some schools began classes last week, the St. Joseph School District opens classes on Wednesday.
