A big tax break for farm and other equipment is part of a $78 billion bipartisan, bicameral tax package the House was advancing late Wednesday despite some opposition on both sides.

The tax bill would fully restore a major tax break for farm and other equipment included in the 2017 tax law.

House Ways and Means Committee Chair Jason Smith told CNBC recently, bonus depreciation would phase down without the legislation

“It was 80 percent last year, it’s 60 percent this year, it’ll go to 40 percent next year. We’re making it at a hundred percent, once again.”

Allowing for full and immediate expensing for farm and other equipment, spurring local farm implement sales, jobs, and increased farm productivity.

And Smith told his Ways and Means Committee, the bill also provides relief from another big expense farm and other businesses face

“We also saw how small businesses benefited from interest deductibility. Companies increased their investment by 17 percent and reduced their levels of debt. Right now, small, and mid-sized businesses are getting hammered by interest rates that are the highest in 23 years.”

Smith says restoring interest expensing will create more than 850,000 jobs and 58 billion in additional take-home pay for workers.

Plus, the bill that still needs Senate ok, includes tax relief for communities upended by hurricanes, floods, wildfires and other natural or manmade disasters.

Smith negotiated the sweeping bicameral measure with his Senate counterpart, Finance Chair Ron Wyden.

NCBA Releases 2024 Policy Priorities

U.S. farmers and Ag equipment makers are between a rock and a hard place with China, in need of massive trade there but vulnerable amid the strategic U.S.-China competition. Illinois Rep. Darin LaHood on the Select Committee on U.S.-CCP Competition complained China’s failed to live up to global trading rules since the U.S. agreed to China’s WTO accession in 2001.

LaHood told a Select Committee hearing that’s hurt his farmers and farm equipment makers, now caught in the middle of stiff U.S.-China economic, military, and diplomatic competition.

“Corn and soybeans, 40 percent go to China every year. My farmers need to rely on that market to do it. Take your Fortune 200 companies that are heavily invested in China, they’re in bed in many ways with the CCP in terms of their business there. I have the largest concentration of Caterpillar workers anywhere in the world. CAT has 29 manufacturing plants in China.”

LaHood told former Secretary of State Mike Pompeo that many in Congress want to go to an economic “Cold War” with China, but Pompeo cautioned the outcome is not just up to the U.S.

“Don’t count on the fact that it will be a U.S. policy decision that drives them out of the country. We can see this already, today - Executives being detained, products not being permitted to move - the Chinese Communist Party will have a say in the level of disconnection between our two economies. And I think Xi Jinping is intent on making his country more self-reliant.”

LaHood argued his Illinois businesses want Congress to “step on the brakes” a bit in confronting China. Pompeo argues otherwise.

“So, I would urge those leaders of those businesses to be thinking about alternative markets and how you de-risk your balance sheet from a presence in China today and doing so immediately.”

Former CIA and Defense Chief Leon Panetta agreed with Pompeo, saying the U.S. should use the leverage of moving supply chains out of China if it needs to. Pompeo argued the CCP needs the U.S. more than the other way around.

USDA data says soybean inspections last week reached 889,717 metric tons, down from 1.18 million a week earlier. That’s also down from the 1.93 million tons examined during the same week last year.

Wheat assessments came in at 264,666 tons, down from 315,186 tons the prior week, and well below the 446,000 tons inspected during the same period last year. Corn inspections rose to almost 902,000 tons from 746,900 the week before and 545,000 tons at the same time in 2023.

Since the start of the marketing year, USDA has inspected 15.6 million metric tons of corn for export, up from 12.1 million last year. Soybean inspections now stand at 27.7 million tons, down from 36.2 million last year. Wheat inspections are at 11 million tons, down from 13.2 million last year.

The launch of the Assisting Specialty Crop Exports Initiative will provide $65 million for projects that will help the specialty crop sector increase global exports and expand access to new markets.

The program will fund innovative projects designed to bolster the competitiveness of the expanding specialty crops sector. Specialty crop exports totaled $24.6 billion in fiscal year 2023 and represented 13.8 percent of total U.S. agricultural exports.

“Specialty crop producers feed our nation and the world with nutritious fruits, nuts, and vegetables, and they supply our communities with horticulture products,” Vilsack says. “Yet they have unique challenges and opportunities to competing in the domestic market and several barriers preventing their products from entering foreign markets.”

Clean Fuels Alliance welcomed the Environmental Protection Agency’s release of public data for the Renewable Fuel Standard. That data shows U.S. production of biomass-based diesel - including biodiesel, renewable diesel, sustainable aviation fuel, and heating oil – reached four billion gallons in 2023.

Both domestic production and use of advanced biomass-based diesel grew by one billion gallons in 2023 compared to the prior year.

“The clean fuels industry achieved what EPA said couldn’t be done by contributing to the growth of advanced biodiesel, renewable diesel, SAF, and heating oil from sustainably sourced feedstocks,” says Kurt Kovarik, vice president of federal affairs for Clean Fuels. “Our industry, including producers, oilseed processors, fuel distributors, and marketers, has made significant investments to make clean fuels available to more consumers and rapidly decarbonize heavy-duty transportation fuels, including for aviation and marine markets.”

He also says that EPA’s data demonstrates the projected sustainable growth is being achieved.

Britain has halted negotiations on a potential free trade deal with Canada because of dissatisfaction by both sides over a lack of access to each other’s agricultural markets. Reuters says the talks first launched in March 2022.

Canadian negotiators say they’re disappointed that the UK put a pause on the negotiations, noting that Britain’s decision to keep barriers up for Canada’s agricultural market access is what’s stalling the negotiations. Canada’s farmers are complaining that they’ve been all but shut out of Britain’s beef market because of regulations banning the use of artificial hormones.

Britain Pauses Trade Talks Over Agriculture

An ongoing battle in Washington DC for a new Farm Bill is a key concern for growers ahead of the upcoming corn planting season. &nbsp;

Missouri Corn CEO Bradley Schad says hard work is being done to make sure a new farm bill can be passed this year. &nbsp;

"Most likely, if anything passes, it will be in lame duck session, we want to get it done before then and we're going to do everything we can to get it done before then, "Schad tells KFEQ/St. Joseph Post. "But the challenges that we're facing that we see, the dysfunction that we see in DC, has been difficult."&nbsp;

Schad says, though, members of Missouri’s Congressional delegation, including Mark Alford and Sam Graves, continue fighting to help get a new Farm Bill passed this year.&nbsp;

Schad says unfortunately due to dysfunction in Washington DC they were unable to get a new farm bill passed last year. &nbsp;

"We got an extension which is a good thing in 2023, and we need to get a new Farm Bill passed so we're working on that," Schad explains&nbsp;

Schad says there are many updates they want to see in a new farm bill, but one thing that should not be changed is crop insurance&nbsp;

"We'd have to make sure that no changes happen there, our farmers are very happy where they're at," Schad points out. &nbsp;

Schad says of the many updates that the organization hopes to see in the farm bill, including an increase in trade funding which helps farmers sell to foreign countries&nbsp;

"We just haven't seen an increase, and as you know inflation is high right now and has been for the last couple years, and if we're going to stay up to speed and make sure that our farmers are going to be at those tables across the world that we can continue trading, we have to have the dollars to be able to do that," Schad says. "We haven't seen an increase in many, many years."&nbsp;

Schad says they continue to work with their partners, like the Missouri Soybean Association or Cotton Farmers, to make sure something gets passed this year.&nbsp;

As corn growers prepare for spring they hope for a new Farm Bill

Two senators introduced legislation intended to boost the agricultural industry’s resilience against cyber attacks. 

The bipartisan measure from Tom Cotton (R-AR) and Kirsten Gillibrand (D-NY) is backed by a number of agricultural groups. If passed, the bill would shield America’s supply chain from technological attacks. 

“America’s adversaries are looking for any advantage they can use against us, including targeting critical industries like agriculture,” Cotton says. 

The bill would require the USDA to conduct a twice-yearly study on cybersecurity threats to the agriculture industry. Courthouse News Service says the review would include analyzing existing threats, the potential impacts of a cyberattack on the safety and availability of food products, and the government’s ability to respond to an attack. 

USDA would also have to conduct an interagency “cross-sector crisis simulation exercise that mocks up a food-related national emergency. These exercises would help identify gaps in the government’s readiness to respond to such emergencies.

Shielding Agriculture from Cyber Attacks

USDA’s Economic Research Service says food-at-home prices increased by five percent in 2023, much lower than the growth rate in 2022 of 11 percent.

However, that was still double the historical annual average growth rate from 2003 to 2022, which was 2.5 percent. All product categories grew more slowly in 2023 than they did compared to 2022. Food price growth slowed last year as economy-wide inflationary pressures, supply chain issues, and wholesale food prices eased from 2022. In 2023, prices for fats and oils grew the fastest at nine percent.

Sugars and sweets are 8.7 percent, and cereals and bakery products rose 8.4 percent. Pork prices dropped 1.2 percent in 2023l. Prices for several categories grew more slowly than their historical averages, including beef and veal at 3.6 percent, eggs 1.4 percent, fresh vegetables at less than one percent.

Fresh fruits and seafood grew 0.7 percent and 0.3 percent, respectively.

Deadline for NCGA scholarship applications approaching

The Surface Transportation Board announced it has adopted a final rule to amend its emergency service regulations to provide immediate relief for shippers in certain situations. 

The rule says the Board may act on its own to direct emergency rail service and establish an accelerated process for acute service emergencies. The Board has heard from a broad range of stakeholders about inconsistent and unreliable rail service and issued two orders mandating service in urgent situations. Stakeholder concerns have included railroad crew shortages and inability to move trains, tight car supplies and unfilled orders, delays in transportation for carload and bulk traffic, and ineffective customer assistance. 

“This approach to managing service emergencies is a long-needed reform that will help level the playing field for shippers where rail service failures have caused an acute threat to their business, or when emergency relief is necessary to protect the public, says Board Chair Martin Oberman.

New rule will increase efficiency in rail systems

The U.S. Cattlemen’s Association reiterates its call to strengthen and establish a national animal identification system that works for and is accountable to all producers. 

There should be no private control of data or access to the data without the prior approval of the listed owner of the cattle at the time of application for the ID tags. All official USDA tag information should be held in state animal health databases and shared with federal health officials only as needed. USCA also insists that under no circumstances should a national cattlemen’s association coordinate or control producer data. 

Producers should also never be responsible for more than the cost of the tags. “USCA supports a voluntary national animal identification program and opposes establishing a national mandate,” says USCA President Justin Tupper. “Our members believe that each individual producer knows what’s best for their herd as it relates to animal husbandry practices.”

Partisan disputes that kept Ag lawmakers from realizing a new farm bill last year are showing up again in a tug-of-war between feeding and farm programs. It’s still a fixed pot of farm bill money. So, the age-old farm vs. nutrition program fight continues--only more intensely.

Ag Republicans and farm groups want more dollars to boost ARC and PLC support triggers, Democrats want to protect feeding and climate dollars.

Iowa Senator Joni Ernst in a Senate hallway interview, was asked about Ag Chair Debbie Stabenow’s plan to boost crop insurance at the expense of ARC and PLC. Ernst.

“We need more farm in the farm bill, bottom line. All this little shell game stuff, we’ve got to stop this. The SNAP program has exploded. And we can’t continue on a path like this.”

SNAP and other nutrition programs comprise some 82-percent of the farm bill. Ag Republicans argue Stabenow and Democrats must return food stamp funding to pre-pandemic levels. Ernst.

“And I hope she understands that. And that, we’ve got to be serious about coming back to the table and negotiating what’s in the bill.”

But Stabenow recently told us the same about the other side.

“We can get this done if people are serious, if people are serious, I’m serious about it.”

So, the finger-pointing continues. The old farm law lapsed in September with its outdated crop supports extended one-year.

Production included 8.14 billion table eggs, and 1.31 billion hatching eggs, of which 1.21 billion were broiler-type and 97.0 million were egg-type. The total number of layers during December 2023 averaged 384 million, up two percent from last year. December egg production per 100 layers was 2,462 eggs, up one percent from December 2022.

All layers in the United States on January 1, 2024, totaled 379 million, up one percent from last year. The 379 million layers consisted of 312 million layers producing table or market type eggs, 63.6 million layers producing broiler-type hatching eggs, and 3.83 million layers producing egg-type hatching eggs.

Rate of lay per day on January 1, 2024, averaged 79.3 eggs per 100 layers, up two percent from January 1, 2023.
