The Department of Agriculture Tuesday announced a grant program for organizations to provide hands-on assistance to producers applying for the Rural Energy for America Program, or REAP funding.

USDA is making $16 million available through the REAP Technical Assistance Grants Program to provide additional support to farmers, ranchers and rural small business owners seeking REAP funds. Eligible recipients for these grants include state, Tribal or local governments; colleges and universities; electric cooperatives and utility companies; and for-profit and nonprofit organizations.

USDA expects the effort to help rural agricultural producers and small business owners apply for REAP funding, provide information on how business owners and agricultural producers can improve the energy efficiency of their operations and use renewable energy technologies and resources, among other benefits. Since December 2022, USDA has made up to $1.3 billion available in REAP funding through the Inflation Reduction Act.

Applications must be submitted by March 15, as detailed in the Federal Register.

“As part of this study, we conducted a historical analysis going back to 1985 and found that longer time intervals need to be considered when determining the environmental and economic impact of land use changes,” says lead researcher Ken Copenhaver. “Notably, this is not something that current regulations are taking into consideration.”

Using advanced satellite imagery and aerial photography, the researchers discovered their findings challenge previous studies that primarily focus on shorter time intervals, often less than ten years when examining land use changes.

Land Use Study Shows Interesting Results

House Ag leaders, despite their continued warring, hinted at a recent hearing that there may still be a way to achieve an eleventh-hour breakthrough on the farm bill.

It was a barely noticeable hint amid all the verbal arrows he fired, that maybe top Ag Democrat David Scott was suggesting a way forward for the farm bill without GOP-proposed cuts to SNAP – a top Democratic priority.

“Because the economy has improved, benefits and need for the program have decreased. The CBO is now expecting SNAP to cost 67 billion dollars less, over the next decade, than originally expected.”

A savings that if the Congressional Budget Office is correct and if farm bill negotiators can agree to use some of that for farm supports, that could pave a way toward ending a year-long stalemate.

House Ag Chair GT Thompson perhaps also hinted at ways forward and may have even held out an olive branch to the other side.

“Considerable opportunities exist within our jurisdiction to not only fund the safety net but fund a substantial number of shared bipartisan priorities. And I continue to implore my Democratic colleagues to think in earnest about these priorities – priorities that can be funded without cutting SNAP, a SNAP benefit, or eliminating the important conservation programs that we’ve all come to appreciate.”

Thompson complained that Washington is filled with “armchair pundits” who say a new farm bill is “impossible,” that “politics will prevail over good policy,” and that “dysfunction has consumed us.” But Thompson insisted every negative comment only “intensifies his commitment to the American farmer” to get a farm bill done.

“If Congress doesn’t act, we’re going to have chaos in the marketplace,” Vilsack said in response to a question from House Ag Committee Chair Glenn Thompson.

California’s Prop 12 went into effect on January 1 and placed housing restrictions on farms that ship pork to the state. By setting production standards in other states, California is regulating interstate commerce, which Prop 12 opponents say is an authority reserved for the federal government.

“The reality is that when each state has the ability to define for itself and its consumers exactly what farming techniques are appropriate, it creates the possibility of 50 different sets of regulations,” Vilsack says. “That means no certainty for producers.” He also says if the issue isn’t taken seriously, it’ll mean chaos because other states can take the same steps.

Prop 12 Will Cause Market Chaos

USDA’s long-term projection data shows the volume of U.S. red meat exports in all major categories is projected to grow through 2033.

Rising incomes abroad and a moderately declining real exchange rate of the U.S. dollar against the currencies of major agricultural trading partners lend support to U.S. red meat and poultry exports. By 2028, pork exports are set to exceed exports of broiler chickens for the first time since 1976. Steady growth in U.S. pork production, driven by a combination of increasing slaughter weights, rising pigs per litter, and higher inventories, is projected to support rapid growth in exports.

New environmental policies in the European Union are expected to impact pork production and reduce the growth of EU exports, which will enhance U.S. competitiveness. U.S. pork exports are expected to increase by 34 percent from an expected 6.95 billion pounds in 2024 to a projected 9.34 billion pounds by 2033.

New Era of Growth for Clean Fuels

Farm margins will continue to tighten this year on falling prices for many commodities, but a key takeaway from the 100th USDA Ag Outlook Forum is that new revenue streams are making a difference on the farm.

The forecast for many crops like corn and soybeans was no surprise. USDA Chief Economist Seth Meyer.

“After three years of pretty high commodity prices, the direction is largely for lower prices.”

As U.S. farmers responded after Russia invaded Ukraine, and more supplies now drop 2023-2024 season average prices to $5.60 for corn, $12.90 for beans, and on strong Russian sales, $8.50 for wheat. And farm costs, except for fertilizer and fuel oil, are still up, as is foreign competition.

“We have seen tremendous growth in soybean production in South America. Brazil, Paraguay, Argentina. And we can handle that growth at a global level and support prices when Chinese demand was growing at more than four percent, up to eight percent a year. That demand has slowed.”

But Secretary Tom Vilsack argued in his keynote speech that there’s still hope for a sector that’s lost over half a million farms since 1981, while big operations get bigger, and small ones struggle.

“How about we create multiple income streams that the farmer can utilize so that commodity prices, as Seth indicated, are down one year, maybe there’s another source of income that’s also coming into the farm that bolsters the family income, that doesn’t require you to work two full-time jobs, that allows you to make the case to those young people who want to be the next generation that, yes, you can in fact, be the next generation.”

Leading USDA to invest billions to promote new export markets, climate-smart commodities, sustainable aviation fuel, on-farm renewable energy, local meat processing, and USDA food buys. All of it, Vilsack finished, so the communities and the farmers that make rural America possible can survive.

“To make sure that we send a message to every single farmer, regardless of size, that they are valued, not just for what they do, but for who they are.”

“Whether that’s onboard in the equipment or whether we move it
off-board and you’re making decisions after the fact, that machine’s gathering
that data so that you can make the most informed decisions outside of harvest
while making the best decision in-harvest and getting the best yield from your
fields,” Kau tells KFEQ.

As for planting season, Case IH touts precision agriculture.

Precision Field Team manager, Kendal Quandahl, says Case IH
gathered a lot of data from 2023 that it will use in 2024. Quandahl says the
information gleaned from the machines will help farmers manage their crops this
year, especially with precision agriculture.

“I think that when we talk about precision agriculture,
sometimes we put it in a very small box of what precision really is and I think
that at Case IH, we focus on creating solutions that fit all producers, all
sizes, in different areas, different cropping practices.,” Quandahl tells KFEQ.
“So there’s very flexible solutions that we can put together to fit an
operation.”

There is no one definition of precision agriculture, according
to Quandahl.

Unit sales of four-wheel-drive tractors grew slightly in the U.S. during January.

The latest data from the Association of Equipment Manufacturers shows four-wheel-drive tractor sales increased 1.4 percent year-over-year and was the only segment to show growth in January. In Canada, four-wheel-drive tractor sales were unchanged at 409 units in January compared to 2023.

“The slight gain in U.S. four-wheel-drive tractors is positive news as 2024 begins,” says AEM Senior Vice President Curt Blades. “While overall sales fell in both the U.S. and Canada compared to January 2023 sales, we remain optimistic about future long-term growth.”

Overall unit sales of U.S. tractors dropped 21.2 percent compared to January 2023 sales, while combine sales finished 4.9 percent below last January. Under-40 horsepower tractors were down 26 percent from last year. Canadian tractor sales ended January 30 percent below the 2023 data. Combines were also down 9.5 percent in January compared to last year.

U.S. agriculture groups expressed appreciation for the Environmental Protection Agency’s Existing Stocks Order on over-the-top dicamba use in 2024.

“We’re grateful to EPA for hearing farmers’ and ranchers’ concerns and addressing them quickly to make sure they have the crop protection tools they need,” says Farm Bureau President Zippy Duvall. “Without EPA stepping in, farmers and ranchers were facing significant uncertainty and financial risk.”

American Soybean Association President Josh Gackle says tens of millions of farmland acres were in limbo.&nbsp; “This ruling potentially affects more than 50 million acres of dicamba-tolerant soybeans and cotton, an area larger than Nebraska.” 

Ted McKinney, CEO of the National Association of State Departments of Agriculture, was also pleased with the decision. “As co-regulatory partners with EPA, we commend the agency for issuing the existing stocks order on dicamba,” he says. “The stocks order will prevent severe detrimental impacts to our food, fuel, and fiber availability.”

Despite the increase, USDA spending on crop and livestock subsidies and land stewardship programs should remain stable.

While crop insurance costs likely will increase, the Senate Ag Committee says that projected costs for all farm bill-related programs are now $1.46 trillion between 2025 and 2034. That’s down 3.5 percent from the previous ten-year baseline of $1.5 trillion. Livestock insurance programs have grown dramatically since 2018 when Congress increased the premium subsidy rates for coverage.

“The last three-years of net cash farm income were record-setting, the best three-years in the last 50-years in this country, this year’s income projected at just below historical norms will make it the best four-years in recent history.”

But Republicans argued farm income was down last year, while USDA data projects an even sharper drop on lower prices this year.

Vilsack jousted with Republicans on everything from grocery prices to SNAP cuts and echoed panel Democrats that the answer is not to pare SNAP and IRA climate dollars that boost farm income.

“Ag appropriations talked about an 18-percent cut to our budget, so you can do the math. Maintain the IRA funding, let’s get a budget, pass a farm bill so there’s certainty in terms of the programs.”

But almost half-way through a one-year farm bill extension, Chair Thompson admitted the obvious.

“However, there remain significant headwinds to Congress’ success. It’s virtually impossible to create a robust farm safety net without significant investment.”

And so far, Ag Democrats insist, Republicans must take ‘no’ for an answer on repurposing SNAP or climate spending for safety net programs.

In 2022, 1.2 million female producers accounted for 36 percent of all producers. And the data shows that 58 percent of all farms had at least one female decision maker.

The Census reports 141,733 fewer farms in 2022 than in 2017. The number of farm acres fell more than 20 million acres from just five years earlier.

Industry Responds to Census of Agriculture

An analysis by the University of Illinois projects crop insurance prices will be much lower than in 2023, resulting in lower per-acre premiums in 2024. That's because of lower corn and soybean futures during the first half of this month.

Researchers say premiums are likely to be 16 to 18 percent lower for corn and ten to 12 percent lower for soybean policies based on current estimates for in Champaign and Jefferson Counties in Illinois. Since lower insurance prices also result in lower guarantees per acre, researchers say farmers may wish to increase their coverage levels with the premium savings.

The projected insurance prices for corn and soybeans are based on average settlement prices on each crops' harvest contract during the month of February. Through February 9, the December corn contract has averaged $4.74 per bushel. The November soybean contract has averaged $11.73 per bushel or $2.03 below the $13.76 projected price in 2023, a decline of nearly 15 percent.

Analysis: Crop Insurance Prices Lower This Year

There’s precedent for the EPA to allow farmers to use existing dicamba stocks after a federal court vacated the registration of dicamba products.

American Farm Bureau’s John Walt Boatright says an earlier EPA existing stocks order gives AFBF hope the agency will again greenlight such use of dicamba on soybeans and cotton.

“Back in 2020, a court also handed down a vacature of certain dicamba products, and EPA released an existing stocks order within, I believe, five or six days.”

AFBF President Zippy Duvall and American Soybean Association officials wrote EPA recently urging it to issue an existing dicamba stocks order for the upcoming planting season.

That, after a federal court in Arizona vacated registration of three dicamba products, critical in fighting resistant weeds. Boatright.

“It’s critical for our farmers and ranchers around the country who utilize this, and expected, made purchasing decisions and business decisions, based on the fact that they would have dicamba ready to go.”

And spent millions of dollars, some of it borrowed, on dicamba and resistant seeds.

“That’s the real problem here, is that folks have already made business decisions, and now potentially to be able to not use that product, is going to be a major, major issue.”

Innovations in animal and crop genetics, chemicals, equipment, and farm organization have made it possible for total agricultural output to nearly triple between 1948 and 2021. During that period, the amount of inputs used in farming declined slightly over time, meaning that the growth in agricultural output over the long term has depended on increases in total factor productivity.

Total factor productivity measures the amount of agricultural output produced from the combined inputs in farm production. Growth in total factor productivity indicates positive changes in the efficiency with which inputs are transformed into outputs. In the most recent calculation period spanning 2020–21, agricultural output grew, which was due entirely to total factor productivity growth, even as the amount of inputs used in farming fell.

Productivity The Major Driver of U.S. Agricultural Growth

Grocery prices increased slightly last month, according to the latest Consumer Price Index released Tuesday.

The Consumer Price Index for All Urban Consumers increased 0.3 percent in January on a seasonally adjusted basis, after rising 0.2 percent in December. Over the last 12 months, the all items index increased 3.1 percent. The food index rose 0.4 percent in January, and the food at home index also increased 0.4 percent over the month.

Four of the six major grocery store food group indexes increased over the month. The food away from home index rose 0.5 percent in January. The index for full-service meals rose 0.4 percent and the index for limited service meals increased 0.6 percent over the month. The food at home index rose 1.2 percent over the last 12 months, while the index for food away from home rose 5.1 percent over the last year.

USDA Releases 2022 Census of Agriculture

A St. Louis company is convincing area farmers to
grow soybeans specifically designed to feed fish.

Benson Hill, which is headquartered in St. Louis,
has a crushing plant in Crescent, Iowa, just across the Missouri River from
Omaha.

Vice President of Product Management, Aaron
Robinson, says growing soybeans for Benson Hill is the same as growing
traditional soybeans, though the beans themselves are different. Benson Hill
soybeans are a special hybrid which is easier on a fish digestive track. The
food produced from this hybrid is used in aquaculture, such as the salmon market
in Europe.

Robinson says the company contracts with farmers
to grow the special variety of soybeans. He says the company also can tell the
farmer how the soybeans harvested from his farm are used.

“But it is kind of an interesting opportunity to
really understand the soybeans that the farmers are growing on their farms
where they’re ending up,” according to Robinson.

Robinson says farmers normally merely sell their
soybeans at the elevator and have no idea how they are used.

“We run a traceable program that really
understands from the field all the way to the grocery store shelf, we
understand how that product was made.”

Robinson says Benson Hill simply provides another
opportunity for farmers.

“Certainly, from an aquaculture perspective, it’s
an evolving market that could continue to grow,” Robinson says. “I think our
expansion into animal feed is going to be a huge opportunity for farmers.”

Midland Empire farmers might just want to grow soybeans for fish

Farm bill efforts are intensifying despite seemingly long odds again this year. The American Farm Bureau Federation and other farm groups are not taking ‘no’ for an answer despite the huge election year-farm bill hurdles and a quickly closing legislative window.

“We have a campaign, “Farm Bill for America’s Families.” We’ve got interest from hunger, nutrition, conservation, and farm commodities, all working together to leverage one message, and that’s we need to get a farm bill done.”

And, despite different priorities, to unite the entire farm and food system behind that goal.

“From conservation, food and nutrition, agriculture, I think the one continued message is we need a farm bill, we need a good farm bill, and we need to get it done.”

The 2018 farm bill expired on October 1st and was extended one year, but its subsidies and provisions are outdated given inflation, higher interest rates, and lingering supply chain pandemic impacts.

FACA Sees Workforce Development Opportunities

In 2022, the Economic Research Service’s Eating and Health Module captured, for the first time, nationally representative data concerning the prevalence and frequency of Americans doing online grocery shopping.

The survey data revealed that nearly nine out of ten individuals aged 15 and older (87.2 percent) reported they usually grocery shopped for their household either online or in person. Of these, about two in 10 (19.3 percent) had bought groceries online at least in the past 30 days. However, the frequency of online shopping varied.

Among those who had bought groceries online in the past month, 30 percent did once, 25 percent made two online purchases, and 44 percent bought groceries online three or more times. The landscape of online grocery shopping took a big shift in 2020 because of COVID. The Food and Drug Administration says online grocery sales grew 55 percent from 2019’s $62 billion to $96 billion in 2020.

Iowa Republican Senators Chuck Grassley and Joni Ernst are pressing the Department of Education for clarity regarding Question 22 on the new Free Application for Federal Student Aid.

They’re especially concerned that the way the agency chooses to ask the question will force students to list the net worth of family farms as assets. Current ambiguities could cut off farm kids from needed financial aid and make it less feasible for them to attend college.

“The question fundamentally misunderstands how the family farm operates, as the stream of revenue for crops and livestock varies significantly year-over-year, and assets cannot get cashed out to support a loan in the same capacity as traditional investments,” the senators wrote in a letter to the Education Department. “We reiterate our concern with the nature of this question and the lack of insight on how the adjusted formula will impact students from an agricultural background.”
