&nbsp;The ethanol industry got a morale boost this week at its annual National Ethanol Conference in San Diego.

“In ethanol’s short history, we have already changed the world, and we’ve got a lot more work to do.”

But Renewable Fuels Association Chair Erik Huschitt wasn’t alone in hailing the corn fuel’s achievements since the eighties and those yet to come.

“This new industry, this 36-billion-gallon industry called sustainable aviation fuel, this is a tremendous opportunity for America to define the economy of the 21st century, as we did, essentially, define the economy of the 20th century.”

The NGA says the Fiscal Year 2024 House Ag Appropriations Bill contains two provisions it believes would undermine SNAP. One is the creation of a pilot program to catalog and restrict SNAP purchases, and the collection of SNAP purchasing data with the aim of restricting SNAP purchases in the future. Almost 2,500 NGA members from across the country and in every Congressional district signed the letter.

“The dietary needs of the SNAP population are diverse, and no one diet would be appropriate for all participants,” the letter says.

The grocers also say the proposed provisions and NGA’s response come at a time of greater food insecurity for Americans. A recent study says 36 percent of U.S. families have recently skipped meals due to financial reasons.

Grocery Groups Oppose Purchase Restrictions in SNAP

Restaurant prices were up 5.1 percent last month compared to January 2023. U.S. Labor Department data shows that grocery store costs increased 1.2 percent during the same period. Relief isn’t on the immediate horizon as restaurant and food company executives continue wrestling with higher labor costs and more expensive ingredients like cocoa.

“If you look historically at the periods following inflation, there’s nothing that says food prices will go back down,” says Steve Cahillane of snack giant Kellanova. “They tend to be sticky.”

In 1991, government data shows consumers had spent over 11 percent of their disposable personal income on food. At the time, households were still dealing with steep food price increases following an inflationary period during the 1970s. Thirty years later, food spending is there again.

That delay creates considerable uncertainty and confusion about the availability of lower-cost, lower-carbon E15 this coming summer.

“It’s helpful to have certainty about 2025, but what happens this summer?” Cooper asked. ”The administration missed its statutory deadline to finalize the governors’ petition by more than 500 days, and now it claims there isn’t enough time to implement the rule in time for summer 2024.”

He doesn’t understand why ethanol producers, fuel retailers, consumers, and farmers should be penalized for EPA’s foot-dragging.

“We want uninterrupted access this year,” he adds.

Growth Energy CEO Emily Skor says, “While California has its sights set on the future, the state continues to overlook a significant challenge that it faces right now: decarbonizing the millions of internal combustion engine vehicles in the state that will continue to be on the road for decades."

Growth Energy: California Proposal Leave Biofuels Behind

DES MOINES, Iowa (AP) — Drivers in eight Midwestern states will be able to fuel up with a&nbsp;<a href="https://apnews.com/article/ethanol-e15-gasoline-midwest-epa-40550ba65a308617fdc490dcf9e57ad9">higher blend of ethanol</a>&nbsp;throughout the year under a final rule announced Thursday by the Environmental Protection Agency.

The biofuels industry and farming groups, with support of Midwest governors, sought the end of a&nbsp;<a href="https://apnews.com/article/russia-ukraine-biden-business-smog-environment-4a877e9afc2837609c4a0aee72a042bc">summertime ban</a>&nbsp;on sales of gasoline blended with 15% ethanol for years. The higher blend has been prohibited because of concerns it could worsen smog during warm weather.

The move reflects the&nbsp;<a href="https://apnews.com/article/congress-debt-ceiling-iowa-ethanol-fb4c486ef4ee2aab944946a187a8c128">importance of ethanol to agriculture</a>. The fuel additive consumes roughly 40% of the nation's corn crop, so higher sales of ethanol could mean greater profits for corn farmers.

The rule, which takes effect in April 2025, will apply in Illinois, Iowa, Minnesota, Missouri, Nebraska, Ohio, South Dakota and Wisconsin. Those states grow the bulk of the U.S. corn crop and are home to much of the nation's ethanol production.

The EPA said it delayed implementation of the new rule because of concerns there wasn't enough supply to meet demand this summer. Ethanol producers welcomed the change but criticized the EPA for that delay.

“While we are pleased to see EPA has finally approved year-round E15 in these eight states, we are extremely disappointed by the agency’s needless decision to delay implementation until 2025,” the Renewable Fuels Association, a trade group, said in a statement. “It’s helpful to finally have some certainty about 2025 and beyond, but what happens this summer?”

Most gasoline sold across the country is blended with 10% ethanol, though 15% blends are becoming increasingly common, especially in the Midwest. E15 summer sales still will not be allowed in most of the country during summer, though agricultural groups are pushing for a nationwide policy change.

The biofuels industry and politicians of both parties have portrayed ethanol as a product that helps farmers, reduces prices at the pump and lessens greenhouse gas releases because the fuel burns more cleanly than straight gasoline. However, environmentalists and others have said increased ethanol production can increase carbon releases because it results in more corn production, leading to increased use of fertilizer and greater releases of nitrate. Synthetic and natural fertilizers also are a leading source of water pollution.

The EPA has approved sales of E15 for cars and trucks manufactured after 2000. Grow Energy, another bioenergy trade association, estimates the higher blend will cost consumers 15 cents a gallon less than 10% ethanol.

Petroleum refiners have opposed the Midwest-specific rules, saying a special blend in one region would increase costs and could lead to tighter fuel supplies.

The American Petroleum Institute, a trade group, said a national standard was needed.

“We are concerned this piecemeal approach could weaken the resiliency of the region’s fuel supply chain," Will Hupman, a vice president at the group said in a statement. "We continue to call on Congress to pass the bipartisan Nationwide Consumer and Fuel Retailer Choice Act, which would bring much needed consistency to the marketplace by allowing for the year-round sale of E15 nationwide, preserving access to E10 and eliminating the need for regional or state-specific waiver petitions.”

EPA approves year-round sales of higher ethanol blend in 8 Midwest states

“The modified GREET model will either help open the door for U.S. agriculture and ethanol producers to participate in the SAF market, or it will lock out the highest volume, lowest-cost feedstocks and assure the failure of this administration’s ambitious SAF goals.”

But Agriculture Secretary Tom Vilsack offered reassurance.

“We are working hard to make sure that, as we create these incentives, that they include room for ‘climate smart’ agricultural practices, which is going to make it easier for that which we grow and raise on our farms to be used as feedstock for sustainable aviation fuel. We’re working hard to make that happen and I’m confident that it will happen.”

Cooper, meantime, urged EPA to reconsider its pro-electric vehicle pending tailpipe rule and instead take a technology neutral approach.

He lamented, EVs will erode ethanol demand—450 million gallons for every one million new EVs sold. Thus, the importance of EPA finalizing its long-overdue year-round E15 rule.

“Not only does E15 slash harmful tailpipe pollution, reduce carbon emissions and lower pump prices, but it gives ethanol a chance for modest growth, in an otherwise declining gasoline market. It helps us hold the line on demand, as other new markets like aviation, maritime and heavy-duty are emerging.”

Just months before the next summer driving season, Cooper says there are new rumors EPA might issue a final rule as planned by late March but not implement it until 2025.

The proposed changes will ensure that procedures in Child and Adult Care Food Program and Summer Food Service Program, also known as CACFP and SFSP, align with current requirements under law.

The changes include providing operators a fair path to fully correct serious mismanagement problems, clarifying termination and disqualification criteria for SFSP operators, and addressing legal requirements for obtaining records of individuals who are disqualified from the program and sponsoring organizations that operate in multiple states. USDA is also proposing a standard definition of what it means for an operator to be in “good standing,” which currently does not exist.

The public is invited to comment on the proposed changes by May 21 at regulations.gov.

USDA says the new projects will benefit more than one million people living in remote areas of the country by providing reliable high-speed internet access, clean, safe water and a range of support for rural communities.

Vilsack commented, "The investments will help us build our economy from the middle out and bottom-up by bringing high-speed internet, clean water, modern infrastructure, and good-paying jobs to communities in rural areas."

USDA is investing $51.7 million to expand access to high-speed internet for rural areas through the Reconnect Program and the Broadband Technical Assistance Program, and $42 million in grants through the ReConnect Program. The investments also fund infrastructure projects in underserved communities participating in the Rural Partners Network.

And USDA is financing projects through the Water and Waste Disposal Loan and Grant Program to help build and improve rural wastewater systems.

Vilsack Announces Rural Infrastructure Funding

USDA’s Economic Research Service is highlighting new data that shows rural employment levels are back to pre-COVID levels.

The COVID-19 pandemic affected employment in rural and urban areas differently. Before the pandemic, employment growth was higher, and unemployment rates were slightly lower in urban areas. However, the trends reversed during the pandemic. In the second quarter of 2020, urban employment fell to 88 percent of pre-pandemic employment levels, while rural employment fell to 90 percent of pre-pandemic levels.

Unemployment during the pandemic reached a high of 13.3 percent in urban areas and 11.4 percent in rural areas, compared with pre-pandemic rates of 3.8 and 4.2 percent, respectively. Rural and urban employment grew quickly in the third and fourth quarters of 2020 as many sectors of the economy reopened. Rural employment recovered to pre-pandemic levels in the third quarter of 2023, more than one year after urban employment did.

The EPA is looking at slowing tailpipe emission limits, giving automakers more time to boost electric vehicle sales in a possible win for the ethanol industry. The New York Times, followed by the Washington Post, reported the change, billed as a major election-year concession to automakers and labor unions.

But slowing tougher tailpipe emissions in a pending rule that first called for EVs to account for two-thirds of car and light-duty truck sales by 2032 could mark a win for corn ethanol. Renewable Fuels Association head Geoff Cooper argued earlier, EVs still have too many flaws.

“They, in most cases, do not deliver the range that was advertised, that they have problems in extremely hot weather or extremely cold weather, that there are problems in finding places to charge these vehicles.”

EPA spokesman Timothy Carroll told the Post the agency is “committed to finalizing a technology standard that is readily achievable” while automakers say EV sales have slowed. But Cooper says ethanol continues to deliver results.

“If you are truly serious about reducing carbon emissions and doing it at the lowest cost possible for consumers and doing it in a way that doesn’t compromise or sacrifice vehicle range and convenience, this is what we’ve got to be looking at.”

Cooper’s group released a study ahead of its annual conference that the ethanol industry supported more than 72,000 jobs and $54 billion in economic activity last year, with corn buys alone, totaling nearly $32 billion.

Commissioned by the United Soybean Board and the National Oilseed Processors Association, the study assessed the main drivers of the environmental impact, including soybean cultivation and harvesting, transportation, and energy usage in processing.

For the fourth straight week, the nation's average price of gasoline has gone up, rising 8.7 cents from a week ago to $3.26 per gallon.

The national average is up 16.7 cents from a month ago but 11.6 cents per gallon lower than a year ago. The national average diesel price increased 10 cents last week and stands at $4.09 per gallon—38 cents lower than one year ago.

The Department of Agriculture Tuesday announced a grant program for organizations to provide hands-on assistance to producers applying for the Rural Energy for America Program, or REAP funding.

USDA is making $16 million available through the REAP Technical Assistance Grants Program to provide additional support to farmers, ranchers and rural small business owners seeking REAP funds. Eligible recipients for these grants include state, Tribal or local governments; colleges and universities; electric cooperatives and utility companies; and for-profit and nonprofit organizations.

USDA expects the effort to help rural agricultural producers and small business owners apply for REAP funding, provide information on how business owners and agricultural producers can improve the energy efficiency of their operations and use renewable energy technologies and resources, among other benefits. Since December 2022, USDA has made up to $1.3 billion available in REAP funding through the Inflation Reduction Act.

Applications must be submitted by March 15, as detailed in the Federal Register.

The study aimed to determine land use and soil organic carbon stocks on 1,000 land parcels over a 36-year period.

“As part of this study, we conducted a historical analysis going back to 1985 and found that longer time intervals need to be considered when determining the environmental and economic impact of land use changes,” says lead researcher Ken Copenhaver. “Notably, this is not something that current regulations are taking into consideration.”

Using advanced satellite imagery and aerial photography, the researchers discovered their findings challenge previous studies that primarily focus on shorter time intervals, often less than ten years when examining land use changes.

House Ag leaders, despite their continued warring, hinted at a recent hearing that there may still be a way to achieve an eleventh-hour breakthrough on the farm bill.

It was a barely noticeable hint amid all the verbal arrows he fired, that maybe top Ag Democrat David Scott was suggesting a way forward for the farm bill without GOP-proposed cuts to SNAP – a top Democratic priority.

“Because the economy has improved, benefits and need for the program have decreased. The CBO is now expecting SNAP to cost 67 billion dollars less, over the next decade, than originally expected.”

A savings that if the Congressional Budget Office is correct and if farm bill negotiators can agree to use some of that for farm supports, that could pave a way toward ending a year-long stalemate.

House Ag Chair GT Thompson perhaps also hinted at ways forward and may have even held out an olive branch to the other side.

“Considerable opportunities exist within our jurisdiction to not only fund the safety net but fund a substantial number of shared bipartisan priorities. And I continue to implore my Democratic colleagues to think in earnest about these priorities – priorities that can be funded without cutting SNAP, a SNAP benefit, or eliminating the important conservation programs that we’ve all come to appreciate.”

Thompson complained that Washington is filled with “armchair pundits” who say a new farm bill is “impossible,” that “politics will prevail over good policy,” and that “dysfunction has consumed us.” But Thompson insisted every negative comment only “intensifies his commitment to the American farmer” to get a farm bill done.

“If Congress doesn’t act, we’re going to have chaos in the marketplace,” Vilsack said in response to a question from House Ag Committee Chair Glenn Thompson.

California’s Prop 12 went into effect on January 1 and placed housing restrictions on farms that ship pork to the state. By setting production standards in other states, California is regulating interstate commerce, which Prop 12 opponents say is an authority reserved for the federal government.

“The reality is that when each state has the ability to define for itself and its consumers exactly what farming techniques are appropriate, it creates the possibility of 50 different sets of regulations,” Vilsack says. “That means no certainty for producers.” He also says if the issue isn’t taken seriously, it’ll mean chaos because other states can take the same steps.

USDA’s long-term projection data shows the volume of U.S. red meat exports in all major categories is projected to grow through 2033.

Rising incomes abroad and a moderately declining real exchange rate of the U.S. dollar against the currencies of major agricultural trading partners lend support to U.S. red meat and poultry exports. By 2028, pork exports are set to exceed exports of broiler chickens for the first time since 1976. Steady growth in U.S. pork production, driven by a combination of increasing slaughter weights, rising pigs per litter, and higher inventories, is projected to support rapid growth in exports.

New environmental policies in the European Union are expected to impact pork production and reduce the growth of EU exports, which will enhance U.S. competitiveness. U.S. pork exports are expected to increase by 34 percent from an expected 6.95 billion pounds in 2024 to a projected 9.34 billion pounds by 2033.

New Era of Growth for Clean Fuels

Farm margins will continue to tighten this year on falling prices for many commodities, but a key takeaway from the 100th USDA Ag Outlook Forum is that new revenue streams are making a difference on the farm.

The forecast for many crops like corn and soybeans was no surprise. USDA Chief Economist Seth Meyer.

“After three years of pretty high commodity prices, the direction is largely for lower prices.”

As U.S. farmers responded after Russia invaded Ukraine, and more supplies now drop 2023-2024 season average prices to $5.60 for corn, $12.90 for beans, and on strong Russian sales, $8.50 for wheat. And farm costs, except for fertilizer and fuel oil, are still up, as is foreign competition.

“We have seen tremendous growth in soybean production in South America. Brazil, Paraguay, Argentina. And we can handle that growth at a global level and support prices when Chinese demand was growing at more than four percent, up to eight percent a year. That demand has slowed.”

But Secretary Tom Vilsack argued in his keynote speech that there’s still hope for a sector that’s lost over half a million farms since 1981, while big operations get bigger, and small ones struggle.

“How about we create multiple income streams that the farmer can utilize so that commodity prices, as Seth indicated, are down one year, maybe there’s another source of income that’s also coming into the farm that bolsters the family income, that doesn’t require you to work two full-time jobs, that allows you to make the case to those young people who want to be the next generation that, yes, you can in fact, be the next generation.”

Leading USDA to invest billions to promote new export markets, climate-smart commodities, sustainable aviation fuel, on-farm renewable energy, local meat processing, and USDA food buys. All of it, Vilsack finished, so the communities and the farmers that make rural America possible can survive.

“Whether that’s onboard in the equipment or whether we move it
off-board and you’re making decisions after the fact, that machine’s gathering
that data so that you can make the most informed decisions outside of harvest
while making the best decision in-harvest and getting the best yield from your
fields,” Kau tells KFEQ.

As for planting season, Case IH touts precision agriculture.

Precision Field Team manager, Kendal Quandahl, says Case IH
gathered a lot of data from 2023 that it will use in 2024. Quandahl says the
information gleaned from the machines will help farmers manage their crops this
year, especially with precision agriculture.

“I think that when we talk about precision agriculture,
sometimes we put it in a very small box of what precision really is and I think
that at Case IH, we focus on creating solutions that fit all producers, all
sizes, in different areas, different cropping practices.,” Quandahl tells KFEQ.
“So there’s very flexible solutions that we can put together to fit an
operation.”

There is no one definition of precision agriculture, according
to Quandahl.

The latest data from the Association of Equipment Manufacturers shows four-wheel-drive tractor sales increased 1.4 percent year-over-year and was the only segment to show growth in January. In Canada, four-wheel-drive tractor sales were unchanged at 409 units in January compared to 2023.

“The slight gain in U.S. four-wheel-drive tractors is positive news as 2024 begins,” says AEM Senior Vice President Curt Blades. “While overall sales fell in both the U.S. and Canada compared to January 2023 sales, we remain optimistic about future long-term growth.”

Overall unit sales of U.S. tractors dropped 21.2 percent compared to January 2023 sales, while combine sales finished 4.9 percent below last January. Under-40 horsepower tractors were down 26 percent from last year. Canadian tractor sales ended January 30 percent below the 2023 data. Combines were also down 9.5 percent in January compared to last year.

U.S. agriculture groups expressed appreciation for the Environmental Protection Agency’s Existing Stocks Order on over-the-top dicamba use in 2024.

“We’re grateful to EPA for hearing farmers’ and ranchers’ concerns and addressing them quickly to make sure they have the crop protection tools they need,” says Farm Bureau President Zippy Duvall. “Without EPA stepping in, farmers and ranchers were facing significant uncertainty and financial risk.”

American Soybean Association President Josh Gackle says tens of millions of farmland acres were in limbo.&nbsp; “This ruling potentially affects more than 50 million acres of dicamba-tolerant soybeans and cotton, an area larger than Nebraska.” 

Ted McKinney, CEO of the National Association of State Departments of Agriculture, was also pleased with the decision. “As co-regulatory partners with EPA, we commend the agency for issuing the existing stocks order on dicamba,” he says. “The stocks order will prevent severe detrimental impacts to our food, fuel, and fiber availability.”

The federally-subsidized crop insurance program will cost an additional $27.7 billion over the next decade.

A Congressional Budget Office report says the government pays roughly 62 cents of each dollar in premiums, and sales of livestock and forage policies are exploding. A Farmdoc report says crop insurance costs should rise by 29 percent to nearly $125 billion for the decade ending in 2033. Despite the increase, USDA spending on crop and livestock subsidies and land stewardship programs should remain stable.

While crop insurance costs likely will increase, the Senate Ag Committee says that projected costs for all farm bill-related programs are now $1.46 trillion between 2025 and 2034. That’s down 3.5 percent from the previous ten-year baseline of $1.5 trillion. Livestock insurance programs have grown dramatically since 2018 when Congress increased the premium subsidy rates for coverage.

Policies covered $26.4 billion of liabilities in 2023, compared to $512 million in 2018.
