According to new data from the Association of Equipment Manufacturers, sales of agricultural tractors and combines fell in the United States during the month of December when compared to a year ago. U.S. sales of agricultural tractors fell more than 11 percent, while combine sales fell by 26 percent year over year. Canada’s sales of ag tractors dropped just over 3 percent, while combines fell by more than 37 percent in December when compared to the previous year. The biggest December drop was in 100-plus horsepower tractors, down 27 percent from 2023.

The U.S. Department of Agriculture finalized a third regulatory reform under the Packers and Stockyards Act, with the latest regulation giving greater stability and fairness to chicken farmers working for major meat companies, according to an announcement Tuesday.

Agriculture Secretary Tom Vilsack said in a press conference Monday the regulation came from “the ground up” and reflects changes that poultry farmers across the country have said they needed.

“This rule basically addresses many of the concerns that we’ve heard from rank and file producers who just simply want a fair shake,” Vilsack said. “They don’t want the field necessarily tilted in their direction, they just don’t want to have to work uphill.”

The regulation limits some of the variability within the poultry tournament system, a system where growers are ranked against one another to determine pay. The new rule stops companies from deducting from a grower’s baseline pay because of their placement in the tournament system.

The rule sets that no more than 25% of a grower’s total compensation can be based on the tournament system and requires greater stability, and information, on the inputs producers receive.

The rule, according to Vilsack, will also provide producers with “key information” on the nature and extent of capital investments that a company would require a contract grower to make in order to extend a contract.

“This is a strong rule and a good rule, and it’s a rule that bubbled up from the ground up, not the top down, and I think those kinds of rules, ultimately, are successful and the ones that are preserved,” Vilsack said.

USDA has made two other rules to strengthen fairness and transparency under of the Packers and Stockyards Act during the Biden administration, including another poultry-oriented rule&nbsp;<a href="https://www.usda.gov/about-usda/news/press-releases/2023/11/08/usda-announces-progress-further-competition-agriculture-level-playing-field-farmers" target="_blank">finalized in 2023</a>&nbsp;that mandated large processing companies give “critical information” to their poultry growers related to earnings, flock placement and protocol for sickness or natural disaster.

The other&nbsp;<a href="https://www.usda.gov/about-usda/news/press-releases/2024/03/05/usda-announces-next-major-step-promoting-competition-agriculture-and-advancing-economic-opportunity#:~:text=The%20final%20rule%20Inclusive%20Competition,retaliation%20and%20deception%20in%20contracting." target="_blank">rule prohibited discrimination and banned companies from retaliating</a>&nbsp;against farmers who communicate with government agencies or join grower associations.

Vilsack said USDA has also strengthened partnerships with state attorneys general and the U.S. Department of Justice to better enforce the Packers and Stockyards Act.

“We try to be responsive to the field, to the ordinary folks out there working hard every day, trying to make a living and trying to take care of their family, trying to make sure their their operation remains profitable in a tough time, and that they’re in a position to be able to turn it on to the next generation in better shape than they found it,” Vilsack said, reflecting on the work of USDA during the Biden administration.

USDA additionally announced Tuesday the withdrawal of a fourth rule, the&nbsp;<a href="https://www.federalregister.gov/documents/2024/06/28/2024-14042/fair-and-competitive-livestock-and-poultry-markets" target="_blank">Fair and Competitive Livestock and Poultry Markets</a>, which it had proposed in June 2024 and would have defined general practices that were either unfair or in violation of the Packers and Stockyards Act.

Vilsack said the department chose to withdraw the rule, rather than leave it to be finalized by the incoming administration, because it was a very complex rule that could have been “fundamentally” changed by a couple of tweaks.

“If there is an intent to do that,” Vilsack said, “then it seems like it ought to start from the beginning of the process, not at the end of the process.”

“The ELAP program provides an important financial safety net, helping our producers rebound from weather and disease impacts that are out of their control and not part of their operation’s ordinary risk profile,” says Zach Ducheneaux, FSA administrator. “These events threaten producers’ economic viability, so it’s important that USDA provide support.”

 ELAP provides relief to eligible producers to assist with losses that aren’t covered by other FSA disaster programs. Producers wanting to apply for ELAP assistance for calendar year 2024 should contact the FSA at their nearest USDA Service Center by January 30.

The Centers for Disease Control and Prevention says the outbreak started in 2022 and has killed over 130 million birds, affecting commercial, backyard, and wild birds in all 50 states.

 In a press release, USDA says the U.S. had built poultry vaccine stocks after the last major outbreak in 2014-2015. Bird flu is also affecting U.S. dairy cattle herds and infected almost 70 people. Most of the exposed humans are farm workers who’ve been directly exposed to sick cattle or poultry. 

Egg and turkey farm groups have been calling for a vaccine, citing the severe economic toll it has taken on farmers after wiping out their flocks. In December, USDA reported infected dairy herds in California and Texas.

Farm bill work hasn’t even started, but the new Senate GOP majority already has SNAP and the related Thrifty Food Plan in its crosshairs. 

The farm bill food stamp fight that blocked a Senate deal last year is showing its teeth again, but now with unified GOP government control that could yield the first budget since 2016.

Senior Senate Republican and new budget panel member John Cornyn could play a key role in fashioning spending cuts this year, including for farm bill programs Democrats fought for last year.

“By simply reducing payment errors for SNAP payments, for example, we could save an estimated 100 billion dollars. By implementing a real work requirement for means-tested programs like Congress did back during the Clinton presidency, we could save an incredible amount of money for the American people.”

The House Ag Committee tried last Congress and earlier to tighten SNAP requirements and, in a new farm bill push, to end secretarial discretion to boost benefits. Texas conservative Cornyn touched on that.

“Or we could repeal the controversial 2021 Thrifty Food Plan that would save as much as 300 billion dollars. You know, we’re talking about real money, Mr. President.”

Republicans slammed Ag Secretary Vilsack for upping pandemic SNAP benefits under the plan by some $250 billion without Congressional approval. Democrats claimed he had that authority under the 2018 farm bill.

That’s according to a survey done by Farm Futures magazine. In the survey conducted in December, farmers in major corn-producing states seem swayed by an ongoing corn rally. However, more than half of the responding farmers plan no change in their crop mix. 

“In light of the corn market’s rally to six-month highs in late 2024 and early 2025, it makes sense that many farmers in Illinois, Indiana, Iowa, and other top-producing states plan to ramp up their corn planting this year,” says Senior Editor Bruce Blythe. 

One factor that could change those plans is the soybean future prices.

 “A key question is whether soybean acres increase or decrease, given the outlook for heavy global supplies and weak prices,” Blythe said. 

Farmers also voiced continuing concerns about getting a 2025 Farm Bill in place.

The International Longshoremen’s Association and the U.S. Maritime Alliance announced an agreement on a new six-year contract. The agreement heads off the possibility of a port strike on the East and Gulf Coast ports. 

“We’re pleased with the tentative agreement, subject to ratification, which averts a work stoppage on January 15,” the two organizations said in a joint statement. “This agreement protects ILA jobs and establishes a framework for implementing technologies that will create more jobs while modernizing the ports.”

 The two sides have agreed to continue operating under the current contract until the ILA can meet with its full Wage Scale Committee and schedule a ratification vote for its members. The U.S. Maritime Alliance membership also has to ratify the agreement. 

“The adoption of automation and technology was the most contentious issue between the two parties,” says Mike Steenhoek, executive director of the Soy Transportation Coalition. “We’re pleased with the agreement.”

Farmer sentiment moved lower in December as the Purdue University/CME Group Ag Economy Barometer dropped nine points to 136. The decline was driven by producers’ weaker perspective on current conditions in U.S. agriculture and their farms, with the Index of Current Conditions falling 13 points to 100. Although it did decline, it was still 24 points above its low in September and five points higher than in October.

However, Trump has denied that would happen. In Trump’s words in a Truth Social post, he says, “The story which quoted so-called anonymous sources which don’t exist, incorrectly states my tariff policy will be pared back, and that is wrong,” he said.

The National Cattlemen’s Beef Association announced the release of its updated Beef Quality Assurance (BQA) National Manual, which serves as a resource for science-based cattle production information and is free to all. 

"BQA empowers beef producers to maximize their potential to make the most efficient and responsible use of natural resources for effectively producing the world’s most nutritious and flavorful sources of protein,” says Dr. Clay Mathis of Texas A&amp;M University and the BQA Advisory Group Chair. “This manual helps drive the improvement process across the supply chain through adherence to best management practices.” 

The publication’s goal is to provide technical information to help producers raise high-quality cattle resulting in the wholesome beef that consumers demand. It was developed to set production standards for beef quality and safety that are appropriate to an operation and that producers can realistically meet or exceed.

Ag groups welcome new congress and leadership

New Senate Majority Leader John Thune laid out his priorities, including a new farm bill, as the 119th Congress got underway. 

Thune says he understands rural America, where he started life in a small South Dakota town.

“The town of Murdo, population today, roughly around 500 people. We didn’t even have a traffic light, and I wouldn’t have had it any other way. Life in Murdo had a beautiful simplicity. Sure, it had one or two drawbacks. With a population that small, we Thune kids could be sure that our parents would have heard all about any of our misdemeanors before we even made it home.”  

That rural upbringing led Thune to value the land, agriculture, and the importance of community, values that stuck with him as he rose through the ranks in the House and then the Senate. 

Thune succeeds Kentucky’s Mitch McConnell as Senate GOP Leader and now as Majority Leader, setting out an aggressive early agenda, with many parts of the agenda important to producers and rural areas.

“Extending the tax relief Republicans delivered during the first Trump Administration, lifting burdensome and expensive government regulations to help American businesses and families flourish, bringing appropriations bills to the floor for serious deliberation so that we make the best possible use of taxpayer dollars, and an overdue farm bill to update farm programs for farmers and ranchers to reflect current agricultural needs.”

Thune sits on the Senate Agriculture Committee and remains a strong advocate for farm programs and opening new markets for farm exports. His rise to the top Senate leadership post could make him a catalyst for speedy farm bill action, though any farm bill will still need bipartisan support to pass.

Reuters says the expanded approvals are intended to boost high-yielding crops, reduce the need for imports, and ensure Chinese food security. The Ministry of Agriculture and Rural Affairs awarded safety certificates to the 17 crop varieties, according to a document on its website. 

The approved gene-edited crops include two soybean varieties, and one each of wheat, corn, and rice. China mostly imports GM crops like corn and soybeans for animal feed, while cultivating non-GM varieties for food consumption. Many Chinese consumers remain concerned about the safety of GM food crops. 

A ministry document says the safety certificates for the newly approved varieties are valid for five years, starting from December 25, 2024. China has also approved importing an insect-resistant and herbicide-tolerant GM soybean variety from the German firm BASF exclusively as a processing material, the ministry added.

An early push for national year-round E15 sales is expected as a new Congress and administration are seated. Legislative efforts fell short in the last Congress but gave national year-round E15 sales new momentum.

Iowa Senator and farmer Chuck Grassley has already been in touch with House Speaker Mike Johnson.

“And I texted to him why we need E15 year-round. And I included in that text that even oil companies would agree to it because it’s very difficult having eight states having one mixture and the other 42 states, another mixture.”

Grassley and other ethanol-state lawmakers sponsored bipartisan E15 legislation in the last Congress, also included in a failed version of a short-term government funding bill.

At the Renewable Fuels Association, CEO Geoff Cooper says year-round sales are needed to soak up a bumper corn crop.

“The quickest way to increase demand for corn and value for corn is to let more of it go into the ethanol industry. And for that to happen, we need to have the marketplace allow more ethanol into the fuel supply. So, that’s where E15 becomes critically important.”

And, despite record or near-record ethanol exports.

“We’re going to need to see even higher levels of ethanol exports and, frankly, higher levels of domestic consumption here through E15 and other higher blends.”

And demand from developing markets like sustainable aviation fuel propelled by a hoped-for 45Z clean fuel tax credit.

This was the fourth consecutive week-over-week increase, up from 1.107 million barrels a day during the prior week. In the Midwest, production rose to an average of 1.055 million barrels a day from 1.045 million during the previous week. The EIA says West Coast Production increased to 10,000 barrels a day, up from 9,000 barrels the week before. 

East Coast output was unchanged week over week at 11,000 barrels a day, on average. Rocky Mountain Production declined from 14,000 to 11,000 barrels a day. The government report also says Gulf Coast production fell from an average of 28,000 barrels a day to 22,000 barrels. 

Ethanol inventories increased to 23.639 million barrels from 23.074 million a week earlier. That’s the highest level for ethanol stocks since September 13.

The NCTA, or the Rural Broadband Association, released its “2024 Broadband-Internet Availability Survey Report.” 

The group says it capped off a year in which NCTA members made remarkable strides in delivering on the promise of robust and reliable high-speed connectivity in the most rural parts of the U.S. 

Despite operating in rural areas where the average density is less than seven locations per mile, approximately 89 percent of respondents’ customers, on-average, can receive downstream speeds greater than or equal to 100 Mbps, up from 84 percent in 2023. 

More than 76 percent of customers on average have access to Gigabit downstream speeds, an increase from 67 percent in 2023. Upload speeds continue to increase as well. Over 67 percent of respondents’ customers, on average, subscribe to 100 Mbps downstream broadband or better, up from just under 60 percent in the 2023 survey. 

Deployment costs remain the largest expansion barrier.

That caps a 2024 that saw increased efforts from states to drive adoption, updates to technical standards, growth in soybean crush capacity, and growing public support for clean transportation fuel. Clean Fuels Alliance America CEO Donnell Rehagen says a strong 2024 has set the industry up for further growth in air, marine, rail, and heavy-duty transportation use. “Consumers and corporations are demanding more clean fuel, and they are increasingly turning to biodiesel and renewable diesel for it,” Rehagen said. “Our industry has become a central force in the global effort to curb greenhouse gas emissions.” 

One factor in the improvement is the number of states that implemented clean fuel policies. Updated fuel specs will create opportunities in the new year. Biodiesel and renewable diesel will continue making farms stronger in 2025.

The National Cattlemen’s Beef Association says a recent decision putting the Corporate Transparency Act reporting requirements on hold is “confusing.” 

Kent Bacus, NCBA Executive Director of Government Affairs, says the U.S. Fifth Circuit Court reversed the ruling it had issued before Christmas and has instead decided to uphold the injunction blocking the Corporate Transparency Act from taking effect. “This means U.S. cattle producers have yet another reprieve from filing beneficial ownership information with the U.S. Treasury’s Financial Crimes Enforcement Network, or FinCen,” Bacus says. “These court rulings have gone back and forth and continue to add to the overall confusion.”

 He also says NCBA urges all cattle producers to consult with their attorney and tax professional for the latest information in case of more changes. “NCBA is continuing to urge Congress to pass legislation that will permanently protect cattle farmers and ranchers from this burdensome mandate,” Bacus added.
