Second Kan. man jailed after fatal hit-and-run crash

SHAWNEE COUNTY—Law enforcement authorities investigating a fatal hit and run have made a second arrest.

Just before 3:30 a.m., Sunday, police responded to a report of a motorcycle vs passenger vehicle at SE 6th Street and SE Chandler Street in Topeka, according to Police Lt. Jerry Monasmith.

Officers arrived on scene and found one victim identified as 53-year-old Sam Rice in the roadway. The victim was pronounced deceased at the scene.

On Thursday police arrested 19-year-old Michael Flores-Herrera of Topeka, on requested charges of Murder in the 1st Degree, Aggravated Assault, and Aggravated Child Endangerment.

Police previously arrested 23-year-old Geovany Arellano of Topeka, on requested charges of Murder in the 1st Degree, Aggravated Assault and Reckless Driving, according to Monasmith.

Following an investigation by the Topeka Police Department Accident Reconstruction Team, police arrested 23-year-old Geovany Arellano of Topeka, on requested charges of Murder in the 1st Degree, Aggravated Assault and Reckless Driving, according to Monasmith.  Police have not released the victim's name.
