Barbara Louise (Fowler) Lively, age 73, of Leavenworth, KS, died October 15, 2025, at Providence Place in Kansas City, KS.
Barbara was born on November 26, 1951, in Cummings, KS, the daughter of Charles Howard “C.H.” Fowler, Sr. and Lela Maude (Heater) Fowler. She is a graduate of Atchison County Community High School, class of 1969. Barbara married Stephan Harley Lively at the Little Church of the West, in Las Vegas, Nevada. He preceded her in death on May 25, 2015. In addition to her parents and husband, she is preceded in death by a nephew, Steve Shipman, and three sisters, Joan Basye from Watertown, SD, and Marian Whitenack and Charlene Latzke from Atchison.
At the time of her retirement, Barbara was the secretary to the Director of Center for Army Leadership at the United States Department of War. She and Steve enjoyed traveling and caring for pets they adopted from local shelters.
She is survived by her sister, Kay Domann, Lawrence, KS; her brother. Charles (LaVerne) Fowler, Nortonville, KS; stepdaughters, Stephanie (Ken) Britt and Staci Jane Lively; a step granddaughter, Sidney Jane Lively; and several nieces and nephews.
Graveside services will be held at Leavenworth National Cemetery where she will be laid to rest with her late husband, Steve.
