Trick-or-treaters will be out and about across&nbsp; the area tonight, but it'll be pretty cold out this Halloween night across the region.

Highs Tuesday are only expected to reach the upper 30s and lows Tuesday night could drop into the&nbsp; mid-to-upper teens.

Stephanie Malita, a health educator with the St. Joseph Health Department, says having your young ones wear extra layers tonight is key.

"Make sure heads and ears are covered," she said. "Make sure hands have gloves on them. And if you're a parent taking younger kids out, just pay attention to how they're doing."

Malita also says using extra caution on the roads, especially in residential neighborhoods, is key.

"Make certain you're watching for kids darting out from between cars," she noted. "Make sure, like when we talk about layering (clothing), make sure that outer layer has something reflective on it."

Malita also notes that hand washing and getting needed rest on Halloween night is also important for young kids to stay healthy.

As far as the weather goes, the good news is - winds are expected to die down by nightfall and there is no precipitation expected.­

While NWS expects a high Sunday to back off a little to 90
degrees, it expects temperatures to rise early next week with a high Monday of
95 and Tuesday at 99.

Entire Midland Empire under a heat advisory

Tuesday is officially the first day of summer, and it will feel like it for many across the region.

Highs in northwest Missouri and northeast Kansas Tuesday are expected to be in the upper 90s with indices up to 105 possible.

National Weather Service meteorologist Brent Pesel from the Pleasant Hill Office says a front will move through later Tuesday evening, which could trigger some strong thunderstorms.

"There's a marginal risk for severe weather around this evening," Pesel told St. Joseph Post. "Just with how hot and humid it is, that makes the atmosphere really unstable. We have a front moving into the area this evening which might trigger some thunderstorms."

Pesel says the rain chances will persist through the night.

"As we get toward sunset and continuing through the overnight hours," Pesel said. "We don't have high expectations for severe weather, but it certainly isn't zero."

That front will bring with it highs in the 80s for Wednesday and Thursday before temperatures rise back into the mid 90s by Friday and Saturday, with heat indices this weekend ranging from 100-107.

Relief is on the way next week as well, Pesel says, with highs early next week starting off in the low-to-mid 80s.

"Middle of this week, as the front rolls through, we're going to get a little bit of a break from these really hot temperatures," Pesel said. "The heat builds back up Friday into Saturday before another front looks to roll through and get us just a little bit cooler here into next week."

First day of summer brings hot temps, rain chances to northwest Missouri

A line of strong to severe thunderstorms is expected to develop across the region Tuesday, impacting northwest Missouri and northeast Kansas by late this evening.

Meteorologist Scott Blair with the National Weather Service office in Kansas City/Pleasant Hill says the strongest activity will likely come in some time after sunset, starting around the 8-9 p.m. time window.

"The strongest storms to impact northwest Missouri is most likely going to be after dark," Blair said. "Specifically around that 9 o'clock to midnight time window will pry likely be the most likely time we see those storms."

The Storm Prediction Center says there’s an enhanced risk of severe weather for northwest Missouri and northeast Kansas Tuesday. Much of the area is also under a Wind Advisory until 1 a.m. Wednesday. Wind gusts during the day Tuesday could be as high as 45-50 mph.

Damaging winds and large hail appear to be the main threats, but isolated tornadoes are possible as well.

Blair also reminds people to make sure they have multiple ways to receive weather warnings, as these storms will be arriving after sunset.

"A lot of these storms will be hitting after dark," he noted. "And at a time when many people may be going to bed. So, certainly have multiple ways to receive severe weather information especially if you have turned in for the night."

Executive Order 22-02 activates the State Emergency Operations Plan, which allows state agencies to assist local jurisdictions with emergency preparation and response. In anticipation of potential travel disruptions, members of the Missouri National Guard are activated to be positioned around the state and assist the Missouri State Highway Patrol with stranded motorists if the need arises.

More than half of the state is currently under a Winter Storm Warning. Wintry precipitation is forecasted to begin in northern Missouri by early Tuesday evening and spread southeastward through the night and into early Wednesday. The National Weather Service is forecasting central Missouri could see localized amounts of 8-15 inches in accumulation.

The Missouri State Emergency Management Agency continues to work closely with the National Weather Service (NWS), the Missouri Department of Transportation (MoDOT), and the Missouri State Highway Patrol to coordinate response as well as plan for potential resource requests. The State Emergency Operations Center will activate at a Level 3 at 5 p.m. tonight, with key personnel on duty overnight, including an embedded NWS meteorologist.

Missouri Gov. declares state of emergency ahead of winter storm

Another round of bitterly cold temperatures will impact northwest Missouri and northeast Kansas on Wednesday night into Thursday.

A Wind Chill Advisory is in effect from midnight until noon Thursday for far southeast Nebraska and most of northeast Kansas and northwest Missouri. Wind chills late Wednesday and early Thursday can be as low as 15 degrees below zero.

"That's not what the actual temperatures are," National Weather Service meteorologist Jared Leighton said. "The actual temperature will be around zero, but with the wind around 10-20 mph, it'll cause the hypothermia and frost bite process to speed up quite a bit more if it was just zero degrees."

There's a slight chance of snow late Wednesday night, but accumulations are not expected. Highs on Thursday will only reach the low teens, and northwest winds of 15-25 mph will continue through the day.

Lows will hit the single digits Thursday night before temperatures rebound into the 20s for Friday and then the mid 40s by Saturday.

Leighton says the first half of winter has been drier and warmer than normal, which could be an indication of what to expect going forward.

"So far, it's been incredibly warm," Leighton said. "I think our December was in third place for the warmest December of all time. That goes back to the late 1880s. With the outlook being warm and dry for the middle part of (January), it looks pretty likely we'll get halfway through the winter season without much in the way of impact."

The entire region saw its first shot of significant snow fall over the New Years Day weekend, though most areas saw less snow than what was forecast. St. Joseph reported around three inches, the Kansas City Airport had two, while portions of Worth and Harrison counties near the Iowa line reported six inch totals.

Leighton reminds people that the forecast can always rapidly change during this time of year.

"All it takes is one big system to make all of that up and turn it into a pretty average year and be pretty impactful."

Bitter cold temps expected Wednesday and Thursday, dry and warm weather ahead

A strong storm system is making its way across the Midwest eventually made its way to the Missouri River valley Wednesday afternoon and evening.

The entire region, including all of northwest Missouri and northeast Kansas, remain under a High Wind Warning until midnight Wednesday night.

A strong line of thunderstorms fired across central Nebraska Wednesday, spawning wind gusts of 75-85 mph, in addition to a few confirmed tornadoes near the Grand Island and Columbus areas.

This line of storms moved rapidly eastward toward the Missouri River valley, getting into the St. Joseph region right around 5 p.m.

Power lines and tree limbs have been reported down in St. Joseph, Maryville and Savannah.

Hail 1.75” in diameter was reported in Maryville. An 80 mph wind gust was reported two miles north of Watson in Atchison County, Kansas. Roof and power pole damage has been reported near the city of Atchison, Kansas as well Lancaster

 A 90 mph wind gust was reported in Tarkio, MO by local law enforcement. Power poles were reported broken just northeast of Lathrop. A barn has collapsed in Easton, Missouri.

The winds forced the Fairfax and Rock Port school districts, along with Peru State College, to dismiss classes early Wednesday. Trenton Public Schools canceled all after school activities for Wednesday evening.

The Missouri State Highway Patrol reported a semi that tipped over on southbound I-29, about two miles north of Mound City, while mass power outages were reported in and around St. Joseph. Over 18,000 Evergy customers in St. Joseph alone have lost power.

Dust storms were also a problem across portions of central Kansas and southeast Nebraska.

Interstate 70 from Hays, KS to the Colorado border was closed in both directions Wednesday due to low visibility.

The storms will move out of the area late Wednesday night, and bring behind it cooler temperatures in the 40s and 50s for the next week or so.

It appears a mostly dry weather pattern will persist through Christmas as well.

"I can't rule out anything but it doesn't look like we'll have a white Christmas this year," National Weather Service meteorologist Jonathan Kurtz said. "If we do, I know a lot of people wouldn't be that upset at that forecast if I was wrong. But, right now, it looks like it'll be more of a mild Christmas for us."

Severe weather leaves damage across northwest Missouri, northeast Kansas

"Really once every couple of years, we get a really strong low pressure like this that's lifting across the Plains," Kurtz said. "When we pull out the High Wind Warning, that usually means it's going to be pretty significant with sustained winds of 35-40 mph during the day with gusts of up to 60-65 mph."

Temperatures Wednesday are also expected to reach the 70s. Combine that with high winds and dry vegetation, the outdoor fire danger is also elevated. A Red Flag Warning has also been issued for portions of northeast Kansas and northwest Missouri.

"You mix the warm and windy conditions along with dry fuels, grasses and dry vegetation, any fire that gets sparked or that somebody sets could get out of control pretty quick," Kurtz added.

Perhaps the biggest concern is the possibility of widespread power outages, especially if tree limbs fall onto power lines.

Evergy spokesperson Andrew Baker says crews across their service area are ready to deal with the strong winds.

"Evergy's tree trimming and vegetation management along with other maintenance works is really our best defense against high winds in situations like this," Baker explained. "However, if we see those 60-70 mph winds, it's still possible we could experience some wind caused outages."

Baker says the threat for severe weather and periods of high winds during thunderstorms prepares Evergy crews to deal with adverse weather patterns throughout the year.

"Preparations for things like this don't just happen days before or hours before," Baker said. "It's something we monitor year-round to put ourselves in the best position possible for when we do see this kind of weather."

The high winds are expected to subside late Wednesday night. Temperatures will cool off into the 40s and 50s for the rest of the week and into the weekend, but dry and sunny conditions are expected for the foreseeable future.

National Weather Service warns of damaging winds across Kansas, Missouri

Winter weather will be impacting the Midwest again before long, and area emergency management officials want to make sure people are prepared to deal with colder temperatures and wintry precipitation.

The Missouri Emergency Management Agency has partnered with the National Weather Service to promote Winter Weather Preparedness Week across the state through November 19.

Buchanan County Emergency Management Director Bill Brinton says this time of year is the perfect time to make sure your home, your vehicle and your family are ready to get through winter safely.

"Well, it's a time for people to start preparing themselves," Brinton said. "Get their vehicles checked and make sure they have good tires. Make sure they have an emergency kit in the back of their vehicle. Make sure they have enough fuel or whatever else in case they get stranded. Just prepare themselves for winter and cold weather."

Brinton says the county takes this time to review their emergency management operations plan, and work closely with the Buchanan County Road and Bridge Department while getting ready for winter weather.

"We have an emergency operations plan," Brinton said, "and we review it. (Roads and Bridges) has two district barns - an eastern district barn and a western district barn. As they prepare for winter and check their vehicles and things like that, it's a team effort with everybody and with all of our different agencies we work with to deal with bad weather."

Brinton says he also works closely with and "shares information all the time" with St. Joseph's city emergency manager, Bill Lamar during the winter time.

They also work with the Missouri State Highway Patrol, who reported over 5,500&nbsp;vehicle crashes in Missouri in 2020 where snow or ice were factors. Those crashes resulted in 1,698 injuries and 26 deaths.

Brinton says one should always check the local weather forecast before getting on the road during winter. If one must travel during adverse winter conditions, Brinton says your vehicle's emergency kit should include several different things.

"A person should have a blanket, and you should carry a small shovel around or a certain amount of salt in case you get stuck," Brinton said. "They should have maybe some non-perishable food things, and when they're going somewhere, make plans to be able to travel to that location safely."

Winter in northwest Missouri is expected to be colder and drier than normal, with below normal snowfall expected further north and above normal snowfall expected further south.

Brinton says the Buchanan County Emergency Management Office works closely with the National Weather Service office in Kansas City/Pleasant Hill to get the latest forecast information and to know if and when any advisories or warnings will be put out.

"So we work with the weather service and the local media to try and be aware of what's going on," Brinton said. "We do check with the National Weather Service often and make our plans from there."

Buchanan County Emergency Management talks Winter Weather Preparedness

While area rivers and streams have receded and some roads have reopened, forecasters are watching for more potentially heavy rainfall across northwest Missouri this week.

While the heaviest rain is expected to stay to the south and east of St. Joseph, thunderstorms could bring periods of heavy rainfall to the region Monday night into Wednesday, aggravating already saturated streams and soil.

National Weather Service meteorologist Brent Pesel from the Pleasant Hill office says the atmosphere remains very saturated, which has allowed for several rounds of, at times, heavy rain.

"We already are seeing some rivers and streams becoming aggravated by rain that is falling into them," Pesel said. "There's just so much moisture in the atmosphere that we have enough for it to rain for quite awhile."

Pesel says widespread severe weather is not expected in northwest Missouri or eastern Kansas this week.

"However, that is not to overlook the flash flooding potential that these storms have," he said.

Areal flood warnings remain in effect for Buchanan, Clinton, northern Platte, Andrew and DeKalb counties in Missouri, as well as Doniphan and northeast Atchison counties in eastern Kansas until late Monday.

Pesel says depending on how the storms this week track, these warnings could be extended and areas where water has receded could become overly saturated again.

"If you do get a heavy rain shower just going right over your location, you could see some flash flooding," Pesel said. "Especially along roadways, parking lots and if fields are already saturated, you could see some pooling in fields."

MoDOT, the Missouri State Highway Patrol and local law enforcement and fire/rescue conducted multiple motorist water rescues in northwest Missouri from Thursday night and into the weekend.

There were 26 total rescues in the Andrew County town of Amazonia, while one motorist near Clinton County's Gower passed away after her car was swept away by flood waters on Saturday morning.

Pesel reminds motorists to always check the forecast and road conditions if you must travel during periods of heavy rain.

"Make sure that you are weather aware as rain continues to fall and that you have a way to get updates."

Area flash flooding possible Monday night into Wednesday with continued rain chances

Flash Flood Warnings remain in effect across northwest Missouri and eastern Kansas area Friday as showers and storms continue to make their way out of the the region.

Many areas have already seen 6-10 inches of rain or more.

National Weather Service meteorologist Brad Temeyer from the Pleasant Hill office says areas in Andrew County, particularly in and around Amazonia, have seen the highest rain totals.

"We've just seen storms training across that area for several hours Thursday," he said. "And that even continued into this morning."

The Missouri State Highway Patrol Troop H Marine Division, along with Andrew County Fire and Rescue, conducted evacuations and water rescues in Amazonia due to high water. Andrew County Sheriff Grant Gillett says it’s still an active situation there.

"We still have several residences and businesses with water inside of them or surrounding them at this point and time," Gillett said early Friday.

Interstate 29 in Holt and Andrew County was closed from mile markers 84-92 for several hours due to flooding, but it reopened just after 5 a.m. Friday.

However, Missouri 48 at Rosendale is down to one lane. U.S. Highway 169 near Todd’s Tire Service at the Andrew/Buchanan County line is closed. As is Double-D Highway, Route T and 71 Highway south of Savannah due to mudslides and standing water.

Meanwhile, Missouri 6 east out of St. Joseph is closed due to flooding as well. As are portions of Route C in Buchanan County.

St. Joseph Police said Friday that eastbound traffic on U.S. Highway 36 must get off at the Ag Expo Exit due to dangerously high water.

DeKalb County law enforcement reports multiple highway and rural road closures there as well.

Temeyer says another round of strong storms and heavy rain are possible today and tonight.

"We are in a slight risk for severe weather across the area (Friday)," Temeyer said. "But, then we're in a moderate risk for excessive rainfall. So, really, this air mass that's very, very moist across the area isn't going to go anywhere anytime soon."

An additional 1-4 inches of rain is possible by Sunday morning. Gillett says law enforcement will do all they can to continue to help those most impacted by the flooding.

"We're doing everything we can possibly do," he said. "We're trying to get more officers in the area to help. We're doing everything we can to provide assistance with them (in Amazonia) to get their belongings from their house or to keep the roads closed long enough for them to be able to get all of their belongings and keep providing protection down there."

In St. Joseph, multiple roadways in and around town have standing water. That’s according to Police Sergeant Brian McClintick.

"Probably 30-40 streets that were off and on covered all night," McClintick said. "The list is rather long."

St. Joseph Police helped four cars stranded in flood water overnight Thursday, including two near&nbsp; I-229 and St. Joseph Avenue. The city saw anywhere from 8-10 inches between Thursday night and Friday morning.

McClintick urges motorists to use caution, and check road conditions before heading out.

"I think we might have a repeat of water standing in the streets," McClintick said on the potential for more rain. "If that's the case, people need to stay off the roadways."

Storms dump flooding rains across northwest Missouri, evacuations conducted in Amazonia

Strong thunderstorms moved across the region Thursday morning, dropping heavy rainfall and bringing gusty winds to the area, but there’s a better chance for severe weather Thursday evening.

Much of northeast Kansas, southeast Nebraska and northwest Missouri are under an enhanced risk for severe weather for Thursday, says National Weather Service meteorologist Brad Temeyer from the Pleasant Hill office.

"Later on today, we're looking at redeveloping storms," he said. "Probably in the late afternoon and early evening hours, and some of those may have a pretty good punch to them."

Large hail, damaging straight line winds, heavy rain and isolated tornadoes are all possible tonight Thursday night.&nbsp;

The threat for severe weather will continue into Friday, as there's a slight risk for severe weather across much of the region that day as well.

"And then on Saturday as well, we have a marginal risk out for the much of the area," said Temeyer. "For a few stronger storms potentially reaching severe limits."

Temeyer said portions of the region could see as much as 2-4 inches of rain by Saturday. A Flash Flood Watch is in effect for all of northwest Missouri and portions of eastern Kansas through Friday morning.

Severe weather possible across the region Thursday through Saturday

Dangerously hot temperatures will continue to impact the region on Friday, as highs could once again hit triple digits.

A heat advisory is in effect for much of southeast Nebraska, northeast Kansas, southwestern Iowa and northwest Missouri through Friday evening.

"We could see index values top out around 105 or 106 (degrees Fahrenheit)," said National Weather service meteorologist Jon Kurtz at the Kansas City/Pleasant Hill office. "Air temperatures themselves will be right around 100 degrees. So, hot and humid definitely for a good chunk of the afternoon hours."

St. Joseph hit 99 on Thursday, while Maryville topped out at an even 100. The hottest temperatures Friday are expected to be along and south of U.S. Highway 36.

 There's also a chance of potentially strong thunderstorms on Friday evening. Much of the region is under a marginal risk for severe weather as a cold front slowly makes it way south.

Kurtz does not expect this to be a widespread severe weather event.

"We're lacking a little bit of moisture," he said. "It's not like a traditional setup. We do have a front coming through, and we could see a couple of strong thunderstorms. Maybe some wind gusts, maybe some hail."

Portions of eastern Kansas and northwest Missouri saw a bout of high winds, hail and heavy rain as a storm system moved through last Friday.

Highs this Saturday and Sunday will still top out in the mid 90s, but relief is on the way with highs in the upper 70s and low 80s through Wednesday of next week.

The hot and dry pattern this summer has prompted some drought conditions across large swaths of the Midwest, particularly Iowa, which is seeing severe drought in the central and northern parts of the state according to the latest U.S. Drought Monitor released Thursday.

While it's 'abnormally dry' across far northern Missouri and southeast Nebraska, Kurtz says rain chances this weekend could help.

"If we get some of these rounds of rain, it could help keep eastern Kansas and northwest Missouri within normal range for the summer," he said. "We're not seeing as many rain chances this summer, so could definitely see a slip into a minor drought further into summertime."

Rounds of showers and thunderstorms are possible across the region Monday night and several more times this week.

There are continued chances for showers and storms practically every day this week and into the upcoming weekend.

National Weather Service meteorologist Brent Pesel at the Pleasant Hill office says the good news is the severe weather threat this week is low, but some creeks and rivers could swell.

"So we do expect the rivers to rise," he said. "There are a few well south of St. Joseph that have entered into flood stages, but we aren't expecting the Missouri to enter flood stage."

Localized flash flooding is also possible in areas of heavier showers. Additional rainfall will aggravate flooding along area rivers, creeks and streams.

There is a Flood Warning for the Stranger Creek at Easton impacting Atchison and Leavenworth Counties in Kansas through Tuesday morning.

Pesel says the biggest threat is potential flash flooding in area rivers and streams.

"Certainly the smaller creeks and tributaries, especially in urban areas, do respond fairly quickly when it rains," Pesel said. "Especially with larger amounts. All of that water and runoff does eventually end up in the Missouri River.

Major flooding along the Missouri River is not expected over the next few days. The St. Joseph area could see an additional 1-3 inches of rain this week. St. Joseph recorded 0.68 inches on Monday morning, while Pleasant Hill received 2.72 inches.

Pesel also noted that it has been a fairly quiet severe weather season across northwest Missouri and northeastern Kansas so far this spring.

"It has been fairly quiet for us," he said. "May and June are usually very active months for severe weather and definitely our best chances. But, right now it's been fairly quiet and we're pretty happy about that."

Pesel says it's wise to always be prepared for severe weather. Have multiple ways to receive weather alerts and have a preparedness plan in the event of a severe thunderstorm or tornado warning in your area.

Soggy weather expected for northwest Missouri, eastern Kansas this week

A late-spring snow will move across the region overnight Monday and into Tuesday morning, while subfreezing temperatures are expected early Wednesday.

A Winter Weather Advisory is in effect until 10 a.m. Tuesday, as a rain/snow mix&nbsp; is expected to start around midnight Monday night and transition to all snow by 1 or 2 a.m. Tuesday.

"That'll continue well into the morning hours," National Weather Service Pleasant Hill meteorologist Jonathan Kurtz said. "It'll probably taper off through 8 or 9 a.m. (Tuesday) with some lingering rain/snow mix through noon across the area."

Kurtz says most models indicate between 1-3 inches of snow by noon Tuesday, with most accumulation happening on grassy or elevated surfaces.

"The main impacts from this might be some slushy roads there during the morning commute hours," he said. "I don't think we'll see much in the way of icing on the roads, but could be some slick spots out there with slush on the roads."

A snow event in late April isn't super common, but it's also not unheard of in this part of the country, according to Kurtz.

"We're subject to winter weather to the end of April or even early May," he pointed out. "Not out of the realm of possibility. It's kind of a late little spring burst of snow before we get out of the spring time frame."

Highs on Tuesday will rise into the mid-to-upper 40s, but lows on Tuesday and Wednesday night will be unseasonably cool and drop into the mid-to-upper-20s.

That has prompted a Freeze Warning, which runs from 10 p.m. Tuesday to 9 a.m. Wednesday. Kurtz says any sensitive vegetation could be killed if left unprotected.

"The best thing you can do is cover up your plants with plastic or tarp," Kurtz said. "Even bring inside potted plants to kind of protect them. It looks like there'll be a good chunk, about 4-5 hours Wednesday of below freezing temperatures. We have a low of 26 in St. Joe for Wednesday morning, so it's going to be really frosty out there."

The winter weather will not last long, as highs are forecast to rebound into the 60s late this week and close to 70 degrees by Sunday.

Snow, subfreezing temperatures to impact the region Tuesday and Wednesday

A couple rounds of showers and thunderstorms will move across eastern Kansas and into western Missouri late Tuesday night and into the day on Wednesday, bringing with it a chance for isolated severe weather.

The Storm Prediction Center has placed nearly all of eastern Kansas into a slight risk for severe weather, while the western third of Missouri is in a marginal risk for late Tuesday and early Wednesday.

A marginal risk then continues for eastern Kansas and western Missouri into the day on Wednesday.

National Weather Service meteorologist Hallie Bova says the first chance for severe weather may not be until after midnight Tuesday night.

"Storms will develop (Tuesday night) across central Kansas and then push to the east overnight into eastern Kansas and western Missouri and that'll mostly be after midnight. It's not looking like a real widespread severe weather threat, but there is some chances that a few of the storms could have some hail in them or stronger winds."

The tornado threat for Tuesday night and Wednesday is expected to be quite low. Bova says the area will see a break in the storms Wednesday morning, with a second chance coming in Wednesday afternoon.

"Again, a similar risk of hail and strong winds with those," Bova explained.

Rain chances will continue into Thursday with cooler temperatures, but sunshine returns Friday with highs staying in the 60s through the weekend and into early next week.

While the region has enjoyed some warmer and drier-than-normal days recently, Bova reminds people that the Midwest is currently in its peak severe weather season.
