The St. John Homecoming Hall and Museum is making strides to show all the history of Stafford County. Last month, the Lucille M. Hall Museum was awarded $10,000 by Humanities Kansas for a portrait project highlighting some of the county's lesser-known historical faces.

"We're just trying to tell more stories of diversity, while also telling the stories people are more familiar with," said Beccy Tanner, project director. "This year, we're focusing on Native Americans whose tribe would have been prominent in this area prior to the settlement of the first settlers."

This is the second phase of a multi-year project. Two years ago, the museum invited descendants of African American Exodusters who arrived in the area in the late 1870s. Photographer Bo Rader, using 19th-century wet plate glass negative technology, took portraits of the visitors and donated his work to the museum. The photos are now part of the "Hall of Portraits: Documenting Our Diverse Legacy" exhibit at the museum.

"Hopefully, by the time it's all said and done, we'll have more than 100 portraits," Tanner said. "There's a wonderful song in the musical 'Hamilton' that 'History has its eyes on you.' I think this will be a chance for people to see that history does indeed have its eyes on you as you come into this portrait room, and you see all these people, and you see their portraits looking directly at you as a visitor."

Museum volunteers will also do recorded interviews with each of the subjects in the portraits. Those interviews will be available on the museum's YouTube channel. A 30-minute documentary will dive deeper into the impacts various cultures have made in the area. Another documentary in production features St. John's national champion marching band from the 1930s.

Michael Hathaway volunteers as director at the museum, and his nephew, Seth Hathaway is filming the interviews. The group tries to keep fresh exhibits in rotation, including a current "Death on the Prairie" exhibit that features artifacts from five generations of the Minnis family who have worked in the funeral home business. The "world-famous triple-T" exhibit features historic toilets.

The museum, located at 304 N. Main in St. John, will have a Jubilee on Memorial Day weekend, and a Homecoming Festival in October.

 Kansas museum using grant to tell a different history

Kansas state representatives this spring voted for<a target="_blank" href="https://kansasreflector.com/2023/02/22/theres-still-hope-kansas-house-advances-bills-to-help-save-ogallala-aquifer/">&nbsp;“historic” legislation spending more than $50 million a year on preserving groundwater</a>&nbsp;and restoring the state’s reservoirs.

By the time the Senate finished with the bill, it was “watered down” but “a good start.”

Rep. Lindsay Vaughn, D-Overland Park, said when lawmakers and farm and environmental groups come together, sometimes the least common denominator is all everyone can agree on. She said the legislation didn’t accomplish everything she hoped.

“But I absolutely think they were things that we could all agree on and came together with a really strong compromise,” said Vaughn, who serves as ranking Democrat on the Kansas House Water Committee and introduced one of two major pieces of legislation on water passed this year.

For three years, the House has dedicated a committee to study the state’s many issues with water —&nbsp;disappearing groundwater in the west, reservoirs full of sediment and uranium contaminating drinking water, among others —&nbsp;and come up with legislation to help.

This year, they passed two bills&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/02/16/kansas-house-committee-advances-bills-to-conserve-water-in-ogallala-aquifer/">increasing funding for water conservation efforts and strengthening accountability</a>&nbsp;measures over local groundwater authorities managing use of the Ogallala Aquifer. But a number of amendments in the Senate weakened both pieces of legislation in the eyes of House proponents.

Still, proponents said, the legislation is a huge step forward for Kansas, which has watched its finite supply of water in the west dwindle for more than half a century.

“There’s the eternal battle between limited resources … and need,” said Rep. Jim Minnix, R-Scott City, who chairs the House Water Committee.

With Gov. Laura Kelly’s signature last month, Kansas dedicated $35 million a year toward the state water plan, which received $8 million in the last fiscal year. The funds will allow Kansas to restore storage in reservoirs that are filling with sediment, provide funds for farmers to acquire water-saving technology and improve research and modeling of the remaining aquifer waters.

At the time, Kelly said the state needs to conserve water as it has “powered our booming farming economy for generations.”

“I’m proud that Republicans and Democrats were able to come together to make progress on this pressing crisis, investing a historic level of resources into major water storage projects,” Kelly said in a news release.

Beyond that, she signed legislation that would require Kansas’ five groundwater management districts to identify priority areas within their territories and come up with plans to conserve water there. Three of the GMDs draw water from the Ogallala Aquifer and have&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/02/15/audit-finds-western-kansas-keeps-losing-water-despite-local-efforts/">varied widely in their efforts to conserve it</a>.&nbsp;

But the bills didn’t do everything the House proponents hoped. The Senate version dedicated millions less to water priorities, and rather than dedicate a portion of the state’s sales tax for it, the Senate wanted to divert general fund dollars. Those funds are easier to redirect to other priorities. The House wanted a safer, more reliable funding source.

After they passed the Senate, the bills went to a conference committee of representatives and senators to work out the difference. Vaughn said the message from senators about their version of the legislation was essentially “take it or leave it.”

She suspected that came from the Senate leadership, not the three senators on the conference committee.

“That’s really frustrating when you’ve been working on something that’s bipartisan, that has a ton of support, that passed the House overwhelmingly — and then to come together with senators who maybe haven’t been spending quite as much time on it and having them drive the deal,” she said.&nbsp;

A spokesman for Senate President Ty Masterson, R-Andover, did not return a request for comment.

Sen. Dan Kerschen, R-Garden Plain, said the general fund appropriation was more flexible, meaning the Legislature could also easily increase funding for water in the future.

He said the current drought is emphasizing the importance of doing something before the state runs out of water.&nbsp;

“We got to make it work,” Kerschen said. “We don’t get a second chance if this fails.”

Kansas began pumping water from the Ogallala Aquifer —&nbsp;a massive underground store of freshwater that spans much of the Great Plains —&nbsp;in the early 20th century.

After World War II, pumping picked up, and irrigation led to an agriculture boom out west.&nbsp;

But quickly, the state realized the water wouldn’t last forever. And despite knowing for decades that it needed to find a way to slow the decrease in the water supply, there are parts of western Kansas that have only 10 or 20 years of water left.

“We’re at kind of a linchpin point. … I think what’s being done now and the decisions that are being made now are … going to shape what the future looks like out here,” said Katie Durham, manager of Groundwater Management District 1, which encompasses parts of Wallace, Greeley, Wichita, Scott and Lane counties.

Since the 1970s, the three groundwater management districts on the Ogallala have had the authority to collect taxes and implement programs to conserve the aquifer.

But while more recent legislation has allowed the GMDs to establish “local enhanced management areas,” or LEMAs, to enforce cutbacks on pumping, decades went by where the aquifer still declined.

GMDs 1 and 4 in west-central and northwest Kansas have had success with LEMAs while GMD 3 in southwest Kansas is the only one focused on a proposal to pump water from the Missouri River across the state.

Under the new legislation, all five GMDs will have to report annually on their income and assets, budgets, activities and efforts to reduce unsustainable use of the aquifer.

By July 2024, the GMDs have to identify priority areas where there is less than 50 years of water left or the water is declining rapidly. A year after that, they have to come up with plans to address those areas.

Shannon Kenyon, who manages GMD 4, said the legislation will force GMDs that haven’t done as much to conserve groundwater to start. GMD 4 was the first to implement a LEMA to restrict water usage.

“Now, this forces those —&nbsp;to an extent —&nbsp;to do something about it,” Kenyon said. “They’re going to be held accountable.”

When the House-Senate compromise came up for a vote on the House floor, Vaughn said she was disappointed with the “watered down” version of the legislation, especially the Senate’s insistence on using general funds for water rather than dedicating a portion of sales tax revenues.

“For the past 20 years,” Vaughn said, “we have been statutorily required to transfer $8 million a year to the water plan. And we consistently have not done it, so we are just setting ourself up for more failure into the future.”

But she said she was still hopeful and urged support. The amended version passed almost unanimously.

GMD leaders said the extra funding could help finance irrigation technology for farmers that can reduce their water use without sacrificing crop yields or help bring in irrigation experts to advise farmers in the district.

The funds will also help the state finance efforts to improve drinking water quality and remove sediment from the state’s reservoirs, which provide drinking water in the east. Tuttle Creek Lake near Manhattan is almost half full of sediment, reducing the capacity for fresh water.&nbsp;

“The state has struggled with trying to find a path for providing additional funding for water in Kansas, and this moved the ball forward,” said Mark Rude, manager of GMD 3. “There’s no question about it.”

Kansas legislation got ‘watered down’ but will help aquifer conservation efforts

KANSAS CITY — Officials in Missouri's largest city approved a resolution Thursday to declare it a sanctuary for people seeking or providing gender-affirming care, defying state lawmakers who voted a day earlier to&nbsp;<a href="https://apnews.com/article/transgender-nonbinary-hormone-puberty-missouri-lawmakers-5a8922430ffab9e43cf9b7ce254bff9f">ban such care for minors and restrict it for some adults</a>.

Jackson County Prosecutor Jean Peters Baker agrees with Kansas City Council's actions:

In a statement from her office, Baker said, " All forms of government should firmly stand against discrimination. My office does. We will continue to take all legal and appropriate steps under Missouri law to protect trans people -- who are increasingly targeted for violence and exploitation. Rather than focusing on crimnalizing trans individuals, the criminal justice system should seek to protect them. Each person needs to know they can seek health care for their needs and that those needs will be addressed."

County prosecutor supports Kansas City as LGBTQ+ sanctuary city

WALLACE COUNTY—A National Weather survey team rated the&nbsp; tornado that struck Weskan on Thursday as EF-1 with maximum winds of 110mph, according to the National Weather Service in Goodland.

At 4:45 p.m., the multi vortex tornado developed on the south side of Weskan and moved north through the community over the next four minutes. The tornado caused damage to the school, power lines, trees and other properties in town. There were no injuries.

NWS: Wallace County tornado generated 110mph winds

TOPEKA — U.S. Sen. Jerry Moran renewed a bipartisan campaign to overhaul the U.S. government’s outdated, expensive system of handling sensitive information to strike a balance between what ought to be withheld and disclosed in the national interest.

Moran, the Republican senator from Kansas, said the federal classification system had to be changed to reduce zealous classification, prevent mishandling of secrets, promote better use of intelligence and enhance public trust. He was among sponsors of a pair of reform bills with U.S. Sens. Mark Warner, D-Virginia, John Cornyn, R-Texas, and Ron Wyden, D-Oregon.

“We are overclassifying way too much information. We are under-declassifying information that perhaps should not have been classified in the first place,” Moran said. “We are moving this Congress and administration in the direction of a right-sized balance.”

Moran, who has collaborated with Wyden for several years on reform legislation, said the challenge was illustrated by President Donald Trump’s movement of classified material to Florida and the subsequent leak of classified U.S. intelligence allegedly by Jack Teixeira, a member of the Massachusetts Air National Guard.

Moran said deficiencies in the classification system made the country “more vulnerable.” The backlog of unnecessary classified material harmed the nation’s ability to shield what should be kept secret from “bad actors,” he said.

“When it comes to declassifying documents, our current declassification process costs $18 billion a year and is about as effective as using an eye dropper to drain a flood,” Moran said.

The bipartisan group of senators introduced the Classification Reform Act of 2023 to limit classification to materials only if harm to national security outweighed the public’s interest in disclosure. The maximum period of classification would be 25 years, but a president or agency head could extend that span.

The bill cosponsored by nine senators, but not U.S. Sen. Roger Marshall of Kansas, would set minimum standards for insider threat programs in the executive branch. It would require security reviews of presidential and vice presidential records to make certain documents bearing classification markings weren’t improperly categorized as personal records and removed from secure facilities.

The second measure offered by Moran and eight Senate colleagues, known as the Sensible Classification Act of 2023, would clarify classification authority, streamline the process of declassification and invest in technology to speed classification reviews.

It would authorize an evaluation of existing security clearances to identify potential areas of reform.

“Given the explosion in digital records, the status quo is no longer tenable,” said Warner of Virginia. “We’ve got too many people with access to a system that is devoid of accountability and has grown increasingly byzantine, bureaucratic and outmoded.”

Wyden of Oregon said public access to government information was vital to sustaining a democratic society.

“Yet,&nbsp;as has been the case for many years, far too many records are classified,” he said. “And, because of obsolete technology, far too few of those records ever see the light of day, even after they no longer meet the requirements for classification.”

Kan. Senator seeking overhaul of U.S. document classification system

KYIV, Ukraine (AP) — President Volodymyr Zelenskyy said in remarks broadcast Thursday that Kyiv is delaying its&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-counteroffensive-2a57e3dd894e28d5bc51d1e498189f06">long-awaited counteroffensive</a>&nbsp;against Russia’s occupying forces because Ukraine lacks enough Western weapons to succeed without suffering too many casualties.

His remarks, in an interview with European broadcasters, were aired shortly before Britain said it has sent Ukraine air-launched cruise missiles that would allow pilots to extend their reach farther than possibly any other weapon in their arsenal, to locations deep behind the front line.

A Ukrainian counteroffensive against Russia’s more than 14-month-old invasion has been expected since warmer weather improved battlefield conditions, and Zelenskyy said it's possible that "we can go forward and be successful,” the BBC reported.

“But we’d lose a lot of people. I think that’s unacceptable,” he was quoted as saying in the interview, conducted in Kyiv with public service broadcasters who are members of Eurovision News, including the BBC.

“So we need to wait. We still need a bit more time,” Zelenskyy was quoted as saying. “In terms of equipment, not everything has arrived yet.”

Analysts and Ukrainian officials have talked for months of a coming Ukrainian counterpunch. Zelenskyy’s remarks could be designed to keep the Russians guessing, with more uncertainty because both sides are struggling to secure enough ammunition.

Ukraine's troops are receiving Western training, as well as advanced weapons, as it gears up for such an assault.

Later Thursday, U.K. Defense Secretary Ben Wallace told lawmakers it sent Ukraine the Storm Shadow missiles, a conventionally armed weapon with a range of more than 250 kilometers (150 miles). By contrast, the truck-mounted HIMARS launchers that Washington has supplied feature GPS-guided missiles capable of hitting targets up to 80 kilometers (50 miles) away.

Wallace said the cruise missiles “are now going into or are in the country itself,” but didn’t say how many were provided.

The air-launched missiles would allow Ukrainian forces to target locations such as Russia-occupied Crimea. Kyiv has pledged not to use them to attack Russia itself, U.K. media reported. The U.S. and its allies have expressed concern that enabling Ukraine to use their weapons to hit targets inside Russia could provoke the Kremlin to escalate the war.

The British delivery adds to the&nbsp;<a href="https://apnews.com/article/ukraine-russia-war-abrams-tanks-94294a9c1e1acc50098afa440bcb4d40">tanks</a>&nbsp;and&nbsp;<a href="https://apnews.com/article/russia-ukraine-zelenskyy-nato-sergey-lavrov-dd7bc9324e465a15209940c146a859b3">long-range precision artillery</a>&nbsp;that Western countries have already supplied to Ukraine.

Retired Lt. Gen. Ben Hodges, a former commander of the U.S. Army in Europe, tweeted: “Well done UK!”

“This will give Ukraine capability to make Crimea untenable for Russian forces” and require Russia to reevaluate the positioning of its Black Sea fleet, Hodges said.

Sidharth Kaushal, a research fellow at London’s Royal United Services Institute, said the Storm Shadow missiles could allow Ukraine to strike Russian vessels in its Black Sea headquarters port of Sevastopol, from which Moscow's Kalibr missiles "have been used to target crucial Ukrainian infrastructure.”

Patrick Bury, senior lecturer in security at the University of Bath, wasn’t surprised at Zelenskyy's comments about delaying the spring campaign.

“If you are Zelenskyy, you are doing everything you can to make sure you get everything you need” before launching the offensive, he said.

“On the other hand, I would not be surprised at all if it started in the next couple of weeks, depending on the mud. ... As of last week it was still one of the wettest springs they’ve had over there in years. … It’s just not favorable,” Bury added.

A Ukrainian military claim Wednesday that its troops had advanced up to 2 kilometers (1.2 miles) around the hotly contested eastern city of Bakhmut fueled speculation that the counteroffensive was underway.

Serhii Cherevatyi, spokesman for Ukraine’s Operational Command East, told The Associated Press that the fighting and forward movement was not the “grand counteroffensive, but it’s a harbinger showing that there will be more such attacks in the future.”

But Yevgeny Prigozhin, the head of Russia’s&nbsp;<a href="https://apnews.com/article/russia-wagner-prigozhin-ukraine-war-fa08125fb220b1bc49e6d12fe5a7159d">private military force Wagner</a>&nbsp;that has spearheaded Moscow's battle for Bakhmut, claimed Kyiv's counteroffensive was “in full swing,” with Ukrainian forces advancing “on the flanks” around the city.

“Unfortunately, in some areas they’re doing it successfully,” Prigozhin said.

Kremlin forces are deeply entrenched in eastern Ukraine with layered defensive lines reportedly up to 20 kilometers (12 miles) deep. Kyiv's counteroffensive would likely face minefields, anti-tank ditches and other obstacles.

Russia is “acting slow” in Ukraine because it wants to preserve infrastructure and save lives there, Kremlin spokesman Dmitry Peskov told the Bosnian Serb channel ATV on Wednesday night.

Moscow has repeatedly explained its lack of advances on the battlefield as an effort to protect civilians, but those claims have been proven false, with frequent attacks on civilian buildings.

Zelenskyy said Russian President Vladimir Putin wants to reduce the war to a so-called frozen conflict, with neither side able to dislodge the other, according to the BBC. He ruled out surrendering territory to Russia in return for a peace deal.

The Kremlin wants Kyiv to acknowledge Russian sovereignty over Crimea and to recognize September’s illegal annexation of the provinces of Donetsk, Kherson, Luhansk and Zaporizhzhia. Ukraine has rejected the demands and ruled out any talks with Russia until its troops withdraw from all occupied territories.

Military analysts have warned that Putin hopes the West’s costly support for Kyiv will fray.

Ukraine’s Western allies have&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-nato-stoltenberg-8abdfd02fb72cf5c9edb2d4c4a55f12e">sent the country 65 billion euros</a>&nbsp;($70 billion) in military aid, and with no peace talks on the horizon, the alliance is gearing up to send more.

European Union Foreign policy chief Josep Borrell said delaying a counteroffensive was a sign that the West must step up its military support for Ukraine.

“Certainly, they need more preparation,” Borrell said at a defense and security conference in Brussels. “They need more arms. They need to gather more capacity, and it is us who have to provide for that.”

Russia also is seeking more weapons and ammunition.&nbsp;<a href="https://apnews.com/article/russia-weapons-arms-south-africa-e89bac38997f240655ddf5d892e44f85">The U. S. ambassador to South Africa accused the country Thursday</a>&nbsp;of providing weapons and ammunition to Russia via a cargo ship that docked secretly at a naval base near Cape Town in December. Over the winter, the Ukraine conflict became bogged down in a war of attrition, with both sides relying heavily on bombarding each other’s positions.

A counteroffensive is a major challenge, requiring the Ukrainian military to orchestrate a wide range of capabilities, including providing ammunition, food, medical supplies and spare parts, along potentially extended supply lines. The front line extends more than 1,000 kilometers (600 miles).

Zelenskyy has been making the rounds of Western capitals to seek more support. A Vatican official said an audience with the pope on Saturday “is a possibility.” The official spoke on condition of anonymity because the visit was not confirmed.

Russia’s latest long-range barrages killed at least six civilians and wounded 13 others, Ukraine’s presidential office said.

West decides to give Ukraine long-range cruise missiles

SHAWNEE COUNTY — A suspect wanted in connect with a homicide in Topeka is jailed in Johnson County.

According to online jail records 52-year-old&nbsp;Jeffrey D. Arnold, 52, of Topeka, who also commonly goes by the nickname, “Cheese,” was booked into the Johnson County jail Friday on requested charges of marijuana possession, fleeing or eluding a police officer, driving while suspended and a defective headlamp.

Police found 38-year-old Deaundreya D. Caraway suffering from a gunshot wound. She was pronounced deceased at the scene. Police asked the public for help to locate Arnold. Topeka authorities have not reported possible charges against him in connection with the homicide.

Suspect in murder of Kansas woman jailed for pot possession

TOPEKA, Kan. (AP) — Kansas' Democratic governor on Friday vetoed Republican legislation that would have provided a financial boost to anti-abortion pregnancy centers and prevented officials fighting outbreaks of contagious diseases from prohibiting public gatherings or ordering infected people to isolate themselves.

Kelly supports abortion rights and&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-biden-donald-trump-kansas-topeka-39afdff811fd2f30a212036d5ec6e3fa">narrowly won reelection</a>&nbsp;last year. Last month she&nbsp;<a href="https://apnews.com/article/culture-war-kansas-abortion-diversity-eb8c355ac54b19c5efc80090accb9ce9">vetoed $2 million</a>&nbsp;in the next state budget for direct aid to the centers, but the Legislature overrode that action.

In her latest veto message, Kelly didn't point to any individual provision in the tax bill but said bundling so many proposals together made it “impossible to sort out the bad from the good.”

In vetoing direct aid to anti-abortion centers last month, Kelly called them “largely unregulated” and said, “This is not an evidence-based approach or even an effective method for preventing unplanned pregnancies.”

Abortion opponents argued that providing financial aid to their centers would help make sure that people facing unplanned pregnancies have good alternatives if they're unsure about getting abortions.

House Speaker Dan Hawkins, a Wichita Republican, accused Kelly in a statement of a "political bias against helping vulnerable new mothers.”

Even if lawmakers still had a chance to override Kelly's veto, they didn't pass the tax bill initially with the two-thirds majorities required.

The other bill Kelly vetoed was part of an ongoing backlash from conservative lawmakers against how she, other state officials and local officials attempted to check the spread of COVID-19 in 2020 and 2021. They were particularly critical of orders&nbsp;<a href="https://apnews.com/article/425a488fcf8f16dfb0d7e06a9293b1ff">closing schools and businesses</a>&nbsp;during the pandemic's first months and restrictions on businesses' operations and mask mandates later.

“She said no to protecting the health freedom of Kansans and curtailing the powers of unelected bureaucrats,” Senate President Ty Masterson, another Wichita-area Republican, said in a statement.

But Republicans split over the measure because some feared it went too far in curbing state and local officials' powers during outbreaks.

It would have stripped local officials of their authority to prohibit public gatherings and repealed a requirement that local law enforcement officers enforce orders from public health officials. Those officials also would have lost their authority to order quarantines for infected people.

The head of the state health department, appointed by the governor, would have lost the power to issue orders and impose new health rules to prevent the spread of disease or to order people to get tested or seek treatment for infectious diseases.

Kelly's veto message said Kansas has been a pioneer in public health policy. A century ago the state's top health official,&nbsp;<a href="https://www.kshs.org/kansapedia/samuel-j-crumbine/12025">Dr. Samuel Crumbine,</a>&nbsp;was known internationally for campaigning against unsanitary, disease-spreading practices such as spitting on sidewalks and having common drinking cups on railroads and in public buildings.

“Yet lawmakers continue trying to undermine the advancements that have saved lives in every corner of our state," Kelly wrote.

The bill also reflected vaccine opponents' influence with conservative Republican lawmakers.

It would have prevented the head of the state health department from requiring COVID-19 vaccinations for children entering school or day care — something Kelly's administration has said it doesn't plan to do. State and local officials also would not have been able to cite a person's lack of vaccination as a reason for recommending that they isolate themselves.

Gov. vetoes measures to aid pro-life centers, limit health officials' power

SHAWNEE COUNTY—Law enforcement authorities are investigating&nbsp; a suspect on multiple allegations after he jumped from a stolen vehicle. Just before 10:30p.m. May 5, a Sheriff’s Deputy conducted a traffic stop on a&nbsp; 1993 Honda Accord for failing to have a working taillight near NE Gordon Street and NE Monroe Street, according to Deputy Abigail Christian.

 The vehicle also came back as stolen out of Lawrence. The driver later identified as 38-year-old Shawn M. Wood, refused to stop and as the vehicle entered the intersection, the driver jumped out and fled on foot. 

The vehicle continued onto a curb, into the grass and ultimately came to rest back in the roadway. The driver was quickly apprehended in the backyard of a residence in the 900 block of NE Madison Street. During the investigation, deputies found illegal narcotics. Deputies arrested and booked Wood into the Shawnee County Department of Corrections. He also had felony warrant out of another state and is being held on requested charges of interference with law enforcement, possession of methamphetamine, possession of drug paraphernalia, license plate not assigned, operating a motor vehicle without a valid license and defective tag lamps.

Driver jumped from reported stolen car during pursuit

SEDGWICK COUNTY—Law enforcement authorities helped safe a life during an encounter on Wednesday.

In the early afternoon May 10, a Patrol East Community Policing Officer was driving at Kellogg and Woodlawn when he noticed a citizen attempting to jump onto Kellogg from the overpass, according to a media release.

 The officer quickly pulled over and began conversation with the citizen. A short time later two officers assigned to the Crisis Negotiations Team arrived and spoke to the citizen. 

After spending time talking to the citizen the citizen stepped away from the ledge and went to a patrol car with the officer. 

The citizen was taken to a local hospital for treatment and provided with resources. 

"This was great work by the officers, not only with showing empathy and compassion to someone in a time of need, but utilizing time and distance to resolve the situation peacefully."

Under Title 42, millions of migrants were returned back over the border and denied the right to seek asylum. But there were no real consequences when someone illegally crossed. So migrants were able to try again and again to cross and make their case.

 When the woman told the caller she did not buy a cellphone, the “Amazon representative” told her she was being transferred to her bank. 

There, a caller said he was transferring her to the Federal Trade Commission to report the scam. This is where the scammers convinced the woman to move everything in her bank account to cryptocurrency.

District Attorney Marc Bennet reminded consumers,"Don’t allow anyone to transfer you to your bank. Call your bank directly by using the phone number on your statement or the back of your debit or credit card.

The government will never ask you to move money into cryptocurrency.

If you believe you have been a victim of a scam, please report it to local law enforcement."

District Attorney: Kan. woman lost $15,000 in Amazon scam

A Republican lawmaker running for governor next year held up all action in the Missouri Senate Thursday night, arguing one of his top legislative priorities was being held hostage in negotiations over legalizing sports wagering.&nbsp;

Sen. Bill Eigel, R-Weldon Spring, spent much of the evening reading aloud from a biography of Ronald Reagan and from the Missouri GOP’s platform, blocking any action on legislation.&nbsp;

Shortly before 7 p.m., the Senate recessed until morning. The legislature is required to adjourn by 6 p.m. Friday.

Eigel says his top legislative priority, a bill cutting personal property taxes, has become embroiled in disagreement over legalized sports betting, inspiring his one-man filibuster. The bill is only one vote away from being sent to the governor, he noted.&nbsp;

“The reason we aren’t going to that motion,” he said, “is because some powerful special interests in this building are also hoping to try to add sports betting to the personal property tax bill, or maneuver another bill that may include a sports betting provision prior to moving a personal property tax cut.”

As Eigel continued his filibuster, a litany of bills hung in the balance, running from changes to the initiative petition process to a ban on foreign ownership of farm land to tax credits to improve access to child care.&nbsp;

Prior to Eigel seizing control of the Senate floor, the chamber had returned to normal functions&nbsp;<a target="_blank" href="https://missouriindependent.com/2023/05/10/gridlock-plagues-missouri-senate-once-again-with-just-days-to-go-before-adjournment/">after three days of gridlock</a>, as GOP lawmakers blocked or slowed progress.&nbsp;

It started Monday, when Sen. Mike Moon, R-Ash Grove, blocked all action in retribution for the Senate approving a postpartum Medicaid bill days earlier while he was absent dealing with a family illness.&nbsp;

He returned Tuesday and once again slowed down proceedings. He was assisted on Wednesday by other senators who made up the now-defunct conservative caucus, each of whom had a list of bills they wanted approved in order to allow the chamber to function normally.

When the Senate returned Thursday morning, it began passing bills and sending them to the governor, including one banning texting while driving and another requiring fingerprint background checks for cannabis industry employees.&nbsp;

After several hours, Eigel began his filibuster, claiming that no other legislation should pass if the Senate wasn’t going to focus on bills “that are actually important to this state.”

He said there is no deal on sports wagering, and holding up other bills like his property tax cut in the hopes of finding a compromise is pointless.&nbsp;

“There is no deal on sports betting,” he said. “It’s not going to happen no matter what we do on personal property tax in the next 24 hours.”

If no sports wagering bill is passed this year, it would be the fifth year lawmakers have failed to act since the U.S. Supreme Court in 2018 struck down federal laws banning sports betting nationally. Sports wagering has since been legalized in every state adjoining Missouri except Oklahoma.&nbsp;

Casino companies and professional sports teams are eager for the revenue from sports wagering, and last year agreed on a proposal that slices up the market to their liking. It set the tax rate at 10%, allowed a deduction from gross revenue for promotional costs and allowed players to bet from any location on a smart device.

But that bill – any other bill authorizing sports wagering – has faced stiff opposition in the Senate.&nbsp;

The main obstacle is Sen. Denny Hoskins, a Warrensburg Republican who has insisted on also legalizing a new form of lottery game for people to play in bars, truck stops and fraternal halls.&nbsp;

The machines in question operate similarly to what you’d find in a casino. Players insert money, select a game and decide how much they wish to wager. Winners get paid by the store cashier.

The Missouri Gaming Commission has deemed the machines gambling devices, which are prohibited outside of licensed casinos, and the state highway patrol considers them illegal.

The companies that own the machines disagree, saying they reveal the outcome of the wager before the player moves forward. Thus, the company argues, they are not a game of chance and therefore not illegal.

Hoskins has argued that revenue is far greater from legalizing video lottery machines, potentially, than the taxes from sports wagering and therefore the two should be done together. He also believes legalizing them will result in more regulation and consumer protections.&nbsp;

Sports wagering legislation has been attached to several of Hoskins’ bills over the last week, though he’s shown few signs of relenting from his opposition.&nbsp;

The bill is only one vote away from being sent to the governor, he noted.&nbsp;“The reason we aren’t going to that motion,” he said, “is because some powerful special interests in this building are also hoping to try to add sports betting to the personal property tax bill, or maneuver another bill that may include a sports betting provision prior to moving a personal property tax cut.”As Eigel continued his filibuster, a litany of bills hung in the balance, running from changes to the initiative petition process to a ban on foreign ownership of farm land to tax credits to improve access to child care.&nbsp;Prior to Eigel seizing control of the Senate floor, the chamber had returned to normal functions&nbsp;<a target="_blank" href="https://missouriindependent.com/2023/05/10/gridlock-plagues-missouri-senate-once-again-with-just-days-to-go-before-adjournment/">after three days of gridlock</a>, as GOP lawmakers blocked or slowed progress.&nbsp;It started Monday, when Sen. Mike Moon, R-Ash Grove, blocked all action in retribution for the Senate approving a postpartum Medicaid bill days earlier while he was absent dealing with a family illness.&nbsp;He returned Tuesday and once again slowed down proceedings. He was assisted on Wednesday by other senators who made up the now-defunct conservative caucus, each of whom had a list of bills they wanted approved in order to allow the chamber to function normally.When the Senate returned Thursday morning, it began passing bills and sending them to the governor, including one banning texting while driving and another requiring fingerprint background checks for cannabis industry employees.&nbsp;After several hours, Eigel began his filibuster, claiming that no other legislation should pass if the Senate wasn’t going to focus on bills “that are actually important to this state.”He said there is no deal on sports wagering, and holding up other bills like his property tax cut in the hopes of finding a compromise is pointless.&nbsp;“There is no deal on sports betting,” he said. “It’s not going to happen no matter what we do on personal property tax in the next 24 hours.”If no sports wagering bill is passed this year, it would be the fifth year lawmakers have failed to act since the U.S. Supreme Court in 2018 struck down federal laws banning sports betting nationally. Sports wagering has since been legalized in every state adjoining Missouri except Oklahoma.&nbsp;Casino companies and professional sports teams are eager for the revenue from sports wagering, and last year agreed on a proposal that slices up the market to their liking. It set the tax rate at 10%, allowed a deduction from gross revenue for promotional costs and allowed players to bet from any location on a smart device.But that bill – any other bill authorizing sports wagering – has faced stiff opposition in the Senate.&nbsp;The main obstacle is Sen. Denny Hoskins, a Warrensburg Republican who has insisted on also legalizing a new form of lottery game for people to play in bars, truck stops and fraternal halls.&nbsp;The machines in question operate similarly to what you’d find in a casino. Players insert money, select a game and decide how much they wish to wager. Winners get paid by the store cashier.The Missouri Gaming Commission has deemed the machines gambling devices, which are prohibited outside of licensed casinos, and the state highway patrol considers them illegal.The companies that own the machines disagree, saying they reveal the outcome of the wager before the player moves forward. Thus, the company argues, they are not a game of chance and therefore not illegal.Hoskins has argued that revenue is far greater from legalizing video lottery machines, potentially, than the taxes from sports wagering and therefore the two should be done together. FORT LAUDERDALE, Fla. (AP) — McDonald’s and a franchise holder are at fault after a hot Chicken McNugget from a Happy Meal fell on a little girl's leg and caused second-degree burns, a jury in South Florida has found.

A second jury will determine how much McDonald's USA and its franchise owner, Upchurch Foods, will pay the child and her mother, the South Florida SunSentinel&nbsp;<a href="https://www.sun-sentinel.com/2023/05/11/mcdonalds-found-liable-for-broward-girls-burns-from-chicken-nuggets-next-up-jury-to-determine-how-much-company-will-pay/">reported</a>.

Thursday's decision was split, with jurors finding the franchise holder liable for negligence and failure to warn customers about the risk of hot food, and McDonald’s USA liable for failing to provide instructions for safe handling of the food. McDonald's USA was not found to be negligent, and the jury dismissed the argument that the product was defective.

“This was an unfortunate incident, but we respectfully disagree with the verdict,” McDonald’s USA said in a statement. “Our customers should continue to rely on McDonald’s to follow policies and procedures for serving Chicken McNuggets safely.”

She said she handed the food to her children, who were in the back seat.After she drove away, her daughter started screaming. The mother testified she didn't know what was wrong until she pulled over to help the girl, identified in court as Olivia, the newspaper reported. She saw the burn on the girl's leg and took photos on her iPhone, which included audio clips of the child's screams.The sound of the girl's screams were played in court.The child, who is autistic, did not testify, the newspaper reported.Lawyers for McDonald’s noted that the food had to be hot to avoid salmonella poisoning, and that the nuggets were not meant to be pressed between a seat belt and human flesh for more than two minutes.The girl's parents sued, saying that McDonald's and the franchise owner failed to adequately train employees, failed to warn customers about the “dangerous” temperature of the food, and for cooking the food to a much higher temperature than necessary.While both sides agreed the nugget caused the burns, the family's lawyers argued the temperature was above 200 degrees (93 Celsius), while the defense said it was no more than 160 degrees (71 Celsius).
