PAWNEE COUNTY —A Kansas man facing child sex crime accusations made his first court appearance in the case Wednesday.

Avian Rincones, 34 of Great Bend, Kansas, appeared in custody in the Pawnee County District Court before Magistrate Judge Julie Cowell on a Criminal Complaint alleging three felony sex crimes, according to Pawnee County Attorney Doug McNett.

The defendant voluntarily turned himself into the Pawnee County Sheriff’s Department earlier in the day after his legal guardian was advised charges had been filed and a no-bond arrest warrant issued.

Rincones is charged with two counts of Aggravated Criminal Oral Sodomy of a Child under the age of 14 and one count of Aggravated Indecent Liberties with a Child under the age of 14, according to McNett.

The charges stem from an investigation by the Larned Police Department regarding an alleged incident at the Larned City Pool on July 11, 2024. 

Rincones was interviewed at the scene, but no arrest was made at the time due to concerns with his mental capacity. Agencies assisting with the investigation included the Pawnee County Sheriff's Office, Kansas Bureau of Investigation, and the Child Advocacy Center.

On Wednesday,&nbsp;Judge Cowell advised Rincones&nbsp;of the charges, the possible penalties if convicted and his constitutional rights, including his right to counsel. Based on the age of the alleged victim, if convicted Rincones faces a mandatory 25 years to life sentence under the Jessica’s Law sentencing provisions. He would also be subject to registration as a sex offender under the Kansas Offender Registration Act. Rincones' legal guardians advised the Court they intend to retain private counsel.

A Preliminary Hearing has been scheduled for August 7, 2024. Following the First Appearance, the Court released the defendant to his legal guardians on a supervised bond subject to standard reporting and house arrest conditions.

PAWNEE COUNTY—Law enforcement authorities are investigating an alleged sex assault at public pool in Larned.&nbsp;

According to Pawnee County Attorney Doug McNett, on July 11, police were called to the Larned City Pool, 100 West First Street, to investigate an alleged sexual assault of a minor at the pool facility.

They advised the adult suspect was interviewed at the scene, but no arrest was made at the time due to concerns with the suspect’s mental capacity.

The crime scene was processed, and staff interviewed. A formal forensic interview will be scheduled with the victim to be performed by the Child Advocacy Center. At this time no formal charging requests have been submitted to the Pawnee County Attorney’s Office.

Kansas woman accused of selling methamphetamine

&nbsp;KANSAS CITY —Law enforcement authorities have a person of interest in custody after a 9-hour standoff at a Kansas City home.

Just after 9:30p.m. Tuesday, police were dispatched to report of a shooting at a home in the the 500 block of Booth Street, according to Sheriff Daryl Forte'.

At the scene, officers spoke the the caller in front of the house who warned there was a woman inside the home who had been shot. In addition, there was possibly someone still inside the home who had been involved in the shooting.

First responders could see a woman on the floor inside the home.

Police went inside and removed the woman, while also surrounding the home to prevent any suspect from an escape. EMS transported the shooting victim identified as 54-year-old DL O’Hara to a local hospital where she was pronounced deceased.

KCPD issued an Operation 100 to bring additional tactical officers to the scene.&nbsp; Just after 6a.m. Wednesday, nine hours after the initial call, police took a person of interest into custody. There were not other injuries. Police have not released the name of the suspect or additional details.

SEDGWICK COUNTY —Law enforcement investigating after an 11-month-old girl was found in the canal in Wichita located a man wanted in connection with the case and have him in custody.

Just after 11a.m. Wednesday morning, <a href="https://ssc.sedgwickcounty.org/InmateSearch/Details.aspx?Id=320252">34-year-old Vincent Perez </a>was booked into the Sedgwick County jail on<a href="https://ssc.sedgwickcounty.org/InmateSearch/Details.aspx?Id=320252"> requested charges of</a> endangering a child, aggravated battery and a parole violation, according to online jail records.&nbsp; Police have not reported the relationship between Perez and the baby.

Just after 1p.m. Tueday, police were dispatched to conduct a welfare check in the vicinity of Interstate 135 and Pawnee in Wichita after receiving a report of a child in the canal, according to Officer Kristopher Gupilan.

Officers, with the assistance of the Wichita Fire Department, located the child within the canal. She was safely extracted from the canal and transported to a local hospital for precautionary medical evaluation and later placed into police protective custody, according to Gupilan.&nbsp;

The investigation into the circumstances surrounding how the child ended up in the canal is continues.

Police believed Perez had information pertinent to the investigation. On Tuesday night, police asked the public for assistance in locating him for questioning. He is now in jail.

Perez has previous convictions for theft, aggravated assault, aggravated burglary, criminal possession of a weapon and for drugs, according to the Kansas Department of Corrections.

Kansas felon is now in jail after baby pulled from canal

&nbsp;KANSAS CITY—Law enforcement are investigating a weekend homicide in Kansas City and after asking the public for help to identify a suspect seen on security cameras reported late Tuesday detectives have made progress in the case.

Police thanked the public for help in the work to identify the suspect and will be presenting investigative findings to prosecutors for consideration of applicable charges.

Just after 4:30a.m. July 19, police responded on a shots fired call at 54th and Prospect, according to Sheriff Daryl Forte'.

First responders located a man identified as 45-year-old&nbsp;Ernest J. Scott suffering from gunshot wounds in a grassy area. He was pronounced dead at the scene.

Police interviewed witnesses and found surveillance video in an effort to identify the suspect.

This is 80th homicide of 2024 in Kansas City, Missouri, according to KCPD.

Anyone with information is asked to contact the TIPS Hotline anonymously at 816-474-TIPS. There is a reward of up to $25,000 for information submitted anonymously that leads to an arrest in the case.

Harris, who says she is the presumptive Democratic presidential nominee,&nbsp;<a href="https://www.newsfromthestates.com/article/democratic-delegates-swiftly-give-harris-enough-support-clinch-presidential-nomination" target="_blank">won pledges&nbsp;</a>from enough Democratic delegates by late Monday night to gain the nomination. President Joe Biden on Sunday dropped his reelection bid and endorsed Harris.

During the call, Trump also said that he’s not worried about campaigning against Harris because “she’s the same as Biden” in her policies.

Trump later in the call criticized Harris for the Biden administration’s immigration approach, a topic that he has made a core part of his platform in his third run for the White House.

The Harris campaign did not immediately respond to States Newsroom’s request for comment on Trump’s remarks about debating.

Trump also said he is not sure he wants to take part in a debate hosted by ABC News that was scheduled for Sept. 10 with then-presumptive Democratic nominee Biden.

Biden’s shaky performance in a June 27 debate with Trump led to weeks of growing Democratic unease with his campaign, and members of both the U.S. House and Senate called for the president to drop his reelection bid.

Trump also noted that he hasn’t agreed to the ABC debate because he “agreed to a debate with Joe Biden,” and not Harris.

Harris held her first campaign rally Tuesday in Milwaukee, where she leaned into her prior work as a prosecutor and the attorney general for the state of California.

HOWELL COUNTY — The Amber Alert for a missing 2-year-old Missouri girl was canceled just before 7a.m. Wednesday after the girl was found safe.

Just before midnight Tuesday, the Missouri State Highway Patrol issued the Alert for suspect 30-year-old Joseh Anthony Raider. According to the patrol Raider took 2-year-old Paxton Raider and fled on foot.&nbsp; He was reported to be possibly intoxicated and had made suicidal statements.

MSHP: Amber Alert canceled after 2-year-old girl found safe

On Tuesday, Wichita Police reported no new update on missing 33-year-old Eric Gonzalez-Gutierrez, who is wanted for violating his pre-trial restrictions.&nbsp;On June 21, he cut his ankle monitor, according to Wichita Police.

On June 16, police arrested Gonzalez-Gutierrez on requested charges including first-degree murder and felon in possession of a firearm in connection with the fatal shooting of 28-year-old Aron Lara.

Just after 8:30p.m. on Father's Day, police responded to a shooting incident in the 1900 block of N. Jackson Street in Wichita, according to Police spokesman Andrew Ford.

While working to gather further information, the 911 dispatcher could hear gunfire in the background, prompting an immediate upgraded dispatch of officers to the scene.

First responders discovered Lara suffering from multiple gunshot wounds. Sedgwick County EMS provided initial critical care at the scene before transporting him to a nearby hospital where he died.

Another victim, a 22-year-old Hispanic man, sustained a non-life-threatening gunshot to the arm and was privately transported to St. Francis Hospital.

The incident occurred during a neighborhood barbecue in observance of Father's Day. According to preliminary reports, Lara, was involved in a verbal altercation with the Gonzales-Gutierrez earlier in the evening.&nbsp; Gonzales-Gutierrez allegedly returned home, retrieved a rifle, and fired upon the victim, who was unarmed at the time of the shooting.

It is believed that two men accompanying Lara returned fire, resulting in injuries to the second victim.

JACKSON COUNTY —One teen died and five others were injured in an accident just after 9p.m. Tuesday in Jackson County, Missouri.

The Missouri State Highway Patrol reported a 2022 Honda HR-V driven by Preston A. McCarty, 18, Holden, Missouri, and a 2008 Chevy Cobalt driven by Nathanel J. Jankura, 19, Holden, Missouri, were both southbound on U.S. 50 at Milton Thompson Road.

The drivers failed to stop at a posted stop sign, struck the highway median and both became airborne. The Chevy then rolled and a 15-year-old&nbsp; passenger was ejected. The Chevy came to rest on its top. The Honda struck the road and came to rest after striking the passenger of the Honda in the south outer road median.

The 15-year-old from Holden was pronounced dead at the scene and was transported by the county medical examiner. Lee's Summit Fire transported Jankura, a 17-year-old male passenger in from the Chevy and a 17-year-old female passenger in the Honda to Centerpoint Hospital.

Southern Jackson County Fire transported McCarty and a 19-year-old passenger in the Honda identified as Mercadez J. Baker to Research Hospital. Baker, Jankura and the 15-year-old who died were not wearing seat belts, according to the MSHP. All the passengers were from Holden, Missouri, a community located southeast of Kansas City, according to the MSHP.

Kansas teen among 2 injured after semi, farm tractor crash

West Yellowstone, Montana —Tourists enjoying Yellowstone National Park were forced to run for cover when the was a massive geyser explosion.

&nbsp;Just before 10:30a.m. Tuesday, a localized&nbsp;<a href="https://www.usgs.gov/observatories/yvo/news/hydrothermal-explosions-yellowstone-national-park" target="_blank">hydrothermal explosion</a>&nbsp;occurred near Sapphire Pool in Biscuit Basin, located just north of Old Faithful, according to the National Park Service.

No injuries were reported and the extent of damage is unknown at this time.&nbsp;

Biscuit Basin including the parking lot and boardwalks, are temporarily closed for safety reasons. The Grand Loop Road remains open.&nbsp; Park staff and staff from USGS will monitor conditions and reopen the area once deemed safe.&nbsp;

No&nbsp;other monitoring data show changes in the Yellowstone region. Tthe explosion does not reflect a change in the volcanic system, which remains at normal background levels of activity. The park service indicated this is an&nbsp;evolving incident, and additional details will be shared as more facts are known.

Geyser explosion closes portion of Yellowstone National Park

SEDGWICK COUNTY —Law enforcement authorities have placed an 11-month-old girl into Police Protective Custody after she was found in the canal near the area of Mt. Vernon and Interstate 135.

Upon arrival, officers, with the assistance of the Wichita Fire Department, located the child within the canal. She was safely extracted from the canal and transported to a local hospital for precautionary medical evaluation. At present, the child is under police protective custody.

The investigation into the circumstances surrounding how the child ended up in the canal is ongoing.

It is believed that Vincent James Perez may have information pertinent to the investigation. Authorities are seeking assistance in locating him for questioning. Additionally, Vincent has an outstanding warrant through the Kansas Department of Corrections. He has previous convictions for theft, aggravated assault, aggravated burglary, criminal possession of a weapon and for drugs, according to the Kansas Department of Corrections.

Anyone with information on his whereabouts is encouraged to call 911 or contact Detectives at 316- 268-4407. If you wish to remain anonymous you may call Crime Stoppers at 267-2111.

Police search for Kan. suspect after baby pulled from canal

Police in Hays, Kansas, reported witnessing an allegedly intoxicated driver traveling in the wrong direction before colliding with a parked vehicle.

At about 10:23 p.m. Saturday, officers observed a black sedan traveling southbound in the opposite direction on a one-way street at the 800 block of Ash St., according to Hays Police Chief Don Scheibler.

Someone driving another vehicle attempted to stop the sedan by blocking it and honking. Scheibler said the sedan maneuvered around the other vehicle. Officers then initiated a traffic stop.

The Sedan driver then accelerated her vehicle, turned a corner and crashed into a parked car in the 400 block of West Fifth Street.

Scheibler said officers contacted the driver, 35-year-old Audrey Stuart of Clifton Hill, Missouri, and initiated a DUI investigation.

She was arrested on requested charges of fleeing or attempting to elude, second-time DUI, second-time possession of marijuana, possession of drug paraphernalia, possession of a depressant, transporting an open container and reckless driving.

"This reinforces the dangers of driving under the influence of alcohol and/or drugs," Scheibler said. "It's a recipe for disaster."

EMS took Stuart to Hays Medical Center, and then she was transported to the Ellis County Jail. Both vehicles involved in the accident were towed from the scene.&nbsp; Clifton Hill is approximately two hours east of St. Joseph.

Just before 10:30 a.m., Tuesday, police responded to a reported robbery at US Bank, 719 S Kansas Avenue in Topeka, according to a media release. It was reported that a man entered the bank, indicated he had a weapon, demanded money and then fled on foot. Police were on scene and are working with federal partners to investigate the incident. No injuries have been reported.

The suspect was seen with light-colored facial hair, wearing a multi-color ball cap backwards, a red football jersey with the number “7” on it, red athletic shorts and brown boots. Anyone with information is encouraged to report it to law enforcement by calling 911.

Police ask for help to ID Kansas bank robbery suspect

Christopher Dunn was wrongfully convicted of murder and assault in 1991, and after 33 years in a Missouri state prison, should be released immediately, St. Louis Circuit Judge Jason Sengheiser ruled Monday afternoon.&nbsp;&nbsp;

Missouri Attorney General Andrew Bailey’s office plans to appeal, which would likely block Dunn’s release.

St. Louis Circuit Attorney Gabe Gore asked the court in February to vacate Dunn’s murder conviction in the 1990 fatal shooting of 15-year-old Ricco Rogers.&nbsp; Gore said the evidence shows Dunn, a 54-year-old St. Louis native serving a life sentence without parole, was innocent of the murder for which he was convicted.

Bailey opposed Gore’s motion, but&nbsp;Sengheiser ruled the St. Louis prosecutor, “made a clear and convincing showing of actual innocence that undermines the basis for Dunn’s convictions, because in light of the new evidence, no juror, acting reasonably, would have voted to find Dunn guilty of these crimes beyond a reasonable doubt.”&nbsp;

The State of Missouri, Senghauser wrote, “shall immediately discharge Christopher Dunn from its custody.”

Dunn was convicted largely on the testimony of two boys, aged 12 and 14, who later recanted, saying they were coerced by police and prosecutors.

Tricia Rojo Bushnell, executive director of Midwest Innocence Project, which represented Dunn, said no evidence remains to support Dunn’s conviction, “which has kept him wrongly behind bars, away from his loved ones, for more than half of his life.”

“Chris’ case is yet another example of how difficult it is to overturn a wrongful conviction in Missouri, even when the prosecutor supports it,” she said.

At the evidentiary hearing, the attorney general’s office presented “nothing that challenged the body of evidence showing Chris is innocent,” Bushnell said. “The attorney general’s opposition to Chris’ release and to other innocence cases must be addressed and corrected. The office wasted valuable resources and taxpayer money in its effort to keep Chris behind bars.”

A spokeswoman for Bailey declined comment.

The driver, Renee Elizabeth Rivera, 35, of Topeka, was arrested and booked into the Jackson County Jail on requested charges for distribution of narcotics, possession of methamphetamine, possession of a hallucinogenic drug, possession of drug paraphernalia, criminal possession of a weapon and interference with law enforcement.

What committee learned on assassination attempt from Secret Service Director

KANSAS CITY—Police are working to identify a body found in a creek recovered from a Kansas City area creek.

Just before 8p.m. Monday a Kansas City Fire Department Rescue unit returning to their station near Emanual Cleaver and Cleveland spotted what appeared to be a body in brush creek, according to Battalion Chief Michael Hopkins.

The company stopped and confirmed the information and requested additional resources. KC Fire Department crews entered the water and retrieved the individual. Due to the body temperature and condition of the body, crews-initiated CPR on the victim. 

The individual was transported to St. Lukes with CPR in progress. Patient care was transferred to ER staff, who after several minutes of CPR ceased care and pronounced the individual deceased.

 </figure>KANSAS CITY—Police are working to identify a body found in a creek recovered from a Kansas City area creek.Just before 8p.m. Monday a Kansas City Fire Department Rescue unit returning to their station near Emanual Cleaver and Cleveland spotted what appeared to be a body in brush creek, according to Battalion Chief Michael Hopkins.The company stopped and confirmed the information and requested additional resources. KC Fire Department crews entered the water and retrieved the individual. Due to the body temperature and condition of the body, crews-initiated CPR on the victim. The individual was transported to St. Lukes with CPR in progress. Patient care was transferred to ER staff, who after several minutes of CPR ceased care and pronounced the individual deceased. PHILLIPS COUNTY — Law enforcement authorities investigating a murder that occurred on Valentine's Day three years ago have a suspect in custody.

On February 14, 2021, deputies were dispatched to a reported shooting in the 600 block of 7th Street in Phillipsburg, according to a media release from the Phillips County Sheriff.

 The incident resulted in the death of 43-year-old Janna Lea Constable.

Just after 5:30 p.m. Monday, the Phillips County Sheriffs Office executed an arrest warrant for 37-year-old Phillipsburg resident Kevin Lee Hadley. 

Hadley was arrested on requested charges of second degree murder, interference with a law enforcement officer and possession of a Firearm.&nbsp;He remains in custody with a $125,000 bond.

Kansas man jailed for Valentine's Day murder in 2021

SHAWNEE COUNTY—Investigators found the body of a fatal Kansas&nbsp; motorcycle crash.

Just after 8a.m. Monday,&nbsp; the Topeka Police Department requested assistance from the Shawnee County Sheriff’s Office in searching for a missing Topeka man.

Just before 10a.m., deputies with the Sheriff’s Office located the body of 80-year-old Lowell W. Lence of Topeka in the 4400 block of SW Auburn Road, according to Deputy Abigail Christian.

An investigation determined a 2011 Harley Davidson motorcycle driven by Lence southbound on SW Auburn Road when it left the roadway. Both the motorcycle and driver were located several yards off the roadway near the bottom of a ravine, in a heavily wooded area. The final resting place of Lence and motorcycle were not visible from the roadway. Lence was pronounced deceased at the scene.

SW Auburn Road was shut down between approximately 10 a.m. and 1 p.m. while investigators were on scene investigating.

This incident is still under investigation.

Just before 11a.m. Monday, crews responded to an apartment fire at 116th&nbsp;and Winchester, according to&nbsp;Battalion Chief Michael Hopkins.

First arriving crews reported heavy black smoke.&nbsp; After several minutes of interior firefighting the crews had to evacuate the structure. A second alarm was ordered, and fly-pipe operations were initiated. 

The fire was brought under control at approximately 11:30 a.m.. The building houses 12 apartment units. Eight units were occupied. A total of ten residents requested Red Cross assistance. One resident was treated and released on the scene and one firefighter was transported for evaluation due to heat related issues. A damage estimate has not been released.
